it's not clear how that clerk was killed. an 82-year-old man and his cat were killed in a fire in fairfax county as a frantic neighbor tried to help. fire officials say electrical issue sparked flames and filled the man's home with smoky yesterday. this happened on logan court in alexandria in the section of the county. a neighbor ran to the home but inside -- they couldn't get inside. the man died on the way to the hospital. today cubans will say good-bye to fidel castro. the same cemetery of cuban revolution leader. as david explains it's an invitation only funeral but thousands expected outside the state. >> reporter: good morning to santiago de cuba, nine days following the death of fidel

people in philadelphia didn't know what to think when they saw white foam pouring out of the building. it flooded the street in center city, philly, yesterday. turns out a small explosion at a fire station which activated the power suppression system. that foam is meant to put out a fire and crews say it is not hazardous. >> i'm glad it wasn't a party. >> could have broken out to a foam y. >> we are working for you in the community. >> we would like to thank everybody who came out to nbc 4 all state community shred we held this weekend. nearly 1,000 cars lined up, stopped by rfk stadium yesterday morning and people brought boxes

there is some rain here, the leading edge and green color coming into north carolina. far southwest in virginia, some of the higher elevations getting a little snow there. this coming in colder air, rain, tennessee, could use rain going over wildfire zone in eastern tennessee right now getting some moderate rain. so for the rest of the day today, hour by hour, a dry and chilly morning by 10:00. just the low 40s. but by 2:00, ought to be right cloudiness. some high clouds coming through, weak sun through the cloud cover. all cloudy by 6:00 p.m. back down to mid to upper 40. a chance of a sprinkle 10:00, 11:00, off to north and west a little sleet but above freezing so any of that will be melting. then by dawn tomorrow we'll be down to 40 degrees. a little light rain for morning commute tomorrow, maybe a little sleet in elevations north and west, sun back in the afternoon

supposed to be a related transportation plan. that transportation plan was just done months ago instead of years ago. i'm a gamblers, i go once every three years to atlantic city. i'm looking forward to going there. i'm not going there until next spring or next summer because i think mark is right. it's going to be a traffic nightmare. they ought to do online betting when people are online to get there. >> do you think there's a possibility that with all of the publicity and warnings a traffic and fears expressed that maybe some people will say i'm not going to go and stay away and won't get chaotic. >> gamblers go. >> i don't think people -- let me disagree with tom. >> ten people will not go because of traffic. packed with people from virginia. they have no outlet in virginia. millions of people in virginia want to go gamble without going some else. >> they won't all be gambling. >> people will go and traffic will be bad.

majority. listen, heading into the weekend, chaos at metro, controversial proposal cutting hours and controversial proposal to cancel the silver line. is this all politics? >> listen, this is serious politics. as board of trade says, metro is the spine of the region. it goes into every jurisdiction in our region and it's dying. it's shriveling. they don't have enough money to run it. the metro board going to cut back hours even more so they will have more time to work on the rails. late night people are out of luck. >> even if the majority of the board members vote in favor of something, if the two members from either of the four jurisdictions vote against it, those two can overrule the other six. you talk about threats on the silver line, this is, again, d.c. delegation, what councilmembers brought up the other day.

virginia and maryland have about 20 each. and so most of the stops are in d.c. councilmembers are now saying for the bus route what the jurisdiction, d.c. bus routes, maryland to virginia. why don't we do that for subway as well. that's what they are saying d.c. no longer wants to fund or pay into anything that helps -- >> the mayor's representative on the board, turnaround don't go forward with the silver line. >> it's almost half done. >> part of the problem is virginia, state of virginia, the governor and legislators don't want to spend money on metro. in richmond they don't care. even the chairman of metro said if you complete the silver line out to dulles, we just won't put cars on it. we can't afford it. we need operating funds. this is a mess.

around saying we're with you on that. >> more about highways. >> true. this is a guy who fixed the ice skating rink in new york city. he can wrap his head around a metro system and understand benefits of businesses. he's got a hotel right on top of a metro station basically that he knows benefits. his employees get to work every day at the trump hotel. so they are hopeful maybe president t m >> a lot more pain if this is all played out. >> 1% sales tax for the region. >> virginia says no to that. >> it's not settled.

. shelters for d.c. residents only? the mayor proposing only d.c. residents be allowed into the city's homeless shelters. they opened shelters year around guaranteeing families could get off the street, especially when temperatures are freezing. why such a tough stance? >> $80,000 a day, that's the bottom line. that's what the district has been saying today, months, a year or two to keep families in hotels in d.c. and maryland. as you said, d.c. has a law you have a right to shelter. it's the most liberal law in the jurisdiction if not the country. if it's freezing and you show up on the doorstep they can't refuse shelter. the mayor expanded that to year-round to avoid the crush in winter rush. an economic burden on taxpayers of columbia because as the mayor

of shelters are not d.c. residents. >> this question, if you're homeless, how do you prove you're from the district. >> right now it's a low barrier. when you show up at the virginia williams center for shelter whether a single male, female or family it's a low barrier, a very compassionate system. there are hundreds if not thousands of people on the streets. the district has done an amazing off the street into shelters but stable, affordable long-term housing. a success story in the district. the problem is the price tag. $80,000 a day just for those hotels. >> the other problem is that people in the city will say they don't like to say publicly what i'm about to say, maryland and virginia, suburbs maryland and virginia while they do some homeless work they don't do nearly enough and they don't have laws like the district does, a right to shelter, so

because they know -- people need help but this is a regional problem not just city problem and should be more, council of government doing about it, ought to be more. even charitable groups come in from the suburbs to feed homeless downtown. are there programs like that in the suburbs? if there are let's have more of them. >> the city is also again this year not allowing those emcampments. >> that's what they said. last year we went through this where tent encampments went up, primarily under the freeway. more than 100 people living there last year and last summer. in the beginning district's department of human services director said we're not going to criminalize being homeless. we're not going to force these people out. but then it became a health issue. the department of health stepped in and said, look, there's no sanitation, we can't have it.

they will out. most made their way to shelters or affordable housing. they put up fences so they couldn't come back. what we have now they are across the street on the other side of the freeway. just the other day the mayor told me, her own words, we will not allow this persist and plan to put them out again. >> like squeezing a balloon. crack down here, people go there. it's like chasing the solution. >> can we talk about residency requirements. they are tightened for people looking for affordable housing in a city that's basically unaffordable. >> that's the law the mayor is proposing to change. d.c. council would have to approve. we heard from some councilmembers that said what tom said. maryland and virginia have to pull their own weight. councilmembers like robert white, we're a city flush with

people who are coming back to d.c. who don't have proof of residency are people who grew up in d.c., maybe returning from prison, hard times and recession elsewhere in the country, mental health issues, coming back to the area, can't prove they are from here and will end up being turned away. the council has to approve this. most likely hearing, may not be until next year we may have movement beefing up requirements to show proof of they are being tough on homeless people who already have a tough situation. you also -- the caregiver has to take care of the caregiver. the city in a position to help people. despite what the councilmember said. there are legitimate restrictions on what the city can do. >> one of the nation's most generous paid family leave laws could soon become law in the district. the council takes that up.

eight weeks to take care of a sick parent or grandparent. some people would get up to 90% of their salaries. >> up to $1,000 a week. >> tell us about support and opposition to this and how it would work. >> as you can imagine the business community is not in favor of this. they will be taxed .62 increases on the tax. federal employees would not be covered in this nor would d.c. government. >> or out of town businesses. >> or out of town but if you live in maryland or virginia and work in the district at a private employer you would be covered by this. make of the opposition saying why are we taxes d.c. businesses to give a benefit, the majority of the benefit go to virginia residents. >> paid family leave, whether in the federal government, it's coming. it's one of these things that's happening. you start out at 16 weeks. the district government already

employees, but it's very costly. the business community says you take paid family leave, $15 an hour minimum wage and you proposing now you can't ask perspective employees what your salary is. that's seen as sex discrimination. women are paid less. you can't ask that. there's a bill to require businesses to schedule their part-time workers weeks in advance. the business community across the board is saying the council is putting too many restrictions on >> the workers are not complaining at all about a proposal. >> one of the things supporters are saying, hey, look, yes. maybe more people in maryland and virginia will benefit but that's exactly the case with the $15 minimum wage. >> all right. thank you, gentlemen. thank you and thanks for being

cambridge, massachusetts. at least six buildings burned including a church as flames spread. there were no reports of serious injuries. officials think the fire may have started in the building that was under construction. a house fire in ohio has killed four people including two young girls in an educational program run by lebron james, his foundation. six people were inside the home when the fire broke out. one adult jumped from a window and james wrote on twitter he was unbelievable saddened to hear the news. the cause of fooir under known. an update to the bus crash yesterday. a woman died after a bus carrying a group of west texas cheerleaders crashed. the woman who died was a sponsor. seven others hurt when the bus collided with a tractor-trailer. two injured are in critical condition. investigators looking into what caused the crash on friday night.

then by dawn monday near 40 degrees the rain ends and we'll be in the 50s in the afternoon drying up. some steadier rain helping our drought a little bit. we're running 8 inches, right in washington, maybe a half inch or more on tuesday. maybe a little sleet again in some of the higher elevations on tuesday, then rain ends tuesday night. drying out wednesday, clouds thursday, showers thursday in. gusty winds on friday and cold dropping from the 30s in the morning down to the 20s by the evening on friday. cold weekend to follow. next weekend highs only in the 30s to near 40 with morning lows in the 20s and maybe a little rain as we start off that following week. so big change on the way. >> thank you very much.
