group of men. the group started running. the one of the men in the group turned around and shot at the cops. no one got hit. the officers did not return fire. police did set-up a perimeter. you have the scene all closed off. they're hoping to track down the shooter. any updates, we'll bring them to you here. >> david culver at the live desk. it is 5:02 now. president-elect donald trump has picked his first two key advisors. republican national committee chairman reince priebus will be he has been the rnc chairman since 2011. steven bannon will serve as the chief strategist and senior council. bannon, who was trump's campaign ceo is seen as a controversial choice. his website, bright bart news has adopted anti-semitic and nationalist views. in an interview on 60 minutes, president-elect trump says he is aware of reports that some of his supporters may be harassing latinos, muslims and other minority groups.

and hate perpetrated in his name. >> the message was written on a brick wall on a sign promoting spanish language services. they've been removed and replaced with messages of love written by church members in chalk. anti-trump demonstrations continue in cities across the country. sunday marks the fifth night in a row thousands of people took to the streets to denounce his election. many are worried about his proposalsor other proposals he made during his campaign. trump critics are headed to court to fight for permission to protest during the inauguration. they want space preserved outside of the hotel and along the parade route. the federal appeals court in the district will hear arguments at 9:30. this is not the first time this has happened ahead of an inauguration. they have been fighting for similar rights since 2001. just about 5:05 now on

orientation at 8:00 a.m., the members will begin learning their way around the hill. they will also take part in security briefings and training sessions. the orientation lasts all week. staffers say this week long orientation helps newly elected members of congress hit the ground running come january. with republicans controlling the house, senate, and the white house, the question for democrats now, what is the path forward? president obama will discuss that with members of the democratic national a phone call later today. hillary clinton will take part in a separate call with house democrats. developing, new zealand's prime minister is surveying the damage from the massive earthquake on saturday. now they're dealing with aftershocks, closed roads and a lot of damage. a dam broke and forced people to race for higher grounds. two people have died as a result of the 7.8 magnitude earthquake. county lawmakers are trying it to figure out how to prevent

that happened over the summer. news4's kristin wright is live in rockville with what they planned to do. good morning. >> reporter: if you're like me, you've had an awful dream before where you tried to call 911 and you can't get through. well, that actually happened here in montgomery county this summer. very real for people here. so today they'll talk it out. it is a joint committee that will meet this morning. it is council's public committee and it is government operations committee. they will talk. they will talk about two big things here. how to prevent another 911 outage and how to inform the public if it does happen again and that is key. so let's back up just a little bit. july 10th at about 11:00 in the morning, the county's 911 system went out and the back up system was out as well. this lasted from about 90

morning, i should mention, too, that two people in montgomery county died during this outage. the family of one of them told us they had called 911 repeatedly and could not get through. back to you. >> all right, kristin, thank you. 5:07 now. new this morning, an update on the disappearance of a 21-year-old university of maryland student. caitlyn george was last seen friday morning on a local bus in baltimore. before that, leaving the college park in a taxi tuesday afternoon. the driver dropped her off in baltimore's federal hill neighborhood. caitlyn was supposed to meet a friend to go hiking. if you know where she might be, call police. police are investigating a homicide in southeast washington. they say a man was found stabbed to death last night around 7:00 near the 1300 block of k street. police have not released the man's identity. the father accused of stabbing his two sons over the weekend in district heights is

faces attempted murder charges. prince george county police say he stabbed his two young children hours after he sexually assaulted an ex-girlfriend in his home on saturday. both boys are under five years old. family members inside that home rushed to ask neighbors for help. >> i saw the wounds on the child and we tried to do my best to assist with the medical attention and everything, too, >> dillard is being held in jail without bond. police say the boy's injuries do not appear to be life threatening. domestic violence is a concern in prince george's county. over the last two years, the county says 13 children have died in domestic violence incidents. news4 is taking a close look at the problems and the solutions in an initiative we call safe at home. for more information, head to the nbc washington app. a montgomery county advocacy

hogan's theory was that hillary clinton's connections to virginia governor terry mcauliffe and former vice presidential nominee senator tim kaine would have given the commonwealth an edge. it is expected to bring 11,000 new jobs. the d.c. council will consider three bills that could affect how much you pay in rent. the first would remove the current automatic 2% rent increase. the rate increase would have to match the rate of inflation. th much the landlord could raise rent. the third bill wol prevent a renter from being trapped by discounts. that means a landlord wouldn't be able to rent a landlord at a discounted price and raise the rent so quickly that the renter couldn't afford it. the captain of a united airlines flight to mexico had an unusual message for the passengers. no politics on the plane. that is because two people had gotten into an argument before take off. the pilot tried to diffuse the situation by asking his

protests since trump's election victory. demonstrators rallied across the country calling out trump for comments he made during the campaign that were seen as racist, sexist and anti-immigration. donald trump's election has some people in the lgbt community worried about what may happen next. especially when it comes to same sex marriage. one of trump's first acts in office will be nominating a replacement for supreme court justice same sex marriage won't be in trouble unless any of the libel justices retired and trump gets to name a replacement. the supreme court will soon hear the case of gavin grim. he is the virginia high school senior born female who identifies as male. he wants the school to let him use the restroom that matches his gender identity. lower courts have ruled in his favor. a trump department of education, though, could interpret the case differently. today, the montgomery county

voters approved a proposal to limit council members and the county executive to three terms. four of nine council members won't be able to run for reelection. county executive said he would not run again his third term ends in 2018. today the man accused of killing a 3-year-old girl in landover will go on trial. prosecutors say back in 2014 davon wallace shot into the little girl's home after getting into a fight with a relative. the girl was hit by a stray on the run for months. he was eventually arrested in southeast d.c. today, you can weigh in on a proposal that would reduce commuter parking at the new carollton metro station. there are plans to build a new office and residential building on the south side of the orange line station. that would mean reducing the number of parking spaces from 650 to about 300 or less. there is a public meeting at

good morning. >> reporter: good morning, aaron, when marlon was having trouble breathing, the family called 911 again and again. they could only get a busy signal. they called the rockville police department directly. it was too late. the man died. montgomery county will meet. they will talk about what happened. they will talk about ways to make sure the 911 system now, at the time. officials say the 911 system shut off tipoff prevent over heating when air conditioning equipment failed. the two committees in meeting today will also try to figure out the best ways to inform the public should there be another outage. that meeting this morning at 9:30 we'll pass along what they say. aaron, eun, back to you. >> kristin, thank you. the white house is not the

big changes are about to be made at the capitol. that is where news4 scott mcfarland is with the congressional transition. >> reporter: we're just outside the u.s. house chamber on the second floor of the capitol building today, starting at 8:00 a.m., new member orientation begins here which means the newly elected will try to learn their way around the complex through the halls, into the chamber. there will be briefings today and security meetings and a newly elected according to former staff. >> there is a lot of operational decisions they have to focus on over the next 75 days and then they get sworn in on january 3rd and 4th and america expects them to have all of the solutions. the expectations are very high. interest there are practical challenges due to the operations of the office. >> all of the office moves begin. newly elected get the new

priebus, well known in political circles, chair of the republican party. you saw him on stage with trump during the victory speech. he will be chief of staff. he will be the point person person running things at the white house. >> donald trump and hillary clinton will talk to republicans about a path forward. >> they have to be regrouping at this point to try to figure out what part of their platform and their ideas they may be able to work with this republican house and republican congress to get done. we already know that donald trump has said he wants to hold on to some part of obama care, he is not going to push -- rolling back same sex marriage. it is settled law. there are some things it looks like they won't have a lot of push back but clearly when it comes to immigration for example and borders, there have been a lot of back and forth and that will be an area where they have to work with what is now republican controlled congress and white house.
