us and now this first weekend we're starting off with a blustery chill in the air. winds are around 20 to 25 miles an hour. got the bright sun pouring down on washington on this saturday morning. our temperatures are still right around 40 degrees, nearby suburbs, low 40s in town. over the next several hours into the afternoon we'll have it staying steady in the 40s afternoon and by this evening the wind will diminish. our next chances for rain coming up this next half hour. now to a developing story, a stabbing at the university of southern california. a professor was attacked and killed. more is coming out about what happened. what we do know is it was not a random act of violence. >> reporter: the mud building home to science students and

across the campus. >> it's very scarey and it's sad. i mean obviously my thoughts are with his family. >> reporter: the president identifying the professor who was stabbed to death by a student as a psychology professor who joined the faculty in 2011. lapd confirming the professor and student knew each other but not saying whether they had previous problems. >> this victim was this is campus is not in question. >> reporter: news chopper 4 over the scene as the attacker was taken into custody. students and faculty feeling a loss of sadness. >> it's our community. we don't know if it was a professor we had class with and what if that student was our partner. >> it doesn't feel good, because even if you don't know the person you know they're part of the university's family.

>> that attack comes as folks in california marked one year since the deadly san bernardino shooting. an emotional memorial service was held for the victims of last year's mass shooting. 14 people were killed and 22 hurt when a husband and wife inspired by isis opened fire at a county employee holiday party. honoring the victims and first responders. >> the more love and gratitude we show one another, the stronger the fabric of humanity is. evil and hatred cut this fabric. >> a moment of silence was held at the end of the ceremony as each of the names of the victims were held on stars.

between president elect donald trump and taiwan's president was just a small trick by taiwan. trump tweeted the president of taiwan called me, in caps, today to wish me congratulations on winning the presidency. interesting to say how the u.s. sells taiwan billions of dollars of military equipment, but i should not accept a con g these are photos released of that call that broke a decades long diplomatic tradition. the u.s. and taiwan are friendly but it's an unofficial relationship because china considers taiwan an outlaw province. philippine president rodrigo duterte says donald trump told him the philippines is going about their controversial fight

the philippine leader and president elect talking on the phone. the u.s. has raised concerns about the philippines' handling of drug dealers which has included alleged government executions without allowing people to go to court. the governor's race in virginia already firing up and could get some national attention. four republicans are in the race. prince william county board chair cory gillespie and frank wagner and rob wittman. one democrat is running. on friday all five made their pitches to the chamber of commerce as one of two governors races being held in 2017. experts say this could give us an idea of what voters think of their new president. >> virginia is likely to be seen as a referendum on the first

was one of trump's most visible supporters and says his success in the race may be tied with what happens in the new administration. gillespie is considered the favorite among republicans and has an early lead. 2019, that is probably the next time you'll be able to go up to the observation deck at the washington monument. it's going to be closed for the next two years for a complete overhaul of that broken el the money is being donated to fix the elevator's issues. this is the second time he has come to the rescue. after the 2011 earthquake he donated half of the $15 million it took to repair the elevator then. you might notice a new addition on the national mall starting today. the museum is adding a new outdoor sculpture.

monday to leave federal land in north dakota. u.s. attorney general loretta lynch is calling on protesters and police to avoid violence, but has not said anything specific about the evacuation order. authorities have said they won't enforce it even as brutal cold weather is set to hit the region. thousands of native american activists have been protesting because they don't want a massive oil pipeline to be built near tribal land. charged in the murder of walter scott, you remember this video that shows the shooting, the jury struggling. one of the jurors says he simply could not convict a former police officer of murder and told the judge he could not convict in good consciousness. we are learning more about

rain coming in a few minutes. police are investigating a homicide. we know a man was killed shortly before 7:00 this morning on mann street on eastern avenue in capital heights. derrick ward is on his way there and will bring you a live report as soon as we can. no details in a building collapse in south dakota. the body of a construction worker was found among the debris in sioux falls. good news though, a young woman there was pulled from the rubble. her family says she is doing okay. authorities don't think anybody else was hurt in the collapse. the moment a police officer shot an unarmed man is captured on police body camera video. this happened during the burglary call last april. the department said that the officer was startled and unintentionally shot the man.

policy. >> reporter: police officials may retrain officers and put in place new protocols after they say a 17-year veteran of the force accidentally shot and wounded a suspect during a building search. >> is there anybody in there? come out now with your hands up. >> reporter: the body camera video shows the police on the hunt for burglary suspects last april. they found one suspect, a teenager, and tasered him. but they still needed to building, the food store on fourth street. one officer, a 17-year veteran, opened a door and fires a single shot. the officer would later say accidentally. he had been startled. >> are you hit? >> reporter: the officer franticly pulls the man out of the building and searches for a bullet wound. the suspect had been shot in the back. the video was among the evidence presented to a grand jury late last month.

charges. >> we moved forward then and sent a letter to the police department letting them know based on the grand jury's actions, we would not be prosecuting this officer. >> reporter: the suspect survived the shooting and was charged with burglary. his attorney said this was not a police justified shooting. he was unarmed, shot in the back and not posing a threat to the officer when he was shot down. his attorney says the charges against him should be dropped. >> we believe it is something he and that's why we're moving forward with that case. >> that was darcy spencer reporting. the officer is now on modified duty and has no contact with the public as this investigation continues. the trial for the suspect was delayed. police have arrested a woman for the murder of a man in a shopping center parking lot. the woman is from capital highlights. she is accused in the death.

man outside the food lion. this was last tuesday. detectives were waiting on search warrants to go into the suspect's home. a power ball jackpot winner is homeless this morning after his home in virginia was destroyed in fire. jack was wasn't, but his wife was. she was able to get out of the house. look at those flames. in 2002 when he won more than $314 million. that was one of the largest power jackpot's in history, but luck since then has not been on his side. he has been robbed and his granddaughter died in 2004. another tragedy for him unfortunately. >> yeah. this morning we are working for you in the community with

>> reporter: in early 2000 it became clear when there's a hard rain that the sewer system tied to the basin over flows. >> 31 million gallons of raw sewage dumped into the creek since 2006. >> reporter: that sewage goes into broad creek. sometimes it goes directly into the potomac river. the chief engineer, you're saying the water is safe? there's no it when there's not an overflow. would you swim in it? >> yeah. i wouldn't drink it. >> reporter: they were sued for the sewage overflow by the justice department on dehalf of the epa in 2004 and have been working since to correct the problem. that means no new development on this sewer line. >> the rain gets into the sewers and then once that's in there it's like sewage because it's a liquid coming down the pipe. the sewage is a liquid coming

>> reporter: now this troubled system is about to get more sewage with the opening of the new 24 hour mgm casino and its 23-story hotel at national harbor, the largest construction project in the county's history. that waste will head right for the broad creek pump station. >> if national harbor were to come in today from scratch, even though they only want 2.4mgp, we wouldn't let them do any more than not enough for that site. >> reporter: for the past five years they have been installing water pipes that will increase the capacity. that was supposed to be done by 2012 and then it was pushed back to 2017. >> that won't happen until late 2019, 2020. >> reporter: it's been slowed down by the permitting process, but mgm and its additional capacity is coming online this week because the project was approved about of a prohibition
