>> i wasn't ready for that outside. 16 degrees on the thermometer. let's check in with tom. >> driving in, i feel my car getting buffeted by winds. the winds are gusting around 30 miles an hour. as a result, you combine that with temperatures in the teens, if does feel like it's near zero right now around much of the region. in fact, look at the windchill there at reagan national. minus 1. we have single digits and subzero windchills all around the region now. and the current temperatures are hovering just in the low teens to mid to upper teens around the bay. the shenandoah valley too. it's only in the low teens. we've got a clear sky. we'll have lots of sunshine, but despite the sun, it is going to be a frigid day. it's a weather alert day due to dangerous windchills that will only be 0 to 5 degrees at 10:00 a.m., 5 to 10 by mid

upper 20s. a lighter wind overnight tonight under a clear sky. a big change on the way in the ten-day outlook in just a few minutes. intense ice and cold conditions made it difficult for firefighters to working to put out a fire in northwest d.c. these images from madison street northwest. the fire in the walls there went all the way up to the attic. no one was hurt. so if you are going outside today, don't. you just heard from tom, with the windchill, we are talking about what it feels like. it's single digits out there. near zero in some parts. the cold is the most important thing that you should be thinking about. you need to wear layers. of course, you got to bundle up. bring your best point of view. >> it's just freezing. >> is this scarf helping at all? >> yeah. >> you said you served in alaska. >> yeah, six months. in cold weather. >> this isn't cold? >> nah, zero

>> easy for him to say. >> i like his attitude. >> those people talked to us near the national mall last night. walkways were pretty clear around there. if you are heading out this morning, do watch out for some slick sidewalks and streets. in some place, ice is forming. >> absolutely. a lot of you are also cleaning up from this winter weather today. it caused problems all over maryland and virginia. those slick conditions led to multiple car crashes in charles county. one of them, a man driving with his 8-year-old son slid off the road. they rammed into a pole. crews had to cut them free of their car. they're both expected to be okay. that's the good news. here's what it looked like in the commonwealth. an endless shower of snow there. the conditions were dangerous too. virginia state police say they responded to more than 500 crashes yesterday. this morning v-dot crews out there again treating the roads. one thing we want to remind everyone, go prepared if you're leaving the house today. that means at the very least, a scraper, but probably a shovel, maybe some flares, a jack that can really come through in an

both under a state of emergency for the weather. we'll have a closer look at the blizzard-like conditions that hit the hampton roads area later this area. this morning we now know the name of the man who was killed in this crash in prince georges county. ibrahim sow lived in bowie. police found him in his car which was overturned in an icy pond yesterday. police say sow may have been impaired at the time of the crash. stay safe out there and make sure you are prepared before you leave the house today. you can check the latest forecast any time on the nbc washington app. now to a developing story. the u.s. is now seeking the death penalty in the ft. lauderdale airport shooting. the suspect is previously known to law enforcement as nbc sara rosario reports. >> rert

pandemonium friday at the ft. lauderdale international airport. a heinous shooting from a mentally ill person or an act of terror? >> we have not identified any triggers that would have caused this attack. >> reporter: police say esteban santiago flew from anchorage, alaska, to ft. lauderdale specifically to carry out the attack. >> there have been concerns raised about where mr. santiago was not placed on a no-fly list. i want to be clear. during our initial investigation, we found no ties to terrorism. >> reporter: in november, he walked into an anchorage fbi office saying the government was recruiting him to isis. >> although he stated he did not wish to harm anyone, as a result of his erratic behavior, our agents contacted local authorities who took custody of mr. santiago and transported him to a local medical facility for evaluation. >> reporter: it was during that evaluation police confiscated the gun santiago already owned. once cleared, they gave it back to

>> there is speculation that this is the same gun. >> reporter: now less than a month later, lives lost. >> did he ever say anything? >> did not say a single word. no emotion, no nothing. >> reporter: a motive unknown, questions remain. sara rosario, nbc news, ft. lauderdale, florida. william mathis has been identified as a man shot and killed by police. they say he broke into his ex-wife's home, who had a protective order against him. officers confronted the man inside the home. they say he choked one officer and struggled with two others. two officers went to the hospital and are expected to be okay. the woman and her three young kids were not hurt. a city of rockville police officer recovering this morning after a suspected drunk driver hit the officer's car, trapping him inside. that officer was

well, the snow we had is having a major impact on air travel across the country. this is video from raleigh airport in north carolina. it is open, but southwest airlines canceled all operations there today. yesrday plows were working nonstop to clear snow from the runways. the airport says arriving flights should come in on time today, but outgoing flights could be delayed because of black ice. beginning

storm team 4 radar all clear. no snow in the vicinity. everything has dried out. but look at our windchills. reagan national at 1 below zero. single digits to near zero or below zero windchills here throughout the morning. temperatures are just in the teens. reagan national now is at 16 degrees. but we do have dry pavement. much of the region. any untreated surface that did not get cleared, sidewalk or steps or a few side streets, are still frozen solid this morning. what to wear today, you'll need a warm coat, a warm hat, gloves, scarf, and warm footwear. that makes a big difference. wear thermal socks and some good thick shoes to stay warm. keep your feet warm. the rest of your body is warm if your head, hands, and feet are warm. we're going to see a lot of sunshine. we have a clear sky now. despite the sun, temperatures will struggle to make it into the upper 20s by mid afternoon. we'll have a lighter wind by 6:00 p.m. our

with me this morning, julie kerry and chris gordon. julie, let's get right to you. big surprising democratic news in virginia that's another candidate for governor. what happened? >> this really potentially shakes up the democratic side of the gubernatorial contest. former congressman tom perriello has entered the race. it looked like lieutenant governor ralph northam was going to be anointed. not well known in northern virginia. they know him better in charlottesville, where he was elected back in 2008 with president obama. in the meantime, he's been working as a specific envoy to africa appointed by president obama. talking to some democrats, it is a surprise, but i think there's a sense out there that the bernie sanders cohort is looking for something

we heard some of the same themes we heard from bernie sanders. you know, the middle class under siege. he says he sees himself as a barrier to trump policy. >> sounds like a replay of the presidential campaign when hillary clinton tried to go a little bit left but not so much that she would lose, and she lost anyway. but mark herring, attorney general, many people thought he was going to run for governor. he backed out. he said, no, i'm going to run for re-election. that set the democrats up. terry mcauliffe very happy that was happening. and the two senators, tim kaine, mark warner. >> yeah, it looked like the political infighting would be avoided. that's the difficulty for perriello. all those people have already lined up in support of ralph northam. certainly a challenge moving forward. >> we'll see what happens. chris gordon, let's get

you're both going to be heading -- you to annapolis, you to richmond. the legislatures open on wednesday. chris, what are the big issues that people in suburban washington should be watching in annapolis as you go over there? >> maryland is facing a unique situation. it has an $800 million revenue shortfall. >> how much? >> $800 million revenue shortfall, which hasn't been seen in recent years. so there are going to be spending cuts. the question is where do they come. the democrats want to protect health care and education. now, governor hogan has said that his top priority is to repeal what he calls the road kill bill, which the democratic legislature imposed upon him last year after he canceled the red line in baltimore. he believes they took political revenge by saying,

prioritize, you have to score every road project, every bridge repair, and based on 31 criteria, none of which includes traffic congestion, you have to come up with the priorities. he says this basically kills 90% of the major road and bridge projects in the state of maryland. >> does he have to spend the money, or can he just not spend it saying he can't make these decisions? >> they're saying he has to prioritize it and can only spend that money if the score on the project is high, the top priorities. virginia has a scoring law, but they only have six criteria, and their prime criteria is traffic congestion, eliminating or reducing. >> what are the key issues -- the traffic issues in suburban maryland that would be affected by this? >> well, gridlock. >> that's my big issue in the district of columbia. we can't get anywhere at any time. we can't get to the suburbs. >> he says there are about 80 main road projects, 65 bridges

this makes it impossible. so he wants to repeal this as his first priority. >> he's a republican governor. you've got a democratic house and senate. mike miller, i was looking it up, he's been in the legislature since 1975. he's been the senate president since 1987. >> longest serving in the country. >> is that 30 years? >> and the house speaker, long time. >> he's been around. he's been the house speaker since 2003. so we have an entrenched democrat in the legislature. why should they pay any attention to the governor? >> well, because he has a 74% approval rating right now in the state of maryland. he's doing very well. he's blaming the democrats for being partisan, and he's saying that he wants to restrict spending in certain ways and that they're blocking him from spending. now, mike miller, the president of the at

they really need to make $4 billion in cuts to the state budget. >> wow. >> that's an extraordinary amount of money. >> jumping in, dubious distinction, but virginia can top that shortfall because virginia lawmakers are looking at having to close a $1.2 billion gap. a few months ago, they were staring out -- >> can i point out the district of columbia has a budget surplus and $2 billion in the bank. >> you may do that. and we'll move on. but anyway, so they've got a budget gap to close. now, interestingly, one of the first things they're going to look at it state employee raises. state employees had been promises a 3% raise over the two-year budget cycle that's coming up when they were staring at that $1.5 billion shortfall. governor mcauliffe said we have to cancel those raises. but republicans in richmond are talking very strongly about finding a way to restore those pay hikes, and particularly to state police. they're losing state po

they want to make sure they get some of that money back. the governor has even said more recently that he would like to give state employees a bonus, a 1.5% bonus, that would kick in at the end of 2017. that's going to be, you know, one of the challenges there. the governor does have ways about how they could increase some revenue. there will be some cuts. public education, this is important to everybody in northern virginia. public education will be safe. there will be no cut there is. higher education, though, they're going to have to be looking for cuts, about 5% worth. >> this is governor mcauliffe's last legislative session. he'll be out of office by the next -- this time next year. does he have any set issues that he thinks he must get done to establish his legacy? >> well, one thing he's given up on, it's important to note, is medicaid expansion. that's been one of the things he's trumpeted in his first three years. >> trumpeted. >> maybe not a good choice. i didn't say trump. but anyway, he's all

although republicans were needling him a little bit when he presented his budget proposal a few weeks ago. he does have a proviso in there saying that if as the affordable care act is repealed or replaced, if medicaid expansion is still standing, then he wants to reinsert that in virginia. one thing he's talking a lot about right now is some criminal justice reform measures. those include not taking away somebody's driver's license when they can't pay their fine. that penalizes a lot of low-income people. they can't pay their court fine. then they get their driver's license taken away. they can't legally drive to work. how can they make the money to pay their court fine? it's kind of a vicious cycle. that's one of the things he'd like to focus on. >> chris, i want you to hold your thought. i know you were about to say something important. we also have to take a break. we'll be back in just a moment.

welcome back to reporter's notebook. chris, you were just about to jump in on this conversation. >> your question was about the virginia governor, having being a one-term governor, in maryland governor hogan will most likely be seeking re-election. he's the second republican governor in 50 years. so they say that the third session in a governor's term is where the fighting happens. the fourth is more posturing for the political campaign. what's with going to happen, there are going to be big issues about fracking. >> getting oil out of the ground by -- >> pressurized water into the ground. there are opponents that want to ban it altogether. governor hogan says restrictions will control water contamination, air pollution, and earthquakes. so there's going to be a

as we talk about social issues, there's a bill, blue lives matter, to make it a hate crime to shoot a police officer, just like any protected group by race, creed, color. >> that sounds like that would get pretty much support from the democrats and republicans. >> we'll see. last year it did not pass. firefighters were included. it passed in may in louisiana. we've had, as you know, mass shoot, of police officers in dallas and louisiana. >> before we go back to virginia, governor hogan, 74% is the most recent approval rating for him. >> that's correct. >> it's really off the charts for him. there's no doubt he'll run for re-election. what do the democrats do as they start to gear up? who's going to be running for governor there? can you give us a quick idea who's being talked about. >> baker has a real feather in his cap, having delivered the mgm grand, the mgm national harbor casino whenea

prince georges county couldn't get an upscale shop of any kind. >> then in march, he may have an announcement at the fbi headquarters, 11,000 jobs going there. >> other than that, there are just possible candidates that are maneuvering on the democratic side. really nobody at this point. >> julie, you have some more issues you wanted to bring up. >> one thing i wanted to talk about, there's likely to be some other agreement down in richmond. in spite of this budget shortfall, there's going to be increased spending, both on mental health issues and this opioid crisis. virginia is still in the grips of that, like so many other areas. we especially see northern virginia overdose death rates continuing to go up. there is some agreement there should be extra spending in both those issues. >> governor mcauliffe has made a big issue about roads in northern virginia, changing the restricted lanes and building some new -- is there anything new about roads that will be coming

see them finish doing all the things they've done so far? >> i think when it comes to transportation issues, just tinkering around the edges right now. the funds put in place during the mcdonald administration is showing big dividends in construction projects. we see the additional public/private partnerships moving ahead. >> i think i know the answer, but metro is having a horrific time with budget. billions of dollars needed for operating, construction. the silver line is being built in northern virginia. the city wants a regional 1% sales tax to pay a dedicated source of revenue to get metro back on its fiscal feet. what are the chances of that even being discussed in the legislature? >> dead on arrival on the other side of the river. >> i've talked about it longer than anyone there will. >> yeah. >> what about in maryland? they've had the same thing, even the state leaders are saying metro has to get its house in order. >> they want to see performance. >> how can you do that if you need

but metro says they need a dedicated source of funding from all three jurisdictions and the federal government. >> and governor hogan hasn't particularly weighed in on this. i want to talk about governor hogan again for a moment. throughout last year's presidential campaign, he was for chris christie from new jersey. when chris christie dropped out of the race, governor hogan staid away from donald trump. this past week, he announced he will, in fact, be going to the inauguration. what do we read into that? does that mean anything? >> i think it manes that he and donald trump are both very smart politicians. they're both republican executives. you know, maryland wants the -- as you just said, the fbi, you know, headquarters for one and federal subsidies. i think the governor is positioned well to have a relationship with president

won the state, but a lot of them are not happy. what are they doing for the inauguration? is governor mcauliffe going to come? >> i have not talked to him about that yet, but hillary clinton won virginia, yet virginia republicans are holding a big ball the night before the inauguration in the district of columbia. so they're going to be celebrating. they've been advertising that a lot. one thing i think is going to be interesting in richmond, the social issues that come up every time. republicans are emboldened, things like the ban on abortion after 20 weeks, that will be proposed, probably will not succeed as it's happened in the past. >> we're out on time. we want to say all three of us are going to be at the nbc 4 health and fitness expo at the washington convention center today. you're going to be there -- >> in the afternoon. >> i'm going to be there midday. you're going to be there this morning. if you want to go, go. then join us again next week for "reporter's notebook."

president obama's farewell speech in chicago is a hot ticket. it's so hot that tickets are no longer available. thousands of people lined up early saturday morning to grab their free tickets to tuesday's event. distribution began around 8:00 in the morning, and shortly after officials said they had reached 7,000 people. president obama will deliver his farewell address on tuesday at 9:00 p.m. meanwhile, the fbi is offering a $20,000 reward for information to identify a man that shot a u.s. official. this all happened in mexico on friday. take a look at this surveillance video. it shows a man wearing a t-shirt, standing near a security gate. as the car of the official pulled up, the man pulls out a gun and shoots the official through the windshield. authorities say the unidentified official is in stable condition. this morning support is still pouring in for a mentally disabled teenager whose brutal beating was broadcast on facebook live. a go f

i think the more donald trump continues to challenge the premise that russia was an aggressor here, the more he's going to lose people like john mccain and lindsey graham on rex tillerson. all you need is one more republican. rand paul, marco rubio. both have expressed concerns on tillerson. there's others there. i think the more trump continues to question and push back on this, the more you may see a handful of republicans, and it only takes three with 52, really making his confirmation for all of his national security team problematic. so that's the near-term political issue here for trump. >> the funny thing is, we were sitting here talking about this earlier when you hear senator graham speaking. they're just shocked by what the president-elect is doing. we're way beyond that, aren't we? we're not really shocked anymore about what he's saying or doing. >> it's funny you say that. i'm with you. nothing shocks me anymore. i think we are numb to this. i think it's more of a serious policy

multiple car crashes in charles county yesterday. one of the crashes here, a man driving with his 8-year-old son slid off the road. they rammed into a pole. crews had to cut them free from their car. they're both expected to be okay. meanwhile, there's a lot to clean up in the commonwealth as well. pretty much an endless shower of snow there. virginia state police said they responded to more than 500 crashes yesterday. this morning, vdot crews are out there again treating the roads. it was especially bad in the hampton roads area. cars stuck, more crashes. virginia and north carolina were both under a state of emergency. if you're driving, please make sure you bring a snow scraper at the least with you. a shovel, maybe flares, a carjack can also come through in an emergency. this morning we now know the name of the man who was killed in this crash in prince georges county. ibrahim sow lives in bowie. he was 29 years old. maryland state police found him in his car, which was overturned in an icy pond yesterday. this was nearhe

get down to the nbc 4 expo where it's nice and warm. there's the sun coming up over washington now. live view from our storm team 4 tower camera. despite the bright sun, it is going to stay below freezing all day long. look at our feels-like temperature. windchills now are subzero west and north of the area. reagan's windchill at 1 degree. the temperature there is 15. up to the west and north, it's only in the low teens. look at stanton, virginia. only 2 above zero. that's not the windchill. charlottesville is only 9 above right now. in fredericksburg, their feels-like temperature is going to be hovering near zero throughout the morning. by 10:00 a.m., these are the feels-like temperatures. still down near zero and low single digits. winds will be gusting around 30 miles an hour all the way into the early to middle part of the afternoon. even by 2:00, still windchills will be in single digits.
