should have seat belts on every school bus in the united states. you look at children ages 4-5, they are correctly restrained in the back seat of their vehicle. that's their habit and know that's safer. they get on the school bus, where are the seat belts? >> reporter: believe it or not, most states don't require seat belts on the school bus, only these six states do and there is no federal requirement. the consequences can be school bus accidents keep happening across the country. in iowa, the driver of this school bus out of control, kids come flying out of their seats, injuring all 10 on board. tulsa, oklahoma, another bus swering off the road. four students sent to the hospital. experts say seat belts can make all the difference between life and death. just watch this crash test video. these dumies don't have

7:35 am
well? >> reporter: it is the burning question. why don't most school buses have seat belts? the seats are high and padded, thinking this will keep a child between the seats. they bounce between the seats and the tall seats keep them from flying out and it doesn't always work. it comes down to men and would cost between 7 and $10,000 to retrofit every bus in this country and take millions billions of dollars but take years to do. they still say and we talked to them yesterday there should be a three-point belt buckle on every school bus in the country. >> it will take years. why not start today. we will shift gears and turn on weather and mr. rocca. >> "today's" weather is brought to you by soma, the best gifts for her this season. >> we still have a lot going on
