silver spring apartment building exploded into smoke and fire. >> court documents revealing what was said to police about the controversy surrounding four u.s. swimmers. it was their job to minister to teenagers at their church. now two youth group leaders in prince william county accused of having inappropriate relations with teenage girls. >> new includes in a deadly apartment building explosion in silver springs. investigators say natural gas in a meter rom is to blame. >> it's been more than a week and the painstaking task of identifying the seven victims continues. >> reporter: news 4's chris gordon is outside the flower branch apartments talking to one resident who says he smelled gas moments before the building blew up. chris? >> doreen and jim, that resident was taking out the trash here, and he says he not only smelled g b

we now know where it was coming from. what we don't know is why. atf investigators have concluded that a gas explosion occurred in the basement of the apartment building. it happened in the meter room similar to the one pictured here. the gas-fueled fire destroyed everything above it. >> at this point in time in the investigation there is no indication that a criminal act occurred. >> reporter: now the ntsb takes over the investigation to determine how the gas ignited. the smell of gas was reported to montgomery county fire and rescue on july 25th by this resident. he says he also smelled gas the night. explosion in this building, but he didn't have time to call 911 because just moments later it blew up. >> i was able to hear like a noise or something and i knew -- not exactly but where the gas was coming from, from like the basement. >> reporter: he's hired a lawyer. >> a landlord

company has a responsibility to protect its tennants from known hazards. >> reporter: this couple told news 4's ericor, gonzalez how they barely escaped death. a friend kicked down their door. the wife jumped from the third floor balcony and the husband walked their two children downstairs to safety just before the floor of their apartment collapsed. search team recovered seven bodies from the collapsed apartment building, but so far the remains of only three have been identified. >> augusto jimenez sr., maria castellon-martinez and saul paniagua. unfortunately, when we talk about the science involved in identification, there's no quick solution. >> reporter: a final note about that possible lawsuit. we reached out to the flower branch apartments by both phone and e-mail asking for their comment, but we have not heard back from them as yet.

silver spring. doreen, back to you. >> chris gordon, thank you. thank you, chris. a developing story tonight. prince george's county hospital center officials confirmed that a potentially deadly bacteria was found in the hospital's water system. they say pseudomonas bacteria was found in four sinks and they were in the neo natal unit. three babies died. it's unclear if the bacteria played a role in their deaths. three other babies were tested and the nicu has been killed. more bacteria was discovered in an adult care unit outside the nicu earlier this week. >> we began bathing our healthy newborns in bottled water to ease any concern for their parents. >> wsse is stressing that there is no contamination in the drinking water surrounding the community outside had the hospital.

a new water filtration system. we have new details tonight about that gas station incident involving four team usa swimmers. you probably already by now have seen the apology posted by ryan lochte accepting responsibility for his role in what went down. lochte initially claimed he and his teammates were victims of an armed robbery, but tonight new police documents out of brazil show the other swimmers told police a different story. news 4's david culver is outside jack conger's home in rockville with more. david? >> reporter: jim, it is important to note here that brazil i don't know police originally interviewed jack conger as a witness, not as a suspect, and according to that police statement investigators say conger told them that ryan lochte's original claim was a lie. >> i can't comment on anything at this time. >> reporter: dave conger not rereeling where his son jack is but is acknowledging that he's relieved his son is back on u.s.

soil. >> i'm glad he's back, absolutely. >> reporter: this is video of conger arriving with teammate gunnar bentz to miami international airport. this photo shows the two embracing each other. a day earlier brazilian officials pulled them both off their u.s.-bound flight for questioning, trying to get more details of what exactly happened last weekend. >> and then the guy pull out his gun, he cocked it and put it to my forehead. >> reporter: what was initially reported by star swimmer ryan lochte as an armed robbery said it was a drunken incident. the four emerged from the back of the gas station along with the station employee and told to pay for the damages. police say conger told them that lochte ripped off a board attached to the side of the station that caused a lot of noise. investigators note that conger also saw on the news the statement ryan made and realized ryan was lying about what had happene

statements about what had happened. lochte apologizing friday in this instagram post writing in part i accept responsibility for my role in this happening and have learned some valuable lessons. a fourth swimmer, jimmy feigen, ordered to donate nearly $11,000 as a condition of brazilian authorities allowing him to return home. back in conger's rockville community, signs of support still hang high. while officials in brazil may be done with the matter, even accepting lochte's apology late today, it seems that usa swimming could still act on this and issue some sort of sanction against lochte and the other swimmers, anything from a fine to a suspension. doreen? >> all right. david culver, thank you. metro is investigating another possible red signal violation. it happened this morning in the west falls church rail yard. there were no injuries or damage. earlier this week federal officisl

problem with train operators running red lights saying there were at least 68 incidents since 2012. >> hundreds of motorcyclists rolled through maryland and into northern virginia today as part of america's 9/11 ride that. ride started this morning in shanksville, pennsylvania. chopper 4 was over the riders as they made their way along the dulles toll road on the way to the pentagon late this afternoon. the ride will wrap up in new york city tomorrow. this is the 16th year for the ride. it's meant to honor first responders and raise monday for college scholarships for their children. >> donald trump appears to be listening to theives have people who urged him to act in his words more presidential. he met with victims of the flooding that has ravaged louisiana, but the visit was partly overshadowed by another campaign shake-up. today his campaign chairman paul manafort resigned. news 4's jennifer johnson has our report. >> reporter: donald

saying he denies the allegations against him. 25-year-old jordan baird is the youth pastor at the life church in manassas, but recently prince william county police were told he had an inappropriate relationship with a 16-year-old girl from the church. >> on numerous occasions between january and september of 2015 sent inappropriate text messages as well as had inappropriate touch with the juvenile on multiple occasions and one of those incidents was as the church. >> reporter: jordan's father david is the senior pastor and joshua baird is the associate pastor. jordan led the youth groups here. today the church issued a statement saying that a church volunteer first notified leaders of the alleged misconduct in early june. they placed jordan baird on leave of absence as they conducted an internal investigation. then on july 13 prince william county police notified the church they were

people who work nearby. darcy? >> reporter: well, doreen, this is the intersection where it happened. the man who died here was a bartender and waiter at a bar right here in d.c. i spoke to his boss earlier today and described him as a fantastic guy and a great employee. when i spoke to people who work in this area about the incident here, they ptolemy they are not surprised. that intersection new hampshire avenue and m street northwest where a popular bartender was killed and marcus kelly who works in the area says something needs to happen. >> maybe they could have the crossing guards like i see times i see down by the nats stadium. maybe something like that may help. it's a pretty bad intersection >> reporter: video of the bright blue striking car is dark, but right now it's the best chance that d.c. police have of finding the driver who struck and killed

morning. that pedestrian, david narvellas was 29 years old and lived in arlington. police released the video taken from a surveillance camera and two pictures as they tried to find the car. >> got to be accountable for it, you know. go to jail or something because it's not right. >> reporter: it happened at an intersection that many we spoke to describe as dangerous with heavy traffic, bikes and pedestrians all sharing the road. >> when i walk to work, that's the way i walk so we were talking about that in the office. it could have been any of us which was like pretty scary, you know. >> reporter: it's the second pedestrian fatality in two days in d.c. there have been five so far this year. thursday a popular restaurant owner was hit and killed and that driver stayed on the scene. the district is working toward a goal of having no traffic fatalities by the year 2024. it's called vision zero. now if you recognize the car in that veins video you're asked to

high temperature today still up into the low 90s and with low humidity really almost no humidity, really didn't feel all that bad today considering where we've been over the past week and a half. we're now day 19, day 19 of august, and august 19, 15 of 19 days have been above 90 degrees. we've not seen much of a break at all and the good news is we're finally going to get one. pretty nice at the airport down to 90 degrees and winds are fairly calm and it is going to be a very nice night. out and about and maybe getting dinner outdoors and taking a long run or bike ride, looking good for that. 88 in leesburg and 84 in frederick and down towards fredericksburg 94 degrees. looking really good for the redskins game, 87 around 7:00 and 85 by 9:00 and down to 82 degrees by 11:00 so really a per neck night. once the sun goes down you're really going to notice less humidity so it is going

seizure. >> i think she caught a seizure. >> you think she had a seizure. >> reporter: >> there is feigned, i believe feigned sort of panic in the phone where he called and requested 911 assistance when in fact as it turns out following investigation we realized he was the person who killed this baby. >> bryant was sentenced for shaking and killing the 6-month-old twin girl mariah tillman. state prosecutors say bryant was high on k2 at the time. the baby's mother was home when it happened, but in another room. bryant apparently helped to care for the child. bryant was on probation at the time for a robbery in d.c. >> in our estimation he was a violent individual who was high at the time that this offense occurred. >> reporter: at one point the baby's mother takes the phone. >> reporter: in court her response to her daughter's death. >> the mother in this case came to court afterwards and thanked him in the courtroom and said that show wanted to thank him fo

to care for her 6-month-old child at the sentencing. >> reporter: the mother then told bryant she loved him as he was escorted out of the courtroom in handcuffs. >> i'm concerned and confused by that, you know. i'm very concerned about it. i think we should all be concerned. >> reporter: bryant's sentence for this murder 12 years. in upper marlboro, tracee wilkins, news 4. >> now to an expensive mistake. many of you saw this earlier on our facebook page. a woman went for a test drive at the mercedes dealership in ballston. somehow she wound up hitting the gas instead of the brake and slammed into four vehicles. she took a sharp turn and you can see the car ended up over on its side. no serious injuries. police say the insurance company is going to investigation this one since it all happened on private property. >> the centers for disease control now adding south beach to that travel warning telling pregnant women to avoid the area as the zika virus spreads in florida. southch

has changed. we have the new law and we have a new brand narcan and then another that we know that we have here. is it still getting used quite a bit? are people picking it up? >> oh, yes. we have a lot of doctors who are referring patients here. >> reporter: narcan is a key component of the project lazarus approach. the drug, given to someone who has overdosed on opiates can revive the victim and is used by first responders and police across the country. police are using it here in our area, too. the team has worked to make the drug available for the citizens of wilks county. >> so when they came in, they did the training and brought us the kits on like how if they do overdose the procedure that we're supposed to follow so they help out a great deal with us. >> another big deal the project strategy is prevention. >> we have prevention teams set up in our middle and high schools. do a lot of prevention activities and we empower them to leadhe
