this is the first one installed in fairfax county. even as some were applauding it today, the latest pedestrian fatalities are being investigated and we're seeing surveillance video that shows how it happened. >> i watched him. >> reporter: leroy washington arrived to troubling news at the shopping center he manages. he learned a man had just been struck and killed right out front. >> still trying to figure out why did he stand in the street instead of going across the street. >> reporter: a search of the security camera shows how it happened. the victim steps into the southbound lanes just before 6:15 a.m. and starts walking down the middle of the road. an suv strikes him. he died on the scene. washington says he worries every day about countless people. >> nobody will go to the light. and everybody keeps asking, what's the answer?

>> the answer on a section in the springfield area, the hawk pedestrian beacon. it made its debut this morning. supervisor jeff mckay was there at this crossing. until now, people had to walk blocks to get to a crosswalk. this was a common, frightening scene. >> i'm a mom so when i see little kids holding their hands or younger people crossing the street, it's one of those things that just makes you a little bit uncomfortable. >> reporter: now a new comfort zone. the signals stay dark until the pedestrian pushes a button. flashing yellow and then eventually red to allow the pedestrian to cross

but for the time being, what this does provide for them, safe passage for them during offschool hours. back to you in the studio. >> thanks, julie. two more arrests in a shooting at the verizon center restaurant earlier this month. police picked up lafayette booker and a 17-year-old from capitol heights, maryland. both of them charged with assault with intent to rob. a 15-year-old was from southeast d.c. and was arrested the day after the shooting. police say they shot him in the face in the men's room at the height of the lunch hour. the shooting victim was still in the hospital. prince georges county police are searching for two men who held a couple inside their apartment in landover hills today. neighbors say the suspect followed the man and woman and forced their way into the couple's apartment when they opened the door. neighbors heard screams and

called the police. not too long ago, they were coming in and kicking in doors and stuff like that. this neighborhood, how much more can it take? how much more can the good people take. >> police believe the suspects targeted the couple for their suv. they took a black 2015 toyota rav with maryland license plate. there was a tragic accident at a home being remodeled in landover hills. that a child was in hit in the head with a piece of lumber. mark segraves has the story. >> the male child had gone unconscious, bleeding severely from the head. >> reporter: this home on 74th avenue in landover hills is vacant. neighbors say the family who recently bought the house had been doing work on it over the past several days. >> there's some type of shed going through renovation. as a matter of f

encouraging attacks and has been at the top of the u.s. kill list in the fight against isis. the pentagon found out that employees may have misused work credit cards. this is a follow up to last year finding that they were used at casinos and strip clubs. management did not provided a quit reviews. the 2015 report found that defense department card holders spent more than $950,000 at casinos and another 96,000 at strip clubs. standardized tests are out in the district and show public and charter schools slightly improving in math and english skills. but there is still room for improvement. tom sherwood has our report. >> reporter: this principal almost overlooked at the news conference where her school was featured. >>

20 democratic senators are demanding answers about the steep hike prices and the epipen. it is used to treat severe allergic reactions. and they want answers as to what caused the steep hike price. mylan has expanded praograms to make it more affordable and is promising a cheaper generic version in the coming weeks. 40 cases of hepatitis a linked to tropical smoothie cafe locations across the state up from 28 cases a week ago. more than half infected went to the hospital. the source is believed to be from frozen strawberries from egypt pulled from the stores earlier this month. health officials say more cases could still come to light because

a tropical depression is headed towards the outer banks in north carolina. it could prove more of a headache than anything else. the weather channel's mike seidel is reporting from kill devil hills. >> reporter: we're watching tropical depression number eight. it's going to be a brush-by. locals are not concerned at all. >> hopefully i can be back at the beach and out running around. >> reporter: the worst of this is gusty winds and locally heavy downpours later today and tonight before it makes the turn and heads out to sea on wednesday. we have lost a little bit of sand. there is a berm here. high tide this morning only came up to about here. last night's high tide went all the way up here, almost to the lifeguard stand. this moves out and then we will be watching tropical depression number nine down in the gulf of mexico. that's forecast to track off shore on friday that we don't get any direct impact b

issue. i'm meteorologist mike seidel. the weather channel for nbc news in kill devil hills, north carolina. >> coming up in a few minutes, we'll go back out to doug in vienna with a closer look at the path of the storm and the impact that it could have on our weather over the labor day weekend. there are new concerns ahead of the elections in november. they come after learning that hackers in russia are able to breach at least one voter registration base. >> pete williams is joining us. pete, two states involved, we think it was the russians. what can you tell us about what it means and where it may be leading. >> there seems to be little doubt that it's the russians. officials have told us that privately. they tried to get into the database for registering online in arizona in june and failed but

similar database in july in illinois. they copied out about 1% of the database of voters, about 200,000 people. they say the hackers did not change the data in any way. they didn't try to remove it or modify it or monkey with it in any way. but it's a warning sign, they say, that the russians are trying again to have some affect on the election system. what state officials say is that the system that you use online to register to vote is completely separate from the machines that actually count your vote. when you go in to cast your ballot in the d.c. area, you may use a paper ballot with a scanner and that's not plugged in to anything except the wall to get power. so you can't hack in to that.

intelligent officials, is that the russians may not be able to modify the election concerns but their goals seem to be to under cut confidence in the system. the white house has appointed a top-secret high-level committee to look into what the russians are getting in to. there's a story now about the usda closing offices in five states because of an anonymous e-mail or phone call or something. what's going on here, pete. >> it was an anonymous e-mail, we're told. the concern is pretty low level but, nonetheless, the agricultural department decided it should close these offices, one of them in colorado, after getting these e-mail threats. i must say it's interesting that it happens about the time that school is starting because there were some e-mail threats

tropical depression number eight, the reason it's named that, it's the eighth storm of the season so far. winds are 35 miles an hour. take a look. it's not going to affect the coastline at all around our region. the next storm, however, is one to watch for labor day weekend. it's tropical depression number nine. it's expected to become a tropical storm at any time. moving up towards the panhandle of florida around thursday night and after that it coming right up the coast. look at this. and then maybe turning back towards the coast, it's something that we'll watch very closely if you're thinking about heading down to labor day weekend, we could be dealing with rain. the ten-day forecast shows that in the forecast and we have a chance for some shower activity on saturday and sunday. this is, again, something we'll watc

now at 6:30, a local man is on trial. he's accused of killing his girlfriend's baby. police reveal some sketches of thieves and tell us what they were after. changes may be coming to schools and some say it could hurt students in the long run. it's one of the biggest marathons in the country. but metro's safetrack plan could lead to major changes ahead of this year's marine corps marathon. >> first at 6:30 tonight, tearful testimony today from a woman who describes what

like when she got a call at work telling her that her son had died. >> she had left the child with her boyfriend who is now on trial for murder. the case is shining a light on the challenges that women face when it comes to child care. tracee wilkins is outside the courthouse with more on this story. tracee? >> reporter: the defense is arguing that this is a woman who barely knew this man when she moved in with him and made him her boyfriend. but it turns out, the both of them were in desperate need of child care, depending on one another. this was, in part, a relationship of convenience. >> there is no evidence to suggest that he did anything. >> reporter: he spent the last year behind bars charged with killing his girlfriend's 23-month-old-son. his lawyers say this case is not what it seems. he was alone with the child for 2 1/2 hours baby sitting before paramedics were called for the young boy being responsive. >> what we're insinuating is that he's a

anything could have happened to that child. >> reporter: the young boy's mother took the stand and broke down describing what it was like to see her son dead at the hospital after he was so vibrant just hours before. "when i walked in the room, she started to cry, ahmed was laying there covered. when i touched him," she conditioned to cry. the mother testified in part because they were both in need for child care for their toddlers. it was a situation so desperate that he didn't even have a phone to call paramedics when the child became unresponsive so he went to his neighbor's house. >> just asked me to use the phone. >> was he panic? >> no, he didn't seem panic. that's why we were shocked when we found out what happened. >> reporter: the prince george's county state's attorney says this about the case last year. >> his liver was lacer a

in chevy chase. they made off with some expensive purses and used pepper spay to get away. >> they picked out purses, tried to leave the store without paying for them. a loss prevention officer tried to stop them and she was pepper sprayed. >> reporter: throughout the summer, thieves have been targeting designer stores, grabbing high-end merchandise and then taking off. in chevy chase, jimmy chu, hit twice in the last week. the loss is thousands and thousands of dollars. bloomingdale's, victimized twice this summer. in one instance, thieves took backpacks valued at $6800. in georgetown, kate spade was hit twice. the loss there, more than $7,000. the suspects
