freezing at 30 degrees. so as we go through the day today, bus stop time at least you'll want the warm jacket for the kids. about the mid to low 30s. mostly cloudy skies through the day. by the afternoon time, temperatures right around the low 50s. chuck is live outside. good morning, chuck. >> good morning. yes, indeed, quite the little chill in the air. still waiting on sun vooiz as well. that doesn't happen until 6:00 this morning and starting tomorrow sunrise is before 7:00 a.m. all the way up until march 10th and that's when daylight savings time kicks in. for today though a reasonably nice day. afternoon temperatures today upper 40s and low 50s right here in downtown, about 53 degrees for your high temperature today. talking to someone from the park service about cherry blossoms and whether it's going to be an early or a late peak. we'll find out. i'll ask

hear a lot of today, what did the president know and when did he know it? flynn resigned after questions about his conversations with russia's ambassador to the u.s. the conversations happened before president trump took office and included information about sanctions against russia. he's accused of misleading the vice president and other officials about those conversations. a senior official telling nbc news that the president and his advisors have been quote, agonizing over what to do about flynn for the last several days. flynn wrote this in his resignation letter, quote, unfortunately because of the fast pace of events, i briefed the vice president elect and others. flynn says he has apologized to the president and vice president pence. back to you. >> thank you. and there are three possible replacements for flynn including the man who's already

into that position, retired lieutenant general keith kellogg is the acting national security advisor at this hour. he was one of the original people considered for the job. kellogg is a vietnam veteran and he commanded the western coalition during the second iraq war. another option retired vice admiral robert harwood. he served under president george w. bush. and david petraeus. now, this is likely the most controversial pick although he was also considered for secretary of state. petraeus resigned from the cia in 2012 after he admitted giving classified information to his mistre mistress. the position does not require senate confirmation. we'll let you know about any breaking updates through the nbc washington app. >> and the trump administration will not be able to implement its travel ban in virginia. a federal judge granted a preliminary injunction on that issue yesterday. the judge noted in her

no justification for the travel ban and wrote that the president's executive power quote, does not mean absolute power. the injunction only applies to people who live, work or attend school in virginia. a federal court is also suspended the immigration order. congress is moving quickly to strike down the district assisted suicide law but they may run out of time. the resolution would have to pass the house and the senate and be signed by president donald trump by friday. congressional efforts to strike down the law have energized an old debate in washington. many feel congress is imposing its ideals on the district without even knowing its people. >> this stands for a whole lot of stuff that's in contrast with the believes and philosophies of the locals who live here. >> last night several organizations came together to help mobilize people to tell congress to keep their hands off d.c. organizers say lawmakers are interfering with the district's

tonight fairfax city's new mayer, david meyer will be sworn in. he was elected during a special election last week. former mayor resigned last year after being arrested in a sex for drugs sting. tonight's ceremonial swearing in will be held at 7:00 right before the city council meeting. it's 6:06 now. a 15-year-old is dead and fairfax county police are trying to track down her killer. this is damaris reys rivas who was found in springfield over the weekend. she was missing for the last two months. justin finch is live in springfield now with a concerning factor that police are still looking into. >> reporter: that's right. the question now is could gang activity have played a role in the death of damaris reys rivas? that is being settled as we speak. we do know at this time that fairfax county police are going through several leads at this time and they are not ruling that one out.

reys rivas was found on saturday on the 7100 block. now, the office of the chief medical examiner ruled damaris reys rivas' death a homicide back on monday finding that she suffered trauma to her upper body. she was reported missing back on december 10th, 2016 after leaving her gaithersburg home. she of course was found dead two months later. she also went by the name of alexandra. we do also know police are a part of this active investigation and fairfax county police continuing to solicit leads at this time. we are live here in springfield. i'm justin finch, news 4. back in to you. >> angie is following what's happening at the dam in northern california. what's the latest sf. >> right now there's a bit of a race agai t

more rain expected to hit that area this week. officials tell us there are tens of thousands of people who have been forced to evacuate that area, that there is still a threat that the dam could fail of course causing that overflow of uncontrollable water into communities beneath the dam. the national guard remains on stand by and we'll bring you any updates for this. the timetable for when the guard will arrive still unknown at this point. engineers and other officials scrambling to fix the damaged spillway of that nation's tallest dam. more rain is expected on that way and tens of thousands of people who live around that dam are waking up in shelters. again, we're going to bring you the latest from the live desk on news 4 today. another sandusky facing child sex charges. the son of the convicted penn state coach now behind bars. new details about the abuse allegations from underage girls. and it's go time for the nats. spring training starts today. still

a mild winter you may still be dreaming about blossom. everyone is always wondering when exactly you might see those beloved cherry blossoms peak. >> it's really hard to predict. >> we're live with a special guest to give us some clues. good morning. >> good morning. and good morning, everybody. hap happy valentine's day. spring is kind of sort of in air. it's still a little cold out here. this is mike from the national park service and he's one of the experts of the cherry trees out here and cherry blossom forecasting is tough, tough work. >> it's -- like you know, it's dependent on the weather so if you can tell me exactly what the high temperature is going to be for the next six weeks we'll tell you when the trees are going to bloom but that's a little bit of a challenge. >> last year the original prediction was april 8th or 9th, but then i looked it up. 79 degrees on the

10th of march. >> within a week after making the initial prediction we had to back it up ten days. >> so what is the average peak date? >> it's usually last week of march, first week of april. you know, and the winter is going so far this year i think we'll be probably closer to that last week of march but unless we hit a cold snap coming up or get a lot of snow. everything is up in the air until within about ten days or so. >> the graphic we have up on the air now, last year's peak was in march. the three years before that they were all april and in 2011 they were in march so it seems to me it's all dependent on those early march temperatures. >> the trees this week have just gone dormant and we start the countdown of heating degree ys. we need 221 of those to get to peak bloom. the warmer the temperature the more points you get towards that so if we continue to trend warm as it looks like we'll do the

we'll be looking at an earlier bloom. >> so the early lean is plan on march, not april. let's go over to melissa mollet and find out a little bit about traffic. >> so taking a look right now, 95 north of lorton, they've been moving this camera because we did have a bit of a slowdown. we did have a crash there there morning. inner loop near little river, a crash there. 270 southbound is okay. top of the beltway looking typically slow for this time of day. 66 inbound and 95 northbound, no major problems there at least right now. remember to listen to wtop when you hop in your car. thank you. congress could take action today to put more self-driving cars on the road. watch out. the house energy and commerce committee is having a hearing on capitol hill. the senate is working on new legislation to speed up the technology. vice presidents from general motors,

today's hearing. when you buy a new car you want it to have that new car smell which means you probably don't want it to smell like marijuana. >> no. >> that's exactly what happened to somebody in minnesota. he bought a brand new car that had 50 pounds of weed inside. apparently both the man and the car dealership had no idea. then he got a little spaced out. >> the adopted son of a man who shattered penn state's reputation is now charged with child sex abuse. prosecutors say that jeffrey sandusky asked teenagers to send him nude photos and perform a sex act. one of the victims was a 16-year-old girl. his father jerry sandusky is serving decades in prison for molesting boys while at penn state. a child abuse expert say the allegations against jeffrey weren't raised in a healthy environment. he says he was never abused by his adopted father. details are being uncovered in a

case. two girls were abducted from a mall. the children were never found. lloyd welch jr. goes on trial in april for their murders. now, new court documents are uncovering more about his past. prosecutors plan to include 15 different victim accounts that allege rape, attempted abduction and domestic violence against welch. those cases have never been tried in court but will be part of evidence if he's convicted. >> in northern virginia today, supporters of a popular loudoun county school principal are rallying to have him reinstated. john brewer is principal of the high school in sterling. he's been on leave since december and the superintendent has recommended he be fired. he was put on leave after giving the school's former band director a letter of recommendation. another high school principal is on leave this time in fairfax county. the washington post reports a

west potomac high school letting them know that asis at that particular time principal will be filling in for alex case. fairfax county schools declined to say when the administrators went on leave or why. playboy magazine is changing its tune. playboy will bring back nudity to the magazine. it will start things off with the cover of its next issue saying quote, naked is normal. playboy adopted a nonnude policy last month to get more main stream readers and advertisers. but there are a lot of people who just read it for the articles. >> there are articles in there? i'm joking. i don't know. >> if you find yourself alone this valentine's day it might be your address. >> the best cities to find love. the district was the fourth best place to live if you're looking for mrs. right. baltimore came in at number

mid-60s and very nice. let's take a look at the roadways this morning. some issues out there. >> two problems on the beltway. we have a crash in the left lane and then we have inner loop here before braddock road. express lanes before braddock, crash in the right lane there so seeing some slowdowns through that area. police activity still reported there this morning. 410 the ramp to westbound 50, police activity there on the right shoulder. beltway overall the rest of the beltway doesn't look so bad. northbound lee highway here at fort mier drive and at southbound at lynn street, those traffic signals still are not working this morning. chopper on the way to another problem. we'll take a live look at that and be back with some travel times coming up. thank you. well, some of your favorite stores fighting against extra taxes. >> ahead at 6:30, how target, best buy and others are meeting he in d.c. to kreee

6:24. breaking news out of laurel now. >> let's check in with angie. >> we have the breaking story, police telling us that someone has just pulled off a robbery taking a whole atm machine with them. this is what we know at this point. around 4:00 a.m. they say a driver of a white van pulled up to the parkway crossing on laurel fort meade road. the suspect was able to grab this machine, the atm and take off with it in their van. this hour, that person is still

off a robbery taking a whole atm. this is what we know so far. around 4:00 a.m. a white van pulled up to the parkway crossing exon, the suspect was able to grab that atm and right now they're still at large. that suspect and the machine is still missing. be sure to stay with us for the latest on this developing story. now to major developments on the first 100 days of the trump administration. international security advisor michael flynn resigned overnight amid reports that he misled vice president mike pence and other officials about his contacts with russia. >> this morning we're learning that president trump has now named an acting national security advisor. angie has that from the live desk. >> the president naming retired lieutenant general keith kellogg as the national acting security advisor. he was one of three candidates being considered for the top security job. the 72-year-old vietnam veteran

agents. the council will discuss the final internal audit on the explosion and fire at the flower branch apartments in silver spring last year that killed seven people. the report will reveal 14 lessons the county learned about responding to this type of emergency. chris gordon will be tweeting from inside that meeting. prince george's county police are trying to figure out why a driver ran over a man in a parking lot, killing him. >> the man drove off. he hit him. >> that video you're watching here shows some of the chaos that followed after a man driving a range rover hit another man yesterday. this happened in a shopping mall parking lot. according to witnesses the victim was armed with a rifle. here is what one of those women had to say. >> everyone was

can see behind me. but this isn't the worst time of day to take the key bridge. now, most folks know, we know where the choke points are and we know how to avoid them, when to avoid them and some of us just fuss our way through it when we just have to take these traffic congested spots in the area. this new study by d dot says the key bridge is most congested during the evening rush hour. that's when we experience our most frustration on it. it takes you three and a half times as long as any other time of the day to cross it. slows you to about 8 miles per hour on the bridge. now, in the mornings you're most frustrated and jammed up on the southeast freeway. takes you three times as long to travel the west doubound side dg the morning rush hour and even at midday when you think thinks calm down a bit, you know, the soutas
