holiday weekend. breaking news out of loudon county there is nee information about a baby and woman involved in a horrible accident this morning. we're live at the scene. but we start this afternoon with all eyes on the south and that weather brewing down there. >> tropical storm hermine formed near florida a couple hours ago. now we're learning it will likely empaimpact us. let's begin with amelia draper. >> all hands on deck this afternoon. doug's here myself and tom. as soon as we saw the storm was going to be upgraded and move closer to our area. we are letting you know the latest on facebook and twitter earlier today. we're going to continue to track this through out the holiday weekend. here is the storm, you can see bringing heavy rain to parts of florida. and that includes tampa. so the redskins game tonight some rain at times. heavy rain, muggy. they could get a break as well.

here is the latest track. this is from the national hurricane center. you can see the storm still in the gulf, but that rain already impacting parts of florida. max winds now at 40 miles per hour. and it's barely moving toward the north at 2 miles an hour. we anticipate the storm to pick up speed. and here's the thing, we're waiting for the national hurricane center to update the track. notice how it keeps it east of our area. this track is going to change. it's going to shift further in, further to the east impacting us. i want to give you a quick overview of your labor day weekend. we're going to have much more on this throughout news 4 at 4:00, 5:00 and 6:00. here's the storm. it's going to head northward. rains move s into our area on saturday. moves out on sunday. we could see wind damage with gusts up to 60 miles per hour. also the potential for some flooding, wendy. >> wow. all right. thanks amelia. because of this storm hitting florida, the redskins game was moved up to tonight. we will air

northern virginia reporter david culver live at the intersection where the tragic crash occurred. david? >> reporter: just in the past 30 minutes, the loudon county sheriff's office e-mailed us confirming that news, that the baby e the five month old involved in the crash lost his life. this is where it happened on the cross walk. when we showed up here this morning this is one of the scenes you walked on to and your stomach just sank. the baby's crushed stroller lay just outside the cross walk on riverside parkway. crash reconstruction teams from the sheriff's office working to piece together what happened. the tragic view you could see from chopper 4. the sheriff walked us through what appeared to have happened around 8:00 this morning. >> we had a mom pushing a story with her five month old baby in the stroller walking northbound in the cross

the vehicle took a left-hand turn and that's where the accident took place. >> reporter: the man driving the jeep suv stayed on scene as neighbors rushed to help the mom and child. >> i don't think he was breathing, somebody was trying to give cpr to the baby. the mom was screaming she couldn't move. she was all screaming and she was hurt. >> reporter: emotional mom right there describing what she rushed on to. meantime, the loudon county sheriff's office tells us they have not yet come forward with charges, they say they're talking with the attorney's office. we'll send it back to you. school will begin after labor day. that is now the law of the land in maryland. those words from the governor. larry hogan as he signed an s executive order. this starts next year. schools will be required to open after labor day. there will be 180 days of classes and the year mus

learned there was a delay in dispatching fire and rescue teams to the scene of a man trapped inside a car. beside that fallen tree. police and passers by ended up helping the man as they waited for more help to arrive. mark seagraves is live with the story you'll see only on news 4. >> reporter: yeah, it turns out that the 911 dispatcher delayed for six minutes before sending emergency rescue crews to this location because she was apparently confused about where this location is. meanwhile, bystanders and police on the scene lifted the tree off the car, rather than waiting for the d.c. fire department. it was the height of evening rush hour when the tree fell, trapping the man inside this car. the first caller to 911 described the location of the incident as rock creek parkway just after the connecticut avenue exit. but the

address or a cross street. after six minutes of back and forth between the 911 operator and the witness, units were dispatched. by that time, police and bystanders had lifted the huge tree off the car. >> i will tell you that there was some back and forth about where exactly this location was. the call taker seemed to me was being very diligent in trying to extract an exact location. it just took some time to get that out. >> reporter: now, i spoke with the woman who made that 911 call and i was allowed to listen to the 911 call itself. and it was abundantly clear to me the description of the location she was describing, rock creek parkway before the connecticut avenue exit. as for the victim in this case he's been upgraded to stable condition. >> thank you. in seven minutes we're gog

well, we are just hours away from donald trump's big speech outlining his immigration policy. this comes after today's last minute trip to mexico. >> mexico's president inviting both presidential candidates to meet with him today. trump's visit drawing immediate backlash from former mexican official and ordinary citizens. >> meet the process moderator chuck todd joins us, he's live in new york city. do we know what they talked about or how long they talked? >> we don't know yet. we haven't seen him yet. i think that's something we're going to learn. this was probably a riskier political meeting for the president of mexico than it was for donald trump. the single most

may very well be donald trump. the level of ridicule he receives doesn't matter -- there's no breakdown by class or education or anything like that. it is almost universal when it comes to anger and hatred at donald trump. so it is a risk more for the sitting president than for trump. i thought the move was kind of shrewd, it caught the clinton campaign off guard. it's become the dominant story of the day. it only elevates, you know, it's about theatrics a little bit. so had theater of the presidency, trump looking the part, standing next to a world leader. and of course, it raises expectations and brings more attention to his immigration speech tonight. ultimately it's the details of the speech that are going to dictate whether this shift that he's trying to make on immigration and whether it's about appealing to hispanics or appealing to skeptical suburban

speech not the photo ops this afternoon. >> we were showing some live pictures of the president in mexico meet ing with trump. any sense that hillary clinton might take the mexican president up on his offer to come down there herself? she was blasting trump today. >> you know, it's interesting. i'll be curious to see if she does. obviously the mexican president invited both candidates to come visit. i think the idea of clinton looking like she's following the lead of trump is something the clinton campaign is going to avoid. my guess, my best educated guess is they don't do that. you know, this has been a frustration of the clinton campaign. as much as they think that there are a lot of ways that trump presents them opportunities in order to win this election. his unpredictability and savviness in sort of taking control of a news cycle like that is something that has them up ended a little bit. i don't think they will try to follow trump's lead on these

not the first time it's happened. when you think back to -- it's interesting to see colin kaepernick's action compared to michael jordan for example. now michael jordan, you know, making some efforts to help out the community. but he's been criticized during his playing days for not inserting himself into the conversation. and then you compare colin kaepernick to the situation with jim brown back in the day, supporting muhammad ali for example. jim brown a hall of fame athlete speaking out on colin kaepernick's behalf recently saying he makes all the sense in the wuorld he's telling the truh as he sees it and backs him up 100%. there's a long line of protest that's a part of what happens in america. and what you see is -- as an athlete stepping out and making a comment that's resonating with a lot of the people we have talked to at whur. debora tells

at 7:00 on october 30th. the race, the marathon portion of the race starts at 7:55. that doesn't give you much time to get down to the race. now all of that means there's going to be an awful lot of adjusting and schedule changing. marathon officials say they are not going to switch the start time to a later time. what they are going to do is put in things like runners only shuttle buses. they're going to add more parking to accommodate everyone getting to the race. yes, this is going to take a little bit of juggling. >> the mcm will maintain its 7:40 a.m. wheelchair start and the 7:55 a.m. marathon start time along route 110 in arlington, virginia. to minimize the stress op runners, the mcm will keep the start line open for 60 minutes until 8:55 a.m., almost 40 minutes longer than i
