from government watchdogs and president-elect trump. he tweeted do they really have to make the weakening of the ethics watchdog their number one priority? >> a look at some of the newly sworn in lawmakers. >> reporter: this first day of the 115th congress went somewhat as expected but there were some surprises too including a last minute decision by house republicans to scrap a controversial plan to over haul the congressional ethics process. they did so just a few moments before officially gaveling in this new congress, after which, as expected, they reelected the u.s. house speaker paul ryan, getting all local republican votes. all democrats voting instead for nancy pelosi. they got their new office spaces here on

in the u.s. senate the presence of somebody not in the senate hovered over activities today. president-elect donald trump. it was the new maryland u.s. senator who told news4 today he will look closely and scrutinize the president-elect's nominees for his cabinet. >> you've got many people who have been put in charge of federal agencies who have a record of trying to undermine the work of those agencies. and then you've got people, you know, being nominated who have no experience at all. >> reporter: coming up, behind the scenes with our new members of the u.s. house. what they plan for their first days in office and how they launched their congressional careers this afternoon. there will be a lot of new faces in both chambers. 34 senators took the oath of office today, seven of them for the first time. let's take a look. here's just a couple this morning. in one of his final acts as vice e

just a few hours later lawmakers reelected paul ryan as speakers of the house. republicans now control both claimers of congress for the first time in nine years. republicans hold a large majority in the house, 241-194. it's a lot closer in the senate where they hold a slim 52-48 majority. that's not enough to confirm a supreme court justice or over ride a veto, although republicans are unlikely to pass any bills that president trump didn't already support. general motors is responding to a tweet from president-elect trump. he went onto say, they should make the car in the u.s. or pay a big border tax. general motors says most of its cruze vehicles are actually made at

they did import some last year to meet demand but those imports have stopped. only the hatch back version is now made in mexico. he was an unconventional candidate so it's only fitting donald trump will not have a typical inauguration ceremony. >> reporter: even in the rain crews are working hard getting ready for the inaugural celebration, putting up the dpra grand stands here along pennsylvania avenue. you'll need a ticket for some of the better seats, but there will be spaces available for first come first serve. but we don't know the specifics of those locations yet. what we do know is, once the parade starts, he won't be here for long. >> you're going to see a shorter parade this year, probably an hour and a half or so. it's kind of a testament to this president's willingness and eagerness to get to work for the american people. >> reporter: there won't

many black tie balls this time around, but there will be a concert the night before the swearing in. >> thursday we'll have a preconcert that will feature american voices or the voices of the american people. then we'll have a welcome celebration where the president-elect and vice president-elect will speak. >> reporter: one of the big questions that still remains is where will the protesters be allowed to gather. so far 25 groups have questioned permits to protest during the inaugural week. those permits haven't been issued. a spokesperson for the park service tells us they will find space somewhere for those protesters. two of the nation's path presidents as well as a former presidential contender now confirm they will attend the inauguration. george w. bush and his wife laura and bill and hillary clinton will be at the january 20th

a student may be on the verge of changing the seat belt law in virginia. mt. vernon delegate just introduced a measure that requires everyone to buckle up. but the idea for the bill came from jonathan tucker, a student at west potomac high school. right now the law only requires buckling up for drivers, front seat passengers and anyone in the back under the age of 18. travelers at dulles international are raising questions this afternoon as they learn about a scary

first reported by news4. on news year's day a baggage handler from the charlotte, north carolina, was found locked in the cargo hold of a jet that landed at dulles. flyers want to know why the plane never made an emergency landing. >> reporter: why didn't the plane make an emergency landing? and when did the pilot know he had a baggage handler locked in his cargo hold? those are some of the questions arising. some of the travelers grabbing their luggage today at the united airlines carousel had already heard news of what happened at dulles on sunday afternoon. they discovered the 45-year-old baggage handler was unharmed. an investigation revealed no security threat. but ni united airlines customers wonder why they

. we're taking a live look at storm team 4 radar now. it has been a rainy couple of days, but things are about to change. at least four people have been killed after a line of severe thunderstorms and tornados moved across the deep south. >> it's rare to get this kind of weather in january. the weather channel's mike seidel is on the ground in hard hit alabama. >> reporter: the sun is up on another unusually warm day in south alabama. we're about four hours south of atlanta. temperatures again today cracking 70. it was the warmth and humidity that helped fire those storms. officials say four people were

you're watching news4 at 4:00. metro cracks down on crime. more and more people are getting caught trying to skip out on far fares. >> reporter: well, this is actually a problem across the metro rail system. people who don't want to pay their fair share either jump the turnstiles here or go through the emergency exit gates. metro's crackdown may be paying off. time and time again we've seen it, riders simply getting around paying by either jumping the fare gate oso

behind other riders and slip through the system. fare evasion is a continuing problem on metro. sources tell news4 they can't believe how often it happens and the costs add up. >> people jumping the turnstiles causing more people to go out and pay for the system. i think we need to crack down. >> reporter: take a look at the most recent stats from metro. they show in 2016 there have been over 6100 citations written for fare evasion, compared to about 4300 during the same time period a year early. a difference of more than 1800 more violations written. riders, happy for the crackdown. >> i can understand why some people would do that. but obviously you have to follow the law and stuff. >> reporter: not only about money, fare evasion has led to a spike in metro employees getting assaults when they try and step in. transit police are now taking a lead to make sure riders are following the rules on metro.

virginia governor vows to vee tote a bill that bans abortion after 20 weeks. the general assembly starts its legislative session next week. mcauliffe warned the body don't waste time on a bill. republicans are expected to advance legislation banning most abortions after 20 weeks. it's been a trying few weeks for sing er trey songs. this video you see right there appears to show him throwing things at the officers. today we're learning more about what happened last month at the mgm national harbor casino in prince george's county. he went on a social media rant saying he was kicked out of the casino. the police chief wouldn't say exactly what happened but said the singer's actions were uncalled for.

way through the weekend and perhaps beyond. right now not much going on. any rain has lifted up to the north. we could have some spotty drizzle out there, maybe a light shower. temperatures staying put. we're going to be in the low to mid 40s throughout the rest of the evening and into the overnight. tomorrow, 54 degrees. it's accompanied by a little bit of a breeze out there. we're going to see wind gusts out of the northwest up to about 30 miles per hour at times. we'll get that sunshine later in the day. your commute wednesday morning going to be a little on the windy side. thursday, dry. friday, some snow in the forecast. thursday and friday we're just left with that cold air here in our area. tomorrow as those temperatures go up into the 50s, we're only around 50 at 4:00 p.m.
