miguel is there. >> reporter: good morning. emergency personnel have been working through the night keeping a close eye on what they call a fluid situation. the damage is sound. it's the spillway that is causing concern. the emergency spillway is this morning in its own state of emergency, warning of an eminent failure and a flood, state officials ordered the immediate evacuation of 188,000 people. >> we thought we were okay and then, bam, we had to leave. >> we had to make a very very critical and difficult decision to initiate the evacuation. i couldn't risk the lives of thousands of people. >> reporter: the sudden emergency triggering chaos as families jammed roadways. >> you need to go through

and make a right. >> reporter: gridlock lasting for miles and hours. >> i'm concerned about getting out. >> reporter: with the massive reservoir at over 100% capacity engineers spotted an erosion scar near the spillway. the lake holds enough water to cover the entire state of connecticut in a foot of water, the tallest dam in the nation sits above the counties. the spillway releases water to free up storage space was damaged last week. now a scramble to get it fixed before the next storm and more rain. first this morning water officials plan to use an army of helicopters and boulders to shore up the emergency spillway. what may be the best hope to prevent a disaster that may be looming. at one point officials said if

a 30 foot wall of water could cascade into communities down stream. this is a race against time. we're expecting another storm to fill that reservoir and put more pressure on the spillway so they want to get as much water as they can before that storm arrives mid week. >> thank you. another powerful winter storm is hammering new england. the second round of snow and winds for a region hit hard last week. again there are problems at airports coast-to-coast. >> reporter: good morning. it is a virtual ghost town here in portland, maine. the only vehicles on the road are snowplows.

flour. this is vanilla bean paste. this is my favorite thing in the world. >> how are the measurements different when you're using paste versus extract. >> it's one-to-one. this has vanilla bean suspended in. have you ever bought one and they're dry as heck? that's the red dye. >> do i put that in? >> yes. this will make it nice and red and festive. use as little or as much as you like. darker dyes tend to make recipes bitter. just know that. keep that in mind. >> how long is this going to take? >> we're going to add the flour. always have it on the low setting, otherwise the flour, you are going to be hit with that. then you're going to make two batches. one red and one plain. >> perfect. >> any color you want, actually. what we're going to do now is you will roll it out into a nice
