hello, everybody. i'm jim handly. we were there as virginia senator tim kaine spoke about the odds of being picked as hillary clinton's running mate. plus, all eyes are on rio. we're learning about a terror plot. it's scott macfarlane. developing news right now, a prince george's county police officer indicted after allegedly taking upskirt photos of multiple women. some of the pictures were taken while he was on duty. james sims is a six-year veteran of the department. there are at least four incidentses that happened over the past year and two incidents happened while he was making traffic stops. the other two happened while he was off duty and the latest one last night at the sports authority in bowie. that victim was another police officer. prosecutors say she caught sims

involves a possible terror plot aimed at the summer olympics. today, police arrested ten people across southern brazil after the group pledged allegiance to isis on social media and attempted to buy weapons. all of the suspects are brazilian. one of them is a minor. the group discussed using weapons and guerrilla tactics to potentially launch an attack at the games that start in two weeks. the justice ministry described them as amateurs not prepared to conduct an actual strike. to decision 2016 right now, virginia senator tim kaine was in loudoun county today. >> david culver is reporting. speculation about clinton's vp is what most people wanted to talk about. >> reporter: while most of the happenings are dealing with the republican pa

their convention, a lot of political buzz these days, especially on the democratic side of things. as we walk you in right now to a round table discussion hosted by virginia senator tim kaine, his name coming up multiple times as a potential vp pick for secretary of state hillary clinton as she is running for president, of course. so, you know, he's addressed that rumor. he hasn't said yes or no or if it's something that he's even fully considering. right now he's focused on discussions like round table discussions that have been planned for months. you're going to notice a lot more media attention in places like this, wherever the senator is going. this is something that we were with him several months back and didn't notice the media. in fact, it was just him and i on certain stories and jewelry carey with him. a lot more interest from the national leve

it's going to be a big night. chris lawrence is inside the q. chris? >> reporter: wendy, yeah, at this point we're just about six hours away from the headlining speech. there's going to be a lot of people speaking here tonight. but what everyone will be keeping an eye on is ivanka trump and her father donald trump. just a couple hours ago we saw the two of them do the final walk-through on the stage. you can see them trying to get comfortable with where the teleprompters are, choosing the font size, making sure that everything is perfect. at one point, donald trump told one of the technicians, quote, just make sure nothing goes wrong. he looked at one area where the prompter was and said i love the look of this. so, again, just that behind-the-scenes into what it's like to prepare for something this big. donald trump has a lot in front of him. it's a heavy lift for him tonight.

republican party that has splintered here in over the past few days. he's also got to prove to the nation at large that he is prepared for the presidency, something that some voters have doubts of and coming out of that "new york times" article about questioning the nato alliance, he has to calm the fears of some of our allies overseas. we're lucky enough now to be joined by the anchor of "nbc nightly news," lester holt. i have to ask you, how important is this speech to donald trump in terms of changing the course of this campaign? >> reporter: well, i think there's two points. one, this has been a rough week. they got off message here by a couple of things. the speech controversy, what happened with ted cruz last night. so on one level it's a chance for him to really end this on a high note and really give the sense of this being a unified republican party. in terms of the national audience, you know, people have heard him in sound bites and in rallies. this is

have the undivided attention of a lot of americans at one time to really lay out his vision and explain how he wants to do some of the things that he has promised to do in terms of making this country safer. so it's a big night on many levels. >> reporter: we've spoken to some of the delegates who say they love the raw, unedited donald trump. sort of the let trump be trump crowd. from speaking with your sources in the campaign, do you get a sense that he is going to stick to the teleprompter or, you know, go and talk freely, as it were? >> reporter: well, every time donald trump is going to be out there, everyone -- the people that run the schedules and say, this is what is going to happen or what is planned but this is donald trump. everyone knows he likes to go off script sometimes. you know, i spoke to two of his sons today, eric and don junior about that. their father likes to be off the cuff

and welcome back. in northern virginia this afternoon, new details about a program meant to cut down on the number of domestic violence deaths. >> fairfax county police kicked off this initiative one year ago. so is it successful? julie carey takes a look. >> reporter: it's been a year since the fairfax county police department launched a new way of dealing with domestic violence calls. every patrol officer trained in how to use this form, it has 11 key questions that have to be asked. it's called the lethality assessment program, or l.a.p., which considers if the victim is high danger. if so, the officers carry a cell phone that will immediately connect them with the domestic

well, as you know, the rnc convention closes with donald trump speaking. after four days of speeches, how have the gop messages connected with african-american voters? whur's troy johnson is here with today's "talk around town." troy, there have been lots of controversy, melania's speech, ted cruz's speech last night. how is this all sitting with your listeners? >> there's no question that

been an unconventional convention, if you will. there's been a lot of fodder but not enough substance. they are disappointed in that fact. and they would like to see tonight the narrative really framed and the candidates really making some substantial statements as they pivot to the fall, meaning donald trump. some people are feeling like in these first few days republicans may have missed an opportunity to put their first step forward. >> well, as we've seen in the pictures last night and in primetime and in previous conventions, it's sparse when it comes to african-americans. what do your listeners say about that? are they surprised by it or not surprised? >> not surprised. but the number of black delegates in cleveland this year is 18. and that's less than 1% of the delegate population. those are some of the lowest numbers in history.

i'm chris lawrence, live at quicken loans arena. we have been working all day to bring you more information on what has become one of the biggest controversies at any political convention ever. that, of course, is what happened last night with ted cruz. we have been talking to sources all day trying to get more information on what went down after that episode. take a look at what was captured on video just after ted cruz stopped speaking. you can see heidi cruz, his wife, being hustled out of there and that is

terrified to speech in such a large audience but she feels honored to introduce her father. cell phone video that is generating a lot of reaction on our facebook pages. it shows the moments before and after an unarmed black man was shot and wounded by police. charles kinsey is a therapist. police shot him in the leg even though he laid on the ground with his hands in the air and repeatedly told them no one was armed. north miami police were responding to a call that someone with a gun was threatening to kill himself. he said he had been trying to calm his patient with autism who had wandered into the street. an investigation is under way. a routine trip to the gas station turned deadly in prince george's county. right now, police are looking for the masked man who shot and killed a man and then took his car. news4's chris gordon is in capital heights with reaction to this deadly

his car was stolen yesterday morning when he was filling it up here at pump 4 at the bp gas station in capital heights, maryland, one mile from where he lived in southeast washington. 68-year-old alonzo jackson left his wife at work and he was putting gas this his dodge charger. police released this video of the alleged gunman who they say shot jackson and sped off in his car. >> we're asking for the public's help in identifying him. the suspect is armed and dangerous. if you see him, call 911 immediately. if you see the car, call 911 immediately. >> reporter: ahead at 5:00, we'll hear from a neighbor who says the victim, alonzo jackson, was like a brother to her. that's the latest from capital heights, maryland, back to you.
