president-elect donald trump is heading to north carolina this evening for the second stop of his thank-you tour. the event is being held in fayetteville, the home of ft. bragg. trump's pick for secretary of defense, retired general james mattis, will also take the stage. d.c. mayor muriel bowser brought her own list to trump today. she wanted to talk about certain things with mr. trump. she says she wants the incoming president to know the district this is mark segraves went up to d.c. as well. >> reporter: it was a meeting mayor bowser asked for and president-elect trump wanted to have himself. the two met inside trump tower for more than 40 minutes. mayor bowser had her top two advisers in the room. president-elect trump handled the meeting on his own with no staff. one of the top issues was transportation.

inside this state-of-the-art traffic command center. >> you're looking at behind me is a wall of monitors, including this one, which says december 8th through december 11th, expect heavy traffic. now, police are hoping to use this new technology to avoid traffic tie-ups for the mgm opening. prince georges county police meeting today in the command center at national harbor. they are planning for 9,000 vehicl national harbor's grand opening. >> i am also honest in saying we're going to see con gregs. we're not always going to see traffic moving at the posted speed limit. we'll keep those backups off the interstates because we don't want high-speed traffic navigating around stopped vehicles. >> reporter: the chief says there are safety valves. $10 million has been invested in road improvements and signage. police will be on patrols on the highways and roads around the casino. >> what's really going to be the

councilman mel franklin went back to work in prince george's county. he attended his first council meeting since we all learned that police had arrested franklin for dui while he was driving a county vehicle. prince george's county bureau chief tracee wilkins was at that meeting. did the council specifically address franklin's case today? >> reporter: yes, they did. this was unusual because it was just supposed to be the ceremonial passing of the gavel, but they decided to enact legislation specifically targeted at what happened with franklin. >> glorious lord god --

meeting with prayer and today council member mel franklin had a special prayer request. >> continue to keep all of us in your prayers. >> reporter: that's all the former council chair said in what was his first public appearance since his duchlt i arrest. franklin was arrested on november 21st after he crashed his county-issued vehicle into the back of another couples' car, totaling their vehicle. according to the police report, franklin then fled the scene. sources say he was found hiding in the woods and blew a breathalyzer. we learned this was franklin's third time crashing a county-issued vehicle. in 2012 he totaled another county car, due to distracted driving according to the police report. today the chair shared how they found out about his arrest. >> we read the news, too. >> reporter: they will examine the county's policies on issuing vehicles.

with firefighters at the scene of a fire last december in high yatsville. they say the two stood in the doorway of a burning home, trying to keep the firefighters from going inside first. kelly is accused of hitting a female firefighter. miller, working with him to keep them off the front porch of that home. vice president joe biden went back to his own stomping grounds today, visiting with house democrats in their caucus meeting. he spobo trump's america. some of the democrats say biden has asked them to be more empathetic to the concerns of working class americans. he also told some of the democrats he thought hillary clinton was a victim of sexism during the campaign. there was no discussion of biden running for president in 2020, but reportedly he didn't completely close the door. over on the republican side, house speaker paul ryan says he's going to focus on president-elect trump's policies

taxes for corporations next year. he also defended trump's call to taiwan, saying it was prudent and would not change u.s. policy. as for trump's tweets, ryan says there are a lot more important things to do. >> i'm not going to get into tweets. you think i'm going to sit here and comment on the daily tweets? i'm just not going to be doing that. >> on sunday speaker ryan told "60 minutes" he wasn't concerned about the content of mr. trump's tweets. he said they a tweet from donald trump managed to send boeing's stock into a slide today. the president-elect said he plans to cancel the contract to build new air force one presidential planes. boeing currently has a $4 billion contract to build at least two new planes. they were scheduled to go into service around 2024. today trump told reporters the

much money. the air force has been looking to replace these current presidential planes for a long time. the current planes arrived in 1990, so they're nearing the end of their useless lives. the air force says the plane parts are also becoming obsolete. it's costing more money every year to keep the aircraft flying safely. the new boeing planes would be more fuel-efficient and have added safety features. the california, warehouse where 36 people died says he was only trying to provide a place for struggling alterists to leave. derick almena and his family and dozens of others lived in that warehouse for the last three years. the city says it wasn't up to standards or zone for residential living. >> i'm only here to say one thing, that i'm incredibly sorry and that everything that i did

pat collins has the story of the search for that suspect live in silver spring. >> reporter: wendy, they want this guy bad. he robbed this gas station, then he came outside and carjacked a woman to make his getaway. a string of robberies that are getting scarier and scarier, all caught on camera. it was almost one month ago to the day that i did a story on this bp gas station on georgia avenue in this gas station robbed three times by the same gunman. each time he made the same demand. newport cigarettes and cash from the register. each time he brought his own plastic bag to collect the loot. and each time he got away. since i did that story back on november 7th, this bp station

the cause still under investigation. only four of the usual six southbound trains on the fredericksburg line are running right now. but they expect service to return to normal by tomorrow. in fairfax county, residents who have complaints about alleged police misconduct have a new place to turn. today the fairfax county board created a police review panel stemming from the death of john gear, an unarmed man shot by the panel will take a second look when citizens don't think they got a fair shake from police. bureau chief julie carrie explains how it works. >> opposed say nay. >> reporter: the post created nearly unanimous. it's the latest of many reforms put into place after the 2013 police-involved shooting of an unarmed civilian, john gear.

maryland county and headed off to the eastern shore. so, really, that's where they're getting the messiest of the storm team 4 radar. area of low pressure will move north along the virginia coast and jet out to sea tonight. we'll continue to see this rain stream up here while it starts to end in the southwestern portion of our area. again, it will end from southwest and eventually end from the north to northeast as we continue evening. but we're dealing with this rain. even a little wintry mix. i know we had some people that saw it today. dulles and places in loudoun county recorded just about a trace of some of that wintry mix. winter weather advisory for areas to the west and into western maryland for wet rain and sleet. most areas are above 1500 feet. it was a cold rain out there. temperatures in mid-30s to low 40s right now.

weather alert coming up. time to open the home in florida, darling. news4 responds to a woman who couldn't leave her house because of a broken wheelchair. she says the company ignored her calls for months. >> when her health took a turn for the worse, she knew she needed help and that's where susan hogan steps up. >> that's right. imagine having a disability that requires you to rely solely on a wheel can confined to her home. feeling helpless and homebound, she called news4 responds for help. >> reporter: for seven months these four walls in ann's small apartment began to close in on her. >> i was basically homebound. >> reporter: unsteady, using her walker, she was so afraid to leave her home. her only means of freedom, her wheelchair. but in march it was delivered broken. the leg rest wouldn't lock. >> therefore, i couldn't move

this, wobbly, back and forth. >> reporter: she reported the problem to the company that delivered the chair. after multiple failed attempts by technicians to fix it -- >> no call back. this went on and on for weeks and weeks and weeks. finally june 15th they picked it up. said they were going to take it to the warehouse and fix it. >> reporter: the months wore on. the wheelchair company offering very little help. >> the three options they gave go to another company or take the chair back as it was. >> reporter: unable to leave her home, she sat sedentary for so long, she says she was admitted to rehab for physical therapy. for a month. >> my doctor sent me there. i was getting stiffer and stiffer by the moment. i was sad. i was sad. >> reporter: ann went as far to seek legal help. >> they told me my problem

pu institute krk council gave preliminary approval to a sweeping paid family leave bill. they say it will provide desperately needed family assistance. >> some critics complain two-thirds of the benefits will go to people who live in the suburbs, work in the district, but necessity don't pay taxes here. >> reporter: the paid leave bill drew a big crowd to the wilson building downtown. police called in to ensure safety. meeting. >> reporter: the official council meeting started two hours late, in part because -- >> there is more -- >> it's my -- >> reporter: council members at breakfast squabbled with each other discussing the bill. one of the most progressive in the nation. but it excludes federal workers not subject to city tax that pays for it. the measure would provide eight weeks of parental leave down from the original 16 weeks proposed. six weeks for family leave care.
