first to our weather and the threat of strong storms later tonight. >> there's a flash flood watch in effect. and conditions could dramatically change the next few hours. >> doug is tracking all of it from storm center 4. to doug, how is it looking? >> not a bad afternoon. we did hit 95 again today. eight straight days at 95 or better. that is actually the second longest streak ever in our region. it's been a hot one for sure. out there right now, we're tracking storms as they make their way through parts of the area. right around frederick right now. lightning associated with that. to the west of the blue ridge. this is a severe thunderstorm watch down around portions of shen andoah county. to the east shall potential for flash flooding. you can see all that moisture coming through. a lot of rain. very heavy rainfall, flash flood watch in effect for all these areas here from 4:00 in the late tonight. we'll talk much more about

the surveillance camera at the athletes' village afterwards. that has just added another layer to this intrigue here, if you will. you see the four swimmers, ryan lochte, jimmy phegan, jack conger. they appear to be subdued. if you want to characterize it, they don't appear to have any kind of emotion at all, just walking through surveillance. they're not laughing, as some people had reported. they are walking through. it's what they are doing. they are taking everything out of their pockets, as you do when you go through surveillance. and they are taking phones, other cases, it appears, wallets possibly. that's the thing that has the judges and the authorities here suspicious. they look like they're taking out wallets. they say they were robbed of their money

credentials, which you see hanging off those lan yayards. they say they were robbed of their money but that had authorities here suspicious, wondering if this was some kind of a hoax. it prompted them to take action. today, brazilian pl police went to the athletes' village to seize passports of swimmers ryan lochte and jimmy phegan. the entire team moved out on tuesday and lochte is seen on an american airlines flight headed to the united states. it's not known if phegan is still in brazil. after they say they were robbed by gunpoint by people claiming to be police, the judge in issuing his order cites discrepancies in the two swimmers' accounts. official statement from the rio de janeiro court, quote, lochte said to police they were approached by a mugger who demanded

money. feigen told they were approached by multiple people. angry statement this is a complete circus and shame on brazilian authorities for trying to flip the script and make it sound like ryan isn't telling the truth. they have a dark cloud around these limp beings and they're trying to get out from under it and trying to use ryan as a pawn. he goes on to say, quote, ryan has always maintained there were a number of them. i don't know if three or four, but a number of them. and he added, if one guy walked up to thim them, he probably would have kicked his expletive. his attorney is also saying these four swimmers had been drinking, that during this robbery that they weren't probably paying

one person died in what appears to be a head-on crash between two cars in bartonsville near old columbia pike near sandy spring road. that area is closed in both directions while police are investigating on the scene. we don't have word of the identity of the victim but know it is a man. potentially dangerous bacteria found at a second location inside prince george's hospital center after two infants in the neonatal intensive care unit died and three others tested positive for the bacteria pseudonomys last week. >> a local mother said a year ago she warned the hospital that her son got a serious bacterial infection here and she believes it was cause bid pseudonomys. >> he almost

charity. when our reporting partners went to africa, they told us they were unable to find many improvements that the charity claimed to have accomplished, installing hundreds of water pumps and distributing thousands of pigs and goats. representative mccollum urged investigators to begin an immediate and thorough investigation into planet aid and its possible misuse of federal funds after journalists have found evidence that suggest planet aid may have failed to fulfill its contractual obligations especially since the contracts being perform are intended to meet the food security needs of some of the poorest people on earth. in response, planet aid told us in a statement the reporting was inaccurate and they are confident that an investigation will reveal these allegations to be false. planet aid takes its fiduciary responsibilities very seriously. as recipients of u.s. government grants, planet aid is subject to regular oversight by its donor

'different kind of jockeying happening off the track. scott mcfarland reveals a beautiful sport is suffering from ugly disputes behind the scenes. >> they head up to the top of the stretch. >> reporter: race four in charleston, west virginia, began as so many races do. >> they're off and racing. >> juch out of the gate and quick push for inside position. >> loose horse on the track. >> s with a disaster. horse stumbled, then mid race began galloping full speed in the wrong direction, colliding into frisky dixie near the turn, fracturing a shoulder and had to be euthanized. the jockey survived. >> asked the horses to pull up. >> reporter: managing horse races at charleston. >> the

there was the race not being watched live by folks not under our employ. >> reporter: he is referring to the stewards, state racing officials who monitor every race at charlestown. new safety recommendations were issued by an investigator hired by the west virginia racing commission formally recommended stewards begin watching every race live out on the railing with binoculars, ensuring they have a wider view of what's happening on the track rather than strictly on a tv monitor inside the booth. >> their employees were not doing what was in the initial recommendations. to our knowledge right now, no, they're not. >> reporter: in the 18 months since, news 4 i-team visited multiple times to see if those changes had been made and each and every time we checked we saw all the stewards still watching from inside. none of them out on the rails. when we asked the state racing commission to sit down for an interview to explain why, they declined issuing only a

communication with the other two stewards reduces reaction time in the event there is a problem on the track. this is delayed if a steward is out on the rail, viewing the race. our investigation found this is one of several disputes between the state racing officials and the people who run the tracks. they're also disagreeing over who is allowed to race here. including scott lane. in january 2014, in the seventh race -- >> and they're off and racing in the seventh. >> his horse, diplomatic gal, bolted out of the gate. >> something has gone wrong there with diplomatic gal. >> but never made it to the finish line, the horse broke down and had to be euthanized later. state racing commission investigation said lane showed lack of candor in false statements, that his horse had finished presafety workout. lane's horses have, quote, a history of breaking down in

they say you have too many horses dieing in too short a period of time. >> eh, i mean, in all honesty, the two horses that broke down one night and then the next night -- one was a fluke and the other one, you though, i still blame on the bad track. it was frozen that night. >> reporter: lane told the i-team he didn't lie about skipping diplomatic gal's workout that day. he called it a miscommunication. the state did eject him from racing again at charles town for a while. in summer 2015, west virginia racing commission allowed scott lane to return. >> we took a step as a track to eswrekt him. we didn't think that this individual should be racing at our property. >> within two months another of his horses was pulled from the race and taken from the track in a van. track managers told the i-team the horse has never returned to charles town. do you know how many horses you've had die during or after a race here? >>
