more about the reaction to the vandalism. we're live in silver spring, derrick ward, news 4. back to you. >> thank you, derrick. >> authorities have arrested a man accused of raping and terrorizing a woman for hours. sheriff's deputies are thanking the community for helping to track him down. roberto sibrian was arrested yesterday at a construction site in north carolina. investigators say he dragged a woman into a ditch and sexually assaulted her there for hours. they say he attacked the victim after crashing into authorities say leads from the public helped them catch him. >> well, tonight, we know the name of the man who was found shot to death last night in northeast d.c. delano jackson. his body was discovered in a car on grant place. they don't have a suspect right now. >> also, a search is under way for a missing university of maryland student. 21-year-old kaitlyn george was last seen on wednesday afternoon on campus.

live pictures from chopper 4. police out there, state police have been chasing this guy on a motorcycle who had been adeptly weaving in and out of traffic. we don't know why they're chasing him. but he's been eluding police, at times going incredibly fast. police have a chopper in the air to just keep up with him. >> you can see him at times slowing down and then accelerating extremely quickly through traffic. and seen police back off and give him a lot of space, then at times like this where they're literally right behind him. there you look, he weaves through the traffic. the police officers who are pursuing him have to go around that traffic. there they are catching up to him, and very close to boxing him in at that one point. >> right, this has been going on for some time. we don't know what his crime is. but now we have three cars, three cop cars after him, behind him. what we saw earlier, because it

were able to get traffic stopped so that he hasn't caused any sdnlts as far as we know because he is maneuvering quite well through traffic, but it looks like they might be cutting him off any minute now. he's starting to slow down a little bit. and this might be ending soon. >> yeah. this is sterling. this is westbound 7 and sterling. wenty, you're right. it looks le got him boxed in on the side of the road. >> but i guess they don't want to injure him. so apparently, this started with a traffic stop, we're hearing, and the guy apparently took off after that and there he go said. we were just talking about, when he sees an opportunity where he's got traffic that he can weave out of and he knows the cars cannot move as -- well, there's another car coming, a police car coming in.

motorcycle. >> yeah, we've got scott mcfarland at the live desk. he's been keeping an eye on this as well and trying to pick up bits and pieces of information on it. what are you hearing about what we're seeing here in louden county? >> the size and scope of this, we now have more law enforcement agencies joining in to help and support louden county. fairfax police are there now, virginia state police are there now. you can see how wide ranging this is. the geography is covering. to help control traffic. potentially help control the person on the bike, and yes, you were right. this did start with a traffic stop that obviously restarted shortly after. >> and it looks like -- i'm assuming because it's rush hour, they were heading west on route 7, now he's just turned off. i guess because traffic is so bad, he's going back in the other direction where he has roads are clearer and he has

westbound on eastbound lanes now. i think he's going against the normal flow on that road. thankfully, some of these roads are blocked off, perhaps one of the reasons law enforcement does so, because this oftentimes, now he is going the right direction with traffic, but he has been going westbound and eastbound. >> and he's quite good at weaving in and out of traffic, as we're about to see. he's been doing this quite a bit. where is he going to >> well, that almost looked like there were officers on foot who had gotten out of the car at the side. there he goes. we talked about he slows down and then he really hits the gas. there he is accelerating extremely fast down the road again. >> and it looks like now he's going into traffic. >> he's done that several times. he's gone opposite the flow of traffic, rush hour or not, obviously, a dangerous maneuver.

there who could hit him, who could hit another car or truck. trying to avoid him. >> looks like he's in the median. >> if this were not a federal holiday, you can imagine what route 7 would be like. >> exactly, and there's plenty of cars out there because people do have to go to work in private offices. >> of course, the thing making it even more dangerous is with daylight savings time, it's dark. it's pitch black out ther and you can see in some stretches of this road, when he's going, the only thing you're seeing is that headlight in about 10 to 15 feet in front of him. >> it look like he went off on a side street. >> you're see a 30-second delay. we'll notify you if it's something we don't want to show. the live image shows actually at this point, something symmetrical to what you're seeing now. going with the flow of traffic.

careful because he is vulnerable. he doesn't have any protection on that bike other than the hel mlt he's wearing, so they're not, i'm sure, someone would say, why don't you kind of block him and let him run into you. i think they're obviously being sensitive to not injure this man. >> there's different protocols for different types of vehicles in pursuits. if he was on a dirt bike, there are several municipalities and several law enforcement agencies that have a no you talk about a motorcycle, or something smaller like a dirt bike. >> also, you wonder, i know a lot of jurisdictions, because there have been accidents when police pursue, that you wonder what they were pulling him for initially. i'm sure now they know a lot about this guy because they have been staring at his license plate on the back of that bike. you know, i just wonder at what point they might let him go and

>> not sure if there's aerial law enforcement above this. if there is, chopper 4 aerial law enforcement gives you more flexibility. we have a lead on him because of the overhead view. >> also, there is a search light from above on him, which i would assume is coming from a chopper, a police chopper. >> yeah, and again, just to reset again, if you're just joining us, we have been this is the police chase of a motorcycle. it started with a traffic stop. the driver of the motorcycle was pulled over for a traffic stop and then took off on his motorcycle. and we have been watching this now for the better part of, what would you say? >> 15 minutes. >> 15, 20 minutes now. >> we don't know -- we came in about 15 minutes ago. we don't know how long it's been going on. >> this may have been going on much longer than that. we have chopper 4 up above the area.

acceleration just completely pulls away from the officers who are pursuing him. >> where did you say he is now? >> on route 20 now. i'm sorry, on route 28. he's just making use of the path of least resistance. and as you see, when he gets an open stretch, he guns it. so he's heading back towards leesburg at this point. >> in about 30 seconds, you're go this motorcycle slow for a moment and look back, to look at what kind of police are behind him. he slows and turns his entire body, cranes his neck around to see the law enforcement behind him. he's obviously measuring the law enforcement response here. so stand by. it's about to happen. >> you have to wonder about what's it's like for the motorists just trying to get home, and they have all of this,

them. and i imagine this is creating quite a challenge for police to figure out where he's going to go so that they can't sort of head him off at the path. because he's so nimble, on that vehicle, on that bike. so again, this is a man who was being pulled for a traffic stop and apparently took off, and police have been in pursuit of 15 minutes, possibly lodger. he's been on route 7 in louden county by dulles and then on route 28. now he's back on route 7, and he's just sort of staying within the vicinity, just weaving his way through traffic, and the police just following him, sometimes trying to cut him off. but again, doing so in a way that they don't ram him. >> he's about to approach some traffic lights and a heavier flow of traffic here.

sides and he has to negotiate some green lights. >> at the same time, just about ten minutes ago, we saw him blowing through stopped traffic, weaving in and out of the lanes in a way that some of the police cruisers couldn't follow. again, chopper 4 giving you a vantage point and a look at this that otherwise we would have no way of being able to get with the amount of distance that he has covered and how quickly he has moved at like he's got a police escort because he slows down, they slow down. this has got to be a tricky maneuver. it would be interesting to talk to law enforcement after this and say what is the protocol? what is the handbook tell you in boxing off someone like this? scott, you know everything, more than we do. >> you see you have multiple

there's a possibility of a variety of police responses. police protocol is going to be the most local, louden county. virginia police bring extra capabilities, but your local law enforcement agency is probably lead here. i believe if i'm seeing the cruiserers correctly, these appear to be louden county cruisers. they're obviously running lead here. but they do train on this. law enforcement trains on pursuit, and they train on figure out how do they deploy together. because aunch when you have a pursuit, it goes through county lines and municipal lines. law enforcement is good at working together. >> i knew you would know more about that. but i'm sure that being on a motorcycle going after a motorcyclist is more of a challenge, and what about when they put those strips out across the road that blow their tires? i know that's tricky because you have to make sure you're way up

especially this guy, as nimble as he is. >> my reporting has been on dirt bikes, which are smaller and more vulnerable than motorcycles, but i know one of the reasons they have a no-pursuit policy for dirt bikes is because you can't do things like that. you can't use stop strips, some of the deterrents you often use in high-speed pursuits. we have a motorcycle, not a small and vulnerable as a dirt bike, but not as sturdy as a ve of the different roads out there and negotiating the traffic, whether it's been stopped. i have seen him go through intersections where he doesn't have the light, and he's able to still, as you said, just thread the needle of the cars going through, and bam, then he hits it and floors it. >> i think people who commonly travel route 7 in louden county would tell you that there's no resemblance to traditional 5:35

a major veterans day, a major federal holiday. that gives openings for a pursuit. when you have a lesser traffic volume, you have more potential and flexibility to move through, but i believe we have been told by law enforcement, they have been doing blockades in certain areas to mitigate and minimize the risk to other drivers. >> we have seen that at times the driver is just driving unimpeded on relatively empty stretches of road. yoca able to stop traffic and block it off. >> i believe he's about to pass an interchange, on-ramps around 15th. you're getting into that area of louden county. i know louden county well. when you get closer, you get into more populous areas, more trafficked areas. >> i'm hearing from our technical director to ask about a pitt maneuver.

it out. >> maybe we should interview trip in the control room. >> well, you can see right there, you can see that heavier traffic that scott was just talking about, and you can see he has slowed down considerably. compared to the speeds he was at just a couple minutes ago, i'm not sure if there's any communication between some of the officers who are in pursuit and the motorcycle driver himself, but it appears to be that he is slowing down and the as he moves through this area, and he just passed that light. there he goes again, making a left-hand turn and now going the

>> you can see the difference in how nimble he is when he gets to some of these intersections, whether it's a tremendous amount of traffic, he's just riding the lanes. he's cutting right down the middle, where as some of the cruisers have to go around that traffic. so you know, definitely a different situa could get blocked up at some of these congested areas. >> he's about to approach a pretty sharp turn here. there's going to have to be, the way law enforcement is next to him, he's going to have to try some daring to get around the next turn. i think you're about to see it. see they're pushing him to the left turn only lane. look how sharp this is. >> oh, oh.

what would happen if they just gave up this pursuit? they have his license, and just caught up with him later rather than allowing this to create this kind of havoc over such -- over all these miles in the community? what's the protocol on that? what if everybody just went back to their business and they went to his house and caught him later? >> we're told this began,it stop for something that happened during a traffic stop. hard to know the other mitigating factors law enforcement saw in that traffic stop. pursuits that begin with traffic stops have what they call amplifying factors, other things that may have caused them to want to pursue. certainly, seems to be going either concentric circles or retouching old ground here. we were seeing the same landmarks as this continues on and on.

sort of clover leafing through the highway system out there. he's now traveling east on route 7 again. >> when he goes east on route 7, he does leave himself vulnerable to hitting a volume of traffic. there are cars that do line up in this spot. and slows him down. also changes the complex of the situation for law enforcement. >> i think it's almost easier for him when he has traffic -- >> stand the next 20 to 30 second. he's going to hit that volume of traffic. you see it there. he gets caught up. and either he's about to give up or the vehicle or he's out of fuel. >> i was going to ask how long a motorcycle goes before it runs out of gas. >> stand by for this. i'm watching this a bit ahead of you. he's about to surrender this. i want to be sure we show what's about to happen.

hat because they are obviously balancing the need to apprehend this man with the need to protect public safety and all the other drivers out there on the road. >> which is always the challenge when you are in a pursuit because we have seen pursuits throughout history here in this town, you know, turn out very tragically, and often for the innocent people who were just on the roads and the person is being pursued. >> you'll get a better look at this in a few you see the brake lights. they're just going on with their drive. there's quite a show happening to the left, but they're going to keep going on their way home this late evening. >> since, what was it, 1994, i think, we don't get that worked up about pursuits anymore after that. >> a lot of it, you have to figure, it drivers who are right there when this ended, they probably had no idea of all that

and this is now video of this chase that we were watching, this motorcyclist took louden county and virginia state police on quite an excursion just in the last half hour. he was pulled for -- pulled for a traffic stop, and then he took off, and this went on for at least a half hour, until he pulled over to the side of the road or ran out of gas, and

darsa spencer is live with a look at the traffic trouble. >> we have been talking about this for the last couple weeks, ever since the outlet's open. with the holiday season approaching, a lot of people are concerned it's just going to get worse. what you see behind me is the road leading into the mall. not bad today because it's a holiday, but like you said, we talked to one resident who lives nearby who said she's thinking of putting her house up for sale. >> leta lives down the street from the newly opened clarksburg outlet mall, but she says maybe not for long. >> it's so bad i'm thinking about moving. >> how long have you lived here? >> eight years. >> she and others say traffic backs up on i-270 so much they avoid it all together if they can. >> on the weekend, forget it. i don't want to go out. >> there were huge crowds when

bottom line, as the holiday season approaches, there's concern it will only get worse. >> clarksburg is not really built for this influx. you can see, 355 is a one-lane road, 27, they're turning into a two-lane road. it's just not enough infrastructure to support something like this right now. >> traffic much better on this veterans day, a federal holiday, but some days, traffic delays are reported up to five miles on i- construction that's still going around. i believe once that's done it will probably be a little smoother. >> construction continues around the mall. the bridges over 270 are still being worked on. there are new lanes and signals, but some are concerned whether it will be enough to handle shoppers and commuters. >> those people who are trying just to get home from work, that would be probably a bit of a nightmare.

fund-raiser will be a piece of cake. >> julie carey reports whether it's a marathon or a shorter course, ted hobart has a special person on his mind. >> during the week, you'll find ted in this reception area as a client receptionist. but you can find him in the weekend anywhere in the country running a marathon. just look at shirt because he's now run a marathon in all 50 states. >> so it's my first marathon. >> it was a broken leg that led hobart to start returning marathons to prove a doctor wrong. in 2004, he joined the national aids marathon. the mardi gras marathon his first race. in pain, limping toward the finish line, he had an epiphany. >> when i got to mile 25 in that race, i knew. i knew i was going to run another marathon.

feeling. >> soon after, someone suggest he try the vermont city marathon. he had another inspiration. he could run marathons in honor of his late friend lolly. both had gone to college in vermont. in 1996, her death made national headlines when she and her partner were murdered near skyline drive while hiking the appalachian trail. >> most times it's around mile 19 or 20 when i realize, why did i sign up for this race? i remind myself, running this marathon. i'm running for those wonderful smiles and memories of my friend lolly. >> on top of dedicating the marathon to lolly, hobart raised money for a group called outright vermont. then when the time came to strategize about which state would be number 50, he picked maine, where lolly also once lived. for years, hobart has also helped organize and direct what used to be the aids walk

he's looking forward to the 30th as it steps off this weekend, inspired by what he sees in the smiles of participants as they cross the line. >> we have the same sort of idea or passion to help other people. >> in northwest washington, julie carey, news 4. a wild 45-minute police chase through northern virginia ends with a simple chopper 4 followed the chase. a guy on a make gave up after leading police through rush hour traffic with lots of dangerous twists and turns. scott mcfarland watched it all and joins us from the live desk with more. >> that person is in custody. this chase spanned one hour time and an awful lot of pavement. let's give you an overhead view from chopper 4. still a strong, large law enforcement presence there along route 7. that is route 7 east near

at least three law enforcement agencies part of this, as we'll show you some of the chase. fairfax county police initiated the chase after a traffic stop, we're told. also joining it, virginia state police and louden county sheriff's office. chopper 4 got wind of this as it approached dulles airport near route 28, and it went and went. along route 7, both eastbound and westbound. person on the chopper tried some tricky maneuvers to get through some of the ski elude law enforcement. we saw high speeds and we saw very sharp turns. we didn't see any injuries or any crashes. but this chase went for about an hour before the operator of the motorcycle got stuck in what appears to be sticky traffic in route 7 near belmont ridge. he goes beneath tunnels, through wooded areas, roadway that is near wooded areas and near a big
