>> reporter: what you do not see behind me are all of the police officers and federal protective police that are patrolling around here this afternoon. there was a demonstration on the sidewalk right here at the entrance. local high school students here to protest against the new president. demonstrators came chanting slogans and carryi descending on trump international hotel this afternoon. most are students at georgetown day school who came to protest the policies of president-elect trump. they shared their personal reasons for fearing what he will do as president. >> i am african-american. i am white.

here at the live desk, we're learning more about disturbing allegations of child sex abuse in montgomery county. police say the victim was just 5 years old. officers arrested him and facing several charges including sexual offense. police say he worked in a privately run after school program in rockville. investigators say between the end of august and october he inappropriately touched the victim while playing tag with her. the while the girl was enrolled in a kids after hours program at flower valley elementary on sun flower drive. anyone concerned with other children in the program should call the police. . at the live desk, chris lawrence. two men are charged in what police are calling a hate based subtle. they got sbo a fight with a group of people. they say it happened last noigt

district has ordered an outdor advertising firm to stop putting up those giant tv screens on buildings in downtown d.c. the court judge ruled that the tv screens may violate the regulations. it was in august that news 4's tom sherwood first reported the signs may not have proper permits. the district government is seeking to have them removed. that decision will be made after further court temperatures looking good across the area. temperatures felt a little cool. we actually saw temperatures above average. 60 degrees in d.c. . ocean city at 51 degrees right now. 55 down towards richmond. no cold air in our immediate region, but it's coming over the next couple days. this evening temperatures around

a brazen crime captured camera. a man reaches over somebody's fence to snatch a puppy out of its front yard. this happened last month in southwest d.c. this evening we're hearing from the dog's owner hoping for the return of his family pet. kristin wright has our story. >> i was just really angry. and i just. ed my dog back. >> reporter: the golden lab is missing. he could be anywhere. the 4-month-old didn't run away.

in southwest d.c. surveillance video shows it happen. a woman with a dog and a man walk up and look around. the man reaches over the fence, pets cruz, unhooks him from his leash and they are gone. police are locking for the pair. his owner and i watched the home security video together. he's a private person and doesn't want his face on tv but does want his dog it's been awhile. so you start to expect the worst. >> we showed the video in the neighborhood. >> it's totally sad. very bold to just reach in and grab somebody else's animal. >> that's messed up for somebody to take someone's dog like that. >> i mean it's just the world we live in. >> reporter: he thinks he saw the woman in the video and she lives in the neighborhood.

right now at 5:30, the new effort for a memorial here in the district that honors those who served in world war i. >> less than a month away from the opening of a major attraction in prince georges county, but there are growing concerns about the traffic it's going to bring. >> today some lawmakers said the state did not do enough to stop gridlock in that area. prince georges county bureau chief tracee wilkins is live in national harbor. >> every time we're here, we're seeing how quickly the casino is coming along. we have the opening day a month away and the line was put in place today here.

next day. so the board voted last night to delay the first meeting until january 3rd. supporters say this move will help ease stress on county staff. winter is not too far away. are you excited? it means it's time for the 2016 storm team 4 winter weather outlook. talking about a monster snowstorm. >> we needed a voice of god to say that. that was doug's winter weather outlook in 2015. remember how fun that snowstorm was? he predicted that blizzard. it hit our area two months later in january of this year. good times. so how is it locking for this year?

we had such a big el nino. last year's showing we could see a blizzard, this year maybe not so much. take a look. >> we're moving fast into winter. the last few winters have seen some rather brutal weather. record low temperatures, windchills well below zero. and all three have been above average when it comes to snowfall. i'm sure i don't have to remind you of the blizzard of 2016. one of the bies our region. i think this year will be just as brutal and the worst part could be the cold. the super strong el nino is gone from last season and we're moving towards a weak la nina. it blows above the mid-atlantic giving us numerous storms and above average prescription. e we might expect a mild and wet winter, but there are other factors here at play.

snow cover. the amount of snow cover in psi siberia gives us a signal of what we may expect for the rest of the winter. that snow cover is one of the largest ever that combined with record e low amounts of arctic sea ice will allow cold air to move into the country and especially into our region. we still expect snow, but i'm not calling for another big storm this year. our storms will still have a big impact on the region, but we i think the biggest impact this season will be the cold. and it could be record breaking. so let's break it down. we think this year's cold will come much earlier than last year. december and january are both looking very cold with a few days only in the teens. february may be our warmest winter months this season and we expect temperatures well above average. the cold will try to make a return in march and this is where i think we could find our biggest storms. not the blizzard of last year,

a punch. how about that snowfall? this year i'm predicting average or slightly above average snowfall. the d.c. area averages just over 15 inches a year and this year i'm going 14 to 20 inch ace long the i-95 corridor with more to the north and west as usual and a little less to the south and east. >> so about average with the snowfall around you are our region. we're going to have a couple of snowstorms. one of the most interesting things when making thi that christmas was the coldest christmas ever. 3 degrees for a low temperature. 14 for a high temperature on christmas day. could be a very cold christmas season. that's something we'll be watching. >> two words. polar vortex. >> and because of the high snow cover, that tends to weaken the polar vortex. what that does is allow pieces of it to come towards our

home in washington county at the time of the blast. firefighters and neighbors helped them get out. one woman was critically hurt and her husband and son were injured as well. all of the victims are expected to be okay. investigators believe propane sparked the blaze. it was that awful crash that police called catastrophic. the school bus clyding with a bus in baltimore killing six people. a large crowd gathered at a church for the funeral for the bus operator. she was just 33 the mother of four. investigators tries to figure out what led up to that crash. they are looking into the moblt the school bus driver had some kind of medical emergency. and an hiv test that plugs into your laptop. this new device that could detect the virus with up to 100% accuracy. a lot of people have different emotions about a president-elect, but elementary school students say they have been watching the plilt call process as well.

we have had all kinds of sweet elementary students on our show today. these are from loudoun county warming up for a a veterans day program at 6:30 tonight. it inclouds this concert, a a food drive. the kids also made care packages and wrote letters to our service members who are still overseas. as well as to the patients who are at the veterans hospital. very sweet. there are of world war i, but there's a plan to make sure they are not forgotten. >> as tom sherwood reports, there's a renewed effort to build a war war ii memorial in the district. >> reporter: it can be a lonely walk, named for the world war i generals. in the heart of the city at 14th street, largely abandoned and run down in the decades since it first opened in 1981.
