6:16 am
heavily competitive. i look at maryland's sixth district, one of the closest in the nation in 2014. could it be close as well? all of western maryland and most of montgomery county. john delaney versus amee hober. they will be affected by donald trump for better or worse. >> when he won the primary in the sixth district. he got all votes of all seven of the republican candidates combined together in the primary. i think the tense one cell phone luann bennett challenging barbara comstock. that was held by frank wolf for 34 years. now it has been it goes out to winchester. is that considered northern virginia? >> by some, yes. >> it is a veteran community for this area. she distanced herself from trump.
6:17 am
need to separate themselves. she has a lot of supporters, a lot of republicans in the western end of that district that don't like that. they're very strongly for trump. >> there is one commercial ad in particular running from the left that has been really hammering barbara comstock in trying to connect her to some of the same issues and perspectives donald trump has. >> roe v wade. >> in particular. >> how do you think that is going to impact, even though has tried to distance herself from donald trump. >> the ad runs, she thinks roe v wade, the abortion decision from '73 ought to be over turned. we talked to people out there. that is a general attitude of trying to tie her to the far ride republican candidacies this year. >> when i was a house staffer, we were saying you don't watch polls. you watch the money, you watch
6:18 am
in the virginia tenth congressional district, and the maryland sixth, it is outside money funding the ads. it is third party, super pacs coming in trying to influence or tilt the races. >> luann bennett, the democrat in the tenth, she has gotten nearly, four million dollars, 3.7 last time i checked from emily's list and all of the other outside organizations tr win the hom us. >> i wonder approximately about tim kaine. former senator from virginia. i wonder, when he came onto the ballot with hillary clinton, did republicans down the ballot start to sort of kick themselves and grit their teeth about him being a popular person in virginia all these years. >> it is an ongoing debate on
6:19 am
given up in virginia. you have to imagine tim kaine was a factor there. what is the story after the presidential election wraps up an the new president takes office? the 2017 craziness that is going to surround the special election for tim kaine seat, the senate could hinge on whether a democrat wins that seat or a republican. you're going to get money from across the country, surrogates and attention across the country. that is going to be the political race in 2017. >> trump, befo w trump's campaign, did pull people out of virginia, put them in north carolina and they were gone for a week or so and he did an ad $2 million in the general area and come back to the state. every person, republican and democratic side says virginia, because of demographics changes, the way the chain has unfolded that virginia is no longer a battleground state. >> tim kaine's seat becomes

calls, if hillary clinton wins. they're looking at a meals tax. >> 4%. this has been rejected in the past. 6% sales tax on meals, like everything, and then they want to add a 4%. so it would be a 10% restaurant tax essentially which is what the district of columbia has. a lot of people think it has been a lot. it has been helpful and hasn't done anything to hold back restaurants. >> the funding goes to the school district which mak politically popular. every local school district in our area is dealing with construction costs, they need to expand. enrollment expanding. they need money. the biggest donors against this new meals tax were restaurants. glory days grill, clyde's silver dollar have donated money. >> do they think they won't go to restaurants because of the

6:22 am
the chance of it passing in the election is huge if we get a big vote. if it is on the senate, tough road. >> fouf to get to a democratic house. >> even if, if it is a republican house, no chance. >> some other issues on the ballot, too. particularly in maryland, montgomery county there, is the -- >> voting began three days ago. >> term limits are on the ballot.
6:23 am
advertising popped up. that will be a heated issue especially in an area where you have voter disharmony on everything. >> what do people think term limits do? if you have term limits and throw out the elected people, you have a lot of staff people who stay there 20 years. it is like having term limits for reporters. you hang around, the staff hangs around regardless whof is in the office. it seems kind of lashing out >> 50 years, lobbyists hang around. you see lobbyists encroaching in the ability to influence things. they're all rookies who don't know their way around. >> are there indicators on how this will turn out? >> he proposed a lot of different things. this one it is part of the frustration, overall frustration
6:24 am
>> he is referring to robert ficker. >> make it should be limited on how many times you can run. >> people tuned in on the congressional elections don't think about, oh, this is going to be on the ballot. they say that sounds like a good ide of people. others think will be terrible if it passes. >> things down ballot are closer to the people. it is more local for them. >> if you go down ballot. it makes them seem less important but they're closer to the people. people ought to read the ballot all the way down or up or to the side. >> however you want to do it. scott, you've been working on a story looking at the issue, in particular, teacher licenses, particularly in fairfax county
6:25 am
>> a rather remarkable incident. our news4 i-team investigation found a teacher removed from his position in fairfax county after arrested for sexually assaulting a student and pleading guilty to assaulting a student didn't get his license revoked as planned. fairfax county school district failed to send in the necessary paperwork to do it even though they were reminded by the state board of education to do so. because the license wasn't revoked got a different job he wasn't regular flagged or knocked out and assaulted another student and pleaded guilty. >> is this unique or a fact that we don't know how often this paperwork is not filed. people make jokes about paperwork but paperwork keeps these things from happening. >> that is the question. were there other cases like this we have yet to find out. a member of the school board ordered a formal review to see if this was unique or if this happens more than we think.
6:26 am
person from being able to go to another school. why isn't it automatic, he pled, i think in the first case. >> there was a court record as all guilty pleas do, they show up in court records. the background check didn't spot that court record. one of the reasons, the baltimore county school district said it didn't see the fairfax county guilty plea in fairfax county court, fairfax county, one of the only jurisdictions in our area, if not the only one, online. >> so someone from baltimore county would have had to drive down to fairfax and file through. >> they would have to know it exists. but then they would have to know where to look for it. maybe that is an argument for more transparency and better functioning online for the civil government. >> it is mind blowing. you would like to think that our young people are more protected. >> that's true. but we're still in the
6:27 am
now, the voting registration thing failed. the court had to order a couple extra days for registration. there was an attack on twitter and other places. we're in a whole new world on what can be online and what can safely be online. >> going back to elections. maryland, this election has gone back to paper ballots. so many malfunctions of the digital system in 2014, they're regressing. put something in an envelope it worked, it got there. usually right now, we count on e-mail. >> a bicycle currier. >> schools are talking about starting later, an executive order issued by the governor, the vice chair of the state of election resigned saying this executive order has the
6:28 am
ambitious students. >> the governor not only issued the executive order but after school boards expressed interest in applying for waivers to get out of it, the governor moved the goalposts and changed the waiver policy. i think the school board member in question was perhaps equally, if not more frustrated by that than the executive order itself. >> governor hogan says this is a no brainer, to start after labor day. some say this is just a stop to ocean city and employment there on the beaches. but the governors, he is adamant about this. he will want to run on this on 2018 when he runs for reelection. >> teachers have expressed concerns about summer slide which we know is a real thing. students particularly notify
6:29 am
who lose some of the stuff they learned. >> and those who don't get good meals when they're not in school. >> in montgomery county, they announced the possibility of starting school even earlier. a week earlier than they do now which is late august. they were going the other direction on this and the governor not only has completely halted that plan, but moved things in the other direction. >> there was a stud eye, studies that have been done in maryland prior to this executive information that says, in fact, students would not benefit by changing -- >> the democratic legislature, veto over turn this. >> the senator who approved this, because of the executive order and because of the movement in the executive order, he is not sure what the legislature is empowered to do

in an attempt to stay, to try to stay above the political fray, his public handling of this has been one misstep of another whether it is gaining the eye of republicans for what he did initially to gaining the eye of democrats, we have comey in the cross hairs, as for issues on how this im packs the campaign werks don't know yet. but you can't, a lot of republicans believe it could get casual republican voters, maybe not tru vote, certainly there is a belief that it helps republicans down the ballot. obviously it energizes trump. the question is, is there enough time for him to make up. >> is this a case of damned if you do, damned if you don't on comey's behalf. if he revealed it after the election, he would have been heavily criticized for that as well. >> he built this box he put himself in.

my advice i give to a lot of people in that three, four hour range is sometimes they forget that it is still a race. people like to run and run their pace, but i always encourage people to really race. i think it can get them to the finish line quicker, something to think about, if they see someone out there, the guy in the orange shirt they've been running with the whole time and they want to beat that guy, go ahead. nothing wrong with racing and trying to beat people and for the first great idea for that timeframe but for the last 10k. race, beat some people. >> pete sherry, thank you so much for taking time with us. we're counting down, folks. we're less than an hour away from the excitement, that will fire off at 7:55. we'll have fly overs before then, too. we'll be back here live at 7:30 as the excitement builds. >> we'll see you then. thanks so much. i'm not sure how much racing i
