to the nbc family and joins us from our sister station in philadelphia. >> yes, philadelphia. i was in philadelphia for five years with nbc station there. before that i was in tampa, i'm very happy to be here. i love the area. >> it's been so much fun in the mornings up until this point so now debut on camera -- >> it has been a lot of fun. this is a great morning crew, even through the afternoon. i was here last week with doug. let's get to the weather. we had clouds locked in all morning and fog around this morning. it's lifted so we're not seeing bad visibility. the visibility isn't bad at all. here's a live view outside. the fog has lifted and clouds are still low. driving conditions are fine across the area. as far as temperatures are concerned, not too bad either, 49 degrees in the district. by noon we'll be around 51. the clouds are still going to be staying locked in and by 4:00 p.m., it's going to get breezy, 49 degrees and the winds will be

increasing and 41. it will be colder overnight tonight and even as we go into tomorrow, much colder weather. we have snow in the forecast. i'll show you the timing of that straight ahead. >> thank you, sheena. developing right now, more than 100 people are recovering from a rush hour train derailment. a long island railroad train plowed into a barrier at the atlantic terminal in brooklyn. the track rail actually pierced the bottom of the train causing 103 people to be injured. some of them hitting their heads and other ones injuring their back and others carried away from the scene. they are all expected to be okay. >> basically what happened, they were standing and getting ready to get off the train and the train has a sudden stop and they are not prepared for the sudden stop and they get knocked around, banged around. >> as you can imagine the detailment caused long delays and total mess at the train station.

to determine what caused that to happen. also developing in brooklyn. an 18-year-old is dead after officers shot and killed him. the man was firing into a lounge in the prospect heights neighborhood. he turned toward the officers with a gun and that's when they shot him. no officers were hurt. police right now hunting for the man behind a massacre in turkey. lawmakers there are remember the victims. this is new video from the nightclub where the shooting happened this past weekend. members of turkey's opposition party and its press council laid wreaths and flowers there. 39 people were killed dm tin th club, the prime suspect is still on the run. lawmakers on capitol hill getting down to work on this first full day of the 115th session of congress. the main topic today, the future of the affordable care act. president obama is on capitol hill trying to protect his legacy

mike pence is also there to rally his side to repeal the law. news 4's justin finch is live at the corner of third and jefferson streets. hi, justin. >> reporter: hey there, good morning. lawmakers are surely squaring off on affordable care act showdown. mike pence is meeting with republicans who are focused on rolling back that law as soon as possible. nbc news sources call the mood in closed door talks as quote, fired up, with the president noting that the future of the family health care act is a life or death issue for many. and that even he finds room to improve the law as it stands now. also on the hill, incoming vice president mike pence and president-elect donald trump is calling for congressional party members to hold the majority to now dig in their heels. >>

>> since the election we have heard from women who are concerned about losing the benefits they gained from the affordable care act. we've heard from a lot of women about birth control coverage. >> president-elect trump has said that he does not want to repeal some parts of the affordable care act. he has not said anything specific about women's health care or birth control. a sit-in protesting donald trump's nomination of jeff sessions for attorney general is over. protesters sat for hours at sessions' alabama office, the national president of the naacp and five others were arrested. that's video of that very act happening. pro testers are criticizing sessions' records and views on civil rights and immigration and criminal justice reform. a developing story flight now concerning this bethesda

more than three weeks. there is one item and one person that can help police find him, his credit card and the woman who was caught using it. montgomery county police say the woman in surveillance video footage, they know is 25-year-old sherner sheriff, one of the stores where detectives say she's spent $700 on donna hoe's credit card. how she got his card remains a mystery. >> find being the link between the credit card and john is still what we need to be able to do. >> he was driving a black 2011 chevrolet equinox with the license place, 2ak8853. the car has not been located. nearly 100 people were killed in prince george's county last year and the police chief

decriminalization of marijuana. the according to the chief, 19 of those deaths were associated with marijuana. police say since the decriminalization, the demand for marijuana has gone up in the county. that has caused an increase in violence among street dealers looking to maintain control of their territory. police are asking the community to unanimously report drug dealing activity to help them prevent more violence. it's not uncommon for bird droppings to get all over your car, but what we're going to tell you happened to this one woman is just plain

a plane was approaching the salt lake city airport and started to get rid of the bathroom waste. the blue ice landed right on top of a woman's car. to make matters worse, bethany says this is not the first time. >> what? >> this is like hazardous stuff, it's not just compost. >> and quite disgusting. the faa says it's tough to track down the responsible plane without knowing flight pattern at the exact time of the incident. >> is it going to mess with the paint? >> it's going to mess with

speaking of lunch. if healthy eating is on your resolution list, a new study from ohio state shows that consumers often think healthy food has to be expensive. researchers say that that can lead to budget savory people away from eating good food. just because a product is expensive, doesn't mean it's healthy. sticking to the basics, fruits and veggies if you're trying to stay on track. if you're looking to get a new mattress for the new year, make sure you check the store's return policy. consumer reports is urging customers to find out how long they can keep the mattress before telling the seller they want to exchange it. also, find out who pays for shipping and if there is a restocking fee. carnival cruise lines planning to unveil new wearable trackers at the consumer electronics show tomorrow. the trackers will allow crew members to anticipate and respond to different needs of passengers.

we are hearing from a high school student who was thrown to the ground by a police officer. >> you may have seen the video, but before we show it to you, we want to give you a warning, it could be difficult to watch. officer santos basically body slams jasmine darwin at her school in north carolina. another student recording the whole thing. darwin says she was trying to break up a fight between her sister and somebody else when the officer came up behind her. >> i didn't even realize it happened. i was in shock, like he really slammed me and i was like -- i was like, wow. >> officer santos is now on leave and the state is investigating. he was wearing a body camera but that recording won't be released until the investigation is over. there has been a discovery in the search for a missing california couple. olivia gonzalez and brian

before christmas and never returned. los angeles police found a car that matches their vehicle. they say the tan sedan was spotted more than 300 feet down a cliff near big sur. a body and dead dog were also found near the crash site. that person's identity has not been confirmed. family members say the news makes it hard to hold on to hope that the couple is still alive. >> the family and i are just you know, we wanted closure but not like this. my sister was the sunshine of our family and i wish she would have never got in the car that day. >> authorities are working to retrieve the car. after they do, they'll be able to confirm that license plate. the low gas prices we enjoyed in 2016 may not be following us into 2017. a new report says this year u.s. drivers will shell out $52 billion more at the pump than they did last year. experts say that number may not

over the next few days. 49 degrees in the district. the wind is fairly light. it's still cloudy but no visibility issues and winds will pick up later on today. right now temperature in twinbrook thanks to weather underground, 52 degrees, 47 in fairfax cities, mount vernon, 48 degrees. we're not going to get too much warmer than that. the thickest cloud cover still over the district and lighter, thinner clouds to the west. we will seeing a little more clearing late on today when the sun breaks out. this is going to show us the snow. temperatures dropping in the 30s as we go into your thursday. that's in the afternoon. it's going to be a cold one. then we go into thursday night and we're talking closer to midnight, that is snow across part of the area so it looks like at this point snow showers moving in. look at those temperatures at or below freezing. a lot of models earlier today were showing snow showers hanging around the district i

d.c. area, namely from martha's table. they are -- they were one of the ones who nominated me as well as high school counselor who i met regularly. i'm also a bannicer alum and i walk in the counselor's office and because they knew me and developed a relationship with me, ms. jefferson nominated me as well. >> you went to baniccer high school. >> right in washington, d.c. >> you had some challenges? >> i was born in howard university hospital and primarily raised by a single mother. i love my mom. she fought very hard for me and stressed the importance of education. it was difficult at times growing up in a single family home but i have a strong support system and so they despite everything else, financial concerns, theyre

importance of education and always supported me with that. >> it really develops people and leadership. and the concept of sending achieving students, high achieving students to college together, why does that model work? because you go with the posse foundation. >> it works because you have that support. a lot of times -- there were times i went to lafayette college and there were times i felt alone but i think the comfort of having my posse with me, i had a posse mentor and all of my advisers and leaders back home in d.c. who would come up on campus and meet with us regularly, who i could call on the phone. our career adviser josh, was also rdsly available. it worked because

gre migrate and progress, you need support. you need someone to give you an encouraging words. sometimes it gets very difficult, especially when you don't have people that you can necessarily follow after coming from your family. i am the first professional in my family. i am one of the -- it is my generation who graduated from college. me and my other cousin. and so to have that, you know, i didn't have anyone helping me with the college application process. and so, posse works because they walk you through that. they let you know that you can -- you can survive. >> and you certainly did and did more than that. quickly, what advice would you give for aspiring scholars that want to be like you? >> inspiring posse scholars or

just in, brand-new law in the district, criminals can face new penalties if they tamper with the gps ankle monitors. mark? >> reporter: yeah, good morning, it was official just moments ago when murial bowser signed the legislation, she says this closes a gap in the law that before today if a inmate or suspect out on release removed or tampered with his gps device, they couldn't always charge him with a crime for that. but now that loophole has been closed but

prosecutors stress, while they have come under great scrutiny because of recent cases, they have would have never solved or prevented the murder of the yoga instructor. they are working on closing other gaps including making notification when an inmate or suspect removes those gps devices making notification of that to police much faster. they also want to make it easier for the court services agencies to place those monitors on someone's ankle. right now it's up to the suspect to return to the courthouse the next day and voluntarily have that ankle bracelet placed on him. now, i asked the chief prosecutor of the u.s. attorney's office, channing phillips if he felt any responsibility for the death -- as you'll recall, the suspect was in jail and before a judge days before that murder and he was

prosecutors were not ready to go to trial. cheney phillips expressed his sorrow for the family and looking to see whether there was a miscommunication between the prosecutors and witness who didn't show up that day. the loophole that allows people tamper with electronic monitoring without a penalty has been closed. >> thank you. the same jury that convicted dylann roof is back in court to decide if he'll live or die. they found roof guilty of nine people in a charleston church in 2015. the 22-year-old self-described white supremacist will defend himself during today's sentencing phase. he is not allowed to refer to witnesses or the jury. an extortion plot linked to what's app? are you familiar with this? i talk to my family through this app. the

visiting in sterling last week. the man told police he received threats to harm his family in spanish and a terrifying video was sent showing what looked like an execution. the victim ended up wiring about $900 to get the messages to stop. sheriff mike chapman says if this happens to you, you need to call police. >> you come across anything like this, certainly let us know and to do not do anything you're told in any of these -- notify us directly. this is like a new way to do an old scam. >> a similar scam has been reported in fairfax county. at least three times parents have received a phone call from somebody telling them their child had been adducted. the scammer demands ransom be wired to a specific location. police say the first thing you need to do is make sure your child is safe then you call police. >> howard county police are trying to figure out the connection between two teens af

shooting. police say 15-year-old shawn kreiser shot and killed 16-year-old charlotte czara.m. ba with a stolen gun and shot her mother and turned the gun on himself. the mother is now recovering. they lived in the same neighborhood and went to the same school but police don't know what started the shooting. virginia governor terry mcauliffe has a new vision for criminal justice reform but he'll need to win over a republican held legislature to make it happen. mccalliffe is calling on the general assembly to change the law over license suspension. he thinks you only have your license taken away if the offense is related to driving and raise the bar from 200 to $500. if new dna evidence is uncovered after someone's conviction, he wants to give them a second chance to be proven not
