out there continuing right now. storm team four radar picking up the snow into parts of fairfax county. take a look at what we saw earlier. snow and sunshine. man, i was loving this earlier. the snow was coming down and the sun was shining as well across our region. that's exactly what you see with the lake effect snow bands. they come on through, bring you a quick burst of snow, and then you see the sun and more snow coming down. pretty cool to see that snow out there. there it is on the radar, continuing to see these snow showers moving on through. you'll see one and then a break and then possibly another one. right now, tracking one through montgomery county and howard county. another one in southern portions of the beltway, springfield, alexandria, maryland, you'll start to see those, too. the rest of the area, we'll start to see those on the decrease as the sun goes down. still, a very cold night tonight. temperatures quite chilly. tomorrow, new year's eve, looking good. i'll have that forecast and the next chance for snow in my forecast. and of cur

the nbc washington app at any time. check out the radar on your phone. >> thank you, doug. >> now we want to move to new developments on the u.s. sanctions against russia, despite calls from top russian officials to retaliate, president vladimir putin says he's going to hold off. >> it's a move praised by president-elect trump. he said this on twitter, great move on delay by v. putin. i always knew he was very smart. nbc's lucy kafanov has a look at the strategy behind putin's response. >> reporter: traditionally, historically, when the hints of one country are expelled, the other country follows suit. that was the expectation for the kremlin today, also the recommendation from russian foreign minister sergey lavrov. in a surprise move, president putin declined to do that. in a statement issued earlier today, he said that we are not, and i'm quoting here, we're not going to stoop to the level of

irresponsible diplomacy, and we will take future steps to restore russian/american relations. what president putin doing here is effectively waiting for donald trump to take office on january 20th. here comes president putin effectively domestically the way russians perceive him, he looks like he's taking the high road by declining to retaliate, by inviting the diplomats' children to orthodox christmas celebrations and new year's celebrations at the kremlin. what he's doing is scoring domestic points in russia, and abroad, he's throwing the ball back into donald trump's court. the kremlin and russians believe that they will have better relations with the united states under donald trump, and they're simply waiting until january 20th and refusing to antagonize the incoming administration at this stage in the game. lucy kafanov, nbc news, moscow. it was moving day for russian officials on the eastern shore of maryland. paf

called for the compound in centreville to be closed. a caravan of vehicles was seen leaving just before noon today. derrick ward continues our team coverage. he talked to some people in centreville who say the russians always seemed friendly to them. >> reporter: the big house out on the point, it's been no secret to the people of queen anne's county that the russians have been here. take a look at a rare view insi inside. these pictures were taken during an open house three years ago. since yesterday, it's been no secret that russians are leaving. as of noon today, the gates were locked and they were out. >> exciting day. a lot of people talked about it, the talk of the town. >> issues of international relations, or for the people in d.c., residents of this part of queen anne's county say the russian neighbors haven't been a problem. >> they have been involved in the community, not necessarily, but they shopped where i worked at the stores. you see them around from time to time. not unfriendly. >> now am

between the u.s. and russia, the president has ordered this compound be shut down. retaliation for alleged russian interference in the u.s. presidential election. the president says this house has been used for what he calls intelligence related activity. >> it's surprising something like that is happening in such a quiet and small town. >> although there have been rumors of spying and eavesdropping since this property was acquired in the '70s by the soviet union, a generation later, there's still anecdotes about what is going on here. >> the irony of it is is my children complain about their internet access out here. to think somebody out there, pioneer point, might have better internet access that they can get around the world and into everybody's computers and spy on them. >> most of the people here in centreville thought the russians were just people seeking the peaceful waterfront environment that attracts a lot of people to this community. >> never thought it was anything other than a retreat

r & r. >> the overwhelming sentiment we seem to be getting is the russians were good neighbors, neighbors they hate to see go, and perhaps they would like to see come back. in centreville, maryland, derrick ward, news 4. thanks, derrick. months after the death of a baby in the district, d.c. police have arrested the person they say is responsible. it is a developing story. we're working on right now. back in july, police responded to a home on new york avenue in northeast and found 1-month-old christopher conley unconscious. he died at the hospital a few days later from blunt trauma to his head and neck. police just ruled his death a homicide. >> the autopsy came back, of course, the autopsy was performed by the medical examiner's office. the result was that they ruled it a homicide. which led to us arresting a mom for it. >> deanna conley was arrested in philadelphia on tuesday and brought back to d.c. to face first degree murder charges. >> ce

county are looking for suspects after a man was found shot in his own home. neighbors called police last night after they heard gunshots coming from the home in capitol heights. moments ago, police e-mailed us the name of the victim. 44-year-old khalil wiggins. no word yet on what may have led up to that shooting. >> it will likely be president obama's last trip to chill, and he'll be there to defend the affordable care act. nbc news has learned that the president will meet with house and senate democrats next week. he'll discuss the ideas he has to strengthen the affordable care act and the concerns he has about congressional republicans' effort to repeal that law. president-elect trump supports repealing and replacing obamacare, but he hasn't said just how he'll do it. trump has also said there are certain pieces of the law he wants to keep. new details about some of the inauguration events taking place right here in washington. a presidential inaugural committee spokesperson told

parade will last no longer than an hour and a half, as trump plans to work after the ceremony but before going to the inaugural ball. also announced today, more than 40 groups and bands from all across the country will take part in the inaugural parade, including the ones you see listed right there from virginia. no band from the district applied to take part in this inauguration. we have more details on that and all of the cities the do have bands participating up right now on our nbc washington app. >> during the week of the inauguration, a number of bars and restaurants will be having very late last calls. one place that's not going to be partying into the wee hours, trump international hotel. the d.c. law allows for extended hours to serve booze until 4:00 a.m. during holidays and the week of inauguration. nearly 200 bars and restaurants and hotels have been granted those extended hours for that holiday weekend. and dozens have applied for the same for inauguration. last call at trump international

so when you think of new year's eve, there's a good chance that that may include a champagne toast at midnight. in montgomery county, you may have a hard time finding certain types of bubbly for the night. bethesda magazine says some shop owners are having a hard time grabbing certain brands. i just need to know if it's the $10 bottle, $15, $20. they told the magazine some suppliers had shorted the department, and other brands were available. again, i need to know the dollar amount. >> perfect. >> i'm trying here. >> the district ban on products made from styrofoam will become tougher next year. other sites of containers will have more bans and how this affects restaurants and one man is selling his used styrofoam. >> for the past year, anyone

they're leading to injuries, and in some cases, arrests. talking about a series of mishaps and rule breakers out in local woods in our area's popular hunting season. we found a spike in these incident while reviewing police records in a story you'll see only on news 4. >> it was a long walk out of the woods for two hunters who made a long drive to hunt deer. donny branch said they traveled from dauphin county, pennsylvania, for a day in a gaming area near poolsville. >> 12-gauge shotgone. >> they carry their permits and wear their orange, in part because they're worried not all hunts follow the rule. >> you see people sneaking on private property and sneaking out. >> others, he says, are just careless. >> a lot of guys they might shoot anything that moves. little ones, big ones. so i don't want to be shot. a

and maryland state natural resources police records show there have been hunting rules violations by the hundreds this year. some hunting while drunk. others hunting from their cars. 90% of the violations, according to virginia authorities, occurred during deer hunting season. irmaryland earlier this week, a man was charged with hunting on private property. he was seen near this private community with a bow and wearing camouflage. and they say he poached, failing to report the deer he killed. in recent days, these two men were charged with dozens of hunting violations in howard county and baltimore county, shooting deer from a car, dumping the carcasses in the woods, and not reporting their kills, according to police. news 4 followed along in maryland natural resources police officer brian patrolled state gaming area. >> we get them right when they're coming out of the woods. >> he checks the licenses and gear to make sure no one is targeting dear on priv

increasing risk in our area because homes sit in close proximity to designating hunting areas. >> there's a big advantage to it, if it's an area not hunted at all, that's where the deer congregate. >> three west virginia men are scheduled in court in rockville in two weeks accused of illegally hunting at night and out of season in the woods in maryland. many of the incidents we found ended up with people being hurt, even killed. that part of our story tonight on news 4 at 6:00. for now, in poolsville, scott mcfarland. news 4. police hope that surveillance video will help them track down a person who they say robbed a cell phone shop in the district. it happened yesterday in the morning. you can see right there the person walks into the cricket wireless on columbia road in adams morgan and hands someone behind the desk a note. investigators say the person implied they had a gun. the worker then

walk out. >> a woman is praising a police officer in texas for the way the officer handled finding the woman's son with marijuana. take a look. >> he decided he wanted to be smoking weed on the property, so instead of going to jail, guess what they're making him do? >> tough love. you can see the teen doing push-ups. apparently, the officer caught the teen smoking weed outside of a movie theater, and rather than take him into custody, he gave the boy the option to do 200 push-ups. on monday, the teen's mom posted the video of the teen struggling. it already has more than 200,000 views. >> kudos to that mom. >> hundreds of volunteers are working nonstop in pasadena, california, for monday's rose parade, and of course, the vibrant colors often come with diverse stories as well. we report from pasadena, california, where they're speaking to volunteers about what the floats mean to

county. all part of that system bringing snow across the great lakes. let's take a look at the wider view here. the big storm moved out yesterday. that's the one that brought a foot of snow or more to the foot of boston, but you can see the snow coming down from the lakes, across canada, the cold air across the warm lake, picks up the moisture and dumps to the east. to the west, garrett county, 6 inches of snow for some of the ski resorts. great skiing i think this weekend. if you're thinking of getting ski runs in, looking really good. now, beautiful out there. nice night, although it's cold. 37 degrees. the windchill around the freezing mark. temperatures will fall to the freezing mark by 11:00 tonight. the winds will start to die a little bit. winds gusting 20 to 30 miles per hour today. that's not the case anymore. now 15 to 25 miles per hour. hagerstown still coming in at 33. where you don't see a number, we're not reporting wind gusts there. we're starting to see them come down a bit. but the windchis

medstar georgetown for over a month after undergoing a bowel transplant. he's from a small town in louisiana where he's become quite close with the fire department and its members and even dreams of one day becoming a firefighter. recently, the city's fire chief reached out to officials here in the district, and today, members of d.c. fire and ems rolled up to the hospital with trucks and in full uniform to show their support for young hunter. the chief says he thought it would be a bit of good medicine as hunter recovers. the firefighters gave hunter his own fire helmet and declared him an hahnry member of the department. >> i always wanted to be, forever. i have never been one. now i can be one. >> hunter has been interested in being a fiefrefighter, this is awesome for him that he gets to meet guys not from his home town, but from washington, d.c. and let him know we all care about his wellbeing. >> hunter and

in most areas. but these are the current temperatures in the weather underground network, 35 in frederick, 36 in mt. vernon. just saw snow showers in the last hour. have you at 38 degrees. here's the current radar. you notice the showers coming through, but not a lot going on. we'll still see a couple more tonight, but for the most part, just about over with. the only exception, waldorf right now along 301, around route 2 and annapolis, some showers there. any time the sun goes down, very hard for them to stabilize themselves. we're seeing those die off. they're done to continue up here toward the great lakes. that's where they came from, they made their way across the great lakes to the region. they need the sun to help, meaning the lift you need. as far as what it means for your new year's forecast, not much. a pretty nice forecast here. if you're going out new year's eve, looking good. 46 degrees by 4:00. 42 by 8:00.

so still having a windchill in the upper 30s for the most part during the day. by midnight, temperatures in the 30s. chilly, but not freezing like it has been in past years. sunday, 51 degrees. a perfect day for the redskins as we take on the giant in the must-win game. win and we're in. come on, guys. 50 degrees at 4:00. 48 at 6:00, and a chance of a light shower by 8:00, maybe as you're driving home, light showers, but looking good for the skins game as we take on the giants. a couple chances of rain monday and tuesday. 62 degrees on tuesday, 58 on wednesday, then looking at friday and saturday. right now, it looks like friday has a chance for very light snow. saturday, though, could be a bigger storm. this would be a storm that does have a good chance of some wintry precipitation, whether it be snow, ice, rain, still waiting to see that. still seven days off, so a lot of time to watch. we'll watch it for you. the pattern is ripe for a storm.
