this is a bizarre situation. the prince george's county police department and state attorney's office has been working closely to bring this indictment. they want the officer held accountable. >> it's a sad day to discuss the indictment of a prince george's county police officer for conduct that, if proven true, i find disgusting. >> reporter: james sims is charged with six counts related to taking upskirt pictures of unsuspecting women. >> in this case, we have four victims. two of these victims had their photos taken while pulled over at traffic stops. >> reporter: and in an incident at sports authority in bowie, the police officer was from another jurisdiction who notice whad sims was attempting to do. she watched him run to his marked police cruiser. >> it was her complaint that got the investigation started. >> reporter: it was the prince george's county depe

state's attorney office is saying about prosecuting this police officer on criminal charges. i'm tracee wilkins, back to you all in the studio. >> disturbing. tracee wilkins, thank you. a trip to a gas station turned deadly in prince george's county. alonzo was in capitol heights, about a mile from his house at a gas station. he had just filled up the tank when a gunman approached and shot him yesterday. the man drove off in jackson's black dodge charger. police are still looking for him. news4's chris gordon is talking to people who knew jackson. he will have a report at the bottom of the hour. a frederick county man says his wife has been wrongfully sentenced to three years in prison in gambia in western africa. fanta jawara has been in prison since april after getting arrest at a protest. her husban l

sentence through news reports and relatives in that country. he says she was just a bystander at the demonstration while she was visiting her homeland. brazilian police have now arrested ten people suspected of planning terrorist acts and activities during next month's olympic games in rio. according to brazil's justice minister, the group was inspired by isis and mostly organized online. there were no specific targets for an attack but investigators are going through the suspects' computers and cell phones now to learn more about the possible plans. police are still looking for two more people. all 12 are brazilian and one is a minor. as the republicans rally around their candidate in cleveland, we could be a day or so away from learning who hillary clinton plans to pick for her running mate on the democratic side. among some of the finalists, a couple who has close ties to our area. first, agriculture

a program for domestic violence victims is being conducted. our northern virginia bureau chief julie carey spoke with a survivor today. >> reporter: this piece of paper and the questions it contains can be a lifesaver. this program was launched a year ago from the fairfax county police department. it wasn't around when this woman called police several times between 2008 and 2011 to report her husband was hurting her. she finally left him when he pulled a gun. >> i walked the opposite direction. i did hear a gunshot and i turned around and i saw the gun that he was holding and pointed in our direction. >> the patrol officers are now required to ask the victims

domestic violence call. when an answer is "yes," the victim is screened at high danger and officers are equipped with flip phones so they can connect the victim right away with a domestic violence counselors. >> the priority is to get the victim out of the perilous situation immediately. >> reporter: that counselor then helps determine what is needed to help protect the victim. >> we know that three out of the four victims stay with us so they continue with services in some capacity, whether that's an emergency shelter, victim advocacy, maybe a court protective order. >> reporter: this survivor said it would have made a big difference if they had this l.a.p. screen when she was abused. >> i feel like it's such a good tool, i feel if it was provided to me at the time, it would have helped me get out of the situation sooner. >> reporter: the l.a.p. program was first created inyl

inmate in the d.c. jail has settled his lawsuit against the district and will be collecting $25,000. the incident that triggered this was revealed in a news4 i-team investigation. keith johnson, then an inmate in the main jail in southeast, says he was ordered to complete a grisly work assignment. he was asked to clean up the cell of a fellow inmate after that man had committed suicide. johnson says the work was traumatic and not trained on the proper way to clean up blood. district records show that d.c. paid a settlement to johnson in april. a woman thought her computer was hacked and paid hundreds to fix it. what happened after she learned that was a scam? plus, the new numbers from health officials tonight about the number of pregnant women now infected with the zika virus. and this saturday, nbc 4 is teaming up with the washington

tuesday, you'll remember, in riverdale. today, we learned that the 72-year-old is edmonds in virginia. he was mowing the grass on the side of the parkway when his lawn tractor was struck by a car. a man who was the caregiver to a 95-year-old woman from montgomery county will now face seven years in jail. he was sentenced for neglecting that woman and then stealing thousands of dollars from her savings. news4's megagan fitzgerald was n court. the judge had a few things to say to this guy, didn't he? >> reporter: he did. he talked about the filthy conditions that this woman was living in and told the man that he was a danger to the community and had no remorse for his actions. for nearly two years, investigators say jose bacon jr. convinced his elderly neighbor he would take care of her sosh

donald trump tweeted out earlier today that aside from a group of people who suffered massive and embarrassing losses, the gop is united and in just a few hours from now, trump will try to prove that in his primetime speech before the delegates of his party and the million who is are expected to be watching. last night, we heard from trump's running made and our political director, chuck todd, takes a look at what he had to say. >> reporter: the republican vice presidential nominee mike pence spoke proudly of his record as governor of indiana. our friends decided to check his claims against reality. so how did doe? pence talked about his record on the economy, boasting that there are more hoosiers going to work than ever before. the bureau of labor statics says he's right about that but there's more to the story. while there's growth in raw numbers, the population has grown, also, in indiana.

humidity falls off a little bit. the heat indices are still in the 100 to 105 range. by saturday morning, you wake up and 8:00 a.m. and it's going to feel like 93 degrees. by 1:00, 105. by 4:00 p.m., 107. so again, it's going to be warm out there on saturday. so hopefully you have plans maybe to either go to the pool or if you're headed to the beach, this is for the northern beaches, delaware and into maryland, temperatures are right around 90 degrees. now, as we continue into the weekend, only small chances here and there but isolated showers and storms, a better chance on monday as the cold front comes through. the temperatures stay in the 90s. at least we won't have the dangerous heat. again, make sure you hydrate as you go through the weekend. scott macfarlane at the live

who was laying on the ground with his hands up. >> reporter: a witness' cell phone video clearly show as man laying on his back, arms in the air telling police he's unarmed and so is the autistic man sitting next to him. >> [ inaudible ]. >> reporter: but a north miami police officer shot him anyway. >> my client asked why did you shoot me? the officer said to my client, i don't know. >> reporter: turns out the victim is charles kinsey who is a behavior therapist at a nearby group home. the man sitting next to him is the autistic client who wandered away from the home. the group home manager said police were told something else. >> the individual who lives here was walking down the street with a toy in his hand and somebody called the police saying

somebody had a weapon. >> reporter: another witness' cell phone video shows police hovering over kinsey after one officer shot him at least once in the leg. the police benevolent association defended the police saying it was an accident, that the officer was actually aiming at the autistic man sitting beside him because the officer thought he had a gun. >> and, unfortunately, he missed the white male and shot mr. kinsey on accident. >> reporter: the police chief walked away from a news conference only saying that the case has been turned over to state authorities to investigate while u.s. attorney general loretta lynch looks at it, too. >> we want to gather as much information as we can so we can make an informed decision. >> reporter: the officer has been suspended while charles kinsey recovers at the hospital wondering what he could have done
