result of racing. and a new twist tonight in a homicide investigation in montgomery county. news 4 at 11:00 begins with breaking news. and we begin with that breaking news out of north korea, the rogue nation firing a ballistic missle, falling into the east sea, we just heard from president trump. this is the first such test here as north korea continues to expand on its nuclear weapons and missile programs. within the last few minutes, mr. trump and visiting japanese prime minister shinzo abe talked from the president's estate in florida, calling the launch intolerable. >> north korea must fully comply with the u.n. security council resolutions. >> the united states of america

ally 100%. >> south korea's acting president says his country will punish north korea for the missile launch. new at 11:00, authorities say a man is fighting for his life after a crash. police tell us the drivers in two other cars may have been speed racing at the time. the vehicles wrecked on connecticut avenue. this is in kensington, maryland, and forced road closures in that area. news 4's darcy spencer talked to somebody who was in a similar crash, darcy? >> reporter: erica, montgomery county's action team is still on scene here, what you're looking at is the crash here. the police are taking measurements and taking pictures and collecting evidence. from what we understand, the driver who was not in the race and who was crashed into remains in critical condition. montgomery

this crash scene may be the result of a race between two drivers on connecticut avenue and kensington, one of these two cars possibly involved in the race. the driver of the other car was trying to make a turn from connecticut to denfeld avenue when he was t-boned. this woman was involved in a similar crash a year ago. >> it makes me mad, really, criminal, it's irresponsible. and i think somebody will probably end up in prison for this one, though, it's pretty bad. >> reporter: the crash happened at 5:30 p.m., police say the driver of the car that was t-boned was in critical condition. the other driver, serious. police say another driver who may have been racing came back to the scene after the crash and was cooperating with authorities. >> saw the lights and thought oh, this was not good. >> reporter: the crash happened across from an elementary school. neighbors are pushing for safety

they say. >> they had speed cameras for a little while on southbound connecticut but then they're gone. it's a 40 miles an hour speed limit on the state highway street but you never really see any police out here monitoring the speed so especially this time of night people can go pretty fast. >> reporter: now at this point no charges have been filed. authorities are looking for anyone who may have possibly seen a race or seen this crash. if you have information that could help you are asked to call montgomery county police. we are live in kensington, darcy spencer, news 4. darcy, thank you. and there are new details about a deadly shooting in montgomery village, 20-year-old young was killed in broad daylight in the parking lot of a town home community. and tonight we've learned there was a second victim. another man showed up at the hospital with the gunshot wounds at the same time police started their investigation. detectives determined he was

police don't believe it is random and are questioning several people to try to get to the bottom of this. and now, your storm team 4 forecast. and as we look to the second half of our weekend there will be some showers tomorrow. and i will time those out hour by hour coming up at 11:18, but after the rain moves away it's all about the wind, potentially dangerous winds impacting the area. i'll walk you through the winds first, throughout the day they're not an issue but here, at midnight it will become breezy outside and then after that throughout the day on monday it is extremely windy, winds strong enough to produce wind damage across the area. not only that, it will feel like temperatures in the 20s and 30s, and because of that, news 4 at 11:00, and throughout the day on monday will be a storm team 4 alert. the national weather service has issued a high wind watch for just about everybody, including the entire d.c. metro

1:00 a.m. to 1 p.m. on monday, which will go to a wind advisory or high wind warning, more on the rain coming up at 11:18. all right, thank you, we'll see you then. meanwhile, a baby in critical condition tonight after overdosing on methadone while in the care of its grandmother at a calvert county home. police say the boy's grandmother picked him up, he was not himself. he was rushed to the hospital and given a drug that can reverse an overdose. the grandmother facing several charges including first degree child abuse. police arrested a man inside the maryland live casino last night after a suspected carjacking in d.c., but now they say the suspect arrested was not involved in the incident in the district. police say they were

have been involved in the carjacking in the district. initially they thought their suspect drove to the casino, but somebody who was not involved in the d.c. incident ended up getting arrested. >> he was in possession of over 40 grams of marijuana, a substantial amount of cash, $40,000, and did have a warrant to appear as a criminal. after the suspected carjacking, the suspect still on the loose. and today, a walk against president trump's travel ban, starting at the islamic center and walked to vice president mike pence's residence at the naval observatory. the group has had two similar incidents the past weekends. it was a demonstration weekend, pro and anti demonstrations taking place. this one was in minnesota, the fight about whether federal

scary moments for three people after their cars were caught in flash floods this afternoon in santa clarita, california. firefighters were on a ladder you see there lowering life vests down to a man and young girl as that fast moving water swallowed their car. firefighters pulled them and another man in their car to safety. new at 11:00, a scene off the coast of new zealand as hundreds of whales slam onto a remote beach happening just hours after volunteers managed to re-float a different group of whales from an earlier mass stranding. a total of 650 pilot whales beached themselves onto the southern tip of the
