what are you hearing? >> good evening. this movement to eliminate or extend the statute of limitations on sex assaults started when penn state coach jerry sandusky was charged and it gained momentum after allegations about bill cosby began to surface. there was a law to eliminate the statute for criminal cases. a separate bill would do it for civil cases. but the man in charge of ri >> reporter: charlotte fox. the chair of the judiciary committee who met with fox and her attorney today declined to hold a hearing on the legislation.

committee. it should become law. >> reporter: despite the bill being introduced over a year ago the committee has been too busy to hold a hearing. >> i have had close to 300 pieces of legislation. >> reporter: council member david grosso introduced legislation appreciates mcduffie chairs a busy committee. >> i wish he could have at least held a hearing. >> reporter: the years the archdiocese has supported efforts to eliminate the statute of limitations for criminal prosecution of perpetrators of sexual abuse in the district of colombia. it opposes the bill on civil cases. >> the church is afraid they will have to be held accountable for the actions of the priests they kept hidden for so long. >> reporter: legislation dies at the end of this year. both say they will reintroduce bills.

place where police say this man sexually assaulted a woman on october 19. police are just now releasing the sketch. word of another sex crime in georgetown has many worried like georgetown university sophomore kalen kochs. >> it's been concerning to students because a lot of students walk in the area. >> reporter: the water front park assault is the first incident like this reported in georgetown since august. on knife grabbed a. wo, covered her mouth and threw her down. she scared him off. a few blocks away a man exposed himself to a woman. on potomac a man touched a woman on the steps of a home. >> one sexual assault is troubling. when you have three or four it is a concern. >> reporter: commissioner solomon helped set up a community crime meeting with police last night. he said police are stepping up

>> patrols are becoming more visible. we are getting more for the christmas season as well. >> reporter: council man jack evans was at the meeting. he says sexual assault in georgetown has gone up since last year. >> they are up 100% from last year. now they went from five to ten. i don't want to alarm everybody that they are out of control. but ten instead of five is a significant increase. >> reporter: police hope someone recognizes this face so those numbers don't keep on nothing will happen. i guess it's not the case. >> reporter: police say they are just releasing the sketch now. almost two months after the sexual assault. doing so any earlier, in their words, would have compromised the investigation. coming up tonight on news 4 at 6:00 council member evans talks more about ways you can protect

some changes could be coming to arlington county. >> the board is preparing for a vote for what towing companies can and cannot do. looking into how the new policy might be affecting you. david? >> reporter: hey, wendy and chris. a lot of folks felt the feeling. you run in somewhere, do some errands, get something to eat. you look for the car and realize it's goep. guidelines and restrictions on how companies can tow your vehicle. matt spent several months becoming a towing expert of sorts. it's a role he assumed after parking illegally in april. matt returned to find the suv gone. >> i went to pick up the car and

the tow company disputed his damage claims. the whole experience motivated matt to get more involved. >> whether you have been towed or not this legislation is important to consumers in order to protect them if they get towed in the future. >> reporter: he's now a nonvoting member of the board. >> the problem is they require us to have an equal number of towers, equal number of police and only one the board thinks the board should have more voting residents on it. currently it is mostly made up of police and towing companies. >> i believe we are out of whack now and we need consumer protection. >> reporter: at the november meeting the group pushed back against certain towing restrictions including a proposal for more photographic evidence. >> the requirement for four pictures, one from each corner

condition of the car at the time of the tow. >> reporter: the companies are against what's known as second signature when a business owner has to sign off for each on-site tow. i did speak by phone and over e-mail with several owners of local tow truck companies. they weren't able to go on camera. they say for them it's a concern of safety. they worry the new restrictions being proposed could keep tow truck operators on site longer, cause emotions from the are no longer there, erupt into conflict. that's the biggest fear. one of the companies said they have 12 assaults on drivers, something they are hoping to avoid in years to come. coming up we walk you through the timeline on when some of the proposed restrictions could be happening. chris? >> more complicated than it looks. we have learned the trump cabinet is starting to come together. the president-elect is expected

it would speed up the process for confirming president-elect donald trump's choice for defense secretary. retired general james mattis. the fate of the bill in the senate, not certain. crews are making progress on the inaugural platform outside the u.s. capitol, the structure on the west front lawn will hold about 1600 guests incluing former presidents, supreme court justices and members of congress. construction began in september. it is expected to they can begin dress rehearsals. >> we lost an american icon today. john glenn was the first american to orbit the earth. >> he made history again decades later becoming the oldest person to fly on the shuttle. mark barger has more on glenn's

1962 blasting into space aboard friendship 7. glenn became the first american to orbit the earth circling three times before his capsule came down in the atlantic ocean. he returned to a hero's welcome including a ticker tape parade in new york city. glenn wanted to fly again but president kennedy grounded him, not wanting to risk the life of a new space hero. glenn retired from nasa in life serving four terms as a democratic senator from ohio. in 1984 glenn ran unsuccessfully for president. at 77, nasa gave glenn another opportunity, a chance to become the first senior citizen to go into space. >> i always wanted to go up again. i never thought age would become an advantage. >> reporter: glenn went through a battery of physical tests and then in october, 1998 --

a maryland's couple's hopes of getting the claim approved sunk when the insurance company denied a refund on the nearly $5,000 cruise. the reason? a life-threatening illness the couple didn't know about. globe trotters betty and walter have cruised the world for 38 years. they have always purchased travel insurance. just in case. >> we always get travel insurance. cruise of a lifetime. it would have been their 39th cruise. >> we were going to fly to germany and board a river boat and river cruise from there to amsterdam and other places in germany. >> reporter: they booked the trip and purchased travel insurance from the same companies they have used for 38 years. however, at a routine doctor's appointment weeks before walter had a biopsy out of precaution.

set aside the verdict against castillo. a jury recommended a life sentence and 16 years. 2014, police say he broke into his estranged wife's home, suffocated her and hung her body in the shower to make it appear she committed suicide. sentencing is tomorrow. it is scheduled for 1:00. traffic changes coming to a busy road in bethesda after a deadly 81-year-old ned gaylin was hit and killed in october when he was riding his bike on the capital crescent trail. officials plan to change the road's traffic so it will merge to one lane in each direction at that intersection. the speed limit will be reduced from 35 miles per hour to 25. >> it's chilly out there. the wind is blowing. we are starting to look ahead to the big weather alert day
