car this morning. top of the beltway, looking quite good. no worries. take a look in d.c. coming up in just a few. we are following breaking news right now. some people are waking up to costly damages. d.c. police say a man rammed into several parked cars. >> justin finch is live in northeast where this happened. what have you learned? >> aaron, good morning. just got off the phone with police. those details coming up in a second here. we are standing at 17th and benning road northeast here and right over there, right past that pickup truck where that power box is by the light is the pole the driver in this crash struck and he was taken into custody by police in that area right there. i want to take you now to video from overnight here with. about 1:00 or so this morning, police say they had a report of a driver who was driving erratically in a mercedes suv around the 1700 block of eighth street from where we are now.

cars that had been struck, that had been bounced into by this car and also by, we are told, responding police from prince georges county and also from metropolitan police here in this area arrive to go this scene, finding that driver and triefg to take him into custody. that is when he fled that scene, making his way over here and crashing into that pole we just showed you. what is unclear at that time is if that car was stolen or not. also the condition of that driver. we know he's an adult male. this crash is very much under investigation as are the circumstances under which this driver has this car. the driver has not been identified yet, but was taken in here at 17th and beng road. and also, there was a call for emergency response. so bringing you more updates as we get they will. live from northeast, justin finch news 4. back in to you. 5:03 now. a new era avenue power begins today on capitol hill.

the 115th congress will be sworn in and they plan to waste no time getting to work. >> their agenda revolves around dismantling president obama's affordable care act. the gop will have control of the house, the senate and the white house.. we have you covered on everything you need to know about this transition. >> so here are four things to know. as we mentioned, first on the agenda is repealing the affordable care act. . republicans hope to accomplish that in the first 100 days of donald trump's presidency. lawmakers plan to unlock reconciliation. that means individual committees will write repeal bills that will later be introduced to the full chamber. and prepare for a partisan showdown during the confirmation hearings on tt downtown's cabinet. democrats have their eye on rex tillerson. they plan to scrutinize his tax returnes and tie toes russia. but it may not make much of a difference. a 2013 rule passed by

states trump's non-supreme court nominees will only need a simple majority to be confirmed. the 115th congress will vote to restrict the office that investigates congressional misconduct in the house. the vote essentially gives oversight and investigative powers to the lawmakers themselves. the office will no longer release investigative information to the public, consider anonymous complaints or consider suspicious activity from before 2010. today, joe biden will swear in the senators. republicans will have a 52-48 advantage in the senate. in the other chamber, the house is expected to re-elect had paul ryan as speaker. once he's sworn in, ryan will administer the oath to the house members. the gop will hold a large 241-194 majority in the house. and among the lawmakers being sworn in today are democrats anthony brown and jamie raskin from maryland. the two incoming congressmen sp w

head to the nbc washington app for the latest developments. and news 4's scott mcfarland will be following all the developments today. 5:07 now. developing now, leaders in turkey say they are close to identifying this man. he's the main suspect in that new year's eve nightclub massacre. turkish police say he killed 39 people this past weekend. they also confirm this selfie video shows the man. the attacker is still on the run. his say they have his fingerprints. they raided a neighborhood in istanbul last night, but did not arrest anyone. the u.s. customs and border protection agency is back up and runninging. a four-hour long system outage caused very long lines at several airports yesterday. in miami, more than 30 international flights were affected. at least two people passed out whooit while waiting in line. people waiting from outside of the u.s. were being processed by happened. we spoke to travels and dulles

u-haul truck in southeast. they say several atms were discovered in the back of the truck off 38th street. there have been no arrests. so far, police do not know where the machines came from or even if there is any money inside. a security camera rebate program is the late effort push to get crime out of d.c.'s hill east neighborhood. last night, advisory neighborhood commissioner cathy henderson went door to door. she was telling people about the private security camera incentive ram. it will reimburse homeowners up to $500 to put up security cameras. but some people tell us cameras won't stop the crime. >> there are cameras everywhere in the city. you think people's packages stop getting stolen when they say cameras on the porch? you put a mask on, what is a camera going to do? >> home security footage helped police investigate this shooting. yesterday, two masked people robbed and shot a man b on

more on this rob, coming up. new this morning, a man is in custody for a deadly fire in indonesia. a tourist fairy caught fire on new year's day. the captain was arrested and charged with negligence this morning. 247 people were on that ferry when this happened. 23 were killed and moren than a dozen are still missing. an arizona airport is back open this morning after a pilot was forced to make a hard landing. a hawker jt landed on its nose. airport officials say the jet's landing gear collapsed. no one was hurt, but the entire airport was closed until a jet moved off the tarmac. prosecutors say barry's boston drug compounding center used expired ingredients and did not follow cleanliness standards. 750 people became

there is light drizzle following n now. these pockets of yellow, that's where it's coming down a little harder here in north carolina and just to the south and east of richmond. leading up to the light rain into prince william county, now into warren and clark. 81 and then coming right up 95. that will be coming right into the meto area here in about another hour or so. the steadier rain moves on through. how much rain? by the time it tapers off and ends by this evening, we could pick up as much as an inch of rain. all this area in blue, anywhere from .75 of an inch to an inch of rain. reagan national, 43 degrees. off to our west, we're in the upper 30s. so no freezing. don't have any icing issues. near 40 out of the mountains. low 40s around the chesapeake bay.

hour by hour, we'll have holding temperatures in the had mid 40s, steady here through much of the day. maybe briefly in the upper 40s, near 50 late afternoon. that's when the rain is going to be ending. damp and chilly, maybe a little bit of lingering drizzle overnight tonight. but most of it will begin to dry out. . by this time tomorrow morning, our pavement should be dry. throughout the day today, we'll have this rain off and on with us and tapering throughout this evening. tomorrow, we'll be up into the mid 50s by mid morning with sunshine, increasing sunshine. off to a cloudy start. then it plummets on wednesday night, down to the upper 20s by dawn on thursday. increasing clouds on thursday, into the low 40s during the afternoon. some light snow likely, moving on late on thursday night, lingering into friday morning. just a little bit of light snow, just a few snow showers, very little accumulation and mainly on grassy areas because it does look like our temperatures will be above freezing during the

to ride. adam. >> that's right, aaron. this is something that happens across the system. but yeah, a lot of people simply don't pay. they come and they skip through the fair gates. that, of course, is something that you're not supposed to do or some riders will go through the emergency exit gate without paying. but metro in recent years has been doing a targeted crackdown on fare evaders. let's show you some of the statistics that have just come out. according to metro, the most recent stats show there have been over 6100 citations written for fare evasion according to the recent statistics. at the same time last year, there were about 4,300 citations written. that is a difference of about 1800 citations written or 40% increase in the number of violations that metro has chang changed. that, of course, is a big deal because metro isk

the president-elect will face questions in a $10 million lawsuit he filed against chef jose andreas. he is suing andreas for pulling out of putting a restaurant in a hotel in d.c. there are two new members of the d.c. council. former mayor vibs end gray was sworn in yesterday. two years ago, muriel bousers defeated gray. the two appeared to take jabs at each other during the ceremony. >> too many people in our city watched while some neighborhoods benefit from prosperity and others remain stagnant. >> we swear or affirm that we are not making decisions just for our own ward, just for our own interests. >> there could be a rematch between bousers and gray in 2018.
