with an apology to the u.s. olympic committee and his school, the university of georgia. then he describes what happened after he, jiminy feigen, ryan lochte and jack conger got into a taxi. he said we pulled into a convenient store to use the restroom. we foolishly relieved ourselves on the backside of the building behind bushes. he said there was a locked door at the back of the building but he did not see anyone break it open. he says he did see lochte pull down a framed metal advertisement loosely anchored to the brick yard. bentz said they encountered two armed security guards. he said the first security guard held up a badge to me and drew his handgun. another customer acted as an interpreter. he told them the guard said they needed to pay in order to leave. the statement ends with reference to videos that have emerged. bentz be

but it's a pretty bad intersection. >> we were talking about that in the office. it could have been any of us. it was pretty scary. >> the co-owner of a popular d.c. restaurant also killed this past week while crossing the street. the driver hit tumaji early thursday morning but stayed on the scene. fears of zika have been raised as the virus spreads in florida at popular tourist destinations. south beach is the latest place with the travel warning. the centers for disaster control says the hot spot is considered to be an infection zone. now, five cases of zika are linked to the area in miami. there are a total of 36 total cases across the state thought to be connected to the mosquitos. miami's mayor trying to calm concerns. >> we're doing everything we can to make sure that we make the city as safe for our residents and for our tourists. >> the cdc says spraying for mosquitos cannot happen in south beach

that's what we can expect for this second year of bei bei's life. of course, a lot of people out here today. the important thing is that bei bei is, indeed, here. joining me is lori thompson, one of the assistant curators here. what's important about the first year of a panda's life? >> just like any other baby, the first year has a lot of firsts. you're looking for the first steps, the first time they crawl, the first solid food they eat. with pandas, we're also talking about climbing. climbing trees, climbing up in their exhibit. first time they go outside. a lot goes on in the first year. we start our training program with the pandas in the first year. a lot to go on. of course, we're looking at how big he gets in the first year and gains a lot of weight. >> how is his health? >> great. he's a big boy. up to a little over 70 pounds. that's the largest cub we've had. he's definitely healthy. he's doing great in his training and is an overall joy to work with. >> excellent.

so it's been one week since louisiana experienced that historic flooding. we know that at least 13 people died in this catastrophe. taking a look at the town of sorento here. we are seeing residents are trying to salvage anything they can, any personal belongings. that includes one of the town's oldest neighbors, mr. birby. he says that his wife is going to have a hard time when they see all the damage done to their house. >> my wife keeps this thing polished. we had a blowout, mopping and cleaning. she's going to find this hard. >> president obama is said to travel to that area and tour the damage on tuesday. let's take you out west where we follow the developing story in california. a massive wildfire destroyed close to 100 homes. this is all happening in the southern part of the state. there is some good news

time to take a look at the medal count in the summer games. the u.s. is still on top with 105 medals. 38 of them gold. china comes in second with 65 total medals. great britain comes in third with 60. organizers of next month's paralympics in rio are announ announcing budget cuts. a venue will close, facilities dismantled and the work force will be reduced. all of this because of poor ticket sales. they've caused financial challenges in recession-battered brazil. rio organizers report sales of over 290,000 tickets for the paralympics that begin next month. >> never before in the 56-year history of the paralympic games have we faced circumstances like this. >> organizers pretty disappointed. they'd hoped to build on progress made at the we well-attended paralympic games in london four years back. a tropical smoothie cafe

hillary clinton has no stops scheduled today. hundreds of former virginia felons don't know whether they can vote in november. we're expected to know more about their rights in a couple days. governor mcauliffe will make an announcement on monday. a court struck down the governor's executive order, restoring voting rights to thousands of former inmates. the court said the governor can only restore rights on a case by case basis. critics say the move was to help democrats in the november election. elevator problems at the washington monument have once again shut down the landmark. the national park service says it's going to remain closed for at least the next ten days for repairs after a cable broke on wednesday. the monument has shut down multiple times or has been shut down in recent months because of different issues. a new elevator control system is in the works. we know the name of a man shot and

outside of inova hospital. 25-year-old martinez was shot by police after being discharged from the hospital. investigators say martinez charged a deputy with a sign post that had a sharp end. that's when shots were fired. if you recognize this man, fredericksburg police want to hear from you. fernando booker is wanted in connection with a deadly shooting at the kendall wood apartments. christopher williams was found dead yesterday morning and two other men were hurt. one of the men, a 19-year-old, lucas, is facing murder and weapon charges. two men leading separate church youth groups in prince william county charged with inappropriately touching teenage girls. jordan baird, the youth pastor at life church, had an inappropriate relationship with a 16-year-old girl from the congregation. he denies all allegations against him. trump was fired after a june incid

church. trump's church released a statement, asking the community to join them in prayer for all those involved. we're looking at 9:34. be careful the next time you pick up an unfamiliar call. virginia state police telling us someone is targeting people claiming to be with the irs and demanding payment. the called id number that pops up on your screen in this scam is a legitimate virginia state police area phone number. it can be misleading. the caller is preying on seniors. if you get a strange call, hang up and contact the irs yourself. babies at prince george's county hospital are bathed in bottled water. this after officials confirmed a potentially deadly bacteria was in their water system. it was discovered in six sinks, four in the hospital's neonative intensive care unit. two babies died
