do we make of vladimir putin's decision not to retaliate? is it some sort of an admission or do you think he's waiting for trump to move into the white house? >> right now, you're witnessing this clash of the titans, president obama, donald trump, now vladimir putin involved as well. obvious he's effectively trying to cultivate a relationship with donald trump that he did not have with president obama. he says he reserves the right going forward to punish the u.s. in some form, but what was striking is when we spoke to administration officials today, they were surprised by this move. theyimented there would be some form of a tit for tat response, and even top democrats were telling us they were surprised, they viewed it as a shrewd mood, trying to flatter donald trump. >> what do you make of the president-elect's tweet today, calling putin's actions very smart? and on the other hand, you have senator john mccain calling for a hearing on russian cyber threats.

like a big divide here? >> you're right. what's sort of striking is donald trump's position is incompatible with leading republicans and democrats, fr k frankly, right now. he didn't just call it very splart. he said it was a good move going forward, and a lot of top officials who are very familiar with what goes on between the u.s. and russia says it's not clear what he's trying to accomplish with this right now, but as he indicated in the first statement immediately after the sanctions were put in place, it's time for the u.s. to move on to bigger and better things. he'll meet with intelligence leaders to get all the facts early next week. >> peter alexander, thank you so much. and again, you can see peter filling in for lester holt tonight on "nbc nightly news" here in washington at 7:00 right after news 4 at 6:00. >> and we have new details about some of the inauguration events taking place here in washington. a presidential inaugural committee spokesperson told

inaugural parade will last no longer than an hour and a half. he said president trump plans to work after the ceremony before he goes to the ball. also announced today, more than 40 bands across the country taking part in the inaugural parade, including the ones you see listed here from virginia. however, no local high school marching bands are participating. none. we have more details on that and the bands that are involved right now in the nbc washington app. >> the president-elect will have much to celebrate this new year's eve, and inauguration week. but his d.c. hotel will not be joining the hundreds of establishments taking advantage of late night alcohol sales. news 4's mark segraves joins us live to explain that. mark. >> good evening, yeah, d.c. law allows bars, restaurants, and hotels to serve alcohol until 4:00 a.m. on special occasions, but behind me,

gunshot wounds tuesday afternoon, and he later died at the hospital. with one day left in the year, homicides in d.c. are down slightly. the latest d.c. crime stats show 134 homicides in 2016. that is down from 162 last year. but still, that is much higher than any of the years from 2011 to 2014. >> a troubling year it's been in prince william county where homicides have reached an all-time high. 22 homicides in the county this year, more than double the number from last year. last month, detectives told us that gangs and drugs are involved in many of the cases. >> the last two years, i have definitely seen an upswing with gang violence. >> to combat the violence, police are investing resources into their gang and narcotics units. >> all right, this time tomorrow night, the crow

we just learned the name of a man that was killed in capitol heights last night. prince george's county police say 44-year-old khalil wiggins was shot several times inside his home on byars street around 8:30. he wound up dying at the hospital. police tell us they believe wigan was targeted but they're still investigating motive. at this time, no arrests have been made. >> here in the washington area, our local new year's eve celebrations aren't quite on the same scale as those in times square, but there will still be a lot of people out and about here in the washington area, ringing in 2017. >> yeah, we still know how to party around here. and police have a warning for everybody. not only about drunk driving, but making sure you don't fall victim to a crime. david culver is live with that message, david. >> hi, there. we chose to be here in clairenden because this is expected to be a popular spot to ring in

of snow over new hampshire. in some areas, the snow fell at about 6 inches per hour. >> so are we going to get more tonight, doug? >> you know, we did see those snow showers out there today. i don't think we'll see more tonight. the snow shower activity is really winding down as the sun has now gone down. you need the sun to create that stability, that lift in the atmosphere to get the clouds moving. you can look at the radar. there's just nothing out there across our area. maybe toward the west here, seeing a couple of those in west virginia. we'll track them, continuing to, but notice how we're in a dry spell. earlier, you had a number of snow showers around the region, all courtesy of the low pressure to the north, and wind coming across the lake to our area. the lake effect snow making its way to the coast. kind of tough to do that, but we see that every couple years here or a couple times of year.

scene at husband home in feather stone road in woodbridge november 10th. family members believe he left on foot. police conducted a new search around his home yesterday, but they didn't find any new clues. they searched the area several times now. >> a maryland cab driefr is in critical condition after being shot on the job. this happened last night just before 6:00 on ben's drive. this is in annapolis, when the police were there investigating, they found a man that was wanted on an unrelated warrant. when they were addressing that situation, they found another man, 18-year-old davonte johnson, that was interfering with the arrest. he was later identified as a suspected shooter. johnson is charged with attempted first degree murder and he's being held without bond. >> new developments in a $190 million class action lawsuit against johns hopkins. victims are now learning what they're going to get, 9600 women say they were victimized by a

a little boy who is spending the holidays in the hospital got a special surprise today at medstar georgetown. members of d.c. fire and ems showed up in full uniform with their truck to wish hunter scarborough well. he's from a small town in lose lose and has become close with the fire department there. he's even hoping to become a

you don't know in the public hunting lands, you don't know who you're out there with. you don't know how safe they're being. and accidents happen. >> a news 4 review of incidents reported by virginia and maryland shows hundreds of violations this year. hunters without licenses, hunting while drunk, and hunting from cars. wednesday, a buoy man was charged with hunting on private land and poaching. police say he was spotted near this community, and in recent days, these two men were charged with dozens of hunting violations in howard county and baltimore county, shooting deer from a car, dumping the carcasses in the woods, and not reporting their kills, according to police. news 4 followed along as maryland natural resources police investigator brian canvassed state hunting areas checking to make sure they're not near private homes. >> if we have a complaint saying

what do we get? we'll talk about it in a second. what do we see now? we saw snow showers earlier. curre currently, looking good. 37. giving us windchills in the 20s for the most part. actual temperatures on the weather underground network, 34 in leesburg. winchester at 34, and a little cool around the poolville area. current windchill, 21, pittsburgh, 31 in ocean city. talked to friends going to the beach for the new year's holiday. why not? the beach is always great. we have seen snow showers come through, but notice, they came through here widely scattered, but now just a couple trying to move back in. can't rule out a couple flurries. most will stay west of 95. we may see a couple more as we make our way through the evening. all rotating around the big area of low pressure and bringing the winds across the

area, making it great for the ski resorts. libary mountain didn't see much. they have 12 trails. base, 8 to 16 inches. wisp reported seven inches of new snow yesterday and today. 14 trails. snowshoe picked up three inches of snow. 41 trails there if you're thinking of making the drive. a long drive, well worth it. i love snow shoe. great this time of year. as far as new year's eve inside the city and around the area, looking good, especially for the fireworks on the potomac in alexandria. 46 by 4:00. 42 by 8:00. 32 by midnight, it's chilly but not extremely cold for this time of year at all. it will be a little above average. during the day on sunday, a high of 51. 2017 ushering pretty good weather sunday. look at monday and tuesday, shower activity there, and then

already begun for the redskins. the season finale this sunday against the giants is real simple for the burgundy and gold. win and get in. jordan reed might be able to provide more assistance, and that quest this week. the talented tight end has not performed up to his lofty standards over the past month. since hurting his shoulder in a ten-catch performance against dallas, he's got two patches in the last four games. he also had to sit out twice, including last weekend in a must-win situation against the bears. that rest may have paid off. sounds like reed will be ready to dance this sunday. >> jordan looks great. he looks like a ballerina out there, man. very light on his feet. running and jumping. you know, we're not doing a lot of contact now, but i think he feels good with his shoulder. but you know, tomorrow, we'll get a better look at him again, and monitor him in pregame warm-up and see where he's at, how he feels when he puts the pads back on. >> if he's able to

i see a lot of carry over now. that's good to see. we have had a good month. we would like to close this month out with a good home win. >> 13-1 and undefeated in the big ten. maybe one day we'll talk about football teams, but mark terten's group has been exceptional to start the season on the bal court. maryland has not played a ranked opponent just yet, they have beaten the last three teams by an average of 22 points a game. their style of play is paying dividends. >> we're going to play the way we ned to play to win the game, the way i think defensively is the way to play. i liked our aggressiveness, the building was full. that was great. hopefully it's going to be full again on sunday. that's great for us, gives us energy, but we did look quicker. you know, and that was nice to see. so it's good to force turnovers, good to get points off turnovers because it's so harbd to score in league play. >> ith
