government agency. that would provide up to eight weeks of paid family leave. under a second plan, companies themselves would have to provide the league without any tax. council vote is expected to be very close. it's called hb-2, but a lot of people call it the bathroom law. it may be on the way out. state lawmakers are set to meet to repeal the controversial law. it includes requirement that people use bathrooms that match the gender on their birth certificate. today the charlotte city council repealed the antidiscrimination ordinance that led them to pass the law and the general assembly is expected to it repeal it. changes are coming for d.c. college savings program. the i team create d a calculato that found many residents could save thousands by. investing in another state plan.

crash captured on cell phone video. a local neighborhood is not shining as brightly as usual on this holiday season. why a home known for its e elaborate holiday display is in the dark. >> the news 4 i-team uncovers teachers accused of sexual misconduct went years without their it teaching license revoked. for the first time tonight, we're hearing the 911 call made in connection with a murder in montgomery county. a rapper was sentenced today in that murder. >> what the victim's family isn't happy saying there's no justice for their son. darcy spencer has the call that started the investigation and the reason the judge says the case ended the way it did. >> i just got a phone call from my son. he hit someone in clarksburg.

a local school district drops the ball again. a teacher admitted to assaulting a student who escape ued with his teaching license intact and found a new job in a different district and struck again. >> there were no other licenses in question like that, but the i-team found that's not the case. >> scott macfarlane uncovers other teachers accused of sexual misconduct whose licenses languished for years. >> to protect his daughter's identity, richard asked we not show his face. >> i feel there's an institutional pattern to sweep it under the table. >> his daughter went to west potomac high and said her

her. two of her classmates accused the teacher too. >> she had the least of the problems. her friends got it worse. >> reporter: a school district memo called the behavior grossly unprofessional. the teacher was charged with assault and fired. yet the i-team found fairfax schools failed to send in the paperwork to state officials a as required to revoke the man's teaching license until 2012, 7 years later. >> their image. to keep it out of the news. >> you don't think it was an accident or an oversight? >> no, they are avoiding transparency. >> reporter: the i-team sdovrd what ould cohappen with they fail to ensure a teacher. in 2004 an english teacher was arrested and pled guilty to assaulting a male student in his classroom. public schools notified virginia education department officials and intended to e revoke his license to keep him from teaching again.

the school district didn't follow through. his license remained intact for years. allowing him to land another teaching job in 2007 near baltimore. where police arrested him a second time for sexually assaulting another student. hepled guilty to that crime to do. the district was unaware of any similar cases in the past decade. the school superintendent told david culver the same thing. >> how confident are you that no one else has fallen through? >> the news 4 i-team found two more cases. two more teachers who slipped through the cracks. the school district knew about them and didn't tell us the full story. it took them five years to provide the paperwork needed to cancel the license of a teacher who pled guilty to the delinquency of a minor. investigators said they fnd

inappropriatehotos of the female students of their breasts and butt tox. it wasn't until a few months ago. >> it's problematic of any school to have that situation. >> reporter: it wasn't found by fairfax schools, but an investigator of the department of education in richmond who spotted the case while pulling records for our i-team report. >> is it problematic? licenses left languishing for seven years before they are it revoked? >> definitely. if there's a basis for action against a license and any time passes before the action is taken, that whole period is troubling. >> we wanted it to know why mistakes were being made. and asked schools to talk to current superintendent. instead they provided us a human resources official. >> do we know why it took years? >> i have been here since january. i can't speak a a lot to the previous practices. what i can tell you is 2013 we took a hard look
