the rain is not done with us quite yet. >> we've had several waves of this rain coming through since early this morning and we just had one wave, the last one just passed right through washington, is now heading off to the east, passing into prince george's county. this is rapidly heading off to the east and moving across the chesapeake bay and pulling away from the metro area. we still have a lot of low clouss

bit of fog forming. reagan national now is at 48 degrees. culpepper at 51. manassas at 48. some of that mild air is going to come in later into the evening hours. our temperatures are actually going to be rising as we get into the evening hours, climbing into the low 50s and staying that way until midnight and overnight tonight. there's going to be some dense fog forming as this somewhat milder air does come on through. we could have visibility down to a half a mile or less. a look at big changes on the way for the end of the week, inauguration day and the weekend coming up in just a few minutes. just days from the inauguration, two confirmation hearings on capitol hill today.

august. new developments in the murder of a local rapper. prince george's county have arrested and charged four suspects. khalil wiggins was found shot and killed outside his capitol heights home on december 29th. police believe the motive was robbery. police say they all admitted their involvement in the kill. three people are in the hospital after police say a man stabbed his wife and her father in upper marlboro and then stabbed himself. it all started as a domestic dispute. the woman and her father ran to find out at a nearby home. that neighbor was an off duty police officer and was able to apply first aid. >> well, through my training and the experience of

in just a few months, millions of low income people will be able to use food stamps to buy groceries online. today the department of agriculture announced that seven retailers will test the idea in a pilot program. the government says it's important people have the option to buy groceries online, especially if they live in neighbors or rural communities with limited access to healthy food. there are several stores participating in our area. the pilot program will last two years and start some time this summer. last year more than 44 million americans received assistance from snap. a significant move today in montgomery county to hike the minimum wage. the county council has just approved a bill that would raise the minimum wage to $15 an hour by the year 2020. legislation was approved by a narrow 5-4 vot

against it say they're hoping to delay action on the bill so the council n better study the wage hike and its impact on businesses. there's also a chance the county executive could veto the bill. a new poll shows the law has never been more popular. a new nbc news "wall street journal" poll shows 45% of americans think the affordable care act is a good idea. that's the highest percentage since nbc started asking people eight years ago. 50% of americans say they have little confidence republican plans to replace the law will actually make things better. the report says the number of uninsured would spike to 18 million people in the first year alone and premiums would go up for some people. speaker ryan says the report doesn't consider any republican replacement plan or what

george mason university is facing charged this afternoon, accused of secretly recording a sexual encounter with a student. >> we've learned that professor is a former navy commander and fbi agent. how did all this unfold? >> reporter: according to arlington police, they tell us this encounter happened inside james sellcamp's apartment which is in this building behind us here. important to note the professor had a consenting relationship with the student, but they say the student never gave him permission to film their encounter. police say the professor met the student on the campus of george mason university. police say back in september the woman spotted a camera inside his arlington apartment and saw footage of their sexual encounter. police say the woman reported the incident the next day. >> during the course of the investigation, we were able to

a film and charge him appropriately. >> reporter: investigators arrestedfe feldcamp. he was also a former navy commander and a special agent with the fbi. arlington police tell us that unlawful filming is a misdemeanor. we reached out to george mason university. they tell us james feldcamp is no longer employed and they are cooperating with the police investigation. coming up at 5:00, you'll hear what police say feldcamp told the victim after she confronted him with the video she found. investigators are trying to figure out how a woman ended up driving her car off the road and into the anacostia river near e

police say she had made it out of the car by the time rescue crews arrived. she was able to tell police whether someone else was in the car. so they dove into the river, searched the car and realized she'd been all by herself. reckless behavior led to the death of a woman in a wheelchair. the chief of police made a plea for anyone to come forward with information about the shooting. vivian marrow was shot and killed while making her regular trip in a wheelchair to the local market. >> to the person who is responsible, you know what, you need to come in and let us know what you did. you may have had a beef with somebody else, may have been another adult male, whoever. you've taken a woman out of our community who had no business losing her life at is

trying to determine a motive. a young man was hit in yesterday's shooting, but police are not saying whether that man may have been the intended target. it's been a gray and wet tuesday. we've had about a quarter of an inch of rain here from several waves of rain coming through. as we take a look at our prince george's county camera over looking national harbor, we do have some light fog in the air. you can see there visibility at reagan national is about five miles. at dulles, it's about a mile and a half. the rain has ended in washington and is quickly moving east, now crossing the chesapeake bay. it's going to be continuing to track across the eastern shore. we're going to have some low clouds around, a little bit of mist in the air, perhaps a little drizzle. temperatures are generally hovering in the mid to upper forge 40

that rain will be in place on monday. then it dries out after that with a mild trend into next week. certainly not acting like january. >> no, sir. check out this sinkhole. the pavement beneath a commercial truck in georgia collapsed, causing a huge hole that swallowed the truck. the truck then began leaking fuel. crews managed to stop the leak and removed all the water from the truck. that made it lighter to lift. the truck carries about 1600 gallons of water and weighs 55,000 pounds. a couple who survived a plane crash had a chance to meet one of the volunteers who saved their lives. >> that small plane went down on a mountain top in a remote part of california, the temperature that day negative 18. he sorted through radar of every plane that had taken off in

transition process. in front of cameras here at the white house today, barack obama had a chance to weigh in on that, but the president just laughed and walked away without a word about putin or about donald trump. the president-elect got support from moscow as he tried to build enthusiasm for his inauguration. with just 40% of americans now polling positive about a donald trump presidency, enter vladimir putin again. alleging a political struggle in the u.s., calling the leakers of unverified reports about trump worse than prostitutes. john brennan insists this is not intelligence community information. he called it repugnant for donald trump to have likened u.s. intel officials to nazis. john lewis called

and just three inaugural balls. a day after the inauguration, hundreds of thousands of women and men are headed to the women's march on washington. but few of them match the profile of daliah mesa. she's 90 years old. she tells us it's not her first experience with political activism. she demonstrated against u.s. involvement in the vietnam war. now she'll be joining the women's march with two generations of her family. she says her age is no obstacle. >> how could i not go? i think our nation is facing a tremendous challenge to get through this presidency. and i think we have to -- we should be civic minded, responsible citizens, speak out. >> since

a new study has found a small, but substantial, number of women in their 40s and 50s are battling bulimia and anorexia. some say they experienced it in their teens. others say they developed it for the first time in middle age. what if high blood pressure could actually help you and not hurt you? that's what some of the findings of a study released today in the alzheimer's association journal seem to suggest. this was especially true if high blood pressure started at the age of 80 or older.

breaking news, president obama has just commuted the prison sentence of army soldier chelsea manning. she was convicted in 2013 of leaking classified information about u.s. national security activities. those were later disclosed by wikilea wikileaks. she's going to get out in may. president obama also either pardoned or commuted the sentence of more than 200 others. new details about a stabbing at a soccer game over the weekend in fairfax county. we're learning more about one of the victim's condition. police say a man stabbed two men with a box cutter during an argument. it happened on the soccer field at south lakes high on sunday. no students were involved. two men ages 22 and 23 were taken to the hospital. one man had life threatening injuries.

police are still looking for the suspect. >> from now on the you park at the reston town center but don't pay, plan on just driving away. chris, this is a pretty big change. >> reporter: that's right. the reston town center has been open since 1990. just two weeks ago, they decided to charge for parking here. well, the management company calls it a success, but some businesses disagree. one bike store told us they're down to two or three customers a day, a sharp decline. and they say some businesses are threatening to leave. reston town center now charges for parking 24 hours a day monday through friday. it's $2 for the first hour in a garage, up to a total of $24. street parking is $3 for the first hour. some stores and restaurants say it's hurting business. >> it's been devastating for us and for a lot of the

we have a camera that over looks the dulles tollway and reston town center. that's the view from that camera right now. where chris was down at street level, there is no problem with fog. dulles and the reston town center is just right off in the middle distance, but it's not visible because of the low cloud cover there. and the rain that passed through just about an hour or so ago, now crossing the bay, pulling away, did leave about a quarter of an inch of rain in its wake. our temperatures are beginning to get mild. shenandoah valley over to culpepper and fredericksburg into the 40s. a warming trend through the evening. our warmest temperatures of the day will likely be right around 9:00, 10:00,

firefighters have gained control of a building blaze in huntington, west virginia. it started just after midnight and it burned throughout the morning. when firefighters first arrived on the scene, flamed had already claimed the second floor. according to the fire chief, a new tenant haddock pie eoccupie building. no one was hurt. the man charged with fatally shooting five people and wounding six others at the fort lauderdale airport has been denied bail. a federal judge determined esteban santiago was a flight risk. the fbi says santiago flew from alaska to florida, then took a handgun out of a checked gun box, loaded it in the bathroom and then started shooting. a first court

apartment. they went inside and found that video. that's when they were able to make the arrest and file the charges. according to the george mason university website, jam james feldcamp was a former special agent with the fbi and a u.s. navy commander. from 2008 to 2016 he was an adjunct professor on campus, teaching a specialty course in theory and practice of terrorism. that's how say he met a student he was involved with. >> she was not one of his students at the time of the incident. >> reporter: the incident police investigated started in september. ashley savage with the arlington police department says the adult student told police she found a camera inside feldcamp's arlington apartment. she then saw a video of a sexual encounter she had with the professor but says she didn't give permission for the incident to be recorded. fe femp
