more. it's 4:30. happening today, parts of main street in ellicott city will reopen. it's several weeks after flooding in the city killed two people and destroyed several businesses. howard county officials hope to have part of the downtown parking lot open by saturday. prince george's county board of education want leaders replaced. five members are demanding the chair and vice chair step down after the investigation into the headstart program. they lost $6 million in federal funding after claims of student abuse. the board members wrote i letter saying the leaders did not keep them informed. baker is happy with the job of leaders are doing. >> i have all the confidence in the world. he's done a great job. dr. maxwell, we've seen improvements in the school, graduation rates are up. improvements in early childhood education. so we're going

in arabic as he allegedly stabbed the two people. both were seriously hurt. i told police he was hearing voices at the time of the attack. only on news 4 this morning, we're hearing from the man who rose through the ranks of the d.c. police department and will soon become an interim chief. police chief peter meacham will take over for the retiring captain in november. he joined the department in 1989. he was named assistant chief in 2002. he knows the community and the police force and his priority will be to maintain a good relationship with them. >> i think our number one priority as an organization is public safety. you go out to community meetings, most of the folks in the meetings are saying positive things about the metropolitan police department. >> lanier will become senior vice president of security for the nfl. a nationwide search for her official replacement is already under way. 4:33 right now. a new

for d.c.'s new homeless shelter on hold. people who live in upper northwest are demanding their chance to weigh in. that 50-bed shelter is being built in the parking lot of the police station. it will be on city property. but the suit claims it is illegal to build there because the advisory neighborhood committee never had a say. >> what we're going to court with is not to ask the court to change, to substitute its judgment for that of the council in choosing this site. but to go back to the drawing board and give an opportunity to present issues and concerns. >> councilmember mary shea says the committee will get a say once the zoning -- it's to provide homeless facilities in each of the city's wards. turning now to decision 2016 where hillary clinton and the clinton foundation are under new scrutiny thi

press. there were new state department calendars showed more than half the people outside the government who met or -- while she was secretary of state gave money to the clinton foundation. the clinton campaign responded saying it relies on utterly flawed data. that didn't stop donald trump from blasting clinton over the revelation. >> it's now abundantly clear that the clintons set up a business to profit from public office. >> coming up in a few minutes, nbc's tracie potts have more on what this means for hillary clinton going forward. we're getting another account of that incident during the rio olympics involving four u.s. swimmers who claimed to be robbed. jimmy feigen is one of the swimmers accused of vandalizing a gas station. in a statement, he said he was terrified when a security officer pulled a gun on them. it happened at the gas station after the alleged vandalism. he also said he left several

time he told it. first that they -- that swimmer ryan lochte pulled a framed poster off the wall. feigen said i realize i made a mistake by omitting the facts. i was trying protect my teammates. i apologize for that. feigen said he had two options, stay in rio while they investigated the climb or paid $30,000. we decided this amount was unreasonable and due to safety concerns, this offer was rejected. the prosecutors response was to increase the fine to more than $46,000. he eventually paid about $10,000. gold medal winning swimmer katie ledecky is embracing her title as role model. she wowed so many of us with her performance in rio, especially for boys and girls who want to swip. i had a chance to spend time with her an

clock? there are concerns about staring at the small screens, that's because of the strain on your eyes. i feel that every day. >> it's the same for kids as their eyes are still developing. there's no conclusive evidence directly linking screen time with nearsightedness in children. dr. andrew morgen stern of treehouse eyes says it makes sense that using the devices may cause this problem. children spend too much time on phones and computers and not enough time outside which can be good for developing long distance vision. >> they're on ipads and iphones, on the computer at school, digital black boards at school and all of this stimulus, we believe, is causing nearsightedness to rise. >> the american academy of pediatrics discourages screen time for children under the age of 2. recommends no more than two hours a day for anyone else.

foundation met her while she was secretary of state. nbc's tracie potts is tracking latest developments from capitol hill this morning. how damaging could this report be for hillary clinton? >> it's certainly something she'll have to answer more specifically about. it carries the same sort of questions that the e-mails did initially when they came out about whether or not she is appropriately drawing lines between her personal business and her government business. in this case, when she was secretary of state with the associated press analysis, more than half the people who were nine government people not foreign dignitaries that she met with were people also donating to her foundation. it's raising questions about whether or not giving money to the clinton foundation provided some sort of special access. >> tracie, we heard from donald trump, attacking hillary clinton over this revelation. is this going to continue to be a main talking point for him over the next several days? >> probably

been identified. this happened in that natural gas blast. a total of search people died in the flower branch apartments. two have not been officially identified. developing now in north carolina, officials are urging people not to jump to conclusions as they investigate the shooting death of a deaf driver by a state trooper. they say daniel harris failed to pull over when an officer tried to stop him for speeding. he also led police on a short chase that ended outside of his home. family members say he was unarmed and suggested the sequence of events were a tragic misunderstanding. the witness says it's an issue of training. >> trained to realize, this is entirely different situation. you're pulling over someone that's deaf. they're handicapped. >> the state bureau of investigation, highway patrol and the district attorneyre

investigating this incident. the trooper has been placed on administrative leave. thieves are targeting new homes before they're built. the loudon county sheriff's office says there have been more than 100 thefts reported at construction sites this year. they typically happen at night. usually the thieves are after cabinets, appliances and copper plumbing fixtures. deputies ask that you report any suspicious activity you notice. d.c. police say they caught the man who repeatedly vandalized a china -- the words were written on the rat already drawn on it. the writings have happened five times since august but since been cleaned up by a local group. >> at every corner. it was really just -- it felt relentless. >> the man is also

in the shenandoah valleys. temperatures are 3 to 5 degrees warmer than yesterday. that pattern will continue into the afternoon. afternoon temperatures about 3 or 4 degrees warmer than yesterday. on the upside, it's going to be all sunshine all the time for today. the forecast here in d.c., sunny, warm, low humidity. the humidity doesn't come back until tomorrow and friday. today's high up near 87. we have to keep a close eye on the tropics. this is gaston. these of no major concern any time soon. this is starting to show signs much development here. if it becomes a tropical storm, will take on the namer mean and may pose a threat in southern florida and may end up in the gulf of mexico after that. that would be next week. we have a long time to watch it between now and then. meanwhile, our weather, nothing to worry about. i hope you can enjoy it .

in florida, the zika virus shows up outside of a known infection zone. five new cases have been reported including one case in the tampa bay area that's hours away from miami. florida's governor has no plans to declare a new infection zone just yet until they have more information. >> just because we have one case here doesn't mean we have local transmission. >> to date, there are 42 homegrown cases of zika in florida. if you receive government help with health care, you may be eligible for free mosquito repellant. the pregnant women can get the bug spray through medicaid. women must meet certain criteria and a prescription will be required. 4:57. an olympic boxer from prince george's county is coming home. russell is from capital heights. we've introduced you to him. he comes from a b
