washington might be changing. the clash came as the new congress was sworn in. after house republicans agreed to gut an independent ethics office opened in 2006 after lobbyist jack abramoff got busted for corruption. house republicans scrambled, then reversed their decision when donald trump disapproved. the president-elect tweeted, do they really have to make weakening the ethics their number one act? >> we hear you. we will do right by you. and we will deliver. >> reporter: but repealing obamacare is complex. trump likes parts of it. >> he is committed to retaining those pieces that his advisors say are working. >> reporter: trump got a win today, ford cancelling plans for

make it in the u.s. or pay big border tax. chuck schumer warned trump, many fear a twitter presidency. >> instead of rolling up your sleeves and forging serious policies, for you, twitter suffices. >> reporter: it worked for trump on day one of the new congress. to keep republicans in line. later donald trump boasted in a retweet that weeks before he's to be inaugurated he's already delivering on the jobs he's promised. now to the numbers that make this the most racially diverse congress in history. record number of 21 women will serve in the senate with women of color increasing their ranks from one to four. hispanics will hit a new record with 38 members across both claimers. the total number of black lawmakers will increase

and in number of asian americans in congress will go from 11 up to 15. team coverage continues now with a look at the local members of congress who took the oath of office today. scott macfarland canvassed the capital. >> reporter: among the many milestones here today, the end of the historic career of u.s. senator barbara mculsky. officially succeeded today by chris van holland who told news4 he will immediately work to preserve the future of the affordable care act which house republicans said doesn't work and must be replaced. >> we have 400,000 marylanders who have access today because of the affordable care act. >> reporter:

took the oath today. also today, anthony brown two years after losing in an upset his race for governor in maryland finally got his swearing in ceremony. the new congressman from prince george's county taking over today. president obama is on the hill tomorrow to talk more about the affordable care act. he huddles with house and senate democrats. very much a holding pattern for democrats over the next 16 days as they await the inauguration of president-elect trump. >> with the number of local new members of congress, anyone more than any other than we ought to keep our eye on? >> reporter: i'll give you two.

barbara comstock. she's in the majority in the house. but also the democratic senator mark warner from virginia, named today the top democrat on the senate intelligence committee. what a time for that job as the intelligence agencies are under new scrutiny with president-elect trump and as tensions heat up with russia. donald trump gets ready to take the keys to the white house. we have just learned which former presidents will attend his inauguration. bill clinton will be there, so will hillary clinton. george w. bush and his wife laura say they will attend. by his father george h.w. bush will not be there due to his health. jimmy carter was the first former president to say he would attend. the peaceful transfer of power is central to american democracy and it is tradition for former presidents to witness the ceremony. news4 has also learned that donald trump will give a speech in d.c. the night before he's sworn in.

the inauguration, there are still a lot of unanswered questions. >> reporter: just as president obama did before his inauguration, president-elect donald trump will host a concert the night before he's sworn in at the lincoln memorial. >> we're still planning that out and still shaping what his arrival is going to look like. the first time he will address the public here from washington, d.c., will be at the lincoln memorial concert. >> reporter: friday morning before he's sworn in, trump will attend services at st. john's church across from the white house before having coffee with president obama. the parade will be shorter than previous years, only about 90 minutes. and trump is only having three black tie balls. >> the american people elected trump to get to work. whether it's the shortened parade, whether it's the reduced number of balls. >> reporterth

the national park service says 25 groups have requested permits. >> people have the right to protest in our country. as long as it's done peacefully and follows all laws and regulations, we welcome them. at the end of the day tlonas los protests are peaceful, we celebrate the first amendment. >> reporter: the big question that remains is where will all of those groups of protesters be allowed to gather. it's up to the inaugural commit to release the sites they're not going to use. as of today, they haven't released any sites but they have said they don't need exclusive use of the grounds around the washington monument. the park service tells us they will find space somewhere in d.c. for all the protest groups that want to be here.

chances, not one, but two. i'll see you back here in about 15 minutes. they got no break down in parts of the south last night. they're still cleaning up down there after an outbreak of a deadly tornado. four people killed in alabama when a tree crashed through their mobile home. another man was killed in florida. there were at least a dozen reports of tornados. lightning also sparked several house fires. and power, because of high wind, was knocked out to tens of thousands of people. it's a story you saw first on 4. tonight the federal aviation administration plans to talk to the baggage handler who was accidentally locked into a united express cargo hold on sunday. he was stuck in there for nearly 90 minutes for a flight from charlotte, north carolina, to dulles airport. some of the key questions in this

long list of questions to united airlines today. for example, when exactly did someone realize that this worker might be stuck in the cargo hold? and why didn't the plane make an emergency landing to free him? a spokeswoman says they are still investigating so they candidacy answ can't answer those questions yet. the faa did provide information about how dulles was alerted that this plane was on the way. the tower at dulles had alerted emergency crews by the time the united express flight landed here on sunday afternoon. faa officials tell me it was the charlotte tower that got the initial word a baggage handler might be in the plane's cargo hold. they passed the information along. 45-year-old reginald gas kkin w found unharmed in the temperature controlled space. what if the worker had ill

questions. the faa says we'll determine whether the baggage contractor has proper procedures to ensure all personnel is out of the cargo hold before the door is closed. one question united airlines did answer for me today, they say that baggage handler who was locked in the bar cargo hold isk on the job tonight. after he got checked out here at dulles, united gave him a ride back to north carolina. coming up, we're going to show you the video of a terror suspect that he posted himself days before a deadly attack inside a nightclub in turkey. the murder rate is rising in prince george's county. police say there's one common factor behind many of the crimes. what it is and what's being done to turn things around. >> reporter: criminals are now using a popular app to make threats and to

an intense manhunt underway for the terrorist who killed 39 people at a nightclub in istanbul on new year's eve. today investigators released a

alleged gunman just days before the attack. >> reporter: the alleged terrorist who gunned down dozens in a popular istanbul nightclub on new year's eve filmed this video days before the attack. the video is being broadcast around the clock on local television today in hopes that someone will find him. after killing 39 people in the club, most of them tourists from the middle east, he ditched his coat and dropped his guns. police confirm that's him seen on cctv just after the attack near the club getting out of a cab. turk irk medimmediatsh media ree threw him out because without his jacket he didn't have any money on him. isis claimed responsibility for the attack. turkey launched a military attack in response,

around a hundred isis targets in syria on sunday. as police raided homes in istanbul, the most wanted man in turkey remains at large. there was a small peace rally here in istanbul this morning with people walking in front of the nightclub. people said they've had enough of terrorism. the commuter outage that delayed thousands of air travelers is over, but the investigation into what caused it is just beginning. the u.s. customs and border protection computer system crashed about 5:00 last night. the outage lasted four hours. but it spawned all kinds of chaos at major airports across the country. passengers waited hours in long lines to get their passports processed. as for the cause, customs officials say their system was not hacked. they blame an outage in the processing system. still there are questions about whether there's an acceptable backup system in place.

murdering a 16-year-old girl has died in a hospital in howard county, maryland. police say he killed 16-year-old charlotte and shot her mother in their home back on new year's day and then turned the gun on himself. investigators say they lived in the same neighborhood and went to the same school, but it's not clear if they knew each other. the boy robbed two other homes in that neighborhood and stole a gun from one of those homes. it is a popular messaging app that millions of people use, but now police have a warning after a family in loudoun county received a death threat on it with a disturbing video. >> reporter: this is a perfect example of criminals taking their scare tactics

new level. the sheriff's office here describing this as a new twist on an old crime. now, the man this all happened to was visiting a home on oakbrook court in sterling when he started getting these messages last week. first it was a phone call. then it was messages through the international phone app whatsapp. the messages came in spanish, threatening his family. then they sent a video that police say appeared to show an execution and said that is what would happen to this man's family if he didn't send the money. so he sent a total of 9$900. >> the warning would be if you come across anything like this to let us know and do not do anything you're tol

that's exactly the case here as we move on through the next couple of hours. very damp, very dreary. we' nothing around d.c., but just to the north and west, this is where we're dealing with some rain. that rain continues to come through the area. martinsburg here, middleburg, seeing some light rain. that will continue to push off across our northern zones. take a look. there's the rain we saw earlier today. three quarters of an inch today out at the airport and over an inch over the last two days. much needed rainfall. most of these will kind of die as they hit the mountains, but still some showers activity potentially overnight tonight. behind this system is when the cold air starts to move in. 46 degrees now, winds out of the west at 6 miles an hour. temperatures stay right around where they are

homicide have gone up from 54 in 2014 to 77 in 2015 to 97 in 2016. the police chief says there is a connection between rising homicide rates and the decriminalization of marijuana. more on the chief's plan to try to reverse this trend. >> reporter: the chief is saying that if it wasn't for these drug-related homicide that have tripled in the last three years, they wouldn't be looking at a rate as high as it actually is this year. he's also saying this's something the community can do to help solve the problem. 2016 saw an increase in murders in prince george's county. >> we've taken a long, hard look at the factors underlying our homicide in 2016. >> reporter: in the lead categories, 21 of 2016's homicide were domestic, 26 were

drug-related and 28 were due t o dismuputes among people who mosy knew each other. >> 19 of those are associated with marijuana. >> reporter: since the decriminalization of marijuana in maryland prince george's county has found increased violence among street dealers. >> as commademand went up, that supply was more valuable and people began to struggle for control of that trade. >> reporter: while considered a low level drug, there are groups of people making a lot of money off of selling it. the chief says marijuana has historically been a drug of choice in the county. since its decriminalization, people want more of it. >> there seems to be more demand for it right now and it's causing a struggle between people. and we're seeing that play out in violence in prince george's county. >> reporter: home invasions, shootings and many

particul burglaries in the county are flowing back to marijuana. >> if they're drug dealers, i don't want them shot or killed. >> reporter: the department needs the community's help. >> give us that information anonymously. once we have that, we will build the case. you won't come into it. you can get a cash reward. but what i'm appealing to is our sense of community. >> reporter: the chief is saying he's not blaming the legislature for this problem, but it has created a new set of circumstances the police department has to work through. the communities help will make it that much easier for them to take care of it. looking at the rest of the region, homicide are down in d.c. but they are up in several other jurisdictions including prince william county. we called all of our local counties and cities for latest statist

new details about a woman accused of ramming her suv into a state trooper's patrol car over the weekend. she's been charged at least ten times since 2008 with drug and traffic related crimes and has convictions for drug procession and violate progress bus station. police say she rammed a trooper's car and injured him after a high speed cse in fairfax county. today virginia governor terry mcauliffe inveiled his vision for criminal justice reform. he wants the general assembly to change the law so virginians cannot have their licenses suspended over offenses unrelated to driving. he also wants to raise the threshold for felony theft from $200 to $500. and the governor wants those who have been wrongfully

a realty tough start to the new year for a local pet store. somebody broke into their shop and stole six puppies on new year's day. it's an expensive heist. those dogs alone are worth almost $6,000. tonight, the search is on for whoever took them. chris gordon in manassas with more on this. >> reporter: the break in happened here at d.c. pups in manassas. the pet store owners say they are heartbroken. they explained to this couple looking to adopt a companion for their dog that six puppies were stolen from the pet store sunday afternoon. >> i just think it's horrible. i mean, what kind

would steal a puppy? >> reporter: the couple took time away on new year's day for a movie and dinner, returning to their store to discover that six puppies had been stolen. their cages were empty. they were carried away in crates. the back window was open. i asked the couple who would have stolen the puppies and why? >> they would sell them to people at like gas stations or in a parking lot or something like that. >> reporter: police are investigating. >> i imagine somebody might even hear the dogs barking. >> reporter: the puppies are between nine and 12 weeks old and as cute as can be. together they are worth more than $5800. >> what scared me the most is what are they eating? where are they sleeping? >> reporter: the couple bought the name d.c. pup from a business in fairfax, virginia, and opened in manassas in november. i asked them

dogs come from puppy mills. >> there's no puppy mills. i can't emphasize that enough. when somebody adopts a puppy from us, they get what's called a chain of ownership that shows who the breeder is, obviously adopting the puppy from us to now the new owners. that's not something i would do if i was working with puppy mills. >> reporter: i just learned about a late breaking development in this case. the pet store owners tell me they were contacted this afternoon by police and told police believe they have a good tip that could lead to a possible arrest and return of the puppies. that's the latest live in manassas. back to you. >> we hope they recover them. thank you. tonight we are hearing from a mother who saw horrifying scene unfold on her nanny camera and decided to share it with the world. the video is difficult to watch but know this, both of these children are okay. they are 2-year-o

utah named brock and body. they were climbing on their dresser recently when it tipped over onto brock. he was trapped underneath. body couldn't lift the dresser but he was eventually able to push it off of his brother. their mother woke up and saw the over turned dresser on the nanny cam. >> i ran down starstairs and fl the door open and saw them playing quietly in the ocorner. brock ran up and said ouchy ouchy and pointed to his head. i think they were more nervous about being in trouble. >> they bolted the dresser to the wall later that morning. she says she released the video to raise awareness about the danger of unsecured furniture. >> horrible to watch. rain has moved out, but there's some cold air an even a chance for snow later this week. doug's going to te

one of the top issues for the new congress this year, repealing and replacing the affordable care act. the thing that we all call obamacare. opponents wasted no time today with republican senator introducing a resolution to repeal it. millions are covered under the aca including many women who are worried about the changes ahead. >> i got the message that you left on our hotline.

regarding the problems that you have regarding the coverage for birth control. >> reporter: the national women's law center in washington has seen an up stick in calls since november 8th. >> since the election we have heard from women who are concerned about losing the be t benefits they gained for the affordable care act. we've heard from a lot of women about birth control coverage. >> i'm noer vous aboervous abou of birth control and any kind of family planning. >> reporter: this headline, more women are asking about i.u.d.s and implants at umd medical center since the election. the medical center confirmed there's been a recent jump in the number of requests for i.u.d.s. under the affordable care act birth control is free for most women and other preventive services are covered at l

no cost. that was not the case before the affordable care act. >> it was a disaster for women. they often couldn't get coverage in the first place. they would try to get insurance coverage and the insurance company would say you have a preexisting condition. >> reporter: that could include women who had been pregnant, had a cesarean birth or were seeking medical treatment for sexual or domestic abuse. >> being a woman with a preexisting condition in the market before the affordable care act, which outlawed that. >> reporter: president-elect trump has said he does not want to repeal some parts of obamacare including coverage for preexisting conditions. some women are still worried about the future of their healthcare. >> i'm concerned for myself. i'm concerned for other people. i think that healthcare might get a lot harder than it already
