56 a.m. right now, we're getting up to the minute details on tropical storm hermine. >> we're already seeing the impacts in florida. a state of emergency has been declared and some of the streets are already flooding as the storm strengthens in the gulf of mexico. and in hawaii, two major storms are heading in that direction and people are getting prepared there. we begin with the details now from chuck bell. >> that's right. the 5:00 a.m. advisory this morning had a new forecast track from the national hurricane center and the change in the track for the forecast is critical to our weekend impacts around here. the latest forecast has the storm off the outer banks of north carolina by mid to late saturday afternoon. by sunday, at 2:00 in the morning, well off the lower parts of the bay. what's different from this track compared to the one that was issued six hours ago is that it

coast. that will lighten the impacts here, but still be quite a wallop out on the beach. do not turn your back on this storm. that track could just as easily come back to the coastline between now and the time we deal with it. for now, your thursday morning, rain drops across northern maryland, a wet ride for work and school. a sliver of sunshine back later this afternoon. today's highs will be in the low to mid 80s. trouble now in bowie , maryland, here's the latest. i'm molette green. i've got the latest on this triple weather threat across the u.s., first to hermine, take a look at images there. this storm as an ever-changing track as chuck has mentioned throughout the morning. expected to become a category one storm by tonight when it makes lafa

southbound george mason at washington boulevard, crash. a tragic pedestrian accident in loudoun county left a five-month old baby dead and a mother seriously hurt. in the past two weeks, several people have lost their lives crossing streets in our area. megan mcgrath is live at riverside where the accident happened. >> you can see the outpouring of sympathy for the victim here. the memorial that has been set up here along riverside parkway. there are flowers, candles, notes left behind all in memory of this tiny victim. now, this was a tragic accident. it happened yesterday. the child who was killed just five months old, being pushed across the road in a stroller. the child's mother also very seriously injured. now, the mother was in the crosswalk. the driver sd

this is a situation that has really, really impacted the community just a little while ago there were some women who walked up to the area, came and looked at the memorial and were visibly shaken. did not want to talk to us. but looked at the memorial and were just obviously visibly shaken by what's happened here. this is part of a deadly trend that we're seeing unfortunately in the dmv. five people have been killed in our area in just the last two weeks and it's part of a national trend. 35,000 people have died in 2015 and crashes of an increase of 7%. pedestrian and cyclist deaths increased to levels that we have not seen in 20 years, and a memorial behind me here, a heart breaking reminder of just how dangerous it can be out there on roadways. now, area jurisdictions are trying to improve things, improve safety, in some

through technology. fairfax coin, for example, just opening a high intensity activated crosswalk on back lick road there, a signaling system designed to alert pedestrians and drivers and try and keep people safe at that intersection. it's just been a very difficult couple of weeks in our area with five people killed. back to you in the studio. we are working to learn how a person is doing after getting hit by a car in montgomery county last night. as you were hearing megan talk about this unfortunate trend that we're seeing, this happened on bells mill and windsor view drive. a pedestrian was taken to the hospital with life-threatening injuries. the driver of the car remained on scene. metro transit police want you to be alert this morning as you board the train.

assault on a train. this happened yesterday evening on the orange line. police held the train at the cheverly to investigate what happened. as we get new information, we'll bring that to you. it was a brutal crime on a pregnant woman and montgomery county police have a suspect. police arrested an 18-year-old man who they say stabbed the woman several times. this happened in a wooded area in wheaton yesterday afternoon. the man was in a relationship with her, but if it's not known if he's the baby's father. the baby is expected to be okay, but the woman is in critical but stable condition. an update from a story we told you yesterday morning. crews in prince george's county fixed the gas line that they struck on brandywine road. that means gwnynn high school should be open today. just about now, the agriculture department says all

today after facilities in five states were briefly closed because of an unreceived e -- unspecified email threat. officers in ham den, connecticut, and leesville, west virginia will reopen today. the department is working with the fbi and other law enforcement agencies to investigate the threat. after trump delivered a hard line speech on immigration last night in arizona, the speech heavy on calls for border security and trump recommitted himself to mass deportations. >> and you can call it deported if you want. the press doesn't like that term. you can call it whatever the hell you want.

september, usually our busiest month for tropical systems that unfortunately is becoming the case. hermine has become a tropical storm. it's expected to intensify at a category one hurricane. as of 5:00 a.m. advisory, there's a brand-new forecast track which this track is krnly -- considerably more favorable for us. but that does not mean we're out of the woods. the storm by saturday afternoon could be anywhere off the outer banks, it could be anywhere inside of this cone here. everybody always just look at the center line. that's where the most likely place is but it could be anywhere inside of that cone. as we get toward early sunday morning into monday, we could see this storm anywhere inside that circle. don't turn your back on that. doug, and tom and amelia and i will be here updating forecast between now and the first rain drops start to fall with it. the new track is farther to the east. it will lower impacts but it

new this morning, good news if you have small children. car seat safety is improving. that according to brand-new ratings from the insurance institute for highway safety. 170 different car models scored a good or acceptable rating for car seat latches. a year ago, iihs said those latches were often too difficult for moms and dads or caregivers to find. the new model have the latches higher up and in the middle of the seat. however, dozens of cars still scored marginal or poor. the i. hs says there's room for improvement next year. 6. . 26 just about right now.

boost business in the state and give families extra time together. >> governor larry hogan signed an executive order to start schools after labor day. here tracee wilkins with more on that action. >> reporter: this is an issue that's been heavily debated and researched in the state of maryland even under the o'malley administration. they toyed with the idea. maryland's governor, larry hogan has taken the steps to make that happen. in ocean city, he sign an executive order that will start the school year after labor day with it ending on june 15th. that's 180-day calendar year and what the school systems have to do is figure out christmas breaks, spring breaks and the rest of their vacations and days off to make sure even with those snow days and those weather emergency days that it all fits within that calendar. some school systems prince or

don't like it. he thinks the governor is putting economic growth ahead of education. governor larry hogan saying yesterday that if they extend the summer, that they are looking at the state getting more than $70 million in additional money through economic opportunities. thinking about places like ocean city and parents and families spending more time there. it's a debate that we expect to continue for some time in the state of maryland. some school systems may apply for special waivers, giving them an opportunity to start the school year a little earlier, but they are going to have to have some really good reasons for tha falling debris shut down a metro station. up next, a live report on what happened and what you should expect when you head out. you might be waking up to some wet roads. chuck is coming back with a look at how much rain we may see aroundhere, today an d

station for the last few hours of service overnight. now, it did open back up almost on time this morning, just after 5:00. we saw people coming through the gates. it was about 5:05, and it looks like that patch of ceiling has been repaired. it looks like they have gone and patched it up and that everything is in fact back to normal. metro is saying that there is no structural damage as a result of that debris. they are calling it metal and concrete that actually fell last night. so it looks like things are back-to-normal here but yet again another safety concern for people riding metro this morning. back to you. speaking of metro, if you are heading to tonight's bruce springsteen's concert you may need to find another way to get home besides metro. his performance at nats park starts at 7:30. the last train leaves at 11:20. no red line

gulf coast of florida right now. you are looking at live pictures coming in from the tampa area. you can tell things are wet there. this is an area where a hurricane is supposed to hit tonight. >> hermine is only a tropical storm, but it is getting bigger and stronger by the hour. we've got team coverage on the severe weather. we start this morning with nbc's gabe gutierrez live in apr apalachicola, florida. they are already seeing rain there, right? >> here in this area we've not seen rain, areas just north of tampa have seen some flash flooding overnight. hermine is strengthening. the storm is expected to make landfall in florida late tonight or tomorrow as a hurricane. it's expected to dump 5 to 10 inches of rain in some places, some isolated spots could see as much as 20 inches of rain. the area where we are in

hurricane warning and tropical storm watches and warnings extend all the way into the carolinas. so man da tory evawkss in effect. dangerous storm surge is expected throughout much of florida's gulf coast. up to seven feet some in some spots. if it will be the first hurricane to hit florida in nearly 11 years. >> eventually, that storm leaves the florida area and becomes a problem for us as we get into the late saturday night, into the sunday morning time frame. this is the official forecast track from the national hurricane center. don't focus on just the line. focus on the entire cone. the storm could be anywhere inside of this area. this is a 2:00 a.m. on sunday morning. saturday night into sunday, that's the time we're watching most carefully and again the storm could be anywhere from the lower chesapeake bay

turn to speak to veterans today. he will attend the american legion convention in ohio. trump is expect to speak in the 9:00 hour this morning. clinton spoke to that group yesterday. president obama is giving federal civilian employees and uniformed service members a pay raise. civilian employees will get an across the board pay raise of 1%. as for uniformed service members, they will get a monthly basic pay increase of 1.6%. the pay increases will go in effect january 1st. september just got started, of course. we know that, but walmart is already putting together its holiday toy list. >> these are probably some toys parents will be hunting for this holiday season. the list includes num noms lip gloss truck. a teenage mew tant ninja turtles mega lair play set.

about every six to 12 hours. forecasted to become a category one hurricane before making landfall somewhere in the big bend of florida. for us what happens to it next is what's of most concern. likely to be a tropical storm to a tropical depression as we get toward saturday night and sunday. the timing of this and where it's going to end up is still a great deal of uncertainty. the latest forecast track is farther to the east. you say what's the change? there's a big area of high pressure over canada. if that area of high pressure goes farther to the east, it will keep the storm closer to the coast. the latest thinking now from the hurricane center is that area of high pressure will build farther to the west and keeps it farther off shore. that's not a guarantee. we will have updates frequently on all of our platforms, our facebook page, and on air and on line. the latest track is farther to the east, but still a long way to go between now and then. no matter what's here, it will be a big impact along the maryland and delaware

roads there. people are scrambling to try to save what they can, get their pets out of their homes. others are scrambling to get sand bags. streets flooded. local officials are closing down roads prone to flooding just as a precaution to keep the drivers off the streets here. the storm is impacting people living from the panhandle to areas just south of tampa. this is the biggest weather event since tropical storm colin back in june. neighbors know they can expect some flooding. they hope the storm passes quickly. the storm is expected to move out of this area by tomorrow, but it brings that threat for people living along the east coast. >> thanks. for us, your thursday starting out with rain drops this morning. rain in northern maryland is moving down toward the metro

kristin wright is there live. >> reporter: well, hey, people arrived here to the rhode island metro station this morning, not knowing, they went to bed last night not really knowing if they would be able to et good on the train here this morning, the gates opened at 5:00. it opened just a little bit late. people were able to get back in. a chunk of the ceiling fell last night. metro says it was metal and concrete. it came down, didn't hurt anybody, but trains had to start bypassing rhode island avenue, the metro station here for some time until the system closed last night, but things do appear to be back to normal. there were shuttle buses running last night, but everybody here and riding the train as normal. red lines looks good. back to you. >> you'll have to wait a little bit longer for the newest
