it's light rain. a cold rain it is. the temperatures in the mid-30s. the metro area from the west headed east. the blue line in the upper right of the screen. the cold air aloft it located. there is wet snow in northeastern maryland. another surge of rain into the ohio valley from the west is moving in later this afternoon. between now and then, we're going to stay with wet roads. noon, 3:00 p.m., 6:00 p.m. into the evening. road temperatures are above freezing. they'll stay just wet. that includes areas that may get sleet and wet snow north and west of it. that's going to be later in the afternoon and into the evening hours. shenandoah valley. panhandle of west virginia. western maryland, it is at or below freezing. including frederick, hagerstown. martinsburg, in the mid-30s. new hour by hour timing in a bit. >> we'll checn

thanks very much. on the roads, depending where you travel. you may run into some of this weather tom was talking about. >> storm team 4 lauren ricketts is live with the drive camera. lauren, how is it looking out there? >> reporter: we just passed over the bridge from leesburg into maryland, that's where tom was saying that temperature is below 32. we've seen a lot of trucks out here getting ahead of this storm. i really think that's the name of of the game. we started to down play it yesterday. even coming up to a stoplight now. not a lot of ice on the roadways even though it is hitting our windshield. we're getting a little bit of freezing rain. since the road temperatures are above that freezing mark, they got ahead of this storm as they were treating roads yesterday. really not that bad. as we continue through the afternoon, of course, we'll have to watch the road temperatures closely. this event will continue throughout the day. there could be a few problems spot through maryland where '

sleet at this point. of course, download the nbc washington app how i'm keeping updated with where we're seeing freezing rain and wet snow. for the most part, especially through virginia, just plain rain. we'll continue in frederick county, maryland, we'll let you know what's happening up there in 30 minutes. guys? >> thanks, lauren. as they've showed us, around here it's not that bad. we've got to show you the damage caused by a wild storm crossing the country. ice is coating power lines and trees. cars just going right off the roadways. nbc's blake mccoy has more on the dangerous storm. he's in st. louis. >> reporter: hello from st. louis as we begin day two of this three-day ice storm. you can see the ice forming here on bushes. we're seeing similar things around trees in st. louis. the big concern, of course, is all of this ice, as it builds up, it's so heavy that it can topple trees and power lines. the biggest impacts so far has been on

numerous slide-offs reported from oklahoma into missouri and kansas near wichita overnight. there was a 20-car pileup as a result of slick roads. so going forward, the roads are the big concern and then of course, this ice buildup and the potential damage that can cause. for st. louis where i am, the major ice threat has moved out. it's moving into oklahoma and kansas. you can still see clouds lingering here on the gateway arch. we're not expecting much more ice in st. louis. that threat is shifting west as the afternoon progresses. guys, back to you. >> blake mccoy in st. louis. if you want to track what the local weather has in store for us, the nbc washington app keeping you updated all day. going to politics. a lot of work lying ahead for republicans. they took major steps to repeal the affordable care act. the senate passed it on thursday. the tricky part now is finding ut

anything at all. 20 million people currently receive health coverage through the 2010 law. the affordable care act has been president obama's signature bill and something he's proud of. if you missed it, the president sat down for an exclusive interview with nbc's lester holt. he reflects on his eight years in office. he said the massacre at sandy hook elementary school was the worst day of his presidency and says failing to do more about gun violence his greatest disappointment. >> this has to be a catalyst for some action by congress. i didn't expect that you'd see some huge movement on gun safety legislation, but i thought, well, they're going to have to make some effort. >> you can watch more of the interview on "dateline's" website. president obama will hold his final press briefing at the white house on wednesday. congressman

a mom and two children remain in critical condition. a lot of you saw this video. katie malone and her two children survived but six children died. a father is grateful for the love and support they've received. a go fund me page has already raised more than $200,000 for that family. even though it's not clear yet what caused the fire in baltimore, there are some things to keep in mind to protect your family. potential dangers include

the national mall. the tape covers the name don john's. it's a company in west virginia supplying the toilets for the inauguration. a spokesperson for the company says that sometimes event organizers will ask them to cover the name but that was not the agreement they had for this inauguration. i think some of the question over that is donald trump's initials. something they're looking into. we'll update you. if you look closely, you might notice something about d.c. police officers uniforms. >> it happens every four years when a president is sworn in. the badge is special because of who designed it. >> a story you'll see here on news 4. >> kathy bannon has been married to a d.c. police officer for 45 years. her son has been on the force for 15 years. >> it's been by

>>up, all of that. back to you. >> there iis. >> you can see it behind us. a dreary start. >> it is cold rain, too. you need a warm coat along with the umbrella and rain boots. not a lot of rain. just enough to make everything wet. our road temperatures are well above freezing. radar showing this rain across northern virginia. the pink zone, our nearby suburbs. in d.c., it's all rain. but farther north and west in the pink zone, it is sleet. the blue line is the line where the colder air aloft is. that moisture crossing that and changes over to snow. they are getting some of that in delaware and northeastern maryland. more rain in west virginia is coming in another few hours. there's even more coming from the midwest in indiana and ohio. that's arriving here this afternoon and into the evening hours. temperatures above freezing in the metro area. farther north and west, it's at or below freezing.

that may be causing icing on elevated surfaces there. just immediate metro area staying in the upper 30s. 37 or so. 38 by late afternoon with light rain off and on. that continues into the evening hours. weather advisory continues off to our north and west. this winter weather advisory until 6:00 p.m. it has been canceled for the metro area as the result of the possibility of some more icing there and maybe a little bit of sleet. mainly rain. a little bit of sprinkles and drizzle. 3:00 more of the same. but then that next surge of rain from the midwest. that will be around 5:00 p.m., continuing into the evening hours. much of it is done by 11:00 tonight. then we dry out after that. so some sleet and snow and rain in the blue zone, northern virginia, the metro area, much of maryland. mainly all rain in the southern part of the eastern shore and virginia. up to our west,

the wellies as they call them in london. >> wear your wellies too. we have light rain falling. >> it's mostly rain. the green is rain across northern virginia and most of maryland. farther north and west, may be sleet in frederick and washington county. all rain across the rest of virginia, it's headed off to the east, wet roads here all around the region. the storm team 4 tower camera and road conditions will stay wet, noontime, 3:00 p.m. and 6:00 p.m. into the evening hours from light rain coming through. however, farther north and west, a little bit of icing and some of the higher elevations and elevated surfaces as well. most roads remain wet all around the

snow and sleet farther north and west. new hour by hour timing and inauguration week is coming up. tom, see you then. we continue to track the winter weather for you as you head out the door this morning. >> you can see on the screen there, lauren ricketts. she's been driving around these roads all morning long. she's in maryland now. lauren, what's it looking like? >> reporter: well, you know, we were really chasing down some of that sleet and freezing rain and right now we're in it. we just crossed over from frederick county, maryland to upper montgomery county through clarksburg. we passed exit 18 on 270. i got to tell you, we're seeing freezing rain. but they've done such a good job treating the roads and plus the road temperatures are above that freezing mark, so really not seeing a lot of issues on the main roads. i do believe untreated surfaces, some of the elevated surfaces also could have a little bit of ice. other than that, we're just looking at very

situations. really not much, just wet roadways on the main roads. we are seeing sleet and some freezing rain here in frederick county and also into upper montgomery county. temperatures in frederick county, maryland where we just left are down to 30 degrees. niece are the areas we have to watch closely. going through frederick county, maryland, hagerstown. the temperature, the road temperatures are below the freezing mark. icy patches out there. otherwise, you may hit a few icy patches on your driveways or porches. the main roads right now, guys, look fine. >> lauren, be careful out there. we're following breaking news in prince george's county. police say they found a man shot to death. derrick ward is live in glen arden. derrick what, do we know about the investigation so far? >> reporter: not a whole lot at this point. this happened at 12:10 a.m.

take a look. this is the car that was involved. it's a dark-colored small suv. it was about 12:10 when police were summoned to this town house community for the report of a shooting. when they got here, they found that car, which appears to be running with the door open and they found the dead moan inside. police are asking anyone who saw or heard anything or perhaps knows who the person was to get in touch with them as the investigation continues. now, that scene has since been processed and cleared. but the investigation obviously, does continue into this homicide in prince george's county early this morning. we're live in glen arden, derrick ward, news 4. back to you. >> derrick, thank you. prince george's county police are still searching for the person who shot at a high school student. the shooting happened yesterday at around noon near the school. police say the student was shot in the leg and is expected to be okay. they think the suspect is also a student. witnesses say this all

lot near the high school annex. they later found a bullet lodged in the ceiling of a classroom. no one was hurt there and at least five shell casings were found. >> i mean, this is a serious occasion. i mean, someone brought a gun to school. lives could be lost. it was terrifying and i honestly didn't feel comfortable and i wanted to get out. >> anyone with information is asked to call the prince george's police department. you can remain anonymous. right now activists are gathering near the washington monument for a massive march to honor dr. martin luther king, jr.'s memorial. organizers are expected by the thousands to attend. >> nbc's hans nichols is live in the district to explain what activists say they're marching for. good morning, hans. >> reporter: good morning. i have to talk quite loudly. please don't ask me to follow-up. it's quite loud here. we have this gathering here. they're going to start here. they expect thousands.

the man convicted in the 2002 sniper shootings in d.c., maryland and virginia wants a judge to toss out the sentence. malvo was sentenced as a 17-year-old to prison. his attorney filed a motion yesterday. malvo was serving at the head onion state prison in southwest virginia. his partner in the shootings was executed in 2009. they were con viced for the shooting spree which killed ten people and injured others. the montgomery county prosecutors are vowing to try again a case that was a mistrial. prosecutors argue leblond was embarrassed when the transgender woman flirted with him in front of his friends. there's evidence that someone else may have been involved in the shooting. the jury deadlocked yesterday after three days of

deliberations. tributes have been pouring in for the exorcist screen writer who died on thursday. fans of his horror film and book have been visiting the georgetown set he made famous. the story is about a 12-year-old girl possessed by a demon. he throws himself down those steps by georgetown university. >> i've been honoring him by running up and down the steps which provide a good workout. >> it's a circle of life thing. death begets life. >> he died at a bethesda hospital from a form of blood cancer. he was 89 years old. this morning, chicago is working with federal courts to revamp its police department after a scathing 164-page report from the u.s. department of justice. the chicago police department is the second largest police force. for years, the d.o.j.

its rights. they've shot people who didn't pose a threat. chicago is one of 25 investigations into law enforcement agencies opened by the obama administration. it's not clear how the incoming trump administration and a new attorney general will handle these cases. turning to the presidential transition, your safety at the 58th presidential inauguration is the prime focus as m.a.c. the multiagency communications center. we can't tell you where it is because we don't know. the location is secret. state and local agencies will coordinate security from there. the center will operate continuously starting thursday and running through saturday. one of those agencies is the d.c. national guard. we've learned that its head will step down at 12:01 on inauguration day. >> not because he wants to. major general earl schwartz followed proper procedure when a new president takes office. he expected presid-e

the trump team accepted the resignation letter and schwartz found out about it from the pentagon. d.c. council member vincent gray wasn't happy about it. >> it's unconscionable to me. this man devoted so much service to this country and the city. he's a quintessential leader. >> he was appointed by george w. bush and remains as the head for both president obama's terms. now to the day after the inauguration. the women's march on washington will force several street closures. we want to show you this map here coming up. in the red, the red line there shows what will be closed. the yellow line, that represents the actual route of the march. large crowds of people from across the country are expected to participate in the mark. d.c. police say they will be monitoring for crowds. >> our strategy has been to develop a security plan that will create

environment for everyone. >> the march will start at 10:00 on saturday at the intersection of independence avenue and third street southwest. >> the island nation that sits 90 miles from the u.s., cubans lining up outside havana to get a visa. the lines expected to get longer. that's because the obama administration abruptly ended the so-called wet foot dry foot policy this week. the policy allowed cubans to get legal residency if they made it on to u.s. soil. the cuban government is praising the change saying the policy promoted human trafficking and was dangerous for the migrants. >> we've taken you with us to the island nation several times in the past two years, including for my family's personal cuban american story. the question i most often get when reporting on cuba, including from meagan is how can i visit? as it now stands, americans can't travel

aloft, the moisture running north and east of this blue line changes over to sleet and snow. there's another batch of rain in indiana and ohio, kentucky. that's going to be moving in later tonight. right now, temperatures are above freezing in the metro area. most of maryland and virginia in the mid-30s, there are a few spots north and west of us and the shenandoah valley that are at or below freezing. that rain falling on elevated surfaces causing icing on the elevated surfaces but the road temperatures -- staying above freezing. the winter weather advisory, all the areas in the lavender color, howard, northern montgomery, northern fauquier, that's in effect until 6:00 p.m. then again, that's where there could be light icing, sleet and rain. mainly just rain elsewhere throughout the afternoon. as we go forward in time, it will taper off a bit. a little bit of light rain at
