metro's longest safetrack surge. surge nine ends tonight but there's still a long way to go. news4's adam tuss is live from the rhode island station to share with what metro leaders just said. tell us about it. >> reporter: it's going to be painful, barbara. that's the best way to describe it. you have trains rolling, buses rolling but come saturday, things are going we are talking about 25 straight days of a shutdown on the red line between ft. totten and over 100,000 riders per day could be affected by this. this is, by all measurements, the biggest and most impactful safetrack surge coming in a matter of days. metro's manager spoke about it.

we'll be addressing ntsb cable replacements and we'll be doing structural repairs right here at the station. >> reporter: so all of that means that they are going to be doing a lot of work. you might remember, a couple of weeks ago, there were actually pieces of concrete that were falling off the metro station here. that's another thing that they'll be addressing during the back to you. >> adam tuss, live at the rhode island station for us, adam, thank you. metro officials say they are taking action against a train operator who refused to move his train because he claims his shift had ended. it is a story we told you first on 4 this morning. witnesses tell news4 two metro

operating the train when one of the operators refused to move his train and then walked off the train and down the platform. trains were backing up as this was happening. a metro supervisor finally had to move the train out of the station. developing now, we're waiting to learn the identity of a man killed in a pedestrian accident this morning. it happened on 4th street and new york avenue just after midnight. police say the man was hit by a moving truck as he tried to cross the street there. the driver did stay scene. >> and right now, it looks like a major power outage is over. this was in manassas and video shows the problem was caused by a failed switch. temperatures are slowly creeping up after a very cold

long the cold will stick around. chuck? >> the first freeze of the season out of dulles airport, it's about a week later than last year but two weeks earlier than the year before that. so just about average for us. still a lot of green in and around the city. best fall color is in the blue ridge mountains about 2,000 feet up. we've had the cold start this morning and that helps speed the color we've made it into the upper 50s and we'll stay there with the cool sunshine during the afternoon hours. clouds increasing by late this afternoon and into this evening. cloudy skies keep us from being as cold tomorrow morning and then also lead to our next chance for rain. when to expect the first drops, coming up. aaron gilchrist where any

airport which opened in downtown d.c. just a couple of weeks ago. actually, last month. donald trump is expected to be here for the ribbon-cutting ceremony. the official grand opening of this new hotel. this is in the old post office division of pennsylvania avenue. trump's company won the bid to turn it into a luxury hotel. you can see the ballroom is filling up. we don't know what exactly trump expected to participate in the ribbon cutting that will happen within the hour, we expect. even though this isn't a political event, you can expect there were protesters and video we got in from tom sherwood there at the scene with protesters in confrontation with u.s. park police shortly after things started to get under way here, being told that they were in violation of their protest permit by being in a space outside the hotel that was for the designated for use by

saying that 22 are dead, including 14 children. we should note, this area is a stronghold of the syrian opposition. there are some radical groups that operate in that area, too. we know it's been regularly hit with these strikes by syrian and russian warplanes as well as the u.s.-led coalition going after isis in that part of syria. at this point, we don't know exactly who is responsible for this air strike. eun? >> reimbursement from national guard member who is received signing bonuses and operations in iraq and afghanistan, earlier he spoke in an exclusive interview with nbc news. >> there are people there in harm's way doing necessary work for the united states. i think what's important is

showing up to help nearly 1 hundred families being forced out of condominiums in temple hills. after the homeowner's association did not pay utility, there is no power at the condos. this began six years with the management company allegedly stealing money. yesterday afternoon, county officials gave neighbors 72 hours to vacate. just prior to that notification, one man says his landlord s month's rent. >> he came and tried to get some money and i just laughed at him and he left. >> county officials are trying to help the residents find a place to live now. you can find yourself sitting in pretty bad traffic at the new outlets in clarksburg. the new premium outlets open on thursday. police will be on hand to help direct traffic.

runner into his own zone and they don't have to worry about all the logistics and operations that take place for a big event. >> so there could be some changes this year, right? tell us about those changes. >> we have changes all the time with the marine corps marathon. one is our course. you know, with metro safetrack happening in may, we had to make some changes. we took about 2 1/2 miles off rock creek parkway. we were able with arlington county came to the extend the course in crystal city and then going back to the south pentagon. so we -- it's still 26.2 miles and we still have every finisher coming up marshal drive, the hill, at the end. >> as always. >> as always. you have to come up that hill and look at that marine corps war memorial and those

cleveland is one step closer to a near drought. the cubs are up by one game in the world series. they shut out the team last night. cleveland's catcher was so impressive. the team plays again tonight at 7:00. that's earlier than usual because they are expecting rain. both teams want this so bad, the fans are so -- >> do off favorite in this race? >> no. i want the nats to win.

for my own. dulles got their first freeze of the season early this morning. no more freezes tonight. it will be a noticeably milder start this morning. right now, mostly sunny. 52 degrees with a light wind here in washington. dulles is already up 20 degrees to 51. 54 already in fredericksburg. afternoon highs, in the 50s. clouds will be on the increase and here's the reason that they are speeding up in fact, i'm still worried that they may have rain issues around cleveland and even at the earlier start time this evening. and that little shot of rain coming to cleveland tonight is threatening to reach here tomorrow. coming up in a few more minutes, i'll give you a look and help you time out the arrival of the rain tomorrow. there's a 60% chance you'll get rain on you tomorrow. we dry it back out for friday and most of the weekend looks on the mild side. mild on race day on sunday for sure.

this all started due to comments the vice president made about trump over the weekend. at a campaign rally in pennsylvania, biden said na he's always asked our reporters if he was the one debating trump. biden said no and went on to say, quote, i wish we were in high school. i could take him behind the gym. that's what i wish. he explained what he meant last night on msnbc. >> the point i was making is, he is trying to dumb-down, he's insulting evo neighborhoods i come from and the people who played ball. and that's the point i was trying to make. >> biden also said that trump's talk of a rigged election was damaging enough to disqualify trump from running for president. >> you recognize that voice. that's adele telling her fans last night in miami to not vote for donald trump. she says she is 100 behind hillary clinton, even though

for a concert. it's not clear whether adele knew clinton was in the audience. a tax break could be coming to virginia families for fallen first responders. the amendment is on the ballot and would provide a property tax exemption and applies to the spouses of fallen military members. supporters say it's a small price to pay for those who gave their lives. >> i feel for anybody that runs into a burning building when everybody is running out. >> i voted "yes" on individuals who die in the line of duty deserve whatever they can get. >> if approved, the new measure would take effect in july. well, it will take 170 years for women worldwide to earn the same amount of money as men. that's according to the gender gap report, which means equal pay wouldn't happen until 2186.

dr. jill biden has been a strong advocate for breast cancer awareness for decades and yesterday she hosted her final reception at the naval observatory. there we are, we are doing barre. we kicked off the event with a barre class. these classes really helped her cope, she says, when her family was touched by cancer. so many people know someone who's been affected by the disease that it's important to support each other and fight to find a cure.

there has been a lot of news about the rising cost of prescription drugs and that has a lot of people turning to generic brands. the things you should know but probably don't know about the medication you're taking. thanks for joining us, as always. >> my pleasure. >> first of all, is there a difference between name brand drugs and generic? >> yes.

same but the inactive ingredients can be different. when a medication goes for approval as a generic, they don't have to go through the safety trials that the name brand needed to go through. they need to demonstrate that the active ingredient delivers roughly the same amount of medicine to the person's body that the name brand does. but there's a range. it's from 80% to 125% of what you get with the blood levels from a brand name. so what's really interesting here is that op not know that their dose is changing by up to 45% in some cases. and if they switch from the brand name to generic, there also might be a difference. in general, the difference between generic and brand names in terms of blood levels is about 3%. but theoretically, and i believe this happens, there can be a more dramatic shift where people do not feel the same on the generic medication as they did

said you're saving money. what should a person know? it's important to make sure they are safe when taking the medication. talk to your doctor. what else should you know? >> what i tell my patients is that once they are on a specific generic medication, they want to make sure if they are doing well that they stay on that same generic medication. i tell them to go to the same pharmacy, tell the pharmacist that every month when they get their medication, they want the pharmacist to make they are ordering it from the same generic manufacturer. i also tell them to take a picture of the front side -- well, if there's a front and back -- both sides of the medication and bring that with them when they go to the pharmacy because even though they've told the pharmacist they want the same thing, people make mistakes. open up the bottle. take a picture and look at the pills and make sure it's identical because there's a lot of pills that are all little

manufacturers. if it's not the same, don't walk away from the medication. once you walk away from that counter, you cannot return the medication. you'll have to pay out of pocket if you go back to the one you should have had in the first place. >> and it can get expensive. >> what are some tips to save money if you can't take a generic brand? >> talk to their doctor and find out if they can break their medications in half. you can't do this with a lot of release medications. but it's sustained, oftentimes you can. can i break it in half so basically when i get 30 pills i'm essentially getting 60 days worth of medication? so that's one thing that i suggest people do. the other is shop pharmacies. particularly, if you're paying cash for a medication. there can be a wide discrepancy in the amount pharmacies will charge.
