across the campus. >> it's very scarey and it's sad. i mean obviously my thoughts are with his family. >> reporter: the president identifying the professor who was stabbed to death by a student as a psychology professor who joined the faculty in 2011. lapd confirming the professor and student knew each other but not saying whether they had previous problems. >> this victim was this is campus is not in question. >> reporter: news chopper 4 over the scene as the attacker was taken into custody. students and faculty feeling a loss of sadness. >> it's our community. we don't know if it was a professor we had class with and what if that student was our partner. >> it doesn't feel good, because even if you don't know the person you know they're part of the university's family.

>> that attack comes as folks in california marked one year since the deadly san bernardino shooting. an emotional memorial service was held for the victims of last year's mass shooting. 14 people were killed and 22 hurt when a husband and wife inspired by isis opened fire at a county employee holiday party. honoring the victims and first responders. >> the more love and gratitude we show one another, the stronger the fabric of humanity is. evil and hatred cut this fabric. >> a moment of silence was held at the end of the ceremony as each of the names of the victims were held on stars.

rain coming in a few minutes. police are investigating a homicide. we know a man was killed shortly before 7:00 this morning on mann street on eastern avenue in capital heights. derrick ward is on his way there and will bring you a live report as soon as we can. no details in a building collapse in south dakota. the body of a construction worker was found among the debris in sioux falls. good news though, a young woman there was pulled from the rubble. her family says she is doing okay. authorities don't think anybody else was hurt in the collapse. the moment a police officer shot an unarmed man is captured on police body camera video. this happened during the burglary call last april. the department said that the officer was startled and unintentionally shot the man.

policy. >> reporter: police officials may retrain officers and put in place new protocols after they say a 17-year veteran of the force accidentally shot and wounded a suspect during a building search. >> is there anybody in there? come out now with your hands up. >> reporter: the body camera video shows the police on the hunt for burglary suspects last april. they found one suspect, a teenager, and tasered him. but they still needed to building, the food store on fourth street. one officer, a 17-year veteran, opened a door and fires a single shot. the officer would later say accidentally. he had been startled. >> are you hit? >> reporter: the officer franticly pulls the man out of the building and searches for a bullet wound. the suspect had been shot in the back. the video was among the evidence presented to a grand jury late last month.

charges. >> we moved forward then and sent a letter to the police department letting them know based on the grand jury's actions, we would not be prosecuting this officer. >> reporter: the suspect survived the shooting and was charged with burglary. his attorney said this was not a police justified shooting. he was unarmed, shot in the back and not posing a threat to the officer when he was shot down. his attorney says the charges against him should be dropped. >> we believe it is something he and that's why we're moving forward with that case. >> that was darcy spencer reporting. the officer is now on modified duty and has no contact with the public as this investigation continues. the trial for the suspect was delayed. police have arrested a woman for the murder of a man in a shopping center parking lot. the woman is from capital highlights. she is accused in the death.

>> reporter: now this troubled system is about to get more sewage with the opening of the new 24 hour mgm casino and its 23-story hotel at national harbor, the largest construction project in the county's history. that waste will head right for the broad creek pump station. >> if national harbor were to come in today from scratch, even though they only want 2.4mgp, we wouldn't let them do any more than not enough for that site. >> reporter: for the past five years they have been installing water pipes that will increase the capacity. that was supposed to be done by 2012 and then it was pushed back to 2017. >> that won't happen until late 2019, 2020. >> reporter: it's been slowed down by the permitting process, but mgm and its additional capacity is coming online this week because the project was approved about of a prohibition
