in doing so. by contrast, there's an incredible excitement and buzz in this city right now. . so much security, so many events going on where steve was just atd to here to trump tower. governor mike pence is making his way to the hilton behind me. at that point he will head over a few blocks to trump tower for a special vip event. you mentioned it earlier. donald trump was his vote. some people who are in line to vote booed and heckled him as he was coming in. but people across the street were choring him. one male yelled out "lock her up" over and over. he seemed to be very optimistic about what was going on. and very calm and in sort of at

>> what happened a couple hours before, events could be described as a topless tirade. two women and a came into the voting place and ripped off their shirts. they had some anti-trump slogans stomach. they marched around the polling location for about 30 seconds before police arrested them. again, they have been accused of what's called election nearing. that promoting a candidate in the polling place, which you cannot do. but a minor disruption that happened a couple hours before trump. we're going to be here covering every minute of what's happening as we come to the end of all this long grueling campaign.

arrive home from work or head back to pick up again. more voters to be coming on through. they say according to one election official this was the equivalent to what they saw back in 2008. now there's several big races here. we have the 10th district. so i asked what voters out today. >> choices >> taxes haven't gotten any lower. also my health care insurance is going up. i'm hoping that if trump gets elected, maybe my health insurance may go down along with my taxes. >> reporter: now one of the other bigger races in virginia is the mayor's race in richmond. and the spokesperson for the mayor spoke to my bureau chief

governor had to wait an hour in line this morning to cast his ballot down in richmond. we do expect him to be making his way up to northern virginia a little later today. some of the other big issues have to do with the voter i.d. law here in virginia. we're following that closely. and we'll have those ahead in our next half hour. that's the latest live here, back to you. >> david culver, thank you. election day got off to a cold start. let's go to our chief what's it going to look like tonight as we wait for the returns? >> much warmer than last night. but what a cold start as many of you waiting in line early this morning out at the polls. look all the the numbers. this is where we started. the coldest morning we have seen by far. the 20s. 28 in frederick. 28 in culpepper. 41 in d.c. but temperatures got close to 70 degrees across the area u. so temperatures rose very quickly today.

right now, democrat tim kaine is in new york. e he had to take care of business this morning in richmond. >> he was in great spirits when he arrived. this morning to cast his vote. more decision 2016 our team of reporters and anchors will be continuing in just a moment. back here in the district, you may have seen this giant plume of smoke over downtown today. chopper 4 caught the smokey u d.c. skyline. a lot of people were posting pictures online and asking what was going on. now we know the fire started at a building that's under construction at 17th and m streets northwest. firefighters au arrived and quickly put the blaze out.

it's 4:30 and election day is winding down in the battleground virginia. you have just about two and a half hours left until the polls close. it's not just the presidential race that we're watching today. the tenth congressional district in northern virginia that race between barbara kom stock and bennett is up for grabs. in maryland and the districts, the polls are open until 8:00 tonight. down the ballot in maryland, we are tracking three house races and one senate race.

voter booth. tisha thompson is at the decision desk with what she found. the longest line we heard about so far was at mckinley tech in northeast. they had a nigh number of people who needed provisional ballots. the line cleared up by midday. in fairfax county, we received a number of complaints who tried to use an i.d. other than their driver's license to vote. the registrar easily scan a driver's license but can't scan other forms of legal i.d. like passports and work i.d.s. poll workers were asking for driver's license to speed up the process this morning, but they have since been told they are not allowed to ask for a a second i.d. and quite a few people in maryland say they don't like how their ballots are scan canned a after they fill in their paper

chris lawrence, back to you. >> thank you, chris. wall street is adopting a wait and see attitude as you might imagine as folks head to the polls. cnbc is joining us with a look at how the markets are fairing on this election day. we saw a big spike in the market yesterday. . the dow closed up 72 points. what else is fuelling this? >> like you said, there's a good amount of optimism just because over the course of the last handful of presidential election days, the market generally performs pretty well. since 1984, the s&p gains a percent on election day.

always a positive feeling around election day and possibly the day before as well. what we are recovering from is that nine-day louzing streak, the biggest of its kind in terms of days long since 1980 and what we have done over the past couple days is basically get back two-thirds of what we lost. it wasn't even a lot. but this is just getting back to where we were ahead of this election cycle. so we'll wait and see how the polls play out and whether we'll get a first indication as asian markets open later on tonight. >> if you have a 401(k) planned and you're concerned about how the movement that we have seen lately inclouding the past couple days will impact your account balance, what do you say about that? >> i have spoken to so many financial experts. financial advisers, personal finance experts and they say it's very difficult and perhaps
