right now, at 6:00, we're following developing story in southeast d.c. where a teenage girl has been gunned down in the street. plus a prince george's county paramedic haunted by a case goes beyond the call of duty to help a family in need. i'm mark segraves and coming up on news 4, i'll tell you where one of america's biggest retailers is holding its black friday special right our top story tonight, a 16-year-old girl has been murdered in the district and ware learning new information about this developing story. i'm chris lawrence. >> i'm jim handly, and the girl was shot and killed in a housing complex on i. street in southeast d.c., not too far from eastern market and moments ago murial bowser reacted on twitter and saying i'm sickened by today's violence in potomac

identified the victim. derrick, what are you hearing? >> we're hearing a lot of sadness and anger about the shooting, the fact it happened in broad daylight and the sad fact that the victim was just 16 years old, as you said. >> reporter: the solemn but necessary tasks of documenting a crime scene, detectives go about their work, marking significant locations, the courtyard where the victim fell, a house across the curb with a bullet hole in the rear driver's side door. it happened just before noon at the potomac gardens apartments, they stand out in the neighborhood of rowhouses and newer apartment buildings. they are distinguished by the tall iron fence that surrounds the buildings and boarded by pennsylvania avenue and i. street. incoming commissioner amy gray said problems in the area aren't unheard of but things had gotten better until this.

potomac avenue. there are shootings around here. it is certainly better than it used to be from my understanding but any level of this kind of violence is unacceptable and we do not want this to continue to happen. >> people who heard the gunfire say there were several shots, as many as a dozen and they went off in three or four volleys, several seconds apart. the victim is identified as 16-year-old brianna mcmillan and her condition unconscious and unresponsive when taken away and later pronounced dead at the hospital and her name mong neighbors brends friends and relatives to the scene and grief-stricken and angry and who did this and why has another young life being -- been taken. the same question investigators look to answer at this crime scene. police have not released any information about a suspect. the victim was shot multiple times and they remain here on the scene of the shooting at potomac gardens, live in southeast, derrick ward, news 4, back to you.

and tribal input before deciding whether that project should move ahead. >> there will be an election recount in wisconsin, ahead of the state elections commission making that announcement just in the past 30 minutes. they've seifed recount positions from jill stein and her running mate and the green party is raising money, lots of it for recounts in michigan and pennsylvania as well. president-elect donald trump had a narrow lead in all three states. green party found differences between voting machine tallies and exit polls. >> i want to be clear. there is no smoking gun. there is not something that we're pointing to say that this is wrong in wisconsin, michigan and pennsylvania. what we are saying is that there is enough peripheral evidence to warrant that our system should

tampered with but stein's campaign has raised nearly $5 million toward the recount effort. the recount in wisconsin will start next week after stein pays the recount fee. the elections commission said they are still calculated how much that will cost. a dose of reality tonight on all of that fake news you've been hearing about over the last several weeks. "the washington post" reports a sufficient fist cated -- a led up to the presidential election and the goal was to punish hillary clinton and help donald trump and undermine faith in if american democracy coming from two teams of independent searchers who say the effort was brutally effective. across the country, shoppers are flocking to malls for black friday. most of them are looking for deals. while some go for the social aspect, to mingle with the crowds. and as nbc's edward lawrence reports, others are there to

holidays have become. >> reporter: to avoid fights as people rush to get the best deals, stores handle black friday differently this year. some opens yesterday, others handed out color coated cards to specific products to people waiting in line. 137 million people are expected to shop there weekend. like these two who call themselves the black friday boss. >> year after year, doing stuff like 27 hours last year and we're going to keep on going. we haven't even eaten yet. >> and she found amazing deals before sunrise. while some love marathon shopping, others know exactly what they want. >> they have a great sale, 70% off and we bought some stuff for the kids an then j. crew, 60% off, cannot go wrong. >> reporter: store owners believe election fatigue has kept buyers home up until now and the retail federation said

and still today was not without its drama. [ chanting ] >> prrpters took to some -- protesters took to malls around the country wanting an add to black friday because it adversely affected workers. >> the retailers make us feel if we don't come in on thanksgiving night to open for black friday, we don't have our jobs. >> reporter: for most of the people out today, it is about finding that holiday deal. experts say the holiday s thanksgiving through christmas can be up to 40% of a store's annual sales. edward lawrence, nbc news, washington. well, as if crowded stores aren't enough to contend with, sometimes just getting to them is a challenge in itself. but this year virginia officials have a plan to keep drivers moving. the department of transportation is retiming signals around 14 shopping centers in northern virginia. they are using traffic data

to more than 200 intersections. they'll also use live traffic cameras and sensors to make adjustments in real-time. news 4's justin finch is live for us at tyson's corner center with more on how the malls are luring people away from their computers and into those stores. justin? >> reporter: hey there, jim. no doubt, black friday will test your patience, from long traffic lines outside to customer lines inside. it may seem easier just to sho however, pro-shoppers are telling us, there is a battle going on between online retailers and brick and mortar stores and that means more deals for you. on this busy black friday, shoppers have more ways than ever to score deals. >> it is more enjoyable to do the shopping when it is convenient online. >> and i like to go in store because you could see how the clothes look and how if he they'll. >> that aunt and her niece are

this holiday weekend, up from last year, which means stiffer competition between brick and mort an and online stores. and over at the fashion center at pentagon city, black friday is a high stakes game. >> it is our super bowl. it is the busiest time of the year. >> that means more door-busters and more sales, so who wins? >> i want to say the customer in the end because they are always competing. it is a -- if the brick and mortar have low prices, then online is lower. r the holiday rush ramps up. >> we're seeing a lot of shotters with a lot of packages and that is a key indicator that we'll have a good season. >> and if you are coming out to tyson's, you have a few more hours left to get out here and shop and if not you have the weekend but pro-shoppers are telling us they are already focused on cyber monday, a day of even steeper online deals. back into you.

you know, some of us won't go anywhere near the malls and we'd rather spend the time off work and enjoya beautiful fall day. as mark segraves discovered, one retailer is encouraging shoppers to stay away but not necessarily to stay home. and he ran into a couple that took advantage of the long weekend in a completely different way. >> reporter: they started the day standing in line outside of a big retail store in downtown washington. then they got on a big bus. and before they knew it, they were getting nature's greatest works in our region. great falls. >> it is a great way of getting folks to live in the city out into getting to know their protected area and their national parks, getting them to see a little bit of open space and getting them on the trails. >> reporter: this is the second year in a row that out door retailer rei has opted out of the black friday sales business, instead closing their doors.

this customer was hoping for a cup of morning joe from his neighborhood rei, but appreciates why they are closed. >> i think it is great tradition taf established. their mission is all about getting outside and enjoying the outdoors and they are sort of putting their money where their mouth is. >> here in d.c. and other cities, they partnered with ride share companies that allow customers to design their own chartered bus routes. >> it is amazing if you live in the city and you don't have a car and want to go to places mountain or wherever you want to go, we can take you there. >> the ride to great falls was free for rei customers today, this is a great way for everyone to get exercise and for people to be able to access nature. >> and also taking advantage of the beautiful day outdoors were sarah and derek. >> i've always come here and one of our first dates i brought her here and she loved it. >> for the rest of their lives, black friday will have a completely different meaning.

going to use and so we used it very wisely and we decided to get married. >> well lots of big stores across america are closed on thanksgiving thursday, rei was the only major retailer that we could find that is closed both thursday and black friday. but rest assured, they will reopen bright and early tomorrow morning. from great falls, virginia, mark segraves, news 4. and it wasn't a bad day to get out either. i mean, we have the clouds but temperatures mild, a little bit above we should be in the mid-50s and we'll top out in the upper 50s and we'll take that for black friday which is known to be a little on the chilly side. but we are still mild. 52 is that temperature right now at reagan national airport. and as we continue into the evening, those temperatures are going to fall into the 40s and by 7:00 a.m., going to be a little breezy out there. we've got windchills by the time we head into tomorrow. so we are talking about how -- what it is going to feel like tomorrow, coming up. guys. >> thanks.

live picture of the white house this evening. the obama administration is giving more power to the elite organization that helped kill osama bin laden back in 2011. according to the washington post, the joint special operations command will have more flexibility to track, plan and potentially launch attacks on terror cells all over the world. the missions could take place far from the battlefields of iraq, syria and libya. the enhanced powers elevate the organat intelligence and action force. prosecutors in paris say they have foiled a potential terrorist attack and arrested five men. officials say the suspects were receiving orders from a member of isis based in iraq or syria. the attack was going to take place as early as next week and the men were already searching for potential targets. police arrested four of the suspects in the eastern city of

marseilles, they had handguns and automatic rifles and were actively looking for more weapons. the south carolina man accused of shooting and killing nine black church members will stand trial for murder next week. this morning a judge ruled that dylann roof is competent to stand trial. he has been indicted on 33 counts related to the murderers back of june of 2015 in august and he offered to plead guilty but prosecutors rejected the bid and jury selection in his murder trial is monday. fans across the country are remembering one of america's most famous tv moms, florence henderson was already a star but "the brady bunch" made her an icon. tonight we are getting new reaction from her co-stars. ?? >> reporter: to her family friends and countless fans around the world, florence henderson was by all accounts a lovely lady. she was already a star of broadway and tv when she landed

transportation tests out some new technology. the truck will drive itself along a 35 mile stretch of u.s. route 33 in central ohio. it will travel in it regular traffic and a driver will be inside of the truck to intervene in case in any problems pop up. the truck will also take some test runs on the ohio turnpike but officials haven't said which part or when. i might want to steer clear of that. i want to know.

?? they were dancing in the streets of reston today as folks packed the sidewalk for the holidays. usa today just nominated the town center as one of the ten best parades in the country. our very own chuck bell and angie goff emceed the event and just a little while ago angie helped santa and miss claus light the tree in the fountain center. >> and good turnout for it. and let's get the forecast for the weekend. it is upon us.

even when angie and chuck were out there today, we had a little cloud cover but temperatures fairly mild for this time of the year. mid to upper 50s. in fact our official high number at reagan national airport, 58 degrees. average temperature 55. but usually as you and i both know, black fridays, we're not always that warm. we are usually in the 20s and 30s with a windchill in the teens. but no, it was a great day out there today. we did have the clouds ab we still have the clouds hanging tough but a beautiful view from the off to the right the washington monument and also the nation's capitol right there, the capitol dome. just a beautiful night. and it is going become prettier and more gorgeous as we get into the weekend. because we have these clouds clearing and high pressure building in and you could see them thin out and we have nothing on the radar right now. it is dry. thought maybe we would have one or two sprinkles, maybe we had one or two today, the storm team 4 radar didn't show but other than that it was just dry.

now in washington. you step outside up to montgomery and frederick county, in the 40s. in prince william county and the winds will pick up after 11:00 or 12:00 tonight and tomorrow morning you wake up at 6:00 or 7:00 a.m., if you wake up that early, temperatures in the 30s and 40s. unfortunately, we'll have a little bit of a windchill as well but the winds but as i said, after about 11:00 tonight, those winds will be about 10 miles per hour and then continue to increase through there, through your saturday. anywhere up to about 25 miles per hour for wind gusts. so no problem tonight but after midnight they pick up and through the day tomorrow, again those wind gusts up to about 25 miles per hour. so that means we have windchills, unfortunately, through tomorrow and then into sunday, the wind will die down. an average of 10 miles per hour

first at 6:30, police have made several arrests in a thanksgiving murder in falls church. >> officers found a man dead inside of his apartment last night at the skyline square apartments on seminary road. today three people were arrested in connection with that crime. news 4 shomari stone has the latest on the investigation. >> reporter: right now fairfax county police are searching for the fourth suspect. this was a thanksgiving day gathering gone fairfax county police arrested these three men. agustin, charged with murder and burglary. coca and perez are charged with burglary. not the homicide. police are looking for this man, a fourth suspect, adonay cabrera. and it took place inside of the high-rise on semain your road in the falls church section of fairfax county. on thanksgiving night, police

apartment on the 25th floor. when officers arrived, they found a man suffering from trauma to the upper body. he died. after the murder, sources say two of the suspects stole some items from the victim. police arrested all three suspects. we talked to a woman who lives nearby the building. >> my brother lives here but it is a very secure and peaceful building. that is what i know. >> are you surprised that this could happen to someone on thanksgiving? >> it is unbelievable. >> reporter: again, detectives are searching for the fourth suspect. if you have any information, call the fairfax count police department. in the falls church section, i'm shomari stone, news 4. a couple of weeks ago a paramedic helped save two young children after they were stabbed by their own father. that night has haunted her ever since and now she is going above and beyond to help the kids and their mother put their lives back together. prince george's county bureau

>> 20 years on the job and in prince george's county this paramedic never forgets the call where a child accidentally shot himself in years ago. >> i only have two regrets on job and that is one of them, that i was not able to save that child. >> it came back to her on veteran's day when this was another call for wounded children. [ sirens ] >> we got the call as children cannot be. something -- something's wrong. >> reporter: as police arrested the father of the toddlers, christian dillard, now charged for stabbing his two sons. the lieutenant and the boy's mom were on the way to children's hospital. >> took care of the wounds, i was focused, i was so glad that mom, she was incredible in the back. >> weeks after the case still haupted graham. >> two-year-olds and three-year-olds are supposed to

zookeepers got him checked out. a vet found the bamboo. this shouldn't be long before he is back on his feet and eating regular meals. well a local rescue service is giving you a biggin sentive to take home -- a big incentive to take home a four-legged friends. they are waiving adoption fees. take advantage of the two adoption centers in d.c. and through the foster program, all of the available animals are on the group website, zappos, to cover the adoption fees. well from black friday to small business saturday, shoppers are encouraged to check out local stores tomorrow. one area that is really hoping for big business is ellicott city. back in july, deadly floods caused millions of dollars in damage as you know throughout that downtown area. as vanessa herring from the sister station in baltimore shows us, local leaders will declare main street open for

doreen gentzler has this update. >> getting a heart transplant is a life-saving, life-changing experience for anyone. but for someone else, it is also a terrible tragedy. we came to this courthouse about ten months ago to hear the chief judge's story about his own heart transplant. well, now, he's met the donor's family. >> i'm showing love. because all i see is -- ?? ? >> for chris, creating rap music was his passion. in this case, a piece to promote a prince george's county community service group, path to greatness, in which he was very active. >> i just wanted everyone to know just what a wonderful 23-year-old spirit he had and just so full of life. and just how important it was not only to see him enjoy life but to give back.

stepmother. he suffered a severe and sudden asthma attack last october, and four days later he was taken away from a loving family. a family that took comfort in knowing chris's wish regarding organ donation, because they had talked about it long before that awful moment. >> at the same time, a few miles away, another hospital patient was near death because of a failing heart. suddenly, he got the miraculous news he was hoping for. actually there, it is kind of unbelievable and overwhelming to know that it is there and that somebody that you don't know and doesn't know you had to -- had to die for you to survive. to get their heart. >> the judge shared his successful heart transplant story with us last february. he knew almost nothing about the donor and said he might like to meet the family some day. but he knew they were grieving

transplant team shared a letter from the donor's family. they did want to meet. >> were you apprehensive about that first face-to-face meeting? >> oh, absolutely. you don't know what to expect. you have no idea. you're loved one is now gone and so you don't know how you will feel when you come face-to-face with someone who is but as soon as they were walking down the hall and we saw how much life he had and his smile, it just made us feel so much better, because we knew this is exactly what chris wanted to do. >> turns out chris's family had seen our story on judge saterfield and never realize their son was the donor.

two families were surprised to learn just how much they have in common. both judges and families are active now in urging more people to become organ donors. they both know almost two dozen people die every day waiting for a heart transplant. >> so we are very grateful, my whole family. and every thanksgiving we're going to speak about christopher and keep in touch. >> bothg spending time together, is a great time to talk about how you feel about organ donation. i'm doreen gentzler, news 4. >> incredible story. >> he's living on. >> what a world. >> what a small world. >> i know. >> it just shows how important it is also to have that conversation with your loved one. >> and they did at that age. >> that is pretty remarkable. >> we were sile ents watch -- silent watched that.

but we'll have plenty of sunshine around for the weekend. current temperatures right now, we're still not that cool out there. it is 52 degrees. our average temperature for this time of the year is 55. and then montgomery county, frederick county, in the upper 40s. so temperatures in the upper 40s to lower 50s right and no clouds to insolate us once that will happen to the temperature will drop quickly overnight and then we head into the low 40s, mid-30s in some spots so chilly
