denise was a newly elected advisory neighborhood commissioner. one of her neighbors was brutally beaten and raped by a man who entered her apartment while she was working from home. the man was supposed to be wearing a gps ankle bracelet after a 2012 robbery conviction. police found the cutoff monitor in his backpack but he was not sent back to jail. >> you cut it off, you're going to jail. you cut it off, you're going to be prosecuted. there will be consequences. >> reporter: last year after the murder of tricia mccally, the judge ordered that he wear a gps ankle bracelet but he did not return to the courthouse as ordered the next day to get on

been a lot of finger pointing about this in the wake of the murder. last week we were told on background by a knowledgeable source that duane johnson was not on gps because he had no fixed address to tie the gudevi to. in a statement, head of d.c.'s pretrial program told me, a pretrial defendant not having a fixed address would not automatically disqualify them from being placed in the gps program, end quote. all of which is moot of course because johnson never showed up to get it. new tonight, president-elect donald trump again using twitter to make headlines. >> and again apparently questioning whether russian tampering in our election actually happened. he tweeted, quote, the intelligence briefing on so-called russian hacking was delayed until friday. perhaps more time needed to build a case.

very strange. >> after president obama handed down sanctions against russia last week, the president-elect said he would meet with the intelligence community to get a briefing on the situation. one senior u.s. official told nbc news tonight the briefing was always set for friday and called the tweet adversarial. president-elect trump also announced on twitter tonight his first news conference since winning the presidency will come next wednesday, january 11th. on capitol hill today, democrats warn trump cannot govern via tweet. republicans in the new congress hit the ground running. they started work immediately on repealing president obama's signature healthcare law. news4's chris lawrence is in the newsroom with the latest. >> they're not wasting any time. senate republicans introduced a resolution that would allow them to dismantle the affordable care act with a simple majoritity that wou

doing things differently while still honoring past traditions, the presidential inaugural committee says that's what we can expect from donald trump's inauguration festivities. the night before he's sworn in, the president-elect will give a speech at a concert on the steps of the lincoln memorial. on inauguration day he'll attend services at st. john's church and have coffee with president obama on the capital steps. after that, we'll notice some changes. >> you're going to see a shorter parade this year. kind of a testament to this president's willingness and eagerness to get to work for the american people. >> we also learned today that all former u.s. presidents will attend the inauguration except for george h.w. bush due to his health. both bill clinton and hillary clinton will be there. several members of the ncaap including its national president were arrested during a

we're already on the mild side now. 46 degrees. winds out of the southwest at 3 miles an hour. take a look at the rest of the region. we're up to 47 now in fredericksburg. most of the other area has stayed steady. winchester is up to 41. look at the warmer air. it's right there in the green. that's temperatures in the 50s all the way up just south of pittsburgh. roanoke was in the 40s today. now they're at 50 degrees. look at minneapolis, minnesota, 3 degrees. the arctic air is going to be spilling down across our region. tomorrow, the break, 54 degrees, the break from the messy yucky weather and the cold weather. tomorrow may be the only nice weather we see. some clearing late. here's your next ten days. notice the 30s and even some 20s in here all the way through

friday, i do think we are going to see a good chance for some snow. look at our latest computer model here. look at the snow developing early friday morning through about 5:00 a.m. everybody seeing the snow and not ending until 8:00. that means the morning rush is going to be a problem. we could see some delays on friday. it will not be much of a snowstorm at all, half inch to an inch maybe. but it may have some big impacts. as far as the saturday storm, we are still tracking this storm. i think most of this will stay to our south but it could come close enough to get even d.c. a little bit of snow. but likely staying south, developing off the coast. yes, we will continue to track this. on sunday, the coldest day, 29 degrees. that's a great day to get down to the health and fitness expo down at the convention center. nice and warm in there. we have all kinds of great things for you to do.
