now in the district. streets may not reopen until 7:00 this evening. our doug kammerer is down there and when that switch is flip ued, he will bring it to you live. good afternoon, i'm pat lawson muse. >> and i'm jim handly. first at 4:00, a child walks out of a day care facility and no one notices. >> it happened earlier this month at the kid day academy in gainsville, virginia. new charges that the director is facing. >> reporter: that 3-year-old was out alone at night walking around this parking lot. now we know 3-year-olds can walk, but not that well. she could have easily been hit by a consider or snatched. i want to show you kid day academy right over here over my shoulder the papa john's she walked to over there across the parking lot.

saw what exactly happened. the child walked out of the front door of kiddy academy alone, 8:30 on a saturday night. she turned around to try to get back in, but the doors had locked behind her. so then the 3-year-old starting walking. she had to cross the parking lot to get to papa john's. she walked right in there. a manager, we're told, was up front. he tried to figure out where her parents were. then he called police. police came and they also were trying to see where the girl came from. so after about 40 minutes, police did figure out that she came from kiddy academy. now the manager or the director is charged with child neglect. police say she was in charge that night. kiddy academy put out a statement this afternoon saying

ahead, elections officials in wisconsin are looking back to election day. they are recounting every vote, a task that will keep them busy around the clock for the next two weeks. jill stein requested that recount and she will pay the bill, $3.5 million. >> brian moore, thank you. during the break, fire up the nbc washington app today. we'll take a closer look at the trump carrier deal, how it came about and what i'm scott macfarlane at the live desk. we have learned a grand jury in prince georges county indicted a police officer accused of assault and of misconduct. juan hernandez is accused of hitting a suspect with his plus cruiser during a chase. the act was caught on cruiser camera. hernandez was suspended that day. the man who was hit did not require medical treatment, we're told.

of the force. we'll have more on the investigation and the charges coming up in the next hour. we are learning new information about a deadly accident on the clara barton parkway. police say the car crashed and then caught fire just after 1:00 this morning. we brought you this as breaking news this morning on news 4 today. part of the clara barton parkway was closed for the victim's identity has not been released. the metro board gave preliminary approval to a plan that would slash metro rail hours. these new hours would last for two years beginning in the summer. and the biggest change would be to late night weekend service. adam tuss is at metro headquarters with the reason for these new hours. >> most metro board meetings are

this one was no exception. the whole proposal here was to vote on reducing the number of hours in the metro schedule. they did pass a preliminary vote to reduce the number of hours that metro operates. take a look at the proposal passed here. basically, rail service would end at 11:30 on the weekdays. it would end at 1:00 a.m. on friday and saturday night. and on sunday, the system wouldn't open until 8:00 in t morning and close at 11:00 at night. we're talking about a big change. the committee approved this for two years. it still has to be passed. d.c. leaders not one bit happy about the proposal. they didn't want to see the reduction of hours go that long. >> we believe we compromised enormously. for someone to say we need to compromise more is not a realistic approach to this problem. >> reporter: we'll have much coming up for you tonight.

a look at the national christmas tree lighting. we're talking about road closures throughout the day starting at 2:30 in the afternoon. they wrap up around 7:00 in the evening. now when we're talking about these closures, there's a big list. all of them listed on our nbc washington app. some including 17th street and constitution and 18th. if you're headed that way this evening, going down there for metro closed stations. the light has a lot of history to it. here are the four things you need to know about it. first, the tradition is coming up on its 100th anniversary in a few years. the first tree was put up in 1923. grace coolidge gave permission to put it down on the list. second, the tree you should note

first, let's get back down to doug where the weather is looking great for this event. >> it really is. we've been down here so many years where the weather has been freezing. other years we have had rain. a couple years ago it was pouring on us and everybody on the stage as well. they are going to do that it rain or shine. today it is all shine. we have that sun right now making its way down setting in about the next half hour. one thing we watch here, there's the tree there. we watch the there. there's the presidential motorcade. once that starts to move, that's when we knows things are starting to move here as well. so later on as jim was talking about, we get some of those performances. the tree is lit in the 5:00 hour. i believe between 5:10 and 5:20. we're hoping to bring you that live. an amazing event down here. i love coming down here. not just because of all the people that are here. everybody just down here having so much fun, but here we are in

in february of 2011. that was a strong storm. over 60 mile per hour winds that day. this is the latest we had here. this has been standing out for the last five years. really amazing sight that we have going on down here. thousands of people out ready for this event. i think the coolest thing about this every year, this is my sixth year of doing this. garth brooks is one of my favorites. earlier i was trying to find their trailer. and able to get a glimpse and a peek at some of them. this year i couldn't find the

but really quite amazing what's going to be going on down here. i've been down here with windchills in the 20s. we have shone you this. thousands and thousands of people continuing to come down. the winds have been a factor here. the winds gusting up to 20 to 25 miles an hour. they are starting to die just a little bit. but the people continue to trkl here. if you have a lottery ticket, you get into the green seating area. everybody else is the standing room only. they are able to make their way in that you see off in the distance. it was thousands of people.
