seats. when i was here on the floor yesterday, the virginia delegation erupted when the rules were passed against their objections. everyone was crowding around this area, as we saw in the virginia delegation take offense. today, they have all walked out. they are gone. these two fine gentlemen, they are from illinois. they just took the empty seats because illinois was so crowded. but again, the virginia delegation, so where to be seen. up here in front of me, this is all illinois. you can see back there is guam. one, two, three, four rows of empty seats. all with the virginia delegation should be sitting. this is a problem. >> this is not the optics. >> but the trump campaign wanted to see and we'll keep an eye on other states to see what their delegations are going to do.

to rally support for donald trump and mike pence. maryland delegate chairman david bossie of montgomery county. >> we need to defeat hillary clinton. that's our sole focus. >> reporter: but larry hogan, like many leading republicans, are not here. he skipped this convention. >> our focus is on maryland. i have no interest in the convention, that's why i'm not there. >> the governor is his own man and he's able to make his own decisions and we represent those. they say they will press on to make a blue state turn red in november. >> we're excited about him being the nominee. i think we're excited about mr. pence being the nominee and we'll have to wait until november. >> reporter: and maybe governor hogan will come around before november.

and clam bake. i'm sure you would like to be there, too. >> yes, tom. as i'm sure you would as well. >> house speaker paul ryan is on the stage telling some of the delegates exactly how this is going to happen, that these -- that these totals, these vote totals are going to be enough in alphabet cal order. it's a different process than it was four years ago. last time, they only announced the votes for mitt romney, the actual nominee. in this case, each state will be able to announce the vote totals for all of the candidates. so, say, senator ted cruz got a certain number of delegates or senator marco rubio, those votes will be announced as well as well for donald trump. it's not going to change the end game. donald trump is going to be nominated as the republican nominee. but again, thi

crashed into a tree. danny harvell ran from the scene but turned it himself in later. the officer had to undergo extensive surgery. >> the car rolled over the officer breaking his leg and causing back damage and nerve damage in one of his arms as well. >> harvell will be getting three or four years in prison. he was one of the most famous fans in the entire nfl. tributes are coming in as the redskins lose a legendary supporter. temperatures continue to soar inside the d.c. jail where an inmate died last week. i'm mark segraves. you'll hear from the inmate's daughter who wants answers as to what caused her father to die. it's tuesday afternoon. we are getting a brief break from high heat and high humidity. a look at

>> reporter: hi, doreen. i've covered all kinds of robberies. but this guy, this guy, he hit a dollar tree store. caught on camera, he's a large man. he carries a big, red bag and a big, black gun and he's wanted in connection with the robbery of this collar tree store in rockville. he ties an employee's hands behind her back and then he cleans out the safe. throughout the entire robbery here, the gunman is careful. very careful. up to a point. he's careful not to show his face. careful not to leave any fingerprints. but not so careful with that gun. watch now as he holds it upside down, upside down before he stashes it away. no t

only on news4. >> i would really like to find out why he had to live in those conditions. something needs to be done. >> reporter: felicia doesn't know what caused her father to suffer an apparent stroke inside the jail and die but she's heard from enough inmates and prison guards about the failing coolant system to want some answers. >> the heat over there, that could have been a part of it dan not giving him the right medication. >> reporter: 70-year-old lester irby was awaiting a court hearing on assault charges when he died. his attorney was one of the last people to spend time with him. in a statement he said, "mr. irby was in good spirit when we met at the jail on tuesday last. he was also in good sfirt at a court hearing on wednesday last. there was no sign of any physical problems." irby wrote about his life in

in "d.c. noir." >> when he was incarcerated, he could put everything on paper. >> reporter: the d.c. detention facility has acknowledged problems. they said, "a contractor has been on site and completing work to enhance the air flow and circulation systems. we have no reason to believe that there is a correlation between elevated temperatures and the death of an inmate." felicia wants people to know what the other inmates are still dealing with. >> it's just awful over there. >> reporter: there are about 1200 inmates currently living in the d.c. jail. we asked permission for us to go inside and those requests were never answered. we can tell you that the council member who

jail released a statement today. he said that the only way to fix the problems with this jail is to build a new jail. that's the very latest, live in southeast, mark segraves, news4. >> thank you, mark. now to the deadly ambush on police officers in baton rouge. investigators have released chilling new images of the attack that killed three officers on sunday. the gunman drove from his home in kansas city in the days before the attack. he was armed with at least two rifles and a pistol and selected a spot near the police station to carry out his killing spree. as he stalked police officers, he bypassed civilian witnesses and aimed only at those who wear a badge. a s.w.a.t. team killed him with a shot from 100 yards away. a legendary fan of washington's football fan. many knew him as chief zee. his real name was zena williams.

since 5:30, their seats filled. the session was gavelled in to session at 5:30. they all just showed up a few minutes ago saying that there was a meeting that they had to explain some of the procedures to the delegates. again, there was nothing until this, the most important event of the day when the roll call comes and donald trump is put into nomination as the republican nominee. so, again, right now, if you take a look on the stage, we're at colorado right now. they are going in alphabetical announcing their vote for each candidate. let's listen in for just a second. >> the most beautiful piece of real estate, home of future senator and the world champion denver broncos -- >> reporter: so you get a little flavor of that. i can tell you since speaking with some of the delegates earlier, there is some distinction.

right now in cleveland, the roll call to make donald trump the nominee for president is under way. let's go to chris lawrence who is live on the arena floor. what's happening, chris? >> reporter: doreen, we're probably just a few minutes away from maryland, the maryland delegation casting their votes. a few minutes ago, we heard from the district of columbia

there was not only confusion but consternation as the delegates from d.c. cast their ballots. >> the district of columbia, capital of the greatest country in the world and in accordance with the will of its citizens, our delegation is dually bound to cast ten votes for senator rubio and nine votes for governor kasich. pursue want to the rules of this convention, district of columbia, 19 votes, trump. >> for the united states, donald j. trump. >> reporter: so there, again, a lot of the d.c. delegates were upset because they wanted to be able to have their votes pounded for the people who won the district which was

the national organization of black law enforcement executives began their conference right here in d.c. >> this year, they are bringing young people into the conversation to try to help stop the violence. news4's meagan fitzgerald has that story all new at 6:00. >> reporter: black law enforcement executives have been attending their annual conference for the last 40 years but this year was different. in the last two weeks, eight officers have been gunned down while protecting their community after protests sparked around the country when two black men were killed by police. but now it's the officers who feel they are being targeted. so over the last four days, conversations around community policing and tactics have dominated the conversation. and today, duane crawford with the national organization for black law enforcement

metro says construction dust is to blame for an incident this morning at the pentagon city station. dust filled the tunnel as blue and yellow line riders were beginning their commute. the station had just reopened after closing for several days of safetrack work. service was not affected. metro riders have been promised a safer system because of all of the safetrack repairs. but one section of track that was supposedly just fixed is getting metro fixed. the problems are popping up outside of the armory station and it's having an impact on the blue, orange and silver lines. transportation reporter adam tuss has been looking into this. >> reporter: this elevated structure has been such a

spot for metro that the metro station turns out there are still more concerns. track signals and switches here are malfunctioning regularly leading to regular delays even after safetrack rolled through here. >> sometimes it does make me late. so, yeah, they need to figure something out. >> reporter: riders getting fed up and metro is not quite sure why it's happening. eight track and switch issues since the safe surge ended here. take a look. july 4th, a signal problem. july 5th, switch problem. july 6th, two signal problems. july 7th, unscheduled track repairs. the 8th, a switch problem. the 15th, a signal problem. the 18th, a signal problem and a switch problem. >> should have been taken care of a long time ago. because right now it's a lot of inconvenience for everybody. >> reporter: metro's chief spokesperson tells us in a statement, "needless to say, it
