rouge, louisiana. the new details just into our newsroom. >> reporter: i'm chris lawrence inside quicken loans arena where we'll bring you up to date information of everything that happens at the republican national convention. the security, the issues and what local delegates from d.c., maryland and d.c. are most concerned about. all that coming your way next. good afternoon on a busy monday in the news. we start this afternoon in the storm team 4 weather center with tom kierein because as we are talking about this heat, we're talking about storms. >> the camera looking in direction of where we've got severe storms. they're going to move in here in a half hour coming into the metro area.

indicating it's a weather alert day. >> we'll have updates as the storms approach. we can see them on storm team 4 radar. areas in yellow and orange, those are the strongest storms and they're now roaring across montgomery county just coming out of loudon into fairfax county and further south, northern prince william county and down toward stafford and spotsylvania as well. they're advancing to the south and east getting closer to the metro area here in about another half hour or so. just about to hit gaithersburg and across the potomac river it looks like to the north and west of ashton and that area and further south across route 50 to northern prince william county. this is coming into fairfax county and montgomery county shortly. these towns will be affected. gaithersburg, rockville, fairfax city, washington itself by 5:00. should be right downtown based on the speed of these storms as they move on through. brief downpours. a lot of lightning with these as well. maybe s

one of the most unique political events in recent memory. we're steps away from the main stage where you can see they're showing a lot of tweets and pictures that a lot of delegates have been posting on social media since they got here to cleveland. i can tell you there is lots to talk about here. it was just a couple hours ago where reince priebus, rnc chairman, gavelled this convention into order. take a listen to what we heard. >> this convention will come to order! >> reporter: what we heard right after that was a song, the song "happy together." no coincidence when you remember just how fractured this party was coming into this convention. there's still a movement out there that even this afternoon was trying to deny donald trump the nomination as the republican nominee. there have been protests outside. e

force. we'll dive into all of that including what our local delegates are doing. i want to send things upstairs to my colleague tom sherwood following the virginia delegation all day. tom? >> reporter: hey, chris. you know the polls are showing that donald trump is having trouble with hispanic voters. now, coming up at 4:30, we talked to someone with the virginia delegation from loudon county. a native of puerto rico and says those polls are wrong. chris? >> i had an opportunity to talk to some delegates from virginia. one of them told me that they're not completely together. there's still some dissent out there and some that don't agree with donald trump's platform, the platform of the party in particular. i sensed an overriding need to

beat hillary clinton and delegates are pushing back that to say we need to unite to win the white house in november. we have a lot coming up. ten minutes from now, i'll tell you where the virginia delegation is here on the floor and what state surprisingly enough is getting snubbed. i'll send it back to you. >> all right. thanks, guys. in the opposite corner, hillary clinton called for the end to the "madness." she addressed the naacp's annual convention in cincinnati and condemned the recent deadly shootings of law enforcement officers and proposed criminal justice reforms including new guidelines on use of force and legislation to help end police bias and racial profiling. a judge in baltimore today acquitting the highest ranking police officer charged in freddie gray's death. >> the verdict stated that lieutenant rice committed

crime by not seat belting gray in the van where gray suffered those injuries. >> news4's chris gordon is covering the trial for us once again. >> reporter: lieutenant brian rice was supervising police officer on the scene and today the judge found him not guilty of involuntary manslaughter, reckless endangerment and misconduct. lieutenant rice helped load freddie gray into the back of the police transport wagon and failed to secure gray with a seat belt or order someone else to. in this nonjury trial, judge barry williams ruled that gray sustained his fatal neck injury inside the van but that prosecutors failed to prove how and when gray was hurt. >> the judge did say he did not find beyond a reasonable doubt that lieutenant rice had caused the injury. >> reporter: ahead at 5:00, how this acquittal of lieutenant brian rice is sitting with the

>> we're having storms roll through the area. this is outside the nbc studios. you can see that line. look at those clouds moving right in. the winds have picked up. you're going to see heavy downpours if you haven't seen already all throughout the region. this is right outside nbc 4 studios. that's where we're under a severe thunderstorm warning. just happened until 5:00 p.m. for the entire district and now they expanded it and put it out ahead. severe thunderstorm warning until 5:30 even through charles county and coming down through spotsylvania county. here's the line right here. a lot of lightning. really breezy conditions. winds up to 60 miles an hour. we've had some reports of some

i'm chris lawrence back on the floor of quicken loans arena bringing you live coverage of the republican national convention. i want you to take a look behind me. just a few minutes ago, the delegation from virginia went absolutely ballistic. chairman reince priebus said that the nominating rules had passed. there is a group of delegates here, not just in virginia, but a

felt like they were shut out of the process that donald trump's campaign and rnc colluded to pass these rules and leaving the grassroots out. in that crowd, is virginia's former attorney general. one of the loudest voices raising his hand and shaking his hand and even taking off his delegate badge at one point. we'll turn that video around. you'll see it yourself in a few minutes once we turn it around. sorry about that. again, there is just so much going on here right now. this is virginia. this is where they are stationed in relation to the stage. the thing is, the host state, ohio, usually gets the prime position. whatever state it is. in this case though, ohio is sort of off stage left behind pennsylvania and a lot of that is due to the ongoing feud between governor john kasich who said he's not even going to come to the convention and the donald trump campaign. all th

this fight over how the rules were passed. again, we'll turn that around and stay on top of all of the developments right here on the floor. >> thank you, chris. >> we want to turn to the weather. we are in weather alert mode here at home. you can see the very windy conditions just outside our studios. >> it is getting wicked out there, tom kierein. >> getting dark, too. the sky really looking very dark and ominous coming in from the west and north. that's the leading edge. very heavy rain and lightning that's coming in as well. these storms have a history of producing some damaging winds. they are about to hit the metro area. as we look at storm team 4 radar and live view outside, that's the view from here at nbc 4. you can see the dark clouds about to move in coming in from the west. not much wind here yet, but the winds will quickly pick up as the storms surge on through. look at storm team 4 radar. just about to come right into washington. they're just now crossing the beltway. they end

baltimore down to near fredericksburg. just along the i-95 corridor. leading edge of this is just about to come into washington to braddock, clinton, over toward arno arnold. the other line farther south is tracking off to the east. it will come into southern prince george's county, charles county as well. so here comes quantico, indiana head, waldorf, allenes fresh in far maryland and northern st. mary's county. this is rapidly moving off to the east. as it sweeps through, gusts of wind to around 60 miles an hour. in addition, really heavy downpours. may only last 20 minutes or so but there could be ponding of water. frequent lightning, too. so if you have plans to head out, best idea is stay inside. wait until this passes which is going to be done in another hour or

now at 4:30, convention in cleveland. the republican national convention officially under way. we'll have team coverage. a storm team 4 weather alert. it turned into a sweltering and stormy afternoon. time for an update from meteorologist lauryn ricketts. how are we looking? >> looking like we're seeing thunderstorms rolling through the area right now. it's gotten dark and windy and those temperatures have dropped if you have seen rain. let's show you what's going on out there. it's a little on the dark side once you step outside. especially if you're in the district and points to the east. severe thunderstorm warnings in orange. severe thunderstorm watch in pink. you can see they continue to trim that severe thunderstorm watch and will continue to trim that as the main line of storms moves out of here. this is the main line coming through the district right now. if we're inside the beltway and think about going for a walk outside, might want to wait a bit. these are traveling east 30 to

way. at one point i saw him rip off his delegate badge and toss it in the air. they say that the feelings of grassroots republicans are being ignored and basically the donald trump campaign and rnc got together to pass these rules without a lot of input. they've been demanding a roll call vote. a lot of energy in the room taking place right around virginia as people huddle around to see what happens next. i want to talk now to my colleague, steve handelsman looking at the other big issues happening here in cleveland. steve? >> reporter: first, let me hook back a bit, chris, and talk a little bit about what you were talking about. i just talked to a louisiana delegate, a texas delegate, and they say, yes, this is a disrespecting in their view of the grassroots. this is what it boils down. delegates here who are opposed to donald trump being the nominee, want the ability of trump delegates to change

else. frankly, if that big, big rule were put to a floor vote here, it would lose. the likelihood of delegates being able to vote against trump is less. a floor vote itself would embarrass trump and so that's the fight now to prevent that kind of embarrassing floor vote. as this rnc officially tries to stay on message. >> this convention will come to order. >> reporter: as the republican convention kicked off, today's theme was keep america safe. spotlighting donald trump's promise of law and order. to voters horrified by deaths in dallas, baton rouge, orlando and in europe. >> president trump is the only one who will be tough on terrorists and is going to provide law and order for this country that we badly need. >>thy thi i think people are lo for protection. we're in a world that's scary. we're looking for leadership. >> it's like an

william and northern culvert county. i'm sure those go until 5:30. look at where this line of storms is right now just coming through annapolis and then right to the south and west of the district. the district inside the beltway now just getting heavy to moderate rainfall but it continues to lighten up because you can see back edge of that precipitation starting to move through here. we'll see these. headed toward prince frederick after 5:39. i believe that threat will be over after 6:00 tonight. then we rain cool. once the storms roll through the area, temperatures dropping about 20 degrees. they'll go up a little bit and we'll end up in the 70s during the overnight. we have a few showers and thunderstorms during the overnight and maybe tomorrow morning. heat building once again tomorrow afternoon and maybe a shower here or there tomorrow afternoon. i would say about a 30% chance. a mix of sun and clouds. by the time we get into wednesday and thursday, looking good. we're still at 90 degrees mo

moments away. today a judge sentenced a man for breaking into a woman's home and attacking her. >> police found him because the victim recognized the man from middle school. news4's derrick ward was in the courtroom today and has details on the sentence. >> reporter: 24-year-old dixon has been sentenceded ed td to in jail for a home invasion that happened in 2015. he was convicted of kicking in the door to an apartment while a woman was home with her young child in her arms. said to have punched the woman several times asking where is the money? the assault stopped when the woman told him, hey, i recognize you from middle school. turns out they both attended roberto clemente middle school together. >> we believe today's sentence is commensurate with the crimes he committed in particular a victim that was holding her infant child in her arms, a home invasion. >> reporter: dixon was convicted of home invasion and a robbery. those two

first up at 5:00, we begin with wild and wicked weather out there. our storm team 4 weather alert. >> tom kierein in our storm center tracking two things almost synonymous. extreme heat and storms, right, tom? >> storms brought the heat down. dramatic drop in temperatures when the rain fell right in the metro area. went from mid 90s down to mid 70s in a matter of minutes. right now those storms are pulling east of the metro area. they've had a history of doing wind damage. several reports of trees down in southern montgomery county around bethesda as they came through. they are weakening a bit. here's the main line coming into prince george's county. heaviest rains near clinton and to where 301 heads down into charles county. it will pass through affecting these communities all of the way over between now around 5:45 all of these areas here seeing the storm coming on through and then it's going to be crossing the bay and weakening quite a bit as
