seeing right now. that storm has winds of 45 miles per hour. it's going to make its way in towards florida tomorrow night. and then eventually up towards our coast. now, amelia draper and i have been looking at this all day today. tracking this system to see what it's going to mean for our labor day weekend. amelia you and i were talking about the hurricane center was going to have to shift their tracking to the west. impacting our region greatly for the labor day weekend. >> yeah, you hear us talk sometimes about our computer mau models. various out puts of what could happen. the three main ones we look at all coming together today and saying this tropical storm is going to impact us over our labor day weekend. it's going to strengthen over the next two days. right now, about 350 miles west southwest of tampa. redskins game tonight looking soggy. maximum sustained winds have increased to 45 miles an hour

police say the woman was stabbed in the upper body. we're working to learn more about her condition. and who was arrested. new parents walking their kids home in the land down community tonight trying to find words to explain a tragic crash on a busy parkway. chopper 4 showed us the devastating scene a mother and baby hit by a car crossing riverside parkway. we learned the 5 month old child has died. david culver is at that intersection with the tales of what's next. >> reporter: just behind me you can see a growing memorial of flours f flowers for the baby who lost his life. this is where the incident happened. just over my shoulder past where those flowers were. the mom dropped off her older child at a nearby elementary school when she was pushing the

an suv was turning on to riverside. for some of those who rushed to rescue, it was too much for them to handle. >> i heard it. i heard it. i saw people, they were running. and i was going there, too. >> reporter: this mom followed the screens for help. followed them to a scene of panic. >> i don't think he was breathing, somebody was trying to give cpr to the baby. and the mom, she was screaming, too, she couldn't move. she couldn't move. she was screaming and she was hurt. >> reporter: a mother and her baby lying near the cross walk on riverside parkway. >> he was not in the stroller, he was thrown away. >> what we had was a mom pushing a stroller, with her 5 month old baby in the stroller. walking also northbound in the cross walk on the street. this vehicle took a left-hand turn and that's where the accident took place. >> reporter: despite the efforts, they couldn't save the baby boy's life. deputies say the driver of the jeep stayed on

happened. for neighbors, picking their kids up on this third day of school, it's tough to explain. >> it hits close to home when you have a kid a mile away from you. >> it was too much. >> reporter: the emotion made it too painful to even talk. the loudon county sheriff's office is talking with the loudon county commonwealth attorney to determine what if any charges they'll will finle against the driver. the school system here wanted to stress this wasn't part of the walk zone. there have in the past been several safety security concerns in this area. we've covered them. we'll show you what's been done recently to make those a little bit safer. that's ahead on news 4: at 6:00 closing arguments will get underway in the trial of the man who is charged in the death of his girlfriend's baby. he's

murder. the autopsy revealed the little boy died from blunt force trauma to his head and torso. he had a lacerated liver. he told police the boy had wandered away while in his care for 20 minutes and he found him unconscious. covering montgomery county tonight. we're hearing details about a case involving a man who prosecutors say impersonated a cop, then preyed on prostitutes. they say that man actually assaulted one of them. let's get right to news 4 pat collins. he's live at the courthouse in rockville. >> reporter: he posed as a police officer. and then he stabbed and wounded a prostitute with her own knife. >> i think he was preying on young women who are vulnerable. young women who might not likely go to police. if they should be robbed or if they should be

shadows. >> reporter: his name is larry steele. he's 38 years old. convicted today of stabbing a prostitute in a bizarre encounter where they say he posed as a cop and tried to make a bogus arrest. the scene, the radisson hotel in rockville. it began with an exchange of text messages. it went something like this. how long are you staying? an hour. my hour is $220. >> larry steele posed as a customer in the first part of this effort of his. and later once he was inside the room, and the clothes were off, that's when he claimed to be a police officer. >> reporter: in this hotel room, they say steele paid the $220. grabbed the woman's arms and said he was a federal cop. there was a struggle. steele ended up

around her neck for protection. take a look at that knife. it comes with a sheath that makes it look like a pendant. steele took his from the scene, and was photographed by security cameras at the shady grove metro station. a few minutes ago, i talked to the victim, she's still getting over all of this. she said she had ten staples and 14 stitches in her side as a result of that stab wound. coming up at 6:00, we're going to hear what she has to say about what happened in that hotel room. jim, back to you. >> pat collins, pat, thank you. employees at several agricultural department offices back at work today. offices in five states, including the research center in beltsville maryland were closed because of threats sent on monday. the threats were anonymous and the fbi is investigating their

>> absolutely. and that was what was jarring. and the whole thing was surreal. beyond the rhetoric of having the way this thing was put together. we didn't get more than 24 hours in advance. our press corp wasn't able to go. we've seen a presidential candidates go on the road, barack obama went to the middle east. mitt romney went to europe in 2012. these things are usually planned out weeks if not months in advance. this was put together right before a big immigration speech. overall, it did help donald trump in that elevated he's standing right next to the president of mexico the president of mexico treating him like you would and giving him a lot of respect. in that manner, i think it helped donald trump. where it does hurt is when you play those images of what donald trump said a year ago versus now, there is a lot of rhetorical whip lash there. >> will that matter to his base? will that matter to people that have been with him? >> it hasn't mattered with his

for him to win the presidency, you have to go beyond the base. and i think one of the big questions is a lot of the swing voters, a lot of the people they're trying to woo. people he's had a hard time with suburban mothers. are they going to listen to the one who was speaking today? there's been more of the former rather than later. >> this is hours ahead of his big immigration speech in arizona. what are we likely to hear from that and will he be dropping the mexican president's name? >> the contrast tonight is going to be a contrast on hillary clinton versus what she wants to do on immigration. what does donald trump want to do with the 11 million undocumented immigrants. he has had contradictory statements from him and his campaign. i'm looking forward to see what he says

right now, here in kensington, maryland, near wheaton mall. look behind me you can see montgomery county police processing the crime scene. chopper 4 was over the scene. police say an 18-year-old suspect stabbed a 19-year-old pregnant woman around 3:20 this eer evening. police say the couple is not affiliated with the school. they just happened to be on the path. police say the woman was stabbed in the upper body. let's show you shots from the ground. medics drove her to a trauma center, no word on her condition. investigators say this is a domestic stabbing. they won't say if the suspect is the father of the unborn baby. police arrested him near palmyra la

officers spotted him. resisted arrest, officers tasered and arrested him. we'll hear from parents who attend this school. >> it's surprising that something like this would happen. it's always seemed calm when we pick up the children. there's never been any problem. >> reporter: now, police tell us that crossway school was on lockdown but the lockdown has been lifted. no children teachers or anyone inside the school were in danger. as for the suspect right now he's talking to montgomery county police detectives. and he is going to possibly be charged with attempted murder. police talked to some teens who happened to be here. we did not show their faces at the request of their parents. they're providing information to the police about what they heard or possibly saw. thank you. a state of emergency in parts of florida because of tropical storm hermine in the gulf coast

first at 5:30, big changes if you're running in this year's marine corp marathon. metro's on going safe track blitz going to affect how you're going to get there as well as the route. transportation reporter adam tuss joins us live with details that were just announced today. >> reporter: here's the thing about safe track it's about giving metro workers more time to get on the tracks and make changes. because of that, metro has said no more early opens or late closings for special events and this year, yeah, that includes the marine corp marathon. the challenge before the race even begins this year getting to the starting line. metro which usually opens at 5:00 a.m. on race day will not be opening early. >> under the safe track program metro will not begin service until 7:00 a.m. on event morning. >> reporter: the ma

at 7:55 a.m. that doesn't leave much time to get to the starting line on a train. marathon officials say they're not going to switch the start time to a later time, but they will have things like runners only shuttle buses and they'll add more parking. they'll keep the starting line open longer. >> to minimize the stress on runners to arrive by that time. the mcm will keep the start line open for 60 minutes until 8:55 a.m. almost 40 minutes longer than in previous years. >> reporter: this is the race director for the marathon. >> this is our 41est marine corp marathon i've done 23 as a race director. i think i can say 22 of those marine corp marathons have been with changes. >> reporter: because of adjusts schedules the course will change a bit. the marathon will go through more sections of arlington. the 10 k will be exclusively in virginia. regardless, the sho

say they're complying with it to help get the project approved more quickly. news 4 has learned there was a delay in sending fire and rescue personnel to the scene of a tree down with a driver trapped inside his car. our mark seagraves broke the story on twitter and joins us from rock creek park where bystanders had to lift the tree off the car. mark? >> reporter: that's right. this happened right behind me here on rock creek parkway just after the connecticut avenue exit. it's that description of the location that seemed to confuse the 911 operator. it was rush hour, monday evening. as traffic moved slowly along rock creek parkway and beach drive, a huge tree fell. crushing a car and trapping the driver inside. the first 911 call came in from a woman who was a few cars behind the car that was crushed. her call came in at 6:05 p.m. the 911 operator did not dispatch fire and rescue

6: 6:11. >> the first caller gave us about four different locations. it took a few minutes for them to sort of realize exactly where the situation was. >> reporter: the office of unified communications which handles all 911 calls and dispatches, would not release the tape of the call, but did allow this reporter to listen to it. in the first few seconds of the call, the woman clearly describes the location as rock creek parkway, just after the connecticut avenue exit and before the tunnel at the zoo. the 911 operator repeatedly asked for a more specific address or cross streets. >> it seemed to me what was being very diligent in trying to, extract an exact location it took some time to get that out. >> reporter: secret service and park police were on the scene and requested fire and rescue but decided to enlist 20 bystanders to help move the tree off the car wle

for help. >> eventually, the police officers asked us pedestrians to help them. and we lifted the tree and then pushed the car out from under it. >> reporter: now, this is far from the first incident where a 911 call operator was confused about the location of an incident several years ago about a mile from here, at beach drive a military road when a tree was down on a man inside a truck, the operator said that that enter secti intersection didn't exist. as for the drive in this case, he's been upgraded to stable condition. that's the latest we're live in rock creek park. >> you mentioned you listened to the 911 call and spoke to the woman who made the call who was a couple cars back. was she confused and did she give four different locations when she was asked to clarify? >> reporter: yeah, you heard the spokesperson for ouc say they got four different addresses from her when she called. that just isn't the case. i listen

talked to the woman. and the person in the car with the woman who was driving was her husband. he's a park ranger and they drive this road every day. she was not confused about her location. and it was abound nundantly cle me of the location, this location she was describing. i think just about anyone who is passingly familiar with the d.c. area would know where rock creek parkway and the connecticut avenue exit is. >> we certainly spend enough time in bumper to bumper traffic there. all right. thank you, mark. also, new details on a disturbance inside the d.c. jail involving a standoff with inmates and officers over heat. we told you about that demonstration. internal reports obtained by news 4 show dozens of inmates kbl complaining about heat. they also apparently poured soap on the floors and tied shoots around the gate to keep officers from getting into the

officers eventually got in after several hours using a chemical agent. the incident came just a couple days after an inmate collapsed and later died. jail officials tell us the death was not heat related. a virginia man is charged with illegally bringing a gun into the headquarters of homeland security. a grant jury has indicted thomas presley for unlawfully carrying a gun without a license in the distric district. a west virginia man was charged with bringing a gun on to the same campus earlier this summer. he has also pled not guilty to federal firearms charges. accused of having illegal guns and more than 10,000 rounds in his home. his remains were lost for 70 years old. but private first

covering northern virginia tonight a popular brewery is not only staying in alexandria, it's expanding. the port city brewing company on

state agriculture grant to boost its growth. it's the first time a northern virginia business has received this grant. port city qualified because it uses so many state agricultureal products in its beers. the city has a role in the expansion to benefit the residents. >> so the governor's grant program requires a local match. we're investing and we will be giving port city $155,000 in cash. >> port city brewery will be adding 26 new jobs during the expansion. you may see firefighters out in the next couple of days carrying boots. this is for a good cause. news 4 working for you in the community. as we see firefighters in bethesda earlier today collecting money for the muscular dystrophy association. this is called fill the boot. the money raised will be used to help hundreds of local families affected by that disease.

big change for maryland students starting next year. they can enjoy one more week of summer. >> the executive order will require maryland public schools to start classes after labor day. and it will also require them to end their school year by june 15th. >> boy, you can hear the kids clapping at home, too. governor larry hogan says it's an issue that draws support from both sides of the aisle and promises the decision will boost economic activity across the state. tracy wilkins is live with the reaction to the announcement today. >> reporter: this is an issue that has been debated and researched for years in the state of maryland, even under the o'malley administration. today, governor hogan made the move.
