each day we're getting about another minute or so of daylight. the live view from our city camera showing dusk now spreading across the region. tonight if you're heading out, you'll wear your warmest puffy coat, your warmest gloves and scarves and hats. right now we're generally in the mid and upper 20s. gaithersburg down to 21 right now. reagan national is at 24 degrees. the wind is a little blustery, not as strong as the weekend. a look at the warmup on the way is coming up this half hour. the director of the prince george's county county liquor board answered to bribery charges in court today. federal investigators say david sun negotiated payments between liquor store owners and elected officials. investigators tell us sun was originally cooperating with their investigaon

today we also learned the elected officials involved could go as high as the state government. county bureau chief tracee wilkins is outside federal court in greenbelt with the new developments. >> reporter: we were expecting the director of the liquor board to be facing charges firefighter obstruction of justice and also witness tampering, but he was able to come up with some kind of plea over the weekend so he did not face those charges and they let him go on bond. david sun is the man at the center of an fbi investigation into wrongdoing on the prince george's county county liquor board. he served as the director and was once the commissioner. sun's accused of negotiating bribe payments between elected officials, at least one lobbyist and liquor store business owners. most of the investigation centered around the passing

to have liquor sold on sundays. sun is accused of paying officials to ensure the bill passed and accepting payments from the owners to make sure they got one of the licenses. sun wore a wire for 11 months, providing hundreds of recordings. according to the affidavit, in one recorded conversation, sun says we got you three. the fbi says that means $3,000. he then instructs the elected official to go to the men's bathroom saying, he's going to hook you up. that's where the official meets the owner of central avenue liquors seen here. pag pays the elected official money in connection to the sunday sales bill. when the elected official leaves the bathroom, sun says you know how we always say true to our words, man. the u.s. attorney says it was sun who caused the fbi to quickly clos i

and raid the liquor board and businesses. they alleged he was trying to sabotage the case while informing targets about the case, all while still wearing a wire. while the feds agreed to set sun leave, they have a lot of conditions for him to follow while he was under the custody of his wife at home. just how strict it is, because they believe this man could be a serious jeopardy to their ongoing case. it's the beginning of a busy week in politics as we inch closer to inauguration day. there are critical events nearly every day this week from capitol hill to the white house. here's your four things you need to know. tomorrow president obama delivering his farewell address in chicago. he's expected to tout his accomplishments, talk about the challenges as we move forward. tickets for tomorrow night's speech have reportedly been sold

also, starting tomorrow, senate confirmation hearings begin for several of president-elect trump's cabinet nominees. some democrats say the hearings are moving too quickly before trump's appointees have been properly vetted. trump will face reporters in a long awaited news conference. it's expected to be wide ranging where trump could actually explain how he plans to separate his business interests from his presidency. and today we learned that trump's son-in-law jared kushner will be named senior advisor to the president. kushner has been in the spotlight over the past few days because of his own potential conflicts of interest. now there are questions about whether this appointment will violate the federal anti-nepotism laws. the closer we get to inauguration, the more important security becomes. this evening we're getting an

polishing off its plan to keep the peace. the security operation run from a windowless room at the washington field office. this is the fbi's command center. this is where the assistant special agent in charge sits. soon this room will be occupied by all sorts of officials from various law enforcement agencies. the metropolitan police, the park police, the capital police. they have cameras that span all over the city. they will activate this command center on january 19th and keep it running until january 21st. anything that happens in the city out there, they know about it right here. hear uh now from paul abate. he's the agent in charge. will be comfortable having your family come to this event?

>> reporter: this woman was young, only 23 years old. her whole life ahead of her until she was found stabbed in this building last night. so here is what we know. police got a call for an unconscious person in the building. they came and they found her in a hallway. she had been stabbed several times. she was taken to the hospital. attempts to save her life did not work and she died. we knowthat the young woman did not live in this building. she lived nearby with her brother and very close to her sister. she was in this country with her family, we believe, from togo in west africa. we found out today that her father was once a driver for the ambassador and that the woman who was killed used to live at the embassy. this was some years ago. people over there today, we stopped by. they're stunned. back

it's national law enforcement day today. maryland governor larry hogan issued a state-wide proclamation to celebrate it. the governor's house will be lit blue this evening in recognition of maryland's law enforcement officials. now to the latest developments in florida where an orlando police officer has been shot and killed and a sheriff's deputy has died while in pursuit of the suspected gunman.

information that helps track him down. at this point investigators think lloyd may be using his long time connections within the community in orlando to help him hide. the suspect in last week's deadly florida airport shooting made his first court appearance today. 26-year-old iraq war veteran esteban santiago could face the death penalty if convicted. today we got a look at some new video first obtained by tmz which shows the moments the shooting started. santiago came to authorities in november, he said that the fbi was forcing him to watch isis videos. his brother says the government failed him. >> they had responsibilities. they knew he had psychological problems. >> during the hearing santiago said he understood the charges against him and he remains he

we have been below freezing for the longest time this winter so far since friday afternoon, about 72 hours we've had subfreezing temperatures. sunset underway now the sun's been down for just about 20 minutes or so. we we have the clouds you see off to the west drifting over us off and on through the evening hours. storm team radar all dry from the mountains and across the shenandoah valley, virginia, up and down the i-95 corridor, or heading out interstate 70. no travel problems at all. we've got a settled weather pattern. it is cold and dry. temperatures right now mid 20s in washington. reagan national is at 24 degrees. mid 20s around the bay as well. northern and western suburbs,

loudoun county into the low 20s as well. another cold night coming up, but not as cold as it has been the last couple of days. that feels like temperature, we've had just enough of a breeze to make our windchills down into the teens. so for the rest of the evening, a light wind with temperatures kind of holding steady here just in the low to mid 20s just about everyo everywhere. then after midnight it should be partly cloudy to mostly cloudy by down on tuesday. tomorrow a cold morning waiting at the metro for the bus stop. temperatures by 11:00 will finally get above the freezing mark for the first time since friday afternoon. this is in the suburbs and rural areas. it will be hovering right around 20 degrees all the way until midnight and stay steady there until dawn tomorrow. by noontime tomorrow it will be in the mid 30s.

there. a >> reporter: we asked certainly today why you can't get a smart trip card here. you just can't. that doesn't mean that you can't ride a bus here, but it certainly makes it a lot harder to ride. big brand new transit center for buses, brand new sales office, but no smart trip card to use to pay for the buses. >> it should not open until you're ready to serve the public. >> reporter: clarence meyers is really upset. he just wants a smart trip card to use to pay for his bus which now comes through the transit center, but there aren't any smart trip cards at the sales office. >> they don't have a card, so public transparenortation is th thing. >> reporter: the transit center opened on december 22nd. he was told to try a nearby cvs convenience

he then called us. >> that's why i asked channel 4 to come and do the story because this is unacceptable for commuters. >> reporter: now, you can still use cash to ride the bus. if you bring an existing smart trip card to the sales office, they can put more value on it. but you just can't get a smart trip card here yet. we contacted the maryland transit administration, which runs this center. they said they're aware of the issue. >> i thought i would be able to buy a card and commute. i couldn't do that. >> reporter: coming up next hour at 6:00, i'll tell you how much longer you're going to have to wait before you can get a smart trip card here. plus, why was there a delay in the first place for having those cards here? metro riders have become almost numb these days to delays and breakdowns. the transit agency says rail cars themselves are a big problem. during a board meeting this thursday, metro will report that

rail car breakdowns. statistics show that about four times a day everybody has to be taken off a train somewhere to wait for another one because of issues. metro's currently retiring the oldest rail cars in its fleet, known as the 1,000 series rail cars. metro tells us all trains are running again after the latest report of smoke inside a tunnel. fire trucks surrounded the u street car dough sa station. the transit agency says the smoke likely came from an insulat insulator. leesburg, one of the busiest intersections in town. we are hearing it is still partly out of commission. crews are still on the scene repairing a broken gas line at east market and plaza streets. the work is taking a bit longer than expected. traffic is being detoured about

late word is that washington gas hopes to have the repairs finished by midnight. we just got word from alexandria about this morning's fire at the shell station on duke street. investigators say a malfunctioning furnace is to blame. duke street was closed near jordan street for a while but it is back open now. a virginia state delegate from our region has introduced a new bill now that would require a proof of citizenship to register to vote. republican mark cole is requiring proof of citizenship for anyone registering to vote after january 1st of next year. the rule would apply for federal, state and local elections. it would not apply to anyone already registered to vote in the commonwealth. similar measures have failed in previous years. the upcoming inauguration may close some city businesses for the day.

turns out sea turtles don't like the cold weather. n more than 200 turtles watched up near corpus christi, texas, over the weekend. the cold weather actually paralyzes the turtles, causing them to float to the surface and then wash ashore. they're also dealing with severe weather on the west coast. look at this heavy rain. it is causing flooding in parts of california and nevada. the storms toppled tree trees, blocked roads, trapped some people in their homes. mudslides made roads impassable. more than 1300 homes were evacuated in nevada as more flooding is expected today. even one of california's giant sequoia trees was no match for the weather. the famous pioneer cabin tree
