good morning, everyone. welcome to news4 midday. >> today is martin luther king jr. day and people across the area taking the time to remember the civil rights icon and honor his legacy. >> we learned that vice president-elect mike pence just arrived at the memorial. a wreath laying ceremony wrapped up a few minutes ago at the memorial. that's where we find justin finch. good morning. >> reporter: good morning. of course a surprise visit here from vp-elect mike pence right by the wreath laid a short time ago. perhaps you can see him. he's just behind us. a lots of surprise in the crowd out here today he's taking in the memorial as we speak here and wreath laid just moments ago. of course the legacy of dr. king on hearts and minds of many here today at this site. many lean on his example as they mark this moment.

that wreath in his honor. we'll take you now to video of that ceremony led by a line of young people. the king memorial foundation laid a wreath for a sixth year and featured on today's program, a few key players who brought this site into reality from fundraisers to advisers. the events keynote speaker jeff johnson urging the crowd to look to king's legacy of looking past differences for the greater good of all. on the heels of friday's inauguration, a call to the youngest here and across the u.s. to follow in king's footsteps and not let age stop them from being leaders. >> don't let your age be a consideration of restricting your leadership role. you are the martin luther king's of today and tomorrow. accept that challenge. >> when i reflect on what martin luther king means to me, it's dedication. on the wall there's a picture of dr. king at work and it talks

the virginia governor was one those recognized for his efforts. >> felons of any governor in the history of the united states of america. it was the right thing to do. >> republican leaders in virginia challenged the move and virginia's supreme court ruled in july that the governor's process was unconstitutional. after that decision, he restored voting rights under a new system. the weather should cooperate for today's mlk events but rain is in the forecast. >> plenty of cloud cover out there today. it looks like it's going rain at any time. i'm keeping a very small chance of passing showers mainly to the south and also off to the west. really not seeing much in the d.c. area. any parades that are happening will be a-ok to go

and the victims' names have not been released. when we get more details, we'll have them on the nbc washington app. now to this friday's transition of power. we're just four days away from the inauguration of donald trump. at noon on friday, he will be sworn in as the 45th president of the united states. stay with news4 as we countdown to the inauguration. we'll keep updated on street and metro closures and what the weather is going to look like for festivities that day. but what everyone seems to be focusing on this morning is president-elect trump's twitter feud with congressman john lewis. this comes after lewis told nbc that he did not see trump as "a legitimate president." trump shot back on twitter over the weekend criticizing lewis and his district. this morning that breakfast honoring dr. martin luther king jr., reverend sharp said trump out to reach out to lewis. >> he ought

brand new developments. a gunman has killed five people at a nightclub in mexico. more than a dozen other people were hurt. the shooting happened early this morning outside the blue parrot nightclub hosting an event part of an electronic music festival. of the victims, we now know two are from canada, one from italy, one from colombia. police say the shooting was a result of a disagreement between people inside the club and said security guards had come under fire when they tried to help. four people are now being questioned. new at midday, recovery teams found the black box from a plan that crashed in kyrgyzstan. it hit a village. some officials report that 37 people died but the government has not confirmed that number yet. the site is

debris from the plane is everywhere including protruding from a house. several people including children are hurt. the cause of the crash is not clear. this morning, two kids saved from the baltimore house fire are doing better according to the fire department. the 4-year-old girl and 5-year-old boy have been upgraded from critical condition to good condition. they were saved last thursday from that burning house by their 8-year-old sister. the children's mother is still in critical condition. the cause of that fire is still under investigation. developing right now, d.c. police want you to take a good look at these photos on the screen. these two girls are cousins. police say that they disappeared on saturday night around 10:30. if you see them please call police. fairfax county police looking for a stabbing suspect on the run. this after a soccer game turned violent in fairfax county. police there say that the person fl

the soccer field. this happened at south lakes high school yesterday. officers say it started with an argument during a game. there were no students involved but this kind of violence has one father on alert. >> i wouldn't expect a double stabbing to evolve from a soccer match. a neighborhood soccer match. and a great deal of concern. >> police think this was an isolated incident and there is no threat to the surrounding communities. this week the supreme court will take up a case that could have an impact on the washington redskins trademark dispute. it's over the name of an asian american band. the band's name is a term that could be read as offensive to asian americans and the dispute over washington's name is on hold pending the outcome of that case. a new effort to push congress to increase diversity on capitol hill. we see how lawmakers may soon follow in the nfl

showed you how almost every u.s. employer is required by congress to report on their hiring of women and minorities. when we asked nearly 30 local u.s. senators and u.s. representatives to report on diversity within their own staff, only seven did so. we found congress doesn't have to follow the same diversity laws it mandates for the rest of the workforce. now a caucus representing black u.s. senate staffers are proposing a bill to propose a chief diversity staffer. they say the practice should be in place for congressional job openings too. >> you mandate that some of the applicants and interviews that you conduct for senior positions, the applicants have to be people of color. even if they don't get the jobs. it allows men and women of color to get in the pipeline. >> despite the number of formal numbers are hiring, there are new figures that show how well congressional staffs reflect the people they serve. that's com

breaking news just into the newsroom out of southeast washington. police on the scene of a double shooting. this is happening in the 2400 block of elvans road in southeast. homicide detectives have been called to the scene for this double shooting. news4 pat collins on the way. more information as we get it. crews are cleaning up downed power lines and even worse damage in more than a dozen states this morning. >> a major ice storm is being blamed for six deaths and the storm is far from over. we get the latest on conditions from omaha, nebraska. >> reporter: this morning crippling ice coating much of the nation's midsection. entire neighborhoods frozen over. slick roads now disaster zones with at least five fatalities. in nebraska, a fiery crash

engulfed two semi trucks in flames. amazingly no one was injured. seat belts helped save both driver's lives. in oklahoma, towns transformed into icicle cities. >> fire and ice. >> power lines catching fire as ice melts. in missouri, the ice storm forcing the nfl to delay the steelers/chiefs playoff game by seven hours in kansas city. and in kansas, you can see mother nature's wrath on the road. this tractor-trailer almost slamming into a patrol car. the terrifying moments caught on police dash cam video. the officer unharmed. bishop rice was bagging groceries when the power went out at this supermarket. how did the customers respond? >> they just kept shopping. >> reporter: 49 million americans still being affected today. here in omaha, nebraska, we're under an ice storm alert that's expected to

42 right now in washington. we still have 30s out there. mid to upper 30s when you head out into the shenandoah valley. temperatures into the 40s for everybody. for the rest of the martin luther king day, it looks like it will rain at any moment but only a slight chance of showers in there. i would say about a 10% chance if we see anything. you can see there's nothing on storm team 4 radar right now. that ice storm they were talking about in the midwest, you can see all of the way up through omaha and then coming down through iowa. this is a frontal system. that's going to pass through late tuesday night into wednesday and that will bring us some rain. we're dry for the rest of the afternoon and then we have rain showers tomorrow morning. so as you make your way back to work, grab that umbrella. you're going to need it. you're going to need it throughout the day. scattered showers throughout the day. out of here by wednesday and then we start to dry out on wednesday afternoon. we do have rain showers as we get into the end of this workweek. specifically for inauguration. we have that forecast and if you plan to be out and about on

breaking news into the live desk a few minutes ago. michael l. brown named alexandria police chief after chief earl cook retired october 1. brown has been in law enforcement for four decades. served as commissioner of the california highway patrol, adviser for the california governor's office, worked for the national highway traffic safety administration and as a professor at california state university. brown has lived in alexandria since 2010 with his wife who is an alexandria sheriff's deputy. he'll start january 23rd. the public is invited to meet brown at a welcome reception next thursday evening

as if being knocked out of the playoffs isn't bad enough, listen to what cowboys fans had to deal with after the packers won yesterday. >> listen, i'm a redskin fan. sorry. we're trying not to be gloat but cowboy fans were stuck in the stadium because of the tornado warning. adding insult to injury. and then signs popped up on the scoreboard warning fans about severe weather telling them to take shelter. the warning came minutes after that final field goal. the national weather service has not confirmed a funnel cloud or tornado. we're not trying to make light of a dangerous situation. we bleed burgundy and gold so you know we were rooting for the packers. >> i root for the packers

on our society. #mlkday is trending on social media. the d.c. police department remembered the leader with this famous quote and picture. darkness cannot drive out darkness. only light can do that. hate cannot drive out hate. only love can do that. republican senator ted cruz posted a picture remembering the place where dr. king delivered his iconic "i have a dream" speech. prince george's county schools remember the impact he had on education and the king center posted a collection of photos from king's life and white house photographer posted a series of photos of president obama celebrating mlk day throughout his presidency. some really incredible images of his work in the white house and with his family as well and he said on this day dr. king would have been proud to know that his vest was displayed in the office of the first african-american president. across the country people

are also honoring martin luther king jr.'s legacy by service projects in our area. they are about to finish up a service marathon. the new local nonprofit service never sleeps organized this effort and the founder is here to tell us about it. she brings along some wonderful participants from other groups that have spent the last 72 hours doing a whole lot of good in our region. i do want to start off with whitney. first, tell us a little bit about this marathon and what you've been able to accomplish over the last few days. >> sure. thank you so much for having us. the idea of service never sleeps is that just as social injustice never sleeps, combatting it should never sleep ever. what better way to bring in mlk's day of service than by having a 72-hour service marathon where we had service taking place every minute of every hour. we partnered with over 10 local nonprofits to facilitate service to their shelters, crisis hotlines, soup kitchens, youth

centers to support issues of homelessness, violence against veteran and military families, mental health. >> an array of social issues. i know, maurice cook joins us now. he leads a group that aims to empower people of color. tell us about your hand in this project. >> it helped us improve our financial accounting system and our marketing and branding and we've been able to recruit more volunteers to get directly in the lives of d.c. youth providing them with various activities including financial literacy, college awareness and preparation and our athletic programs enrolling in tennis and swimming. >> strength in numbers. good to hear about that and increase there. lauren anderson, your organization is also part of this mission. how important has it been for you to have these volunteers onboard? >> so important. so our organization, the josh anderson foundation promotes youth, mental health and
