shore drive. the driver kept going. police initially believed the striking car was a nissan altma. now they say they believe the driver may have been a witness instead. the victim was not in a crosswalk. >> until we speak to the driver, we still need to continue our investigation. no matter what you can't leave the scene of an accident, period. so charges could be pending for the driver of the vehicle. >> reporter: the victim lived at the nearby fellowship house, a senior living apartment building. residents say she hadn't lived there very long. news of her death was very troubling for her neighbors. many walked back and forth to shops and stores. >> reporter: what is your thought about this happening, a driver just leaving the scene? >> doesn't surprise me. >> reporter: why not? >> i think hit-and-runs are common in fairfax county. >> reporter: now, anyone with information about that driver or perhaps where that car is is

police. back to you. >> we are following breaking news on a deadly shootingpxp6 e district. shots ringing out this afternoon along buena vista terrace. some kids are now walking through a crime scene to get home from school. >> reporter: that is the scene here for the past hour. young children have been coming home to the scene of crime tape blocking their neighborhood and detectives investigating the 89th murder in washington, d.c. we're about a block away. take a look at the video we got earlier of the crime scene. you can see the area littered with crime scene evidence markers, those yellow tents that mark where they have evidence on the scene here. this is again the 89th murder in washington, d.c. police are telling us an adult male was on the sidewalk about 3:30 when multiple shots rang out. the man was shot multiple times and proned

hospital. police are on the lookout for a gray chevy impala. we talked to a local leader who says this is just one too many murders in his neighborhood once again. listen to what he had to say. >> broad daylight. as a matter of fact, school was about to be let out for a lot of the kids, if not already. broad daylight. and you got people out here shooting again, have no respect for life or the community. when is the mayor going to get it? >> reporter: now, again, police are looking for three adult males who fled the scene in a 2001 chevy impala that had the vent window busted out. reporting live in southeast, back to you. >> thank you, mark. a woman is dead opportunito after a hit-and-run crash along the beltway. this happened near the dpit for little river turnpike in fairfax county.

rear-ended another causing both to spinout and crash into the express lanes. a woman in one car died, three others had serious injuries. we're told the driver of the striking vehicle got out and ran. officers tracked him down a short time later. new details tonight, we now know what the district's emergency 911 system, why it went down for 90 minutes early sunday morning. an engineer hit a switch that killed power to the entire building. tom sherwood joins us now with an update. >> it was a scary situation, and it was a mystery. now city officials say they've solved it. the district's modern emergency call center in southeast, it handles tens of thousands of emergency 911 and 311 information calls. the unexplained power shutdown early sunday for 90 minutes was still a mystery monday morning. now a district emergency official

unified communications tell news4 they tracked down the problem. an engineer investigating a water leak hit the all-stop button just before midnight saturday. >> we received an alarm for a leak in the building. we had one of our engineers go and check this alarm. we believe at that time during the alarm check that our emergency power off was activated. during that time, it caused our critical infrastructure to go down. >> chris geldart, head of homeland security, said the engineer acted because he feared water threatened the whole operation. >> a lot of power coming into there, a lot of sensitive equipment, a lot of danger for firefighters. so the box is there on purpose so the firefighters have one place to go to to shut down all that power. >> officials say they're unaware och any major calls missed sunday morning, but are working to more securely protect that

the head start program in prince george's started on time and is running smoothly. that's the message from county officials today. they're trying to reassure parents despite recent problems with that program. we talked to some of those parents today. tracee? >> reporter: it was important to the county executive and the ceo for the school system to make sure that parents understood they have everything under control.k3s% prince george's county executive baker and school ceo kevin maxwell made a point to begin today at one of the county's 35 head start schools. >> that has been our absolute fundamental number one goal is to make sure the children who were supposed to be here this morning have a program to attend and that they will have a program for the entire year. >> reporter: on friday, the u.s. department of health and human services selected community development institute, an out of state head

county's grant. the county relinquished the money after 50 years of the program. it was a move to help ensure that school would start on time for head start parents. >> we've got people at every one of our head start sites this morning, and the reports that i've had are thatyg5z everythin running smoothly. >> reporter: this after three incidents of child abuse and neglect surfaced. in one incident, a child wandered away. in another, kids were forced to hold boxes of books over their head for punishment. then here in capital lights, a child was forced to mop his own urine in front of his classmates. some of the incidents were not properly reported. >> i was a little worried at first. my son, this is his first day here. >> reporter: parents say the school did not inform them of the ongoing investigation surrounding the urine episode. >> i wasn't notified by the íó

donald trump is getting ready for a big immigration speech on wednesday. trump has been accused of flip-flopping on this issue. he softened his calls to deport all illegal immigrants. they also anounnounced their biggest ad buy to date. in comparison, clinton's camp has spent more than $90 million in those battleground "añstates hillary clinton's long-time aid huma abedin is asking for privacy now after announcing she's separating from her husband, arnthony weiner. it comes after a "new york post" report that weiner was sex thing with a woman while abedin was out on the campaign trail. abedin first interned for clinton when she was first lady, and now serves as vice chair of her campaign. in a statement today, abedin said that she and weiner are committed to doing what's best

a man dressed as zoro was partially responsible for a mess last night at los angeles international airport. police confronted the man with guns drawn outside one of the terminals. he was dressed in black, appeared to be carrying a sword that was made of plastic. after that, police started getting false reports of shots fired in another terminal. several terminals were evacuated while the two incidents happened about the same time, it's not clear if they are connected. that forecast today, another hot one across our region. the temperature has been one of the hotter things. then you add the heat index. it's been climbing this afternoon as the dew points have been rising. now up to 98 degrees in d.c. so a very hot afternoon for sure. when you walk about the end of august, almost the beginning of september. speaking of this time of year, always active time

from some of the washington redskins about the controversy that surrounds 49ers quarterback colin kaepernick. he made headlines this weekend for refusing to stand during the playing of the national anthem. dave sm. >> indeed. first in street clothes then friday in uniform, kaepernick remaining on the bench while the anthem was played. he says it's to bring awareness to things going on in the united states that he believes are unjust. he even mentioned frustration with both presidential candidates hillary clinton and donald trump and said he can't stand up to show pride in a flag for a country that oppresses black people and people of color, his words. many players in the nfl supporting the quarterback's right to protest while many are also criticizing him. today, the redskins first practice since their game friday, many players chose not to comment on the situation because they didn't know all the details. but some did choose t v

waeight and time restrictios are now part of the new rules that took effect today that will apply to drones. the faa announced changes that include a 55-pound weight limit. pilots can only fly drones during the day. the aircraft has to remain within your line of sight, and they will not be allowed to fly over crowds of people. the faa says within the first year of these rules, there could be 600,000 private drones. check out the rough ride for someone in the baltimore area today. a water main break caused a big sink hole to open up in a road in towson this morning. the pipe itself has been fixed, but crews still need to repair that big hole in the road. at least 135 homes and an apartment complex had their water service impacted. new safety improvements going in tonight at the

hello, everybody. that forecast today, a little bit on the hot side. nothing compared to where we were just two weeks ago. still, 93 today so far with a heat index around 98 degrees. you can see we're dealing with abundant sunshine, bright blue skies. winds out of the northeast 7 miles per hour. haven't seen much in the way of wind today. take a look at the numbers all way across the area. bethesda right around the 88-degree mark. yeah, it's hot this time of year. average high around 85. no rain to talk about. that's below average, too. we've not seen much rain at all in the month of august. really

rain over the next ten days. satellite radar showing not much over our region, but showing you the two systems that are going to come close to our region. this is tropical depression number eight and nine. both of them expected to become tropical storms. tropical depression 8, 35-mile-per-hour storm. it's expected to become a storm. tropical storm warnings now for the outer banks over the next couple days. notice, it makes the turn, does not come onshore. and then out to sea. what it will do for us is create some high impact, already having high impacts along the beaches of ocean city. tropical depression nine, this is the one we've been watching for so long here. this one's expected to become a pretty strong tropical storm here in the central gulf. and then move in toward the big bend of florida, right across the jacksonville region, and then out to sea as

lifeless in this days inn pool. it was just before 3:00 p.m. saturday and r.j. was on the phone with his mother when a housekeeper told them they saw the child not moving in the water. r.j., who works at the hotel next door, immediately sprang into action, running to the pool. >> i just had to do something. and that's the only thing i thought about is jumping in the pool and getting him out. >> reporter: r.j. says the boy was at the bottom of the pool when he jumped in and pulled him out. then he tried desperately to revive the child. >> i didn't know how long he had been there, but maybe he was just there for two minutes. >> reporter: at that moment, andre says a kings dominion shuttle drove past, he flagged it down frantically asking if anyone knew cpr. r.j.'s mother said the group tried to perform cpr for about ten minutes before emts

meantime, latisha watched the tragedy unfold from her hotel. hotel staff there confirm the boy's family was staying there. >> i seen his hands pumping up and down. it's really devastating. so i mean it just keep running through my mind. >> reporter: r.j. says the boy was the only person at the pool and he wasn't sure how the child made his way there. they say the gate around the pool does have a lock, but it's not child proof. they also alert parents there is no life guard on duty. >> well, dozens of people in a mobile home community are facing an uncertain future tonight. they've been given six months to move out. we're live at the east end mobile home park to explain why. >> reporter: residents are gathering right now. they'll be meeting shortly with the advocacy group casa trying to brainstorm about whether there a

eviction notice and if not, how to soften the blow. this community has been 250 adults and children living in some 58 mobile homes. the eviction notice just delivered puts residents on notice they must be out by february 28th, 2017. city officials tell me this property has a private sewer system. the property owner says they can't afford to fix it. so after years of citing the owner for failing to make repairs, the city now is going to buy the property. but they say in order to close down this faulty sewer system, everybody is going to have to move out. we talked to one father of four right after he got that notice today. >> it's very hard. that is bad for me.

where are we going to move? there's not more places around the area we can put mobile homes. >> reporter: coming up, a look at the financial loss that mr. sosa and the other residents here face. and i'll tell you what the city has planned for residents as they started looking at the challenges ahead. back to you in the studio. >> julie, thank you. less than three months before election day, the fbi says now that someone hacked voter databases in two states. the fbi did not name those states, but sources say illinois and arizona were impacted. it's not clear who's responsible for the hack or what the motive was. voter databases typically have names, addresses and driver's license numbers in them. the fbi recently offered to help states make their voting systems more secure. intelligence officials have become increasingly concerned about security after recent hacks at the dnc.

health. new study out suggests that instagram filters could reveal -- or potentially predict depression. researchers looked at a group of volunteers, many identified as having clinical depression and analyzed the post eed pics. depressed individuals tend to have fewer group shots and used filters that made coloring more somber. >> may be the case that people in the medical field will use these types of instruments to try and complement the more traditional techniques they use to diagnose patients. >> we should point out this study is currently awaiting peer review at the university of vermont. in just over a week, we could get our first look at the newest iphone. as with prooefevious years, apps keeping quiet about specifics, but fall is typically when it does debut its new

loudon county schools open the new year with an old problem. mercer middle school is at 118% capacity. the problem is so bad that the majority of its eighth graders will be shuttled to classes at a nearby high school. meanwhile, the academies of engineering and technology opened in leesburg. the program will allow students to engage in information technologies and pursue engineering and rearch projects. one day down, about 180 or so to go. maryland's largest school district is now back in class. news4's derek ward

free bottle of bug repellant when they enter the park. disney along with universal and sea world are offering the bug spray as concerns continue to grow about the zika virus. no zikaa#]ases have been confirmed anywhere near the resorts. theme park officials say they're offering the repellant to ease fears of visitors. people in parts of pennsylvania are cleaning up from a mess after strong storms rolled through this weekend. they flooded major roads, knocked out power to thousands near pittsburgh. we talked to some of the homeowners who lost everything. >> i never imagined, no. i never thought that it would ever come up this high. never in a million years. >> reporter: because the creek behind mark and patty's house is usually only a couple inches high, not several feet. and when he heard it pounding on that sliding door last night, he and his wife ran outside, grabbed a ladder, and sat up on the

cooler temperatures here into the labor day weekend. the average high this time of year is 85. we're going to be near that on thursday, a little below that on friday. saturday and sunday, the labor day weekend, in the low to mid-80s both of those days with comfortable mornings in the 60s. if you have plans for the labor day weekend, great beach and pool weather. great weather for just hanging around and enjoying the last of summer as we get into the first full week of september, though, we're going to see heat beginning to build back up as we get into the middle part of that first fullt'[z week of septembe. right back up into the low 90s. the tropics are getting more active as well. doug will be back the next half hour to look at what's going on in the tropics. things are brewing in the gulf of mexico as well as in the atlantic. and that's going to be perhaps affecting some of the weather along the atlantic seaboard as we get into this last part of august and the
