breaking news. the verdict is in at the trial for lieutenant brian rice. he is the highest ranking baltimore police officer charged in the death of freddie gray. we'll bring you a live update from the courthouse. good morning, i'm aaron gilchrist. >> and i'm eun yang. the baltimore verdict just one of several big stories we are staying on top of this hour. from baton rouge we are getting more information on the gunman who ambushed police killing three officers. we'll have more on the former marine's background. and from cleveland, the republican national convention gets under way today. we'll see

group stands. and we'll have an update with your hot and humid forecast. >> steamy outside right now and potentially turning a little stormy this afternoon. we'll track out these rain shower chances and let you know when you may expect a cooling rain shower. we begin with breaking news at this hour. another verdict against an officer charged in freddie gray's death. lieutenant brian rice was accused of misconduct and manslaughter. chris gordon is live in baltimore now. we just found out the verdict was not guilty, chris. >> reporter: all right. behind me you see the scene outside of baltimore circuit court where the defendant in this case was found not guilty of all charges. you don't see any protesters. you don't see any emotion running high. you see reporters interviewing legal analysts, and way down the street there are a group of about a half a dozen protesters but that is it. judge barry williams announced

on the law and the fact that he could not make any decision based on public opinion or emotion in the trial of lieutenant brian rice, who was the supervising officer on the scene on april 12th, 2015, the day that freddie gray was injured in that police transport wagon and a week later died of those injuries. judge barry williams in this bench trial without a jury made a determination that on the charge of involuntary manslaughter, that basically seat belting and failing to seat belt freddie gray was not a criminal act. to prove involuntary manslaughter, the prosecution had to show beyond a reasonable doubt that he acted -- that the lieutenant acted in a grossly negligent manner causing the death of freddie gray and they

on the charge of reckless endangerment, not guilty. and finally on the charge of misconduct in office, not guilty. so after four trials here in baltimore of police officers on trial in connection with the death of freddie gray, the prosecution has three acquittals and no convictions. the next trial is scheduled for a week from wednesday and some legal analysts are still saying that the prosecutors should drop the charges. but marilyn mosby, the state's attorney, has made a promise to the community which she doesn't seem likely to drop. that's the latest live in baltimore. back to you. >> chris gordon, thank you, chris. police have identified the shooter in the deadly baton rouge shooting as 29-year-old gavin long from kansas city. long served as a sergeant in the marine corps and was deployed to iraq. his motives for the shooting are still unclear. police are also investigating whether he had any help carrying out the attacks. nbc's jay gray has more on the

shooting that left three officers dead. >> reporter: as the shots exploded sunday morning in baton rouge. >> shots fired, officer down! shots fired, officer down! got a city officer down, shots fired. >> three officers were killed. montrell jackson, matthew gerald and brad garafolo. all three husbands and fathers. three more were wounded during the attack, one of those still in critical condition. officials in louisiana have called it an ambush carried out by a lone gunman, gavin eugene long, on his 29th birthday. >> it's unjustified, it's unjustifiable. the violence, the hatred just has to stop. >> reporter: overnight we've learned long has an extensive footprint on line using the name cosmos, describing himself as a freedom strategist, author and spiritual advisor. long was in dallas just days aft f

were assassinated by a sniper. after the attack he posted messages about, quote, victims fighting their owe pressers. protests have been building in baton rouge after the controversial shooting death of alton sterling by police. sterling's family made an emotional plea for peace hours after the killing spree. >> at the end of the day when these people call these families and they tell them that their daddies and their mama is not coming home no more, i know how they feel, because i got the same phone call. >> reporter: the call echoed for the second time in two weeks across a city and nation mourning the loss of those who wear a badge. jay gray, nbc news, baton rouge. >> a tribute to the fallen officers at the national law enforcement memorial is growing this morning. someone placed a picture of officer montrell jackson and his 3-month-old son along with the flowers there. a picture o

later this afternoon into this evening. the leading edge of the rain is about three and a half hours from reaching i-81. when i see you in a few minutes, we'll time it out and a hot extended forecast too. now to a developing story, traffic now moving on suitland parkway after a fatal accident involving a pedestrian. we're told a man was hit and killed as he crossed the street near nailer road near midnight. traffic reopened just before the morning rush got under way. we have new details on another deadly pedestrian accident, this time involving a prince george's county police cruiser. this happened about 2:30 sunday morning near the intersection of riggs road and university boulevard in langley park. two other cars almost hit that pedestrian before the police cruiser did. officials tell us the victim was not in the crosswalk at the time of the accident. he died on the scene. an unusual case in montgomery county. a man was just sentenced for breaking into a woman's home and

police found him because the victim recognized the man from middle school. news4's derrick ward is live outside of the courthouse in rockville. derrick, good morning. >> reporter: yeah, we're outside montgomery county circuit court where 24-year-old devonte dixon was just sentenced to 12 years in jail for a home invasion and robbery that happened in germantown back in 2015. but there was some other evidence that was brought to bear in this. they actually showed a video of him in a prior event for which he was convicted and was on probation at the time of this home invasion. he had pled guilty to being a conspirator in that other assault. but the home invasion happened when he broke into the germantown apartment in the middle of the day. this is november, 2015, with an armed acalm accomplice. now, the woman was home caring for her 2-year-old daughter. the authorities say dixon punched her several times appeared asked her where was the money. now, several times during that assault she said why are you

middle school. it turns out they had both attended roberto clemente middle school. at that point dixon and the accomplice ran off. but the victim went back, got a yearbook, found his picture. there was other evidence left on the scene. a shoe print on the door from where the door was kicked in and that matched the shoe dixon had. that coupled with the i.d. led to that sentence. the sentence was on the high end of the recommendations, but a spokesperson from the prosecutor's office said that was appropriate. >> we believe today's sentence is commensurate with the crimes that he's committed. in particular, a victim holding her infant child in her arms, a home invasion. >> reporter: dixon tried to argue that he suffers from attention deficit disorder as well as bipolar disorder, but the judge did not factor into that the sentencing. now, there is still the armed accomplice who authorities say is at large and they want anyone who might have information on that to come forward. he will begin this 12-year

parole and appeal. we're live outside montgomery county circuit court, derrick ward, news4. back to you. we're working to learn more details about a shooting that happened on i-295. a man and another person were shot while riding in a van. d.c. police say the shooting happened sunday morning as the victims were traveling northbound. we're still working to learn the extent of their injuries. so far there are no suspects. the investigation is ongoing. i'm erika gonzalez at the live desk. a tractor-trailer carrying a load of tomatoes runs off the interstate and catches fire. this happened just a few minutes ago on 66 over the route 14 overpass. westbound lanes are open, but it's the eastbound that are still being cleaned up at this hour. the driver suffered minor injuries and was charged with reckless driving. we are also hearing from virginia state police that tell us that fatigue was

this morning french president francois hollande took part in a moment of silence to remember the victims of last week's bastille day attack. 84 people were killed when mohamed bohlel drove a truck into a crowd. about 30 people are still in intensive care in nice where the attack happened. cards and flowers, a makeshift memorial cover the promenade. we now know three americans died in that attack. over the weekend we learned nicholas leslie, a uc berkeley student was killed. he was 20 years old. investigators are working to identify 50 victims. the other two americans who died were on vacation, sean copeland and his 11-year-old son, brodie, were both killed in nice. over the weekend their community in austin, texas, held a prayer vigil. a lot of people wore black and red, the color of brodie's baseball team in less than two hours the republican national convention will begin. among the big speakers today, willie

trump, donald trump's wife. here's how the city is handling all the increased security. >> reporter: good morning. they're talking about security here on the stage tonight, but also outside where thousands of officers have come in to assist cleveland, to help make sure they keep the 50,000 visitors here safe. nearly four miles of steel fencing surround the convention site. after sunday's shooting in louisiana, cleveland's police union wants governor kasich to temporarily suspend ohio's open carry gun law downtown, to protect more than 5,000 officers. kasich says he can't. >> it makes sense. it's common sense. we're not trying to take away anybody's right. >> reporter: protests have been peaceful. >> we're not going to tolerate violence of any kind. >> reporter: in an interview with "60

primetime speakers over the next four nights. a reminder to you, news4's tom sherwood and chris lawrence are covering the convention this week. expect live reports from them this week starting at news4 at 4:00. right now a vietnam war hero is about to receive the medal of honor. president obama is recognizing retired army lieutenant colonel charles kettles for his brave re. in 1967 he led helicopter flights evacuating wounded soldiers under the threat of enemy fire. he's credited with saving the lives of 40 soldiers and the four crew members on that helicopter. you can see the live pictures here, the ceremony is under way in the east room of the white house. president obama at the podium right now about to present that medal. in less than an hour we expect to have a clearer picture of the future of laurel regional hospital. prince george's county bureau chief tracee wilkins tells us the chief executive and county's mayor are expected to speak at noon. the hospital was changed to a walk-in outpatient medical

hundreds of people lost their jobs. the decision to downsize came from dimensions health care system, a nonprofit hospital system and without the approval of elected officials. also today maryland governor larry hogan may make a decision on the future of i270. he will also meet with elected officials and constituents in montgomery county. governor hogan is planning stops in gaithersburg, potomac and chevy chase. we will monitor his announcement and let you know what he says. today is the final day of surge four of metro's safe track program. the crystal city station is also closed. tomorrow there won't be any rush hour track work as crews prepare the next work zone. surge five will start on wednesday. there will be 12 days of around-the-clock single tracking on the orange and silver lines between east falls church and ballston. russia operated a

this morning russia's olympic teams are waiting on the results of a doping investigation that may hinder their participation in the upcoming games in rio. the investigation prompted by an

pool managers tell the news4 i-team cell phones are their number one enemy. this is the most dangerous time of the summer when it comes to drowning. more than 200 toddlers tie every year when they fall into pools. kids don't often make a sound when that happens so it's critical for parents to keep an eye on your kids. steven parks has been the manager of the green belt aquatic center for nine years now. he says too many parents think lifeguards will do the job for them. >> parents come in and they think lifeguards are baby-sitters and we're not. a lot of parents will come in and just sit on the deck and play on their phones or do whatever and not pay attention. >> parks says the rule at green belt is you must get in the pool with your kids and keep them within arm's reach if they can't swim. now, the news4 i-team has created a checklist of critical things parents need to look for at the pool to keep their kids alive. tonight on news4 at 6:00, the i-team is going to show you why one of the most risky th

we have breaking news right now. another not guilty verdict for a baltimore police officer charged in freddie gray's death. lieutenant brian rice was the third officer acquitted of all charges. he was accused of involuntary manslaughter, reckless endangerment and misconduct for freddie gray's death in police custody last year. six officers were charged in connection to gray's death. despite the latest not guilty verdict, officer garrick miller's trial begins next week. we are learning more about the police officers that lost their lives yesterday in bat on rudolph giulia -- baton rouge. sarah wallace reports on the shooting. >> reporter: this was the crime scene behind me, the gas station and the convenience store. it has all

on the suspect and his possible motive. authorities believe that 29-year-old gavin long of kansas city, missouri, was the lone gunman. he was a former marine and iraqi war veteran who was prolific on social media. he boasted about taking on bullies and justice, but nothing apparently extreme. long is expected of opening fire on several officers sunday morning as they responded to reports of a man walking down the highway with an assault rifle. three officers died, including montrell jackson, a ten-year veteran who had recently posted on facebook about the personal toll of being an officer following the police-involved shooting of a black man earlier this months. >> those officers kissed their families and kids good-bye and went to work, no different than we all go to work every day, and they'll not come home. i know montrell has a beautiful family, beautiful family, and a very newborn baby. and he just didn't deserve it. none of these officers deserved

originally placed might have been by the gunman trying to lure officers here for a setup, but apparently that was not the case. reporting from baton rouge, i'm sarah wallace, now back to you. in the past two weeks there have been four deadly shootings that have captured national media attention. this morning psychologist dr. black joined us to talk about how these affect children. >> you have understand parents are the first teacher. so whatever emotions the parents are experiencing, the child will take on those emotions. i would encourage parents to be very careful about any negative statements that you may make because your child is listening, your child is going to internalize that. >> if you'd like to see our entire interview with dr. black, we've posted it in the nbc washington app. just search talking to your children. in light of the recent police shootings, fairfax county police

some buildings are simply gone following these treorrenti storms. they dropped rain, hail and even flooded a parking garage. water levels rose 14 feet in a matter of hours in some places and more than a dozen people had to be rescued, including three children. they're okay and luckily everyone is apparently -- >> in charlotte over the weekend it was raining cats and dogs down there as well, not too far from raleigh. >> you're expecting rough weather today. >> at least a chance of thunderstorms coming our way. we're not looking for a big severe weather outbreak, but as is always the case when it's hot and steamy in the summertime, any storms that fire up could become briefly severe. >> good morning, thanks for having me. >> how would you describe belgian cuisine. everyone is like is the same as french? >> it's a lot of fun things about it. everybody thinks mussels and fries and great bread and wonderful sausages and the chocolate waffles. everybody knows that. >> what's not to like about that. >> exactly. >> you have something cooking for us. >> this is a classic mussel dish. a prince edward island muss especiallies. lots of garlic, lots of leeks. >> what's in the base? >> i recommend doing that ahead of time as well. it makes more complex flavor. this has leeks and garlic, white wine, a little clam broth, salt and pepper and things like that. a little bit of cream in there, just a splash. a little bit of butter for a little richness. >> everything is better with butter. >> everything is better with butter. we all know that. we all know

that melt into the broth. >> let that come together. the key to the mussels is not overcooking them. once the shell is opened, you're good to go. >> i think you're right, they end up being rubbery. >> three or four minutes and you're good to go. >> you have the pot closed, would you steam them? >> i like to steam them. i like to let them open up like that. all the juices collect and stay inside and it's really, really nice. >> and you add cheese? >> yes, and these are butter ball potatoes from germany. these are steamed in a little bit of salted water. they're nice and creamy and beautiful and will absorb all of that wonderful flavor. when it's done and everything is open and delicious, we'll finish with a little fresh citrus with raw garlic and parsley and adds a nice brightness. >> you can put that on vegetables. >> it's really, really fresh and nice and makes a nice complement. >> so all you need is

bread for the broth. and what kind of special beers do you have? >> at our restaurant we're doing -- tonight is half price all belgian beers. that's right. so today we have whitaker, we have antigun and a st. bernard 12 which is my favorite. >> why is that your favorite? >> it's got good flavor but not overly hops. so it's nice. >> and that goes great with the mussels. >> yes, that's exciting. the rest of the week we have waffles on wednesday at all of our restaurants and thursday actually belgian independence day. all you can eat mussels. so what more could you ask for? >> what is belgian day? >> the celebration of their independence when they became an independent country 185 years ago. we're proud to join in with that. >> and we were talking about that beautiful waffle here. that's your classic belgian waffle dessert. >> that is correct. great belgian chco

strawberries. it doesn't need a whole lot of complicated things. beautiful fresh fruit, chocolate sauce, crisp waffles, that's it. >> here's my thing i'm going to ask you, chef. i've tried to make clams or mussels at home and i feel like something is missing. what am i doing wrong? >> i think everything in cooking is about balance. this kind of thing, i've put a little lemon here ahead of time, the cheese will be rich, the potatoes are rich. brightening that up with the citrus, it's all about balance. just make sure you taste. if it's too this, add a little bit of that. just make sure everything is balanced out. >> that's why you're the professional. happy belgian day. >> you too. come join us. >> sounds great. there is a lucky lottery winner in our area. we'll tell you where
