good evening, first a daycare director is facing charges after a toddler in her care walks out the front door. thank you for joining us. i'm wendy rieger. >> and i'm jim handly. the parents thought they were leaving their child in good hands. so they could enjoy some time together on date night. but what happened afterwards is not what they expected. now that daycare director is facing some tough questions. kristin wright has our story

>> when we heard about it, we were pretty shocked. >> reporter: parents don't understand how a a 3-year-old girl was able to walk out the front door in gainesville. >> i don't know how the child got out. these doors are heavy. >> reporter: the toddler got out and walking alone after dark. a manager at papa john's says he came into the pizza place and tried to find her parents and then called police. in a statement, they told us while the incident academy of gainesville, we take the safety and care of all our students seriously and we were relieved that the safety returned to the parents. this is all unsettling. >> we entrust children in another's care, that's what we do. we trust that they are going to take care of our children. >> reporter: the center's director is charged with child

and that was kristin wright reporting. the police are locking for a killer tonight while neighbors are reacting to what is now the third murder in their area in just six months. a man was found shot to death. that's between route 1 and colonial avenue. >> the two other murders took place in june and july. one on montgomery avenue. the first on first street. northern virginia bureau chief julie carey has our story. she's been talking to neighbors today. >> reporter: only a shred of crime scene tape marks the violence took place last night. a resident who lives nearby who didn't want his face shone describes what he heard. >> around 9:20 last night, i heard six or seven shots. ran to my window and saw a guy running southbound towards vernon avenue across the park.

armed robbery the night before. they arrived quickly, but colbie was dead. it is the third homicide in this northeast old town neighborhood in six months. arrests have been made in the first two and police don't believe this shooting is connect ed to the earlier cases. nor do they believe it's related to that armed robbery in the park on tuesday night. >> we don't have reason to believe this was a robbery. the preliminary look right now does not appear that this was just a random act. but we're lessha into this investigation. we're still consideration all aspects of motive. >> reporter: the acting chief says there will continue to be increased police patrols. this woman who walked several dogs says by day she doesn't worry much about her safety. >> i haven't really had any u. i'll pass people in the neighborhood all the time. it's a quick hi, how are you. everybody is happy.

it's not going to happen. >> now the state of indiana reportedly provided carrier with $7 million in tax incentives to seal this deal. the president-elect said he would lower taxes and regulations to keep other businesses in the country. we have a christmas tree lighting in our little town tonight. it's going to be quite festive out there. doug kammerer is there. it's going to be a little reversed. instead of waiting for the ig tree first, i understand. >> reporter: yeah, that's true. normally we wait until after some of the festivities here, but tonight they are going to light it pretty quickly. the lights are supposed to go on in about ten minutes. we're running a little behind here. the air force national band continuing to play. they were just seating some of the president's family a little earlier. but one thing we're watching is we're starleting to see the

a little antsy and moving around a little bit. i think we're going to start in a couple minutes. i would expect that tree lighting to go off in about the next 10 to 20 minutes. so many great things going on here. this is my u sixth year doing this. this is the pest weather we have had. it's a little chilly with the wind here, but other than that, we haven't seen a lot of cold air. the colder air making its way in overnight. once again, that tree in minutes. we'll be live throughout the hour for the latest from the national christmas tree lighting. something else if you notice the white house, the pillars follow it up. we haven't seen that it before. we think that might be new as well. i haven't spoken to the president myself about that, though, but i will ask him if i see him.

a prince georges county police officer has been indicted on assault and misconduct chrges. this comes after he hit a suspect with pliz police cruiser during a chase last summer. >> the police department brought this case to the state's attorneys office to review. and a grand jury decided that it

after he ran over a suspect with his cruiser on purpose. there was a report of an armed suspect. one officer was already in pursuit on foot. using hissq >> it covers that pursuit and we believe from our review of the evidence, it shows officer hernandez intentionally striking the suspect as he ran through an open field. >> police chief released a statement saying in part, i expect our officers to serve this community in a professional manner at all times. our department is committed to constitutional and ethical policing.

hate crimes on the rise in montgomery county. two separate incidents in the last two days. many of them inside the county schools. >> the swastika was found inside. police are investigating. it is part of a dramatic

occur canning here in mongomery county since the presidential election. on a wall tile on tuesday. this follows an act of vandalism on the school's football field in october. the symbol was chemically burned into the grass and last month at westland middle schol, of a boy's restroom. the school superintendent is very concerned. >> hate crimes have been racially motivated. hate crimes that are totally unacceptable. and my level of concern is very high. whether it's one or a few or several, it's so unacceptable. >> reporter: yesterday a family found the three cars in their driveway spray u painted with a

and "racist." the family says it's a private matter. >> the possibility that the homeowners political affiliation was a motive behind the vandalism. >> reporter: the cars have been taken to get. the paint removed. the vandalism has made neighbors here along spencerville road more cautious. >> it's so scary. it might be a police officer came yesterday and said i really need to lock doors. local jewish community leaders take on the use of swastikas in e recent hate vandalism and what it means to jewish people in our area. that's the latest live from montgomery county. back to you. >> chris gordon, thank you. tonight the public gets to hear plans for a new homeless shelter in favor fax county. the cross roads community shelter will be located near the

to build a a temporary shelter but people also voiced opposition. the new shelter will have 50 beds, 15 personal living quarters. federal officials just wrapped up a meeting about a new taller fence around the white house. raise the fence to about 11 feet. that includes a new stone base and spikes to keep people from climbing over the thing. >> the commission still needs to approve any changes before that fence can be adjusted. the reds reds is have a big game against the card card. they have a big personality on the team. >> josh norman is becoming one of the most polarizing players in the entire nfl.

sglmpx they broke grounden the fire station. this new building will be located on shady glen drive. it will provide fire and medical community. they have been working to build a fire station in that area for 20 years now. the new shady glen station will replace a smaller outdated station. >> you probably have driven by the old structure and never noticed it. it's the oldest structure on the national mall. it's about to be renovated. they held a a ground breaking for the relocation of the lock keepers house. that's this building on the corner of constitution and 17th. it was built in 1830.

a number of people arrested over and over again for nonviolent offenses. only to be released back into the community with no support. that's about to change in one local court. mark segraves has the story you're only going to see here on news 4. >> prosecutors will tell you it's a big problem. >> we have young man that saw 28 times in the jail. it was a revolving door. >> you'll hear the same thing at the jail. >> just process y accommodate the most coming in. >> even judges will tell you. >> they might get locked up for awhile but not for long. >> there's a growing problem in our country. e we asked the director if he has enough beds for all the

issues. >> if it were only that easy. the answer to that clearly is no. we have a crisis intervention unit that has 39 beds. >> that's 39 beds for nearly 4,000 inmates processed at clarksburg last year who had mental health concerns. >> the beds are just woefully inadequate. we don't want to maintain these people in the jail. >> reporter: to get them out of the jail and prevent individuals with mental health issues from becong montgomery county is joining hundreds of courts au cross the country by launch mental health court to focus those who routinely break the law and wind up before a judge who until now had few options. the options are prison or jail.
