businesses. you covered this the last time it was on the ballot in fairfax was 1992 and it failed. how is it looking this time? >> this will be a big draw for voters to head out and vote. it is getting a lot more attention than i think those on both sides initially thought. what you have here are opponents saying that this is going to hurt, as you mentioned, restauranted but not only restaurants it will hurt grocery stores because rotisserie chickens, subs. and then it will hurt the schools. we've seen school budget short fall in fairfax county with close to $100 million so that would fill the gap but there is no guarantees from the opponents that that will actually add to it. >> this is four cents on the dollar. the district of columbia has a 10% meal tax on restaurant and carry out foods.

stores but it seems to me with the money going for education that it is hard for people to be opposed to it unless they're against raising any taxes anyway. it seems to me like a smart way to do it. people are out eating in restaurants and it is a growing industry in northern virginia. why not do it that way? it seems to make financial sense if you're looking for extra money. there are very few ways people in virginia, local governments can raise money. the legislature has to everything. why not do a tax? >> it is interesting. it is not only in d.c. where you have it. you have it in arlington, alexandria and fairfax county. surround ag jurisdictions have something familiar. it will be interesting to see what voters -- >> it will be on top of the 6%. >> 10 total. >> that might make people nervous -- it made a few nervous, for sure. >> keep in mind it is 4 cents on the dollar. >> the other big issue in virginia right now, after

in richmond, roanoke and charlottesville. polls have shown she has an edge here in the metro area. how significant would you say it is at this point? >> in maryland there, is no way. it is a cliff. >> we're talking about virginia. >> i know. in the district she will get 80, 90% of the vote. in virginia she has been ahead. it was a battleground states. people moved away from say taking was a battleground state. they across the country. as we go into the last couple of days of the election, she wants to be certain putting money, lots of areas where she is ahead but not that far ahead. i think she is being prudent. >> david, northern virginia voters are pretty much split down the middle on the other races, though. the congressional races. 46% for the democrats, 46% for republicans, 47% for the

district. luann bennett taking on barbara comstock. that was frank wolf county. it is a closer race than anticipated. anyone who turned on the tv you see the ads back and forth and they're almost one after another. they're pouring a lot of money into this. if you add super pacs, and go to campaign spending, you're more than $15 million. >> and barbara comstock, she is an establishment republican. she was reluctant to say anything about donald trump. her district stretches out from the inner suburbs of northern virginia to winchester. the further out you get there, you get more trump voters. she tried to walk a tightline like many republican candidates have. she wants to get reelected. she thinks she has a good record in congress. she has had to deal with the trump issue. that is what the luann bennett people have been hammering her on. >> you see the ads and you see side by side.

that is the strategy from luann bennett. >> northern virginia is a heavy vote for the democratic party and the rest of the state, republicans have to make up for it. they'll win somewhere and so it is a tough race there. it is a very exciting race. >> moving very far south, you went to cuba recently and -- >> no election there. >> they're watching our election so closely. they have a lot to say about there. >> incredibly closely and to tom's point, no election there. one cuban telling me they know more about u.s. politics than their own politics. they're following this closely to the point of having watched some of the debates on their air and so they follow the critique to get information there can be very difficult. they will seek that information. they get what are called usd thumb drives where they can get some of the latest articles and read and it shows how interested they really are.

in support of hillary clinton mostly because they feel that donald trump is anti-latino or anti-immigrant and they feel that is, hence, anti-their position. >> the republican party, it appears, would try to reverse some of the openness that president obama has taken steps to do there. we've reestablished relationships, you got to go. the republicans, some of of the republicans, cubans in florida, are against this, opening the doors to cuba again. in slowing down, stopping, or speeding up our relations with cuba. >> why it may be interesting to see what cubans think about this, to your point in south florida, the ones with the vote are cuban americans and they're against pushing forward with the relations. >> the puerto ricans, the hispanics are tilting significantly for clinton overall. >> we know the latino vote, the turn out will be incredibly key for the democrats. what is the get out the vote,

latina. they've spent a big portion of their vote getting to the millennials. they will tell mom how to get out to vote. they did that until october 15th. now the effort is getting them to the polls. it is difficult but again, they're doing it through the millennials and through obviously social media. interestingly enough, they're using english posts because millennials of latina generations prefer to media postings, not spanish. >> if social media is playing a huge thing. i don't know if we have to go to a commercial but since it is sunday, we're right before the election. if people in maryland and the district didn't take advantage of early voting or absentee voting in virginia, they should vote on tuesday. oh, i'm tired of this election, it has been too bitter, this and that. people died for the right to vote. if you exercise only one way,

news4 sponsored a forum called vote your power. what did you learn from watching that. >> for folks watching, it is on the nbc washington app. it was trending in d.c. the night it was on. it is interesting to see what millennials are focused on and it is not going for a certain candidate so much as against a certain candidate and there are issues that obviously stand out to millennials. one ofm and that is student loan debt. there is a concern among many other people that these issues are not being addressed. you don't hear a lot of discussion about this. instead you hear the heated rhetoric back and forth. there is a focus on legal marijuana and healthcare to a certain extent. these are the issues that millennials are hoping to hear more about. >> on the democratic side. a lot of the millennials found a home with the oldest person, bernie sanders.

student debt. the question was whether the bernie sanders voters would come back to hillary clinton. they appear to be notifying that direction. it is not clear how much. significantly they have moved. bernie sanders is out -- has been out campaigning for her. >> tom, in d.c., one council member wanted the issue of death with dignity on the ballot. what we've seen happen this past week is the council overwhelmingly approved the bill and either way, mayor bowser, whether she it will become law. >> is this a growing movement. five states have this but this is the death with dignity. opponents call it the assisted suicide. within six months where you're expected to die, you can get the drugs to take yourself and end your life. that is why they call it death with dignity that you control it. the opponents like alexander who say the voters should have voted on it say this is a serious issue. people at the end of their lives

by family members looking to inherit money. doctors who might coerce a patient who is not paying. all kinds of different things. none of this has been shown to be true in oregon where the law has been in effect since the late 1990s. mayor bowser says she will let it go into law without her signature. >> she said she won't veto it. why did she specifically say that? >> she is catholic. she has concerns about it as she has elderly parents. she has personal feelings about it and they made some adjustments in the law to guarantee safeguards in it but i think she doesn't want to sign on to this. as a personal matter. >> got to ask you about metro's so called reality check. the general manager's new budget proposal includes fare hikes and up to 1,000 job cuts. david, is metro in the death

who i've talked to and have left riding metro are concerned about it. they're concerned about the future and i think the question is, when we talk about metro being possibly run by the federal government as jack evans put forward as a possibility. >> chairman of the council, or of metro. what would a federally run metro system look like? >> it is in a death spiral. he was being a reporter. he didn't want to say it. they're losing capital improvements to fix the system that they have and they don't have operating funds to run the system. there is a dispute between maryland, virginia and d.c. about whether to do a regional 1% sales tax. maryland and virginia are against it. jack evans, the council, the chairman of the board and the council member said look, we have to do something or let the federal government pay over. they pay zero for this. you can have a control board

management issues, it is too hard to run something run by three jurisdictions. there are pension problems, $3 billion and work rules for the unions where they can't fire people, they can't move people around without great work and so it needs a reset. this is a 40, 50-year-old system that needs to be brought to the 21st century. >> some ask is metro hitting rock bottom. >> not yet but it is going tlg. >> when i hear someone raise when you hit rock bottom there, is only one direction to go after that. >> in some cases, jack evans said that we may have to get worse before we can get better. people are not focusing on the fact that the system is declining. we're losing riders on not only the rail but on the buses. the bus is a very good system. people are losing there. it is a $257 million short fall in the coming year.

of, you know, iowa looks good for him and he needs two other states or one sort of big one. two small states like new hampshire and nevada. nevada looks out of reach or he needs to flip a blue state. think pennsylvania or michigan and the one that seems most promising for trump appears to be michigan. both campaigns haven't spent a lot of time there. michigan is the one place that hillary clinton was upset where all of the polls indicated both public and private that she would win and instead bernie sanders pullhe resonate in michigan so there is something happening there. my question is whether there is just enough time. >> people who don't know what they're watching on screen next to you, chuck, it actually a scene from the scare for donald trump. is this something he has to be worried about more and more. >> i think we're at -- this is one of the times i think the secret service, they do a great job. they're on edge everywhere with all of these rallies.

murder case in south carolina. authorities now saying that this man charged with kidnapping kayla brown has confessed to killing four people in 2003 and may be linked to seven deaths. todd kohlhepp pointed out more grades on his property country. >> in 2003, on paris ridge road there were four members of murdered. called the super motor bike case. >> the young woman, kayla brown, was found alive, chained inside a storage container on the property. yesterday, her boyfriend's body was found in a shallow grave. police say that he had bhn shot multiple times. new york authorities looking for a person of interest after two children and a woman from were stabbed to death. police want to question 26-year-old jeremy arrington. at this point they're not
