we'll be talking about record high temperatures later that we go over to sheena parveen who's out in college park, maryland this morning. how are things out in college park? >> reporter: hey, good morning, chuck. yes, i'm live at the college park metro station this morning. it's a little chilly out here. but we are looking at some big improvements as we go through the day today. so if you liked the arm air yesterday you're going to love today. we'll be warmer and we're talking about some record high temperatures across the area. take a look at your planner as we go through the day. we're talking about temperatures in the upper 60s. the record high is the mid-60s and as we go into tomorrow we're going to be warm too, but get ready and enjoy it because after tomorrow we're back to reality on thursday. we'll take a closer look at your forecast coming up in just a bit. back to you. >> all right. thank you. an update on a breaking news story out of the district. police now say the woman struck

what led upo in d.c. a male victim was killed on irving street northeast just a few hours ago. we don't know all the details right now, but we will update you on the nbc washington app. right now police tell us the victim was shot around 2:00 this morning. right now some all night action happening on capitol hill. >> democratic senators hoping to block the nomination of betsy devos -- or the come fir molestatio -- confirmation rather. >> democrats taking turns speaking all night into this morning as part of their 24-hour push to protest president trump's nominee for education secretary betsy devos here. minnesota senator al franken. >> during her hearing mrs. devos proved beyond a shadow of a doubt not only that her ideology is fundamentally

with the mission of the department of education, but that she is fundamentally incompetent to be its leader. >> democrats hope to sway one more republican to join them in opposing devos. we know that two prominent gop members already have said they will not support her which means that it will all come down at this point with a 50/50 tie it will come down to mike pence casting his vote to break that tie. he is expected to vote in devos' favor. the marathon is expected to go until noon today. that is when they'll hold their final vote on devos' confirmation. we'll continue to follow it. 5:04 right now. the trump administration is also defending that controversial executive order on immigration today. just a matter of hours federal and state lawyers will go before a panel of federal appellate aw

p.m. eastern. opponents will argue that president trump violated the constitution and ignored laws passed by congress. today's hearing comes after friday's ruling by a federal judge temporarily stopping the executive order. in our next half hour edward lawrence will have more on what to expect today. d.c. firefighters are working to find the cause of an apartment fire in northwest washington. the fire started last night right across from the national zoo. one person is in the hospital for smoke inhalation. some people evacuated on their own and others were told to shelter in place by d.c. firefighters. the person taken to the hospital was sheltering in place. fire crews are looking for hot spots now that the flames are out at a trash disposal plant in lorton. that fire engulfed three stories worth of trash and burned for days. it started thursd

here in penn lvania, the better rain chances will be for today. so keep that in mind. five-day forecast time, check out these numbers. 69, that's a record today. 65 tomorrow. again, most of tomorrow's rain chances will be in the later half of the day. then as we get into thursday, yes indeed, could be a slushy inch or two of snow north and west of the city. so keep that in mind. temperatures should be just high enough to keep much from accumulating here in and around the city. with temperatures close to 40 degrees during the afternoon, any snow that falls should stay off the roadways. that's the good news. however, by the time we get to friday morning temperatures teens and 20s. our biggest issue may be the refreeze going into friday morning. >> reporter: yeah, that i think will be the biggest issue across the area and to be honest with ouro

>> the decision to temporarily close the entire school happened on friday after a parent meeting. school officials hope to reopen savoy elementary by the end of the month. extra patrols will be in place around arlington schools today. a man has been following students near washington and lee high schools. that man followed an 11-year-old girl. two boys also noticed the man with a similar description a few blocks away two days later. those students have not been hurt but you should remind your kids to always be aware of their surroundings. green belt police say this man is scamming customers at atms. there have been nine victims at beltway bra sa and greenway shopping center. each time he asks unsuspecting customers to cash fraudulent checks on his behalf. if you know who the man is call green belt police.

a pilot pretty lucky to be alive this morning after crashing his plane in prince george's county. >> after the crash the 64-year-old pilot used his own phone to call rescuers. he was taking off from potomac airfield in port washington when he started having trouble. he says the plane lost power and started going down. he eventually crashed into a large tree. >> i think the safety systems did their job, you know, he was seat belted in obviously as most pilots are. certainly by the impact the plane probably did what it was designed to do from the damage on it. >> apparently the pilot called his wife before he called 911. he was taken to the hospital but is expected to be okay. he was flying back to rhode island after spending the weekend in maryland with family. lucky to be alive. >> well, they ruin yourar

scene overnight into the live ht happened around three hours ago. an active investigation underway. this after a man was shot and died at the scene. right now police are not releasing any suspect information or giving us details on a possible motive, but stay with news 4 for updates. we're going to stay on top of this. back to you. today the d.c. council votes on an emergency bill to increase the d.c. police force. about 200 people protested the hiring plan last night. this is right outside the wilson building. the bill would increase the force from 3,700 officers to 4,200. councilman vincent gray say new recruits are not keeping up with the pace of retirement and they're at a ten-year shortage. >> we hope that it will be fully supported by the council because there really is a desperate need to take advantage of the opportunity to infuse your police department with -- not only with additional

representing all parts of the on capitol hill. you're looking at live pictures here. they are saying why they believe betsy devos should not be the next secretary of education. the senate is deadlocked 50/50 and the vote is set for noon today. we'll have some of the strong words we're hearing from the senate floor coming up a little over ten minutes now. state senators in virginia passed a bill yesterday that would let victims sue so called sanctuary cities for crimes done by undocumented immigrants. president trump's controversial immigration order is headed to a federal appeals court today. >> a three-judge panel will hear arguments over whether to restore the travel ban after a judge temporarily stopped it. what is going to happen today? >> reporter: well, today you have lawyers for washington state and minnesota who are going to argue in front of that three-judge panel.
