>> up in boston it is snowing right now. here's a live look. you can see the buses rolling in and police presence. people are starting to line up to see their football heroes. who knows how many people took off work to go to the patriots super bowl parade. it started a couple of minutes ago. tom brady, as you can imagine, leading it all. he was the super bowl mvp. basically considered by many as the greatest quarterback of all

by tonight the city of fairfax will have a new mayor. polls are now open for a special election to replace former mayor scott silverthorn. he resigned after he was arrested in a meth for sex police bust. three people are on the ballot. you have until 7:00 tonight to vote at any of the city's polling stations. police are looking for this 12-year-old boy in frederick, maryland. they say michael white was last seen at his home on can field terrace last night. take a look at his photo here. call frederick police if you think you may have seen him. today the d.c. council votes on an emergency bill to increase the d.c. police force. about 200 people protested the hiring plan last night outside of the wilson building. the bill would increase the force from 3700 officers to 4200 officers. councilman vincent gray says new recruits are not keeping up with the pace of retirement and the police department is at a ten-year shortage.

supported by the council because it really is in desperate need to take advantage of the opportunity to infuse our metropolitan police department not only with additional officers, to stem the hemorrhaging. >> nearly $64 million from automated traffic enforcement fees and signs would pay officers to stay on the force for five years. their salaries would be doubled in their final year to keep them from retiring. this morning we are working to learn the identity of someone who was killed in a shooting in d.c. this happened early this morning on irving street northeast. d.c. police didn't tell us who was killed or how old he was. new at midday, we found out a lot more about a deadly hit and run in the district. d.c. police telling us 65-year-old carolyn ellis was killed when she tried to cross u street northwest at 10th street last night. she was in the crosswalk. police say david jones of buoy hit her and drove off. they tracked him down and charged him with hit

involuntary manslaughter and dui. a new crime report just released by metro shows some improvement but a lot more work that needs to be done to keep you safe. here's the good news. the report says overall crime on metro properties is down. phone and bike theft, murders and burglaries dropped nearly 5% last year, however, violent assaults and crimes in parking lots increased. the minnesota avenue station on the orange line had the most crimes in 2016. metro transit police say they're looking to hire more officers, to increase patrols at stations with high crime. if you see this man, alexandria police want you to call him. take a look. he is the mantha robbed the navy federal credit union. he slid a note to the teller, received cash and took off. greenville police want you to watch out for a scammer targeting people at atms. there have been nine victims since november. take a look at this man. officers say he's approaching bank customers at

new study shows endurance exercise such as running can increase the body's ability to repair damaged heart tissue. researchers believe exercise could be just as important for heart health as a healthy diet and maintaining normal cholesterol levels. researchers conducted that study. new research suggests ecigarettes are safer than regular cigarettes. smokers who switched had much lower levels of toxins in their bodies than people who continued using regular cigarettes, but researchers say there needs to be a complete switch. those who use ecigarettes while smoking did not reduce their exposure to cancer causing chemicals. in the worst case you ever have to call 911 for an emergency, one of the biggest questions you have to face is whether to perform cpr before help arrives. dr. frank mcgeorge tells us how dispatchers are changing a critic

>> our dispatcher once they ascertain that there is a medical emergency, the first question they'll ask is whether or not the victim is responsive. if it's reported to them that the victim's unresponsive, the next question they ask is whether or not the victim is breathing. >> reporter: jim atkins says that second question, are they breathing, can cause confusion. the problem is something called agonal breathing. >> agonal breathing is ineffective breathing. for lack of a better description it's when someone is taking their last gasps. >> reporter: it can sound like a fish out of water. someone does need cpr. >> our dispatcher will ask the caller whether or not the victim is breathing effectively. >> reporter: it's a small change that can make a big difference. in places where the initial questions from 911 have been updated and stream lined, more people survive sudden cardiac arrest. >> those two or three minutes are critical as it relates to

that victim. so if a bystander can recognize that someone's in cardiac arrest and start cpr right away, that can make the difference between life and death. elementary students will head back to school tomorrow but will be in a new building temporarily. today their teachers are getting classrooms ready inside ferebee-hope elementary school. savoy had bed bugs and exterminators had to go in. doctors said it looked like bed bug bites. >> we wanted the school to be shut down and checked thoroughly, not just a room in the school checked. the whole school. >> the decision to temporarily close the entire school happened on friday after a parent meeting. school officials hoped to reopen savoy elementary by the end of the month. here are four things you should know about bed bugs. clutter can create spots for the bugs to live in.

a wild scene playing out here in philadelphia. police say a naked man stole a taxi and then sped through the city. it all started when that cab stopped to drop off a woman. as the woman got out a man attacked her and took off his clothes and stole the cab. crashed into a curb. the man was arrested and the woman who was attacked is expected to be okay. well, buying a home takes a lot of money, but you usually need to use your own cash for such a big purchase. police in pennsylvania say a woman tried to become a homeowner with a forged $1.2 million check. investigators say she copied a

last-minute from a wholesaler. have you no idea how long the flowers have been sitting in a cooler and warehouse. we know how many days since the moment that the flowers were cut from the time they get to the customer. start with your sourcing. secondly, you want to make sure you when get your flowers you cut them with sharp shears. >> before you put it in the water? >> exactly. and this water that i brought today actually has flower food in it. before i got into the flower industry, flower food, whatever. like do you really need it? you do. >> i always put it in the water because it does make it last longer. >> it does. it feeds the flowers and neutralizes any bacteria or ph imbalances that could be going on that could impact the life of your flowers. >> this is starting to look gorgeous. >> then you definitely want to change the water every two to three days. >> change it. >> it's kind of a hassle but it's honestly worth it if you want your flowers to last. >> changing the water will make the flowers to last longer. >> you want your water to be clean. key tip to your
