concerned, she listened up and she enjoyed. megan fitzgerald, news4. voters in virginia overwhelmingly approved a ballot initiative helping families of first responders killed in the line of duty. it gives a property tax exemption to their surviving spouses. also, voters in fairfax county decided they did not want to the no votes outweighed the yes votes, 56% to 44%. a similar referendum was shot down in the early 1990s. turning to maryland where the democrat won 62% of the vote, chris van hollen over kathy szeliga.

>> reporter: we expect to. a campaign official tells us she's going to come out at some point later this morning and speak about what we now know, as of early this morning, is a trump victory. and this is the thing, as we wait to hear from her, what hillary clinton are we going to hear from today? the people who were there at the white house, they were protesting last night and talking about some of the things she brought out in the campaign, about racism, about bigotry, it's unlikely she'll come out firing, so to speak, with those now, she has to step back and acknowledge that donald trump, a man who she said was thoroughly unqualified to be president of the united states, now will be president of the united states. so we certainly wait to hear from her. who we heard from was her campaign chair, john podesta. he came out essentially and told supporters they were still counting votes, every vote counted, and to go home. here's more of what he said. >> i want you to know, i want

across the country supporting hillary to know that your voices and your enthusiasm means so much to her and to tim and to all of us. >> reporter: so she was actually not at the javits center, she was at a nearby hotel watching the results come in. but we expect the campaign officials to tell us later today the election night headquarters really told the story. people crying more than once. all the long, sad faces that much earlier in the night were jubilent and turned much different pretty quickly.

trump found wins locally in stafford, fauquier and spotslvania. clinton is projected to win with 60% of the vote there in montgomery county, prince george's and counties surrounding baltimore as well. trump had 35% from voters in places like st. mary's, with 93% of the district of columbia. and we talk about the balance of power in congress. it's going to the republicans. nbc news is projecting that the republicans have retained control of the house of representatives. the gop has secured 236 seats
