we'll hear from the carjacked woman at 6:00. back to you. >> thank you, pat. new details tonight about a shooting outside an elementary school in northeast washington this morning. d.c. police tell us the victim had just dropped off his girlfriend and child at harmony u d.c. public charter school. he was sitting in his car behind the school when someone pulled up alongside him and opened fire. he was shot in the arm and a bullet grazed his stomach. he ran inside the school for help and the shooter got away. more on this story coming up in a live report in ten minutes. the teen accused of shooting an alexandria taxi driver has been indicted in the case. the 16-year-old is charged as an adult. he's accused of shooting the yellow cab driver at a taxi stand here at the shopping center back in september. that driver was in the hospital for weeks in grave condition. the teen could spend life in prison if found

a train split apart today while it was carrying passengers. it happened at 9:00 this morning at the twin brooks station. some riders had to e evacuate the train and walk down the tracks. now metro is trying to figure out how this happened. adam tuss is live at the twin brooks station tonight with new details. >> reporter: that's right. this is something that simply should never happen. the problem was the coupler that holds the rail cars together came apart. take a look here and you can see this was not two separate trains, rather one train that became separated. it happened around 9:00 this morning as the train headed towards shady grove literally just came apart. riders had to get on the tracks after this happened and walk back to the platform. >> my first thought was they need to figure out why that happened so it doesn't happen again. >> investigators out here doing a lot of measuring and digging today focusing on wooden rail

an intelligence briefing on russian hacking before they cast their votes. donald trump is still casting doubt on that russian hacking intelligence. he blames the cia findings on political sour grapes. and this morning he tweeted this out unless you catch hackers in the act, it is very tough to determine who was doing the hacking. all of these headlines from october 7th a month before election day in "the washington post" here you read them. this is from "the washington post." u.s. government officially accusing russia of hacking campaign interfere with elections. this from "the new york times." russia directed hacks to influence elections and this one from breitbart. it blames russia senior most officials for hacking political site

this comes from trump's chief strategist who is heading up that alt-right website. the cia did not go as far as saying russia was specifically trying to help donald trump win until last week. there were several new developments today in the green party's effort to recount votes in three key states. in pennsylvania a federal judge blocked the party's request to have paper ballots recounted. a federal judge in michigan ruled to stop the recount there and the recount in wisconsin wrapped up today and donald trump is still the winner. hillary clinton gained 25 votes from the recounts she trailed by 22,000 votes. the presidential inauguration is just six weeks away. many people plan to come and celebrate donald trump. but protest groups are complaining they still cannot get their demonstration permits. tom sherwood is here with the story. >> it's all in the hands of the u.s.

one group is suing to get those permits. the inauguration stand on the west front of the capital. the land out front to be filled with those watching the january 20th inaugural. but 20 different groups say their park service applications for a protest that week near the inaugural and parade route are effectively being denied. none has been issued and there's no deadline to do so. the groups say it's hard to organize unless they can tell people where to show up. >> that really goes to the heart of the problem. the constitution cannot tolerate what the park service is doing. >> reporter: the partnership is suing in federal court saying the public lands should be available tr protests, not just celebrations. >> it is about the first amendment. people have the right to speak out. this is the nation's capital. >> the park service won't comment on the suit. it tells news 4 it reserves a year in advance all nearby land for the

committee. anything not used is given over to protest groups. >> any groups larger than 25 people requires a permit. permits are processed on a first come first serve basis. >> the park service says it's following rules it established for 2008. some visitors on the mall today said they are not concerned it if protesters aren't nearby. >> i'm kind of antiprotest as much as i'm not happy about trump, everyone needs to get behind him now. i don't think it should be mired with negativity and all that. >> the inaugural committee says it's working hard to decide which space it will use. we're waiting for the court ruling. the protesters are coming from around the country. they don't know where they will be or if they u will be anywhere near the inauguration. >> they are still going to show up. >> but if you have anynd

now to the the latest after a man got shot near a d.c. elementary u school just hours after dropping off his kid. it happened just outside harmony public charter school in northeast d.c.

>> reporter: the victim and the person who shot him are known to each other. an arrest warrant has been issued, but no arrest has been made yet. police described shooting as domestic in nature. parents and teachers are deeply concerned by this. students were already inside the time the shooting happened. this is just too close. >> after the child was in the school safety, a vehicle came up on the scene. shots were fired as the victim suffered a nonlife threatening injury. as a result of that, our investigators were able to obtain an arrest warrant for the suspect in the case. >> reporter: the staff here at the school is a tremendous job of insulating those children. young elementary schoolers from what was going on d.c. mayor bouzer came here to thank them for that. we'll show you that at 6:00.

storm of the season for parts of the midwest and the northeast. boy, you can certainly tell. more than a thousand flights cancelled. hundreds of accidents and as kristen reports, once the snow leaves town, the cold weather is next. >> reporter: hello from a snowy burlington, vermont, where the snow clearing is in full swing here. . this storm has already been a a travel nightmare. >> a scary scene in detroit as a plane slid off a snow-covered runway. 70 passengers on board delta flight 724 were unharmed. the aircraft struggled to brake slide i sliding on to the grass and only adding to the chaos across the midwest airports. more than 1500 flights cancelled leaving travelers scrambling. >> call before you head to the airport. >> reporter: the midwest hammered with more than a foot of snow falling

michigan. at at lambeau field in wisconsin, crews feverishly cleared the field for the packers game. but in buffalo the bills and pittsburgh steelers had to play in the snow. it wasn't just snow in parts of the pacific northwest. ice had traffic at a standstill. >> i have been driving truck for 21 years. this is one of the worst storms i have seen. >> reporter: in minnesota reports of almost 900 crashes and more than 400 vehicle spin outs since saturday. back in the northeast, snow mixed with freezing rain made for a dicey commute. if you're complaining about this weather, just wait. the siberian express on the way here in the northeast we could see a high u in the teens. places in the midwest could see minus 30 windchills. that's the latest in burlington. back to you. >> so let's go where it's warm.

golden globe nominations were announced. that's "la la land." it sang and danced its way to seven nominations. "moonlig "moonlight" got six nods. you may recall the backlash from the oscars a couple years back. joe fryer joins us live with a closer look at how things have changed. >> this year started with yet another oscar so white controversy. it's end iing this it year with today's global globe nomination us and a diverse mix of nominees.

and analysts say u many of these actors have a good chance of scoring oscar nominations when they come out a month from now breaking that oscar so white streak. today i spoke with a woman who created that oscar so white hash tag nearly two years ago. she told me it's been a strong year for movies that reflect the african-american experience. she created that in 2015 when all nominations for the oscars went to white actors. the same this year prompting a boycott. a very sering monologue from chris rock and the academy made moves to diversify voting membership. the hope is between that and some of the new movies coming out this year we'll see a different story when this year's oscar nominations come out. >> i saw the trailer for that is it looks powerful. what about the television end? >> the theory has always been that television has been light years ahead of movies when it comes to v

we saw a pretty nice day on our monday. not bad at all. take a look at the sunset behind me. venus just above the western sky there. center city looking pretty good this evening as we make our way out. currently 52 degrees. winds out of the northwest at 6 miles per hour. partly cloudy skies. that will allow temperatures to cool, but it's not going to be all that it cold. 43 in winchester. dulles airport coming in at 49 degrees. our friends down to the south around 54 degrees. hour by hour, temperatures dropping to the 40s and upper 30s by around 10:00 tonight. so it's going to be chilly, but that's what we expect this time of year. not nearly as cold as over

firefighters are still trying to put out a fire at a trash incinerator plant that's been burning for several days. >> the fire started thursday night on martinsburg road. there are growing concerns about the impact on residents who live nearby and the environment. darcy spencer is there live. >> this plant is in a pretty rural area not too far from here. the fire is continuing to burn at this hour. . also this building right here behind me i can tell you the smoke in the area here is still very thick. me

environmental and health concerns. they have been fighting this blaze around the clock since thursday evening. the fire at the trash incinerator plant is under control, but it's not out. it could take days before it's extinguished. it's confined to this building, which is full of trash. >> opened up the roof and sides of building, but every time we try to control the fire with water, it generates more smoke. >> reporter: this is where haulers bring the trash. it's in what's called a tipping building where trucks drive in, dump waste. it only took an hour to contain, but the fire is still smoldering. residents may be able to e see smoke in the area for several days. >> we have been assured that the smoke is not hazardous to a degree to cause ill effect or health challenges

his son's battle with opioid addiction. he's hoping it will encourage others to come together to find solutions. julie carey joins us now live from loudoun county where the delegate is holding a community meeting. >> reporter: delegates will be here tomorrow night. there will be a vowing of the film "heroin: the hardest hit." then he will share his family's personal experience with the growing kroi sis of addiction. when john bell, a retired air force major, ran for office in 2014 it was his son josh also a veteran who appeared in one of the campaign ads. he had no idea at the time his son was addicted to opioids. he was given pain pills after a car accident and then couldn't get off them. in a letter to the editor, bell revealed it wasn't until this
