commissions and a referendum on whether the city council should petition congress for d.c. statehood. with me now is alice miller. tell us what people can look forward to when they come to vote this year. first of all, what's the no excuse absentee voting. >> it's that voters can vote early voting with no excuse. they come in and they vote. we don't need a reason. they come to theol from now through november 1st. we will get them their ballot or they can come into any voting center and vote absentee. >> reporter: and new voting booths, correct? >> yes. this year we have put in place what we have called the express vote voting machines. they are user friendly for those that may have visual or hearing

to a news 4 exclusive. a d.c. judge makes a surprising ruling in a jail rape case. a transgender woman claims d.c. corrections officers placed here inside a cell with a known jailhouse rapist. he sexually assaulted her. as news 4 reports, her efforts to get justice went nowhere for nearly four years until now. >> every day i think about i was traumatized. i was raped. i can't -- i can't -- i can' of the victim known as jane doe. it was shortly after two attorneys began representing her in a lawsuit that faced many hurdles, among them the fact that corrections officers actions on the job are mostly protected by what's known as qualified immunity. >> the y has permitted the case
